Implementation Analysis of the Pariaman City Regional Regulation No. 9 of 2015 concerning the Drinking Water Depot Business Permit
To regulate the existence of Drinking Water Depots (DAM) in the city of Pariaman, the Pariaman City government issued Regional Regulation (Perda) Kota Pariaman No. 9 of 2015 concerning Business Permits for Drinking Water Depots. However, many depot owners do not implement these regulations. The purpose of this study was to analyze the implementation of Pariaman City Regional Regulation No. 9 of 2015 concerning Drinking Water Depot Business Permits. This research is a type of qualitative research. Data collection was carried out through in-depth interviews with informants involved in the implementation of Pariaman City Regional Regulation No. 9 of 2015 and focus group discussions (FGD) on drinking water depot owners. Selection of informants based on the principles of suitability and adequacy. The variables based on the framework of Edward III include communication, resources, disposition, and bureaucratic structure. The results of the research show that the implementation of the policy has not been implemented because the communication has not been optimal. The available resources and facilities are quite adequate, for sub-budget variables it has not gone well. Coordination has not been carried out properly, the sanctions set forth in the Regional Regulations have also not been realized optimally. Disposition related to the government's commitment to implementing policies has not been implemented. It is necessary to monitor the implementation of regional regulations and make derivative regulations related to supervision of drinking water depots, so that depots can carry out routine inspections according to what is stated in the regional regulations and make it easier for the Health Service to carry out supervisio
Strengthening the Marketing of Pediatric Cardiac Surgery Services to Support the Transformation of Health Services in Indonesia
This study aims to identify marketing or socialization strategies for hospitals that provide Cardiac Surgery Services in Indonesia. The findings of this study will contribute to optimizing the services available in the regions as well as contributing to the transformation of health services, particularly in cardiac surgery services. This study is observational descriptive research. Data were collected from Cardiothoracic and Vascular surgeons and hospital websites with cardiac surgery services. Through the marketing analysis approach of 7P, this study identifies problems and policy recommendations that can be alternative solutions. The price of the service is high, but most of the patients used BPJS, and it is found that the hospital rate is higher than BPJS claims. The hospital should provide the costing and financial analysis that generate the hospital rate to BPJS revise the BPJS's claims. It can only be done if hospitals from many regions produce similar rates or slight variations. Jabodetabek still dominates as the region (place) with the most cardiovascular surgery services in Indonesia, with 29 of 35 hospitals. The recommendations to respond to this issue include ensuring data on demand for cardiac surgery services from various regions and encouraging the government through specialist expert associations and legislation to provide cardiovascular surgery services in various regions. Regarding the specialist (people), the government must provide scholarships for doctors to take BTKV specialists, especially those who can perform pediatric ones

USER PERCEPTIONS OF THE QUALITY OF THE PEDULILINDUNGI APPLICATION BASED ON THE DIMENSIONS OF ELECTRONIC SERVICE QUALITY (E-SERVICE QUALITY) DURING THE COVID-19 PANDEMIC
The use of a contact tracing application is one of the efforts made to overcome the global COVID-19 pandemic with an increasing number of cases. The contact tracing application used in Indonesia is PeduliLindungi which is one of the requirements for accessing public areas, which was initially applied to the Java-Bali region. However, in its use, there are still challenges that affect the quality of electronic services. This study aims to analyze user perceptions of the service quality of the PeduliLindungi application based on the E-Servqual dimension. The method used is observational with a quantitative approach using a cross-sectional design. The results showed that overall, the user's perception of the quality of the PeduliLindungi application was good with positive ratings on the service quality dimensions of the PeduliLindungi application. The dimensions that have a significant relationship to the user's perception of the quality of the PeduliLindungi (ESQ) application are the dimension of user experience (EXP) and user trust (TRU). The dimension of reliability (REL), responsiveness (RES), ease of use (EOU), privacy (PRI), system availability (SA), application design (WD), and information quality (IQ) do not have a significant relationship to user perceptions of the quality of the PeduliLindungi (ESQ) application. Suggestions that can be given are to improve and improve the system and technical functions and improve security for user data
POTRAIT OF PUBLIC PRIVATE PARTNERSHIP POLICY SUBSTANCES IN REGIONAL HOSPITALS IN INDONESIA
Public Private Partnership (PPP) is a strategy of the Indonesian Government to deal with budget constraints and overcome gaps in infrastructure, access, and quality of health services. PPP on the operational cooperation (KSO) model is the oldest and most widely applied practice by regional hospitals in Indonesia. The implementation of KSO must refer to government policies in the form of laws and regulations. Since its initial implementation until today, the Ministry of Home Affairs, as the body that oversees the local government, has not carried out a comprehensive evaluation of the KSO policy. This study was carried out by conducting document analysis related to the operational cooperation policies of regional hospitals and reviewing the substance of operational cooperation policies at the national and regional levels. Study found that there are no articles governing service level agreements; no performance indicators of cooperation in monitoring and evaluation, limited autonomy; several regional head regulations are not accompanied by technical guidelines; and there are variations in the substance of the regional head regulations. This study concludes that the KSO policy framework for regional hospitals is inadequate, incomplete, and limits the autonomy of regional hospitals
Analisis Sistem Proteksi Kebakaran dan Keselamatan Kebakaran di Stasiun Transit Manggarai Kereta Rel Listrik (KRL) Commuter Line Jabodetabek Tahun 2023
Stasiun Manggarai merupakan stasiun paling aktif yang menghubungkan tujuh persimpangan jalur kereta api. Sebelum pandemi, tercatat bahwa Stasiun Manggarai merupakan stasiun tersibuk yang melayani lebih dari 20.000 pengguna setiap harinya (Ditjen Perkeretaapian 2022). Pada Januari 2023, terkonfirmasi bahwa Stasiun Manggarai memiliki 150.000 pengguna transit dan 14.000 pengguna stasiun per harinya (Fransisca, 2023). Jumlah pengguna yang banyak dapat meningkatkan kepadatan sehingga dapat meningkatkan potensi bahaya dan risiko, termasuk bahaya dan risiko kebakaran. Oleh karena itu, penelitian ini dilakukan untuk mengetahui gambaran sistem proteksi kebakaran dan keselamatan kebakaran di Stasiun Transit Manggarai Kereta Rel Listrik (KRL) Commuter Line Jabodetabek dengan menggunakan metode deskriptif observasional dengan pendekatan komparasi. Penulis membandingkan hasil penerapan sistem proteksi kebakaran dan keselamatan kebakaran di Stasiun Manggarai dengan standar NFPA 130 dan Code of Practice for Fire Precautions in Rapid Transit Systems 2022. Hasil dari penelitian ini didapatkan dengan wawancara, telaah dokumen, dan observasi langsung pada stasiun. Berdasarkan penelitian didapatkan bahwa persentase pemenuhan sistem proteksi kebakaran dan keselamatan kebakaran pada Stasiun Manggarai adalah sebesar 84,34% dengan pemenuhan tertinggi pada aspek Fungsi, Reliabilitas, dan Ketersediaan Sistem Komunikasi dan Kontrol dan Persyaratan Kawat dan Kabel sebesar 100% dan pemenuhan terendah pada aspek Sistem Komunikasi Keadaan Darurat sebesar 50%
Kelompok Perlindungan Anak Tingkat Desa (KPA-TD) untuk Optimalisasi Program Pencegahan Perkawinan Anak
Perkawinan anak menjadi permasalahan baik tingkat nasional maupun daerah. Kecamatan Grobogan adalah wilayah yang memiliki kasus perkawinan perempuan usia anak (kurang dari 19 tahun) selalu tertinggi di kabupaten Grobogan. Desa Sedayu menjadi wilayah dengan prevalensi tertinggi dalam 3 tahun berturut-turut (2020-2022). Permasalahan yang dihadapi adalah perkawinan perempuan usia anak menjadi fenomena sosial di masyarakat, praktik perkawinan usia anak khususnya perempuan tidak mengalami penurunan yang signifikan meskipun syarat umur dinaikkan menjadi 19 tahun, faktor pengetahuan, sikap dan lingkungan sosial budaya memiliki pengaruh terhadap terjadinya praktik perkawinan anak, serta komitmen masyarakat dalam program pencegahan perkawinan anak belum maksimal.Inisiasi pembentukan Kelompok Perlindungan Anak Tingkat Desa (KPA-TD) dalam pengabdian ini, yang diawali dengan kegiatan edukasi dan pelatihan, terbukti dapat meningkatkan literasi KPA-TD tersebut. Hal ini ditunjukkan dengan semakin meningkatkanya pengetahuan dan sikap mereka terhadap pentingnya pendewasaan usia perkawinan, kesetaraan gender dalam pendidikan, dan kesetaraan gender dalam perkawinan khususnya di masyarakat pedesaan. Pembentukan sikap dapat terjadi karena pendidikan atau pelatihan di samping adanya pengalaman pribadi, pengaruh, kebudayaan, media massa, dan emosional seseorang. Disarankan agar Pemerintah Desa melanjutkan meningkatkan lingkup kegiatan ini ke masing-masing RT atau RW agar hasil lebih maksimal serta perlu adanya penguatan melalui kegiatan monitoring dan evaluasi program yang dilakukan oleh Pemerintah Desa agar upaya mencegah perkawinan anak dapat dicegah di wilayahnya
Trend Epidemiologi Kematian Jemaah Haji Indoenesia Tahun 2017-2023
Ibadah haji adalah ibadah wajib bagi umat islam yang mampu secara finansial, mental dan fisik. Dalam pelaksanaan ibadah haji, terjadi kumpulan massa yang sangat masif sehingga berpotensi menimbulkan kematian pada jemaah haji akibat beberapa faktor, diantaranya faktor kesehatan, kepadatan, dan cuaca panas. Angka kematian jemaah haji Indonesia masih dinilai tinggi yaitu mencapai 200 kematian diantara 100.000 jemaah haji yang berangkat. Penelitian ini bertujuan untuk menggambarkan kematian jemaah haji Indonesia berdasarkan variabel orang, waktu dan tempat. Studi ini dilakukan dengan desain case series yang dianalisis secara deskriptif menggunakan data sekunder pelayanan kesehatan haji melalui Sistem Komputerisasi Haji Terpadu Bidang Kesehatan (Siskohatkes) pada tahun 2017-2023. Berdasarkan hasil penelitian ini, didapatkan bahwa dalam lima kali pelaksanaan ibadah haji terakhir, angka kematian tertinggi terjadi pada tahun 2023 sebesar 338 kematian per 100.000 jemaah haji dan terendah pada tahun 2022 sebesar 90 kematian per 100.000 jemaah haji. Kematian jemaah haji lebih banyak terjadi pada jemaah haji berjenis kelamin laki-laki dan kelompok umur ≥60 tahun. Mayoritas jemaah haji yang wafat memiliki status kesehatan dalam kategori status risiko tinggi (risti) dan penyebab kematian tertinggi adalah penyakit kardiovaskular. Kematian banyak terjadi saat periode waktu pasca Arafah, Muzdalifah, dan Mina (Armuzna), sedangkan tempat wafat jemaah haji lebih banyak di Rumah Sakit Arab Saudi. Upaya untuk menurunkan jumlah kematian jemaah haji dapat dilakukan dengan pemeriksaan kesehatan sejak dini terhadap kelompok berisiko dan terus berusaha memantau kesehatan jemaah agar terkontrol saat pelaksanaan ibadah haji
The Effects of Vaccination Against COVID-19 Incidence: Is the current age-priorities appropriate?
Age is an independent risk factor for COVID-19. Thus, the government of Indonesia prioritizes the elderly and adults with significant comorbidities for COVID-19 vaccination. To discover whether this policy is still appropriate, we evaluated the effects of vaccination against the COVID-19 incidence and infection risk.It was a retrospective cohort study of the NAR COVID-19 and Dashboard KPCPEN COVID-19 of the Depok City Health Department. The tests used to analyze the data were the chi-square and logistic regression tests. We discovered that there was a 92.7% total reduction in the COVID-19 infection rate with vaccination. The infection risk for COVID-19 in vaccinated people aged ≥ 60 years was far lower than those who were unvaccinated (RR = 0.10 vs. 1.72). In conclusion, vaccination reduces the transmission of COVID-19 significantly, especially in the ≥ 60 years age group. It affirms that the age priority policy in the vaccination policy is still applicable and does not require any amendments
Policy Implementation Analysis of SPM Health Sector for Hypertension Sufferers in South Kalimantan Province, Indonesia in 2022
Hypertension is a major cardiovascular risk factor that causes disability throughout the world and among those who are not aware of their health condition, it is often referred to as the silent killer . The prevalence rate of hypertension in Indonesia is quite high. Based on Riskesdas (2018), South Kalimantan Province shows the highest prevalence of hypertension, but the percentage of hypertension sufferers who receive health services is still low. Banjarbaru City has the lowest percentage, namely 11.3% of the target of 100%. Health services for hypertension sufferers are included in the Minimum Service Standards (SPM) for the Health Sector which are regulated in statutory regulations and government policies. The aim of this research is to analyze the implementation of the SPM policy in the health sector for hypertension sufferers in Banjarbaru City. Qualitative research with a Rapid Assessment Procedure (RAP) research design was conducted from May to June 2023 in Banjarbaru City, South Kalimantan Province. Data collection was carried out through in-depth interviews, observation and document review. The results of the research show that the implementation of the hypertension SPM policy has not been optimal, as can be seen from the SPM achievement report in the health sector in Banjarbaru City which is in the lowest position among 12 types of basic health services. In conclusion, several obstacles in the implementation of SPM for hypertension are recording and reporting hypertension sufferers, low public awareness of carrying out examinations and treatment at community health centers so that the data is not recorded, there is no special budget allocation for SPM for hypertension at community health centers, and the dual duties of health workers so that they are not optimal in achieve a program. Cross-sector collaborative efforts are needed for integrated recording and reporting of hypertensive patient data, submission of hypertension SPM budgets, efforts to invite the community, and fair distribution of tasks for community health center officers
