Technological Surveillance and Potential Discrimination: An Analysis of Proposals for the Use of Technology in Public Security in Brazil’s 15 Most Populous Cities
This exploratory, qualitative article examines the growing institutional trivialisation of technological surveillance in public security in Brazil, based on an analysis of government programmes from the current mayors of the 15 most populous cities. The corpus includes documents filed with the Superior Electoral Court during the 2024 elections by mayors who were candidates at the time. Compared to a study published in 2022, there has been an expansion in the devices and technologies adopted, alongside a continued focus on combating crime and ensuring security as the primary motivations. The analysis reveals that the large-scale adoption of digital technologies by security agencies, particularly facial recognition, occurs in a regulatory vacuum, marked by a lack of statistical data and opacity surrounding their use, operations, and funding. The study also highlights the ethical challenges concerning the protection of privacy rights, especially for vulnerable groups, which are notably absent in the discourse of local administrators. This situation is exacerbated by reports indicating that Black individuals are disproportionately affected by misidentification and related injustices from facial recognition technologies in the country.Com base em uma análise dos programas governamentais dos atuais prefeitos das 15 cidades mais populosas do Brasil, este artigo, de natureza exploratória e qualitativa, discute a crescente banalização institucional da tecnovigilância na segurança pública no país. O corpus abrange os documentos registrados pelos prefeitos, à época candidatos, no Tribunal Superior Eleitoral nas eleições de 2024. Em comparação com um estudo publicado em 2022, verificou-se a ampliação dos dispositivos e tecnologias adotados, bem como a manutenção dos discursos de enfrentamento à criminalidade e garantia da segurança como motivações principais. A análise permitiu relacionar também que a adoção em larga escala das tecnologias digitais por órgãos de segurança, especialmente o reconhecimento facial, ocorre num contexto de ausência regulatória sobre a matéria, e tem como características a ausência de dados estatísticos e a opacidade sobre os seus usos, operações e financiamento. O trabalho identificou ainda que desafios éticos, no tocante à proteção do direito à privacidade da população de um modo geral, e de grupos vulnerabilizados em específico, não são referidos pelos gestores. Este cenário é mais desafiador dado o fato das pessoas negras serem constantemente, conforme casos noticiados, as principais vítimas das injustiças promovidas com base em identificações erradas de tecnologias de reconhecimento facial no país
Tecidos da Memória: Entrelaçamentos Entre História de Vida, Práticas de Costura e a Aprendizagem Pela Arte
A presente pesquisa investigou os possíveis entrelaçamentos entre a história de vida e o saber de um ofício manual, tendo como horizonte a aprendizagem pela arte. A investigação partiu da convivência com Lígia Hatsuko Hayashi, minha avó paterna, imigrante japonesa que chegou ao Brasil na década de 1930 e trabalhou como costureira ao longo de toda a vida. Por meio de encontros em que costurávamos e conversávamos, Lígia compartilhou comigo suas memórias e me ensinou seu ofício: a costura; ativando um processo de transmissão de saberes que articulou aspectos técnicos, sensíveis e culturais. O estudo adotou como principais metodologias a história oral e a autoetnografia, permitindo uma escuta atenta à memória individual como fonte de conhecimento e reflexão. Foram acolhidos documentos pessoais, registros e objetos biográficos como materiais de análise, compondo uma narrativa que dialoga com a história social da imigração japonesa no Brasil. A pesquisa partiu do pressuposto de que a memória individual é parte constituinte da memória coletiva, e que narrativas não hegemônicas, como a de uma mulher velha, estrangeira e pertencente às camadas populares, podem friccionar discursos históricos dominantes e modos de fazer consagrados pelas artes tradicionais. Assim, a costura, compreendida como um saber-fazer popular e feminino, revelou-se um potente campo de criação, afeto e aprendizagem. A partir da pergunta “como posso aprender a ensinar com minha avó?”, o estudo propõe reflexões sobre a transmissão de saberes em processos formativos não escolares e seus desdobramentos para o campo da Arte-Educação, defendendo a valorização de experiências sensíveis, relacionais e ancoradas nas trajetórias de vida como dispositivos poéticos e pedagógicos.This research investigated the possible interweavings between life history and the knowledge of a manual craft, with learning through art as its horizon. The investigation stemmed from the time spent with Lígia Hatsuko Hayashi, my paternal grandmother, a Japanese immigrant who arrived in Brazil in the 1930s and worked as a seamstress throughout her life. Through meetings in which we sewed and conversed, Lígia shared her memories with me and taught me her craft — sewing — thus activating a process of knowledge transmission that articulated technical, sensorial, and cultural aspects. The study adopted oral history and autoethnography as its primary methodologies, allowing attentive listening to individual memory as a source of knowledge and reflection. Personal documents, records, and biographical objects were gathered as analytical material, composing a narrative that engages with the social history of Japanese immigration in Brazil. The research was based on the assumption that individual memory is a constitutive part of collective memory, and that non-hegemonic narratives — such as that of an elderly, foreign woman belonging to the working class — can disrupt dominant historical discourses and practices consecrated by traditional arts. Thus, sewing, understood as a popular and feminine form of know-how, proved to be a powerful field of creation, affection, and learning. Prompted by the question “how can I learn to teach with my grandmother?”, the study reflects on the transmission of knowledge in non-school-based learning processes and its implications for Art Education, advocating the recognition of sensitive, relational experiences grounded in life trajectories as both poetic and pedagogical instruments
Comunidade Clubber e o Papel da Moda no Pertencimento: Uma Análise Comparativa das Cenas Paulistanas e Cariocas
This study aims to analyze the clubber scene and its relationship with fashion in the cities of São Paulo and Rio de Janeiro, using a comparative approach. The research seeks to understand the main events linked to the clubber culture in the Rio–São Paulo axis and investigate how its attendees relate to fashion and to the clubber identity itself, grounded in the concept of "neotribalism". The theoretical framework is based on the works of Maffesoli (1988/2000), Bourdieu (1991/2001), Thornton (1995), and Barthes (1967/1979), which help explain the symbolic, social, and aesthetic processes involved.
To achieve its goals, the study employed three methodological strategies: participant observation, in-depth interviews, and a survey. The analysis of the collected data reveals that fashion plays a fundamental role in shaping clubber identity, serving as both an aesthetic and social language. The clubber scene emerges as a space for experimentation, transgression, and constant reinvention. Furthermore, the research highlights how its signs and symbols are appropriated and redefined by the market, illustrating the dynamic of capitalist incorporation. In this way, the study sheds light on the complex relationship between style, belonging, and consumption within the contemporary context of urban cultures.Este trabalho tem como objetivo analisar o cenário clubber e sua relação com a moda nas cidades de São Paulo e Rio de Janeiro, a partir de uma abordagem comparativa. A pesquisa busca compreender os principais eventos voltados à cena clubber no eixo Rio-São Paulo e investigar como seus frequentadores se relacionam com a moda e com a própria cultura clubber, tendo como base teórica o conceito de “neotribalismo”. As referências centrais utilizadas são os estudos de Maffesoli (1988/2000), Bourdieu (1991/2001), Thornton (1995) e Barthes (1967/1979), que contribuem para entender os processos simbólicos, sociais e estéticos envolvidos.
Para alcançar os objetivos propostos, foram adotados três métodos de pesquisa: observação participante, entrevistas em profundidade e aplicação de survey. A análise dos dados obtidos revela que a moda exerce um papel fundamental na construção da identidade clubber, funcionando como linguagem estética e social. A cena clubber se apresenta como um espaço de experimentação, transgressão e constante reinvenção. Além disso, destaca-se a forma como seus signos e símbolos são apropriados e resignificados pelo mercado, evidenciando uma dinâmica de fagocitação capitalista. Assim, o estudo aponta para a complexidade das relações entre estilo, pertencimento e consumo no contexto contemporâneo das culturas urbanas
O Retrato Como Denúncia e Resistência nos Trabalhos de Eleonora Ghioldi
This article examines the portraits created by Argentine feminist photographer and filmmaker Eleonora Ghioldi (b. 1972, Buenos Aires) as acts of denunciation and resistance against gender violence, while also addressing issues of intersectionality and collaboration in her three major projects: Guerreras, Atravesadxs, and Aborto Legal Ya!. Guerreras began in 2011 through conversations between Ghioldi and her friends about experiences of violence and, over the years, expanded to include testimonies from cis and trans women of diverse ages and racial backgrounds. Atravesadxs emerged from the artist’s engagement with Gustavo Melmann, the father of Natalia Melmann, a victim of femicide in 2001, and now comprises over 70 testimonies from relatives and friends of murdered women. Meanwhile, Aborto Legal Ya! documents the struggle for the legalization and preservation of abortion rights in Argentina, approaching the issue from multiple perspectives, including public health and intergenerational concerns. These works consist of large-scale photographic portraits accompanied by testimonies, displayed in public and institutional spaces, alongside a short film. The analysis draws on Emma Lewis’s (2021) research on feminist and activist approaches to portraiture, Dominique Baqué’s (2009) research on representations of violence in photography and politically engaged art, as well as Rita Segato’s (2020) studies on the structures of gender violence. The theoretical framework is further informed by Verónica Gago’s (2020) writings on feminist organizing in Latin America, Judith Butler’s (2016) work on vulnerability, resistance, and solidarity networks, and critical contributions from the anthology Transfeminismo o barbarie (2022).
Este artigo pretende examinar os retratos produzidos pela fotógrafa e cineasta feminista argentina Eleonora Ghioldi (1972, Buenos Aires) como formas de denúncia e resistência à violência de gênero, abordando também questões de interseccionalidade e colaboração em seus três principais projetos: Guerreras, Atravesadxs e Aborto Legal Ya!. Guerreras teve início em 2011, a partir de diálogos entre Ghioldi e suas amigas sobre vivências de violência, e ao longo dos anos expandiu-se para incluir relatos de mulheres cis e trans de diversas idades e origens raciais. Atravesadxs surgiu da aproximação da artista com Gustavo Melmann, pai de Natalia Melmann, vítima de feminicídio em 2001, e hoje reúne mais de 70 depoimentos de familiares e amigos de mulheres assassinadas. Já Aborto Legal Ya! documenta a luta pela legalização e preservação do aborto na Argentina, abordando o tema a partir de múltiplas perspectivas, incluindo saúde pública e questões intergeracionais. Os trabalhos consistem em retratos acompanhados de testemunhos, exibidos em larga escala em espaços públicos e institucionais, além de um curta-metragem. A análise fundamenta-se na pesquisa de Emma Lewis (2021) sobre a fotografia e os retratos a partir de uma perspectiva feminista e ativista, Dominique Baqué (2009) sobre representações da violência na fotografia e na arte engajada, e nos estudos de Rita Segato (2020) sobre as estruturas da violência de gênero. Nosso embasamento teórico também é informado pelos escritos de Verónica Gago (2020) acerca da articulação feminista na América Latina, e Judith Butler (2016) sobre vulnerabilidade, resistência e redes de solidariedade, além de contribuições teóricas do livro Transfeminismo o barbarie (2022). 
Mentoring adoption across the information systems project management process: Perceptions of IS project managers
To-date, there appears to be a dearth of information systems (IS) project management mentoring research relating to mentoring practices across the IS project management process. This study contributes to our understanding of the nature of mentoring practices in IS projects. Practicing IS project managers in multinational companies were asked about their mentoring experiences. Findings were based on data collected via a web-based descriptive survey. Four key observations were noted. Mentoring practice adoption was perceived as positive. Practicing IS project managers were cognizant of the benefits that can accrue from mentoring adoption. The drive for project success was a key motivation. Adoption was more expedient and forthcoming in an informal relationship situation. Overall, mentoring was perceived to enhance IS project management practice. The paper concludes by providing some directions for future research
Measuring and predicting teamwork quality in virtual project teams
More and more members of project organizations collaborate in virtual teams. Due to globalization and more recently driven by the impact of the Covid-19 pandemic, the number of virtual project team members grew significantly, and many leaders look for key factors which allow virtual teams to reach a higher level of Teamwork Quality. This article summarizes previous investigations to develop a measuring instrument for both Teamwork Quality and potential predictors. Based on a literature review a conceptual model with 30 salient items measuring ten latent predictors as well as one latent concept for Teamwork Quality has been developed and transformed into a survey. The questionnaire was shared online and completed by 211 members of virtual project teams. Afterwards an Explorative Factor Analysis as well as a Reliability Analysis have been performed to explore the structure of the items. The result suggested one dependent measure for Teamwork Quality in virtual project teams and three latent predictors. These factors have been included into a Structural Equation Model and have been supported by a Confirmatory Factor Analysis. The steps described led to three factors (Personal Commitment, Team Balance & Mutual Support, Result Orientation) that have an influence on the latent variable “Willingness to succeed”
Factors related to GDPR compliance promises in privacy policies: A machine learning and NLP approach
This paper employs Machine Learning (ML) and Natural Language Processing (NLP) techniques to examine the relationship between organizational factors, such as company size and headquarters location, of data processing entities and their GDPR compliance promises as disclosed in privacy policies. Our methodology comprises three main stages, each representing a key contribution. Firstly, we developed five NLP-based classification models with precision scores of at least 0.908 to assess different GDPR compliance promises in privacy policies. Secondly, we have collected a data set of 8,614 organizations in the European Union containing organizational information and the GDPR compliance promises derived from the organization’s privacy policy. Lastly, we have analyzed the organizational factors correlating to these GDPR compliance promises. The findings reveal, among other things, that small or medium-sized enterprises negatively correlate with the disclosure of two GDPR privacy policy core requirements. Moreover, as a headquarters location, Denmark performs best regarding positively correlating with disclosing GDPR privacy policy core requirements, whereas Spain, Italy, and Slovenia negatively correlate with multiple requirements. This study contributes to the novel field of GDPR compliance, offering valuable insights for policymakers and practitioners to enhance data protection practices and mitigate non-compliance risks
A framework of critical success factors of cloud based project management software adoption
Project Management (PM) software is an enabler of project success and is now being offered as a cloud-based software with the advancement of cloud computing. This research was conducted to explore the critical success factors affecting the adoption of cloud-based PM software. Semi-structured interviews were carried out with Information Technology (IT) professionals following the qualitative approach. Through thematic analysis, four themes were identified as areas considered when adopting cloud-based PM software: technological, organizational, environmental, and vendor-specific factors. Relative advantage, ease of use, compatibility, and reliability were categorized as the technological factors. Organization size, the technological readiness of the organization, employee willingness, top management support, and change management process were identified under organizational factors. Competitors' adoption, industry trends, and dedicated internet connectivity were identified under environmental factors. Additionally, features such as maintenance and service support from the vendor, popularity of the brand name, and availability of free trials emerged as vendor-specific factors
Systemic risk might jeopardize your IT project portfolio: A qualitative evaluation of risk measures
IT project portfolios consist of various projects which depend on each other. Including additional IT projects, which are interdependent with existing ones, affects the IT portfolio’s systemic risk, which arises from these interdependencies. To handle this risk, organizations must quantitatively analyze the systemic risk of their IT portfolio. However, an overview and evaluation of risk measures for quantitatively analyzing systemic risk in IT portfolios has been missing. In our study, we first conducted a structured literature review to identify risk measures. We then determined evaluation criteria based on mathematical considerations on how risk measures can be modeled and insights from our literature review. Subsequently, we performed a qualitative, criteria-based evaluation to clarify which risk measure fits specific use cases. Finally, we delineated our findings as three recommendations. Our research supports organizations in better analyzing systemic risk in their IT portfolios by selecting the most appropriate risk measure according to their data or use case, contributing to a more successful IT portfolio management
