CIVILIZATION AND UNIVERSAL VALUES
Morality is no longer a single, unified concept. Instead, it has evolved into a diverse set of ethics that are influenced by various cognitive domains. These dimensions collectively aim to establish a universal moral framework in contemporary civilization. This shift is particularly important given the moral crises of the past century, as well as the challenges faced at the beginning of this one. The crises stemming from the two World Wars, independence movements, and advancements in technology, medicine, and biology have all contributed to the resurgence of the moral question in its original foundational context. In addition, the ongoing events in Palestinian territories further highlight the relevance of revisiting ethical discussions.Thus, there is a pressing need for the human mind to reconstruct a new understanding of ethics that aligns with these urgent and rapid changes in society. Today's challenge lies in determining how ethics can move beyond traditional, classical frameworks. It is crucial to rethink and revitalize these perceptions in a way that fosters a more humane and self-aware practice. The real test, then, is how ethics can adapt to a dynamic and unpredictable civilization, maintaining its effectiveness and tangible impact amidst these shifts
THE ROLE OF INTERNET OF THINGS (IoT) IN SUPPORTING DIGITAL TRANSFORMATION
This study investigates the pivotal role of the Internet of Things (IoT) in driving and accelerating digital transformation across multiple sectors. Employing a qualitative analytical methodology, the research draws upon an extensive review of recent scholarly literature and real-world industry case studies. The analysis delves into the fundamental components of IoT systems, their architectural design, and their practical applications in areas such as healthcare, manufacturing, transportation, agriculture, and smart urban environments. Additionally, the study identifies key barriers to widespread IoT adoption, including cybersecurity threats, interoperability challenges, and regulatory ambiguities. The findings underscore IoT’s substantial impact on enhancing operational performance and decision-making through real-time data processing and automated processes. While notable obstacles remain, the research concludes that the strategic deployment of IoT technologies yields significant advantages-ranging from cost savings and process optimization to increased organizational competitiveness. To unlock the full transformative capacity of IoT, the study highlights the necessity of implementing robust cybersecurity frameworks, coherent regulatory policies, and standardized integration protocols
EXPLANATORY MULTIVARIATE METHODS: THE IMPORTANCE OF PERFORMANCE MATRIX: DATA ANALYSIS BY THE SPHINX SOFTWARE
Multivariate analyses are characterized by a higher degree of technicality and a stronger returning with renewed vigor to mathematics; moreover, Multivariate analyses meet three objectives: explanation, synthesis and classification. In our contribution we are interested in one of the named explanatory multivariate techniques; importance-performance matrix. The latter makes it possible to understand how a variable is possibly influenced by a series of other variables: which have no influence. The illustration of this technique is based on a raw survey file on the satisfaction of pensioners with the services provided by the national pension fund. The analysis of survey data is done by the Sphinx software
THE USE OF ARTIFICIAL INTELLIGENCE IN ANALYZING HISTORICAL DEMOGRAPHIC DATA
This paper aims to highlight the most significant artificial intelligence technologies and tools employed in processing historical demographic data, and explores the primary challenges that arise after their implementation. Advanced AI technologies have revolutionized the analysis of historical demographic data and the prediction of future trends, what enhances our understanding of the past and addresses gaps in historical records. Nevertheless, several challenges emerge, including the accuracy of historical events that involve demographic, social, cultural, and economic aspects of populations and the various phases they have experienced, such as data distortion, bias, and ethical issues. These challenges may undermine the credibility of information for current or future generations and lead to decisions and predictions with substantial implications for social, health, and economic policies
THE ALGERIAN UNIVERSITY: TRAJECTORY AND REALITY
This paper seeks to explain the path taken by the Algerian university, setting out its central features since its founding during the colonial period, and then working to trace its line after independence when Algeria inherited the French colonial university. There was what was known as university reform in 1971. An attempt by those responsible for higher education, on the one hand, to get rid of the legacy of colonialism, especially from a cultural point of view, and, on the other hand, to keep up with the progress and the requirements of modern technology. Some goals of the reform are Arabization, the connection of the university with development, regard to people, and technology, as well as the democratization and Algerianization of education. Notwithstanding all attempts at reform, the reality of the university has not yet achieved what the reform engineers aimed for. We can note this in particular in the various negative phenomena that the Algerian university suffers from in its various aspects, such as : 1. The demographic fact: the large number of students seemed to impede the institution of the university, although the real impediment lies in coping with these numbers, which indicates a failure to deal with this situation. 2. The pedagogical fact: It indicates some forms of pedagogical design that do not take into account the specificities of society and the persistence of some bad practices in the pedagogical field by professors and students. It also indicates some other phenomena, such as the introduction of ready-made curricula and the interest in the formal aspects at the expense of the essential and the useful aspects. 3. Cultural fact: which reflects the ideological conflicts within the Algerian university. This had repercussions on the scientific dimension and on the objectivity of treating scientific topics. 4: The union fact: It reveals how student organizations work by using these bodies to serve personal interests
AN EFFICIENT, COMPETITIVE "OZONE GENERATION SYSTEMS" FOR THE CHALLENGES IN AGRICULTURE SECTOR
The Paris agreement besides issues related to mitigation of warming, adaptation to climate change and climate finance, recognizes the fundamental priority of food security and hunger eradication and the particular vulnerability of food production systems, also the sustainable consumption and production rules and models.The Directive 2009/128/EC of the European Parliament and of the Council establishes a framework for achieving the sustainable use of pesticides, reducing the risks and impacts of pesticide use on human health and the environment, and promoting integrated pest management and the use of alternative, by non-chemical approaches or techniques for pesticides. The European Commission's plan calls for a 50% reduction in pesticide use over the next decade, and by 2030 the reduce the sale of antimicrobials to farm animals by 50% and 20% the use of fertilizers. The share of organic farming will also increase by 25% from the current 10%. The presented article considers the solution of problems in various spheres of the national economy, through an innovative energy and cost-effective ozone generation system as an alternative to expensive and non-ecological disinfectants and pesticides
SPATIAL CHANGE AND URBAN DEVELOPMENT HORIZONS IN THE FACE OF ENVIRONMENTAL CHALLENGES IN THE CITY OF SKIKDA - ALGERIA
This article examines the implications of urban spatial change and the prospects for urban development in Skikda in the light of contemporary environmental challenges. The city of Skikda is the result of the stratification of multiple civilisational periods. The choice of Skikda as an industrial centre in eastern Algeria since the 1970s was a turning point, paving the way for rapid urban expansion and substantial transformations in terms of size and purpose, from an agricultural, commercial and tourist vocation to an industrialised urban centre.
The research focuses on examining the consequences of this urban transformation, highlighting its effects on the environment and focusing on the change in environmental indicators. We analyse the results to highlight the discrepancies that have accompanied the different periods of spatial transformation using satellite images with a resolution of 30 M. The article shows the importance of adopting a sustainable approach to urban development horizons in order to meet the contemporary and future challenges of reconciling urban growth, environmental conservation and the protection of the well-being of city residents. In conclusion, the article recommends immediate solutions and an adaptation of planning tools to ensure harmonious and ecologically viable urban development in Skikda

THE ROLE OF SHARI'A ACCOUNTING STANDARDS IN ORGANIZING AND GUIDING ISLAMIC FINANCIAL INSTITUTIONS
This research aims to analyze Shari'a standards in Islamic financial accounting using a descriptive and analytical approach while examining the role and significance of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) in regulating Islamic financial institutions. Through an analysis of the theoretical frameworks and fundamental principles of Islamic accounting, we have assessed the impact of AAOIFI standards on transparency and governance in the sector. The findings indicate that the accountability of Islamic financial institutions is based on the application of Islamic accounting principles, ensuring the credibility of financial statements and the transparency of financial disclosures, thereby safeguarding the rights of all stakeholders. The rigorous application of Shari'a accounting standards contributes to a more efficient organization of Islamic financial institutions, strengthening their governance and the reliability of financial information
