Critical Thinking Ability in the Inference Aspect in Science Learning in Elementary Schools
This study aims to analyze the critical thinking ability in the aspect of inference in the IPAS learning process among elementary school students. This research is qualitative and employs a phenomenological design. The subjects of this study are nine fifth-grade students from SDN 01 Beruk, Karanganyar. Data collection techniques include observation, interviews, and documentation. Data validity is ensured through source and method triangulation. Data analysis is conducted through data reduction, data presentation, and verification/conclusion drawing. The results show that, in general, students have met the five indicators of the inference aspect: (1) identifying problems is evident when students can identify issues by observing events and connecting them with their existing knowledge; (2) gathering facts is evident when students can collect facts and information from various sources such as books and the internet; (3) generating alternative solutions is evident when students can produce several alternative solutions to the problems they face; (4) decision-making is evident when students consider alternatives before making a decision; and (5) providing reasons is evident when students can present relevant and logical arguments based on facts. However, there are still several aspects that need further attention to optimize this ability. The discussion of the data analysis results indicates that the critical thinking ability in the aspect of inference among elementary school students generally supports the learning process, especially in activities related to identifying facts and natural and social phenomena, as well as making rational decisions
Pop-Up Book Media Development to Improve Reading Skills of Grade IV Elementary School Students
This study aims to determine whether pop-up book media is feasible to be used in problem-based learning; whether pop-up book media can be trusted for problem-based learning and whether pop-up book media in problem-based learning can improve reading comprehension skills of fourth grade students. The research used is research and development (R&D) by adapting the ADDIE research and development steps (Analysis, Design, Development, Implementation, Evaluating). The study was conducted at Salatiga State Elementary School with research subjects of 62 fourth grade students consisting of 35 males and 27 females. Data collection techniques with tests and non-tests. The research instruments are in the form of test items and questions. The results of this study prove 1) pop-up book media is feasible to be used in problem-based learning as indicated by validation in the trial of 0.4227; and in the field test of 0.4438; 2) pop-up book media can be trusted in problem-based learning as indicated by α = 0.838 ˃ 0.600, so the research instrument is very reliable. 3) pop-up book media in problem-based learning can improve the reading comprehension ability of grade IV elementary school students as indicated by the reading comprehension ability of grade IV students with a minimum score of 75, then the ability of students in the pre-cycle is 30%, cycle 1 is 65% and cycle 2 is 85% of all grade IV students
Implementation of Regional Regulation Number 2 of 2024 on the Administration of Business Licensing
This study aims to analyze the implementation of business licensing policies in Purwakarta Regency, particularly following the enactment of Regional Regulation Number 2 of 2024 concerning the Administration of Business Licensing. This policy is intended to simplify licensing procedures and improve the regional investment climate in alignment with national government policies through Government Regulations Number 5 and 6 of 2021. The study employs a qualitative descriptive method with a case study approach in Purwakarta Regency. Data collection techniques include literature review, field studies through interviews, observation, and document analysis. Data validity is tested using triangulation techniques. The research findings, based on the theoretical framework of Puentes-Poloche et al. (2023) on e-government and digital governance policy studies, indicate that although the licensing process is conducted digitally through the Online Single Submission (OSS) system and online licensing applications (GASPOL and SIMBG) have been implemented, several challenges remain. These include limited understanding of the digital system among business actors—particularly MSMEs—insufficient infrastructure, and coordination barriers with relevant agencies. On the other hand, continuous improvement efforts have been made by the local government, such as enhancing human resource capacity and conducting public outreach on the policy. This study recommends the need for stronger synergy between central and local governments, as well as the strengthening of institutional capacity among local agencies to support the effective implementation of business licensing policies at the regional level
Effectiveness of the Implementation of the Regional Development Information System (SIPD) Application at BAPPEDALITBANG, Deli Serdang Regency
This study aims to analyze the effectiveness of implementing the Regional Development Information System (SIPD) Application in BAPPEDALITBANG, Deli Serdang Regency, and identify its supporting and inhibiting factors in regional development planning. This study uses a qualitative approach with data collection techniques through interviews, observations, and document reviews. The data was analyzed using the Miles and Huberman interactive analysis model, which involved collection, reduction, data presentation, and conclusion. The study results show that implementing SIPD at BAPPEDALITBANG Deli Serdang improves data management efficiency, accelerates planning, and supports transparency and accountability. Supporting factors include clear regulations, leadership commitment, human resource competence, technological infrastructure, and system flexibility. The obstacles include communication constraints, limited resources, less adaptive implementation attitudes, and rigid bureaucratic structures. Efforts to overcome this are carried out through strengthening human resource capacity, optimizing infrastructure, bureaucratic reform, and improving coordination and communication
Analysis of Administrative Procedures for Issuing Land Sale and Purchase Letters in Pulau Semikat Village
This study aims to analyze the administrative procedures in the issuance of Land Sale and Purchase Certificate (SKJBT) in Semikat Island Village, Sirapit District, Langkat Regency. Village administration services have an important role in ensuring legal certainty for land purchase and sale transactions, but in its implementation there are still various obstacles. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observations, and documentation. The research informants consist of village officials and the community as service users. The results of the study show that the procedure for issuing SKJBT has followed formal rules, but is still carried out manually without the support of information technology. This has an impact on the slow service process, inefficient document management, and low information transparency. As many as 50% of the community does not know the flow of services and estimated completion time. In addition, limited human resources and lack of socialization are the main obstacles in the implementation of services. Based on Sinambela's public service theory, it was found that services have not fully met the criteria of transparency, efficiency, and accountability. The decrease in the number of SKJBT applications from year to year indicates a decrease in public trust in the village service system. This study recommends increasing the capacity of village apparatus, digitizing administrative procedures, and providing open information as strategic steps to realize effective, responsive, and equitable public services
A Systematic Literature Review: the Effect of Tacit Knowledge Sharing on Employee Innovation
The rapid advancements in the industrial revolution 4.0 have reshaped business paradigms, prompting organizations to undergo transformative changes to maintain competitiveness. One critical factor for sustaining competitive advantage is innovation, which is closely tied to the effective utilization of knowledge resources, particularly tacit knowledge. Tacit knowledge, derived from individual experiences, is considered a vital asset due to its unique and non-replicable characteristics. This study aims to investigate the role of tacit knowledge sharing in enhancing employee innovation across various industrial sectors. Using a systematic literature review (SLR) methodology, this research synthesizes findings from numerous studies published between 2019 and 2024 to explore the relationship between tacit knowledge sharing and employee innovation. The review addresses three primary questions: the development of research in this field, implementation strategies in specific industries, and factors influencing the effectiveness of tacit knowledge sharing. Results reveal that tacit knowledge sharing significantly boosts employee innovation through improved creativity and problem-solving capabilities. However, its effectiveness depends on factors such as organizational culture, employee motivation, and interaction opportunities. Practical recommendations are provided to optimize knowledge-sharing processes, ultimately supporting organizational innovation and competitiveness in an era of rapid technological change
Political Will of the Head of Badan Pertanahan Nasional Bogor Regency I against Land Mafia Cases through the Implementation of Electronic Certificates
The land mafia issue in Indonesia, including in Bogor Regency, threatens agrarian justice and legal certainty over land ownership. Weak transparency and accountability in the land system, along with the involvement of unscrupulous BPN officials, worsen the situation. This study analyzes the political will of the Head of the National Land Agency (BPN) of Bogor District I in addressing land mafia cases through the implementation of electronic land certificates. Using a qualitative approach, data were collected through documentation and in-depth interviews. The study applies Brinkerhoff's political will framework, which includes indicators of public commitment, resource mobilization, policy consistency, and stakeholder engagement. Findings reveal that the success of electronic certificates is strongly influenced by the leadership and commitment of the Head of BPN Bogor I in supporting land digitization as a systemic measure against land mafia practices. Beyond technological innovation, electronic certificates serve as a local strategy for agrarian reform and legal enforcement. This research recommends strengthening institutional synergy, improving public digital literacy, and ensuring transparency in land certificate issuance to support sustainable land governance
Traditions of Welcoming Islamic Holidays Case Studyo of the Transformation of the Hagaf Tradition in Gunting Saga, Labuhan Batu Utara, 2000-Present
HaGAF (Happy Aidilfitri Day) is a local cultural heritage of the Gunting Saga Village community, North Labuhanbatu Regency, which has since its inception served as a medium for religious and social expression in celebrating Eid al-Fitr. However, the acceleration of globalization, the penetration of popular culture, and lifestyle changes especially among the younger generation have driven a significant transformation of this tradition. This study aims to analyze the form of HaGAF transformation, identify its driving factors, and examine the role of the local community and government in its preservation. Using a qualitative approach with participatory observation, in-depth interviews, and documentation techniques, this study found that HaGAF has evolved from a traditional, ritual-based celebration into a more inclusive and modern festival, encompassing a music festival, a digital content competition, and an e-sports tournament. Despite this modernization, traditional elements remain intact through the involvement of the younger generation and the promotion of cultural values via social media. The local government plays a crucial role in supporting the sustainability of this tradition by granting permits and securing events. Theoretically, these findings reinforce Clifford Geertz's view that culture is a dynamic system of meaning that is continually reinterpreted according to changing social contexts. On the contrary, these results challenge the structural-functional approach as proposed by Bronislaw Malinowski and Talcott Parsons which tends to see tradition as a stable component in the social system to maintain order, often ignoring the internal adaptation and progress of culture
The Dynamics of HMI in Medan Post-Covid: Internal, Social, and New Politics
The COVID-19 pandemic has brought structural and functional changes in various aspects of life, including student organizations. This research examines the transformation of the Medan Branch of the Islamic Student Association (HMI) in responding to the challenges of the new normal era after the COVID-19 pandemic. The main focus of the study includes the internal dynamics of the organization, social influence on the campus environment and society, as well as the political role of HMI in the local context. This research uses a qualitative approach with a case study method. Data collection techniques involve in-depth interviews, participatory observation, and document analysis. The results show that HMI Medan Branch is able to adapt to the pandemic situation through digitalization of organizational activities, strengthening regeneration, and developing a political education model. Scientific discussion activities and leadership training are conducted online, while social relations are maintained through social media and other digital platforms. HMI also plays a significant role in educating students on post-pandemic social and political issues, while maintaining its ideological relevance in local dynamics. The findings provide a theoretical contribution in understanding student organizations as agents of social change in times of crisis. Practically, the results of this study can be a strategic reference for similar organizations in developing adaptation strategies, strengthening socio-political roles, and innovating regeneration in accordance with the needs of the times. Thus, this article offers a comprehensive picture of the resilience and transformation of student organizations in the face of major post-pandemic changes
Sources of Work Stress of English Language Teachers in Secondary Government Schools
This study aims to analyze the implementation of regional education policies to improve the understanding of the Qur'an in public elementary schools in South Labuhanbatu Regency. This policy is based on Regional Regulation No. 10 of 2015 concerning Improving Understanding of the Holy Book. The study used a naturalistic qualitative approach with interview, observation, and documentation study techniques. The results show that the Qur'an-based education policy is implemented through several main strategies: teacher recruitment based on religious competency, intensive training, the preparation of a standard syllabus, annual work contracts, and the implementation of Qur'an learning outside of main school hours. The success of this program is supported by the synergy between the local government, the Education Office, the Ministry of Religious Affairs, schools, and the community. The analysis shows that this policy is aligned with the principles of strategic management, transformational leadership, and systems theory, despite limitations in funding and teacher capacity. The implications of this study emphasize the importance of regional education policies as a model for improving Qur'an literacy in public elementary schools
