THE GRADUAL IMPLEMENTATION OF STEM FIELDS IN THE SCHOOL CURRICULUM
Potreba za unaprjeđenjem STEM područja obrazovanja dovodi do osjećaja neodređenosti u
vezi prirode i konceptualizacije STEM obrazovanja, ne samo među edukatorima, nego i među drugim
sudionicima, uključujući učenike i kreatore odgojno-obrazovnih politika. Tema ovog istraživanja je
mogućnost postupnog uvođenja STEM obrazovanja u Republici Hrvatskoj i Bosni i Hercegovini
prema usporedbi sa zemljama koje su davno počele s njegovim realiziranjem. Kada se govori o
pedagoškim inovacijama, s pravom se postavlja pitanje njihova suštinskog značenja, je li ih moguće
uvoditi i kakve će učinke postići. Pojedini kreatori obrazovnih politika misle da uvođenje inovacija u
nastavi prati ogromno materijalno ulaganje, potpuna reorganizacija odgojno-obrazovnog sustava te
potpuno drugačije pripremanje nastavnog kadra. U ovom su radu izdvojene i obrađene inovacije u
nastavi koje su eksperimentalno provjerene i već su pokazale pozitivne učinke u obrazovnim
sustavima europskih zemalja i koje se mogu, bez iznimnih teškoća, postupno uvoditi i u obrazovne
sustave Republike Hrvatske i Bosne i Hercegovine. Preliminarno istraživanje uključivalo je primjenu
sljedećih znanstvenih metoda: metoda analize i sinteze teme STEM obrazovanja i obrazovanja koje
potiče rad s darovitim i talentiranim učenicima na primjerima dobre prakse uvođenja STEM područja
u zemljama Europske unije, anketiranje učenika i nastavnika u tri osnovne škole u Republici Hrvatskoj
(Split i Osijek) i Bosni i Hercegovini (Laktaši) i eksperimentalni dio (postupno uvođenje STEM
područja u osnovno obrazovanje na primjeru STEM kluba i Tima za talentirane i nadarene učenike u
OŠ „Mladen Stojanović“ Laktaši). Da bi se ostvarilo što potpunije uključivanje učenika i nastavnika
u STEM područje obrazovanja, u ovom radu se prikazuju teorije te praktične metode i oblici rada koji
kroz organiziranje izvannastavnih aktivnosti osiguravaju osnovne pretpostavke za njegovu provedbu
i odabir modela koji se mogu postupno uvoditi i u obrazovne sustave Republike Hrvatske i Bosne i
Hercegovine. Nakon preliminarnog istraživanja u istraživanje je uključeno jedanaest škola iz
Republike Hrvatske i jedanaest škola iz Bosne i Hercegovine. Uzorak nastavnika koji su sudjelovali
u anketiranju je 119 (sto devetnaest) iz Republike Hrvatske i 113 (sto trinaest) iz Bosne i Hercegovine,
uzorak učenika je 250 (dvije stotine pedeset) iz Republike Hrvatske i 274 (dvije stotine sedamdeset i
četiri) iz Bosne i Hercegovine. Uzorak roditelja BiH je 248 (dvije stotine četrdeset i osam). Roditelji
iz Republike Hrvatske nisu sudjelovali u istraživanju iako im je bilo ponuđeno.The need to improve the STEM field of education causes a feeling of uncertainty in relation
to the nature and conceptualisation of STEM education not only among educators, but also among the
other participants, including students and policymakers. The topic of this research is the possibility of
gradual introduction of STEM education in primary schools in comparison with the countries which
started implementing it long ago. When talking about pedagogical innovations, one can rightly
question their essential meaning, i.e. whether it is possible to introduce them and what effects they
will produce. Some education policymakers think that the introduction of innovations in teaching
requires huge financial investments, reorganisation of the entire education system and completely
different preparation of teaching staff. This study briefly addresses some teaching innovations which
have mainly been experimentally verified, which have already produced positive effects, and which
can be gradually introduced in our conditions as well, without any major difficulties. The preleminary
research used the following scientific methods: the method of analysis and synthesis of the topic of
STEM education and the education which encourages working with gifted and talented students, a
survey conducted among the students and teachers in three primary schools in the Republic of Croatia
(Split and Osijek) and Bosnia and Herzegovina (Laktaši), and the experimental part (gradual
introduction of the STEM field in primary education following the example of the STEM club and
the Team for Talented and Gifted Students in the Primary School ‘Mladen Stojanović’ Laktaši. In
order to achieve the most complete inclusion of students and teachers in the STEM field of education,
this paper presents theories and practical methods and forms of work that, through the organization of
extracurricular activities, provide the basic prerequisites for its implementation and the selection of
models that can be gradually introduced into the educational systems of the Republic of Croatia and
Bosnia and Herzegovina. After the preliminary research, eleven schools from the Republic of Croatia
and eleven schools from Bosnia and Herzegovina were included in the research. The sample of
teachers who participated in the survey is 119 (one hundred and nineteen) from the Republic of Croatia
and 113 (one hundred and thirteen) from Bosnia and Herzegovina, the sample of students is 250 (two
hundred and fifty) from the Republic of Croatia and 274 (two hundred and seventy-four) from Bosnia
and Herzegovina. The sample of BiH parents is 248 (two hundred and forty-eight). Parents from the
Republic of Croatia did not participate in the research even though it was offered to them
THE IMPACT OF INTERNAL COMMUNICATION ON THE SATISFACTION OF EMPLOYEES IN PUBLIC COMPANIES IN CROATIA
Doktorski rad aktualizira učinkovitost internog komuniciranja u javnim poduzećima u Hrvatskoj
te definira varijable na koje je potrebno obratiti pozornost prilikom organiziranja internog
komuniciranja. Pritom je temeljni znanstveni cilj kreirati optimalni model adekvatne interne
komunikacije u javnim poduzećima u Hrvatskoj. S tom namjerom postavljena je glavna hipoteza
da interna komunikacija značajno utječe na zadovoljstvo zaposlenika u javnom poduzeću (H1) te
tri pomoćne hipoteze o postojanju pozitivne povezanosti zadovoljstva korporativnom
informiranošću i komunikacijskom klimom (H2), pozitivne povezanosti zadovoljstva povratnim
informacijama i komunikacije s nadređenim (H3) te o postojanju razlika u zadovoljstvu
horizontalnom komunikacijom ovisno o starosnoj dobi i dužini radnog staža (H4). Doktorski rad
sastoji se od dvaju glavnih dijelova koji obuhvaćaju teorijsku razradu i istraživanja. Teorijska
razrada analizira dostupnu literaturu stranih i domaćih autora iz istraživanih područja, dok se
istraživanja provode upotrebom komparativne metode i kvalitativne metodologije u tri koraka.
Naime, prvo je putem anketnog upitnika provedeno istraživanje u trima velikim javnim
poduzećima na uzorku od 1342 zaposlenika u kojem se ispitivalo općenito zadovoljstvo
zaposlenika poslom s naglaskom na internu komunikaciju. Zatim su komparativnom metodom
uspoređene sličnosti i razlike između dvaju istraživanja u Hrvatskoj pošti u kojima je ispitano
zadovoljstvo zaposlenika u razmaku od deset godina. Završno su kvalitativnom metodologijom,
odnosno metodom dubinskog intervjua ispitane ključne osobe odgovorne za internu komunikaciju,
ljudske resurse i prodaju u javnim poduzećima koja su sudjelovala u provedbi istraživanja putem
anketnog upitnika. U znanstvenom smislu, doktorski rad dokazuje da je zadovoljstvo zaposlenika
internom komunikacijom povezano s ukupnim zadovoljstvom poslom znatno više nego što su sa
zadovoljstvom poslom povezana sociodemografska obilježja. Posebno važnim aspektima interne
komunikacije pokazalo se zadovoljstvo komunikacijskom klimom te zadovoljstvo komunikacijom
s nadređenima. Rezultati istraživanja sugeriraju da javna poduzeća trebaju kontinuirano ulagati u
razvoj i poboljšanje internih komunikacijskih procesa kako bi povećali zadovoljstvo zaposlenika
na njihovim radnim mjestima što se može ostvariti osiguravanjem transparentnosti, poticanjem
dvosmjerne komunikacije, redovitim obavještavanjem zaposlenika i promicanjem uključenosti i
timskog rada putem komunikacijskih kanala unutar poduzeća. Rezultati ove doktorske disertacije
mogu pomoći javnim poduzećima osigurati adekvatne resurse za ulaganje u optimalnu internu
komunikaciju kako bi pozitivno utjecali na opće zadovoljstvo poslom i angažman zaposlenikaThe doctoral dissertation updates the effectiveness of internal communication in public companies
in Croatia and defines the variables that need to be paid attention to when organizing internal
communication. The fundamental scientific goal is to create an optimal model of adequate internal
communication in public companies in Croatia.. With this intention, the main hypothesis was set
that internal communication significantly affects the satisfaction of employees in a public company
(H1) and three auxiliary hypotheses about the existence of a positive relationship between
satisfaction with corporate information and communication climate (H2), a positive relationship
between satisfaction with feedback and communication with superiors (H3), and the existence
difference in satisfaction with horizontal communication depending on age and length of service
(H4). The doctoral dissertation consists of two main parts, which include theoretical elaboration
and research. The theoretical elaboration analyzes the available literature of foreign and domestic
authors from the researched areas, while the research is conducted using the comparative method
and qualitative methodology in three steps. First, a survey was conducted in three large public
companies on a sample of 1,342 employees, in which the general satisfaction of employees with a
focus on internal communication was examined. Then, using a comparative method, the
similarities and differences between two qualitative surveys of the Croatian Post in which
employee satisfaction was examined ten years apart were compared. Finally, the key persons
responsible for internal communication, human resources and sales in public companies that
participated in the implementation of the research were examined using a qualitative methodology,
that is, an in-depth interview method. In a scientific sense, the doctoral dissertation proves that
employee satisfaction with internal communication is associated with overall job satisfaction
significantly more than sociodemographic characteristics are associated with job satisfaction.
Particularly important aspects of internal communication were satisfaction with the
communication climate and satisfaction with communication with superiors. The results of the
research suggest that public companies should continuously invest in the development and
improvement of internal communication processes in order to increase employee satisfaction in
their workplaces, which can be achieved by ensuring transparency, encouraging two-way
communication, regularly informing employees and promoting involvement and teamwork
through communication channels within the company. The results of this doctoral dissertation can

CULTURAL INDENTITY AND CREATIVITY IN MUSICAL PERFORMANCE - THE BORDERS BETWEEN REPRODUCTION AND INTERPRETATION
Doktorski rad pod nazivom Kulturni identitet i kreativnost u glazbenom izvođenju – granice između
reprodukcije i interpretacije sastoji se od dva dijela. Prvi dio podrazumijeva introspektivni
umjetničko-istraživački rad na pripremi nove višestavačne skladbe za zborski ansambl - od idejne
inicijative, razrade i organizacije projektne ideje, do umjetničke izvedbe iz perspektive dirigenta
ansambla. Drugi se dio odnosi na znanstvenu, teorijsku i empirijsku elaboraciju kreativnih
istraživačkih procesa prisutnih u postavljanju izvedbe u svrhu propitivanja pojma kreativnosti i
identiteta u izvođačkoj umjetnosti te utvrđivanja elemenata izvođačkog (dirigentskog) kreativnog
sudjelovanja u oblikovanju djela. Umjetnički i znanstveni doprinos moguće je promatrati zasebno, ali
i interdisciplinarno, budući da se interdisciplinarnim metodološkim postupcima i metodama analizira
kreativni utjecaj i doprinos izvođača, u konkretnom slučaju dirigenta kao nositelja reprodukcijskih i
interpretacijskih ideja u oblikovanju glazbene izvedbe.Doctoral thesis entitled Cultural Indentity and Creativity in Musical Performance - the Borders
Between Reproduction and Interpretation consists of two parts. The first part includes an introspective
artistic research work on the preparation of a new multi-part composition for a choir ensemble from
the conceptual initiative, development and organization of the project idea to artistic performance
from the position of an ensemble conductor. The second part refers to the scientific, theoretical and
empirical elaboration of creative research processes present in the performance in order to question
the concept of creativity and identity in the performing arts and determine the elements of performing
(conducting) creative participation in the work's formation. Artistic and scientific contribution can be
observed separately, but also interdisciplinary, since interdisciplinary methodological procedures and
methods analyze the creative influence and contribution of performers, in this case conductors as
bearers of reproductive and interpretive ideas, in shaping the musical performance
ENDOTHELIAL FUNCTION AND ANTIOXIDATIVE RESPONSE CAUSED BY CONSUMPTION OF EGGS ENRICHED IN N-3 POLYUNSATURATED FATTY ACIDS, VITAMIN E, SELENIUM AND LUTEIN IN CHRONIC CORONARY SYNDROME
Endotel ima ključnu ulogu u regulaciji vaskularnog tonusa, regulaciji koagulacije i održavanju hemostaze, a endotelna disfunkcija povezana je s nastankom kardiovaskularnih bolesti.Cilj ovog rada jest utvrditi učinak funkcionalne hrane u obliku jaja obogaćenih nutrijentima n-3 PUFA, vitaminom E, selenijem i luteinom na endotelnu funkciju te na antioksidativni odgovor kod kroničnog koronarnog sindroma. Nakon konzumacije obogaćenih jaja zabilježeno je smanjenje serumske koncentracije triglicerida, poboljšala se mikrovaskularna i makrovaskularna funkcija ovisna o endotelu, a smanjila se koncentracija IL-17A i TGF-1β u odnosu na bazalno mjerenje, dok se navedeni parametri nisu mijenjali u kontrolnoj skupini. Konzumacija obogaćenih jaja ima blagotvorne učinke u kroničnom koronarnom sindromuThe endothelium plays a key role in the regulation of vascular tone, regulation of coagulation and platelet aggregation, and endothelial dysfunction is associated with the development of cardiovascular diseases. The aim of this study is to determine the effect of eggs enriched in n-3 PUFA, vitamin E, selenium and lutein on endothelial function and on the antioxidant response in chronic coronary syndrome. After the consumption of enriched eggs, a decrease in the serum concentration of triglycerides was recorded, endothelium-dependent micro- and macrovascular function improved, and the concentration of IL-17A and TGF-1β decreased compared to the basal measurement, while the mentioned parameters did not change in the control group. DOPRINOS GAMMA DELTA (ɣδ) T-LIMFOCITA U RAZVOJU TIPA 2 UPALE U SINONAZALNOJ SLUZNICI OBOLJELIH OD KRONIČNOG ALERGIJSKOG RINOSINUITISA S NOSNOM POLIPOZOM
Metodom protočne citometrije zabilježena je povećana distribucija subpopulacija δ1-δ2- γδ T-limfocita u sinonazalnoj sluznici bolesnika s eKRSsNP. Također, metodom RT-qPCR zabilježen je povećan genski izražaj CCR3 i IL-13 u sinonazalnoj sluznici bolesnika s eKRSsNP u odnosu na sinonazalnu sluznicu kontrolnih ispitanika. U ovom istraživanju dokazana je važna uloga γδ T-limfocita u nastanku eKRSsNP, kao i snažna veza između opisanih stanica i IL-13 – važnog citokina upale tipa 2.An increased distribution of δ1-δ2- subpopulations γδ T-lymphocytes in the sinonasal mucosa of patients with eosinophilic chronic rhinosinusitis with nasal polyposis (eCRSwNP) was detected using the flow cytometry method. Also, using the RT-qPCR method, increased gene expression of CCR3 and IL-13 was recorded in the sinonasal mucosa of eCRSwNP patients compared to sinonasal mucosa of controls. In this research, we proved the importance of γδ T-lymphocytes in the development of eCRSwNP, as well as the strong connection between the described cells and the IL-13 – important cytokine of type 2 inflammation
INFLUENCE OF PLATELET LYSATE PREPARED FROM UMBILICAL CORD BLOOD ON BIOLOGICAL HARACTERISTICS OF HUMAN CORNEAL ENDOTELIUM DURING ORGAN CULTURE
Očuvanje morfoloških i funkcijskih svojstava endotelnih stanica rožnica (EC) cilj je
pohrane u kulturi in vitro. Cilj istraživanja bio je ispitati utjecaj lizata trombocita krvi iz
pupkovine (UCB-PL) na biološke značajke EC tijekom pohrane u kulturi. Rezultati
istraživanja potvrđuju jednak utjecaj UCB-PL i fetalnog goveđeg seruma na biološke
značajke EC tijekom pohrane u kulturi i stabilnost čimbenika rasta važnih u procesima
cijeljenja rožnice (BDNF, EGF, HGF, VEGF-A, VEGF-B i PDGF-BB) u UCB-PL tijekom
šest mjeseci pohrane na -20 oC.Preservation of morphological and functional properties of cornea endothelial cells (EC)
is the goal of in vitro organ culture. The aim of the study was to examine the influence of
umbilical cord blood platelet lysate (UCB-PL) on the biological characteristics of EC
during storage in culture. The research results confirm the equal influence of UCB-PL
and fetal bovine serum on biological characteristics of ECs during storage in culture and
the stability of growth factors important in the healing processes of human cornea
(BDNF, EGF, HGF, VEGF-A, VEGF-B and PDGF-BB) in UCB-PL during six months of
storage on -20 oC
APPLICATION OF CHEMICALLY MODIFIED LIGNOCELLULOSIC MATERIALS FOR NITRATE REMOVAL FROM WASTEWATERS
U ovom radu ispitana je mogućnost primjene tri lignocelulozna materijala koji su nusproizvodi
prehrambene industrije: ljuska bundeve, ljuska kakaovog zrna i ljuska suncokreta. Prije procesa
adsorpcije uzorci navedenih lignoceluloznih materijala pripremljeni su i obrađeni procesom mljevenja,
klasiranja te kemijske modifikacije u cilju povećanja broja aktivnih mjesta vezanja za uklanjanje nitrata
iz modelnih i realnih uzoraka otpadnih voda konditorske i mesne industrije. Analiziran je utjecaj
vremena, pH vrijednosti, početne koncentracije nitrata, početne koncentracije adsorbensa, te
temperature. Eksperimentalni podatci dobiveni primjenom šaržnih adsorpcijskih eksperimenata
analizirani su primjenom ravnotežnih adsorpcijskih modela (Langmuir, Freundlich i Dubinin-
Radushkevich). Za istraživanje adsorpcijskog mehanizma primjenjeni su model pseudo-prvog reda,
model pseudo-drugog reda i model unutarčestične difuzije. Morfološka karakterizacija kemijski
modificiranih i nitratima zasićenih ispitivanih adsorbenasa provedena je pretražnim elektronskim
mikroskopom (FE SEM), dok je utjecaj odlaganja iskorištenih zasićenih adsorbenasa na okoliš, odnosno
njihova akutna i kronična toksičnost ispitana ekotoksikološkim testom pomoću planktonskog račića
Daphnia magna. Modificirane ljuske bundeve, modificirane ljuske kakaovca i modificirane ljuske
suncokreta pokazale su vrlo dobra svojstva te bi mogle biti konkurentni uz već poznate i postojeće
„low-cost“ adsorbense kao potencijalni adsorbensi za uklanjanje nitrata iz voda i otpadnih voda.In this thesis the possibility of applying three lignocellulosic materials that are by - products of the food
industry was examined: pumpkin peel, cocoa bean shell and sunflower shell. Prior to the adsorption
process, samples of these lignocellulosic materials were prepared and processed by grinding, grading
and chemical modification in order to increase the number of binding sites for the removal of nitrates
from model and real wastewater samples of confectionery and meat industry. The influence of time,
pH value, initial nitrate concentration, initial adsorbent concentration, and temperature was analyzed.
Experimental data obtained using batch adsorption experiments were analyzed using equilibrium
adsorption models (Langmuir, Freundlich and Dubinin-Radushkevich). A pseudo-first-order model, a
pseudo-second-order model, and an intraparticle diffusion model were applied to investigate the
adsorption mechanism. Morphologic characterization of chemically modified and nitrate-saturated
tested adsorbents was performed by scanning electron microscopy (FE SEM), while the impact of
disposal of used saturated adsorbents on the environment, i.e. their acute and chronic toxicity was
examined by ecotoxicological test. Modified pumpkin seed shells, modified cocoa tree shells and
modified sunflower seed shells showed very good properties and could be competitive with already
known and existing "low-cost" adsorbents as potential adsorbents for nitrate removal from water and
wastewater
ANALYSIS OF INFORMATION WARFARE PATTERNS AND DECONSTRUCTION OF FAKE NEWS ON THE EXAMPLE OF THE UKRAINIAN CRISIS
Tema ove disertacije jest informacijsko ratovanje kao dio hibridnog rata između Ruske
Federacije i Republike Ukrajine. Rad proučava dvije godine od početka sukoba 2014. godine,
s fokusom na elemente informacijskog rata prisutne pretežno u medijskim objavama.
Problematizira kontekst nastanka informacijskih poremećaja i ulogu medija i novih medijskih
narativa. Naglasak rada stavljen je na djelovanje fact-checkera, organizacija za provjeru
činjenica koje su se pojavile kao svojevrsni medijski korektiv u utvrđivanju istine u medijskom
i informacijskom ekosustavu. Primjer jedne takve organizacije je ukrajinski StopFake, koji je u
literaturi nazvan zlatnim standardom provjere činjenica. Metodom analize sadržaja, rad mjeri
prisutnost elemenata informacijskog ratovanja u (mahom) medijskim izvještajima (mahom)
ruskih medija. Na uzorku od dvije pune godine, analiziraju se objave StopFakea koje imaju
oznaku dekonstrukcije lažnih vijesti i dezinformacija. Mjeri se način dokazivanja da su prvotne
informacije lažne, izvor originalnih izjava, vrsta medija čije se informacije opovrgavaju, izvori
koji su korišteni u objavama i drugi elementi. Istraživanje pokazuje kako se elementi
informacijskog ratovanja, na što su upućivali i brojni teorijski izvori, mogu prepoznati i
kvantificirati u analiziranim člancima.The topic of this dissertation is information warfare as part of the hybrid war between the
Russian Federation and the Republic of Ukraine. The paper studies two years since the
beginning of the conflict in 2014, with a focus on the elements of the information war present
predominantly in media announcements. It problematizes the context of the emergence of
information disorders and the role of the media and new media narratives. The emphasis of the
paper is on the operation of fact-checking services that have appeared as a media corrective in
determining the truth in the media and informational ecosystem. An example of such a service
is the Ukrainian StopFake, which has been called the gold standard of fact-checking in the
literature. Using the method of content analysis, the paper measures the presence of elements
of information warfare in (mostly) media reports of (mostly) Russian media. Over a sample of
two full years, StopFake posts labeled as fake news are analyzed. The method of proving that
the initial information is false, the source of the original statements, the type of media whose
information is refuted, the sources used in the announcements, and other elements are measured.
The research shows how the elements of information warfare, as referred to by numerous
theoretical sources, can be recognized and quantified in the analyzed articles
HUMAN RESOURCE MANAGEMENT IN THE CROATIAN HEALTH CARE AS A DETERMINANT OF PHYSICIAN MIGRATION
Problematika opstojnosti hrvatskog zdravstvenog sustava je, zbog sve većeg broja odlazaka
hrvatskih zdravstvenih stručnjaka, iz godine u godinu sve veća i ozbiljnija. Naime, egzodus
liječnika, ali i svih ostalih zdravstvenih djelatnika, sve je veći od ulaska Republike Hrvatske u
Europsku Uniju. Na koji način upravljanje ljudskim resursima utječe na odlazak liječnika iz
Republike Hrvatske? Koji su uzroci nezadovoljstva liječnika u hrvatskom zdravstvenom sustavu?
Koji su najvažniji razlozi migracija hrvatskih liječnika? Detektiranje problema s kojima se liječnici
svakodnevno susreću, kao i podatak koliko njih razmišlja o odlasku i što bi ih eventualno moglo
zadržati u Republici Hrvatskoj, može uvelike doprinijeti stvaranju hodograma za buduće korake
uz kvalitetno organizirano upravljanje ljudskim resursima u zdravstvu. Ovakvim sveobuhvatnim
istraživanjem dat će se uvid u stvarnu situaciju i stvarne probleme, a moguće utjecati i na izradu
alata pogodnih za uspješno rješavanje detektiranih problema te pronalazak kvalitetne strategije za
zadržavanje liječničkih kadrova u domicilnom zdravstvenom sustavu. Cilj i svrha ovog rada bili su
analizirati i sistematizirati teorije migracija te stvoriti konceptualni okvir za bolje razumijevanje

na radnom mjestu, kao i formulirati znanstveno utemeljenu podlogu za formiranje budućih

metode ankete za koju je kao instrument prikupljanja podataka bio kreiran upitnik. Kao korektivna
metoda poslužila je metoda dubinskih intervjua.The problem of the survival of the Croatian health system due to the increasing number of
departures of Croatian health professionals is getting bigger and more serious every year. Namely,
the exodus of doctors, but also of all other healthcare professionals, has been increasing since the
Republic of Croatia's entry into the European Union. How does human resource management affect
the departure of doctors from the Republic of Croatia? What are the causes of dissatisfaction among
doctors in the Croatian healthcare system? What are the most important reasons for the migration
of Croatian doctors? Detecting the problems that doctors face on a daily basis, as well as
information on how many of them are thinking about leaving and what could possibly keep them
in the Republic of Croatia, can greatly contribute to the creation of a roadmap for future steps with
well-organized management of human resources in healthcare. This kind of comprehensive
research will give an insight into the real situation and real problems, and it is also possible to
influence the creation of tools suitable for successfully solving the detected problems and finding
a quality strategy for retaining medical personnel in the domicile health system. The aim and
purpose of this work were to analyze and systematize theories of migration and create a conceptual
framework for a better understanding of the reasons for migration, then to investigate the
perceptions of Croatian doctors about the reasons for migration and satisfaction at the workplace,
as well as to formulate a scientifically based basis for the formation of future human resource
management strategies in healthcare. The empirical part of the work was conducted using the
survey method, for which a questionnaire was created as a data collection instrument. The method

THE ECONOMIC EFFECTS OF PUBLIC PROCUREMENT IN THE ELECTRIC ENERGY SECTOR OF CROATIA AS THE MEMBER OF THE EUROPEAN UNION
Javne nabave najvažniji su instrument javnog sektora kojim se provode investicijski projekti,
osobito u elektroenergetske infrastrukturne objekte. Elektroenergetski sektor iznimno je važan
sektor u gospodarstvu jer on omogućava dostupnost električne energije svim potrošačima u
traženim količinama i adekvatnoj kvaliteti. Električna je energija kao pokretač ušla u gotovo svako
područje ljudskog života i upravo je zbog toga potražnja za njom postala iznimno velika. Javna
nabava koju provode javni elektroenergetski subjekti ima izravne utjecaje na financijska kretanja
u državi jer upravo to područje regulira prisutnost javnih financija na tržištu. Institucije EU i RH
razvijale su pravnu regulativu u području javne nabave kako bi se sustav razvijao u pozitivnom
smislu s ciljem novih investicija i poduzetničkog djelovanja. Na sustav javne nabave iznimno
značajan utjecaj ima pravna regulativa kao i pravosudni sustav koji kontrolira postupke. S obzirom
na velike utjecaje javne nabave, ponajviše na tržište roba, radova i usluga, ali i na cijelo društvo,
provedeno je istraživanje o ekonomskim utjecajima javne nabave u javnom elektroenergetskom
sektoru RH. Za istraživanje su upotrijebljeni javno objavljeni dokumenti u sustavu javne nabave
kao i iskustva stručnjaka. Cilj provedenog istraživanja bio je utvrditi korelacije između provođenja
postupaka javne nabave u javnom elektroenergetskom sektoru regulirane u skladu sa pravnom
regulativom EU i RH i kvalitete (pouzdanosti) javnog elektroenergetskog sustava, istražiti model
odabira kriterija za odabir ponude, utjecaj kvalitativnih kriterija odabira ponude na kvalitetu roba,
radova i usluga te ukupni odnos prema nekim ekonomskim pokazateljima u gospodarstvu kao
posljedicu utjecaja sustava javne nabave. Analizom prikupljenih podataka tijekom istraživanja
zaključeno je da je transparentna i efikasna provedba javne nabave ključna za investiranje u
infrastrukturne projekte što utječe na kretanje BDP-a, malo i srednje poduzetništvo, likvidnost i sl.
Sustav javne nabave bitno utječe na opću likvidnost gospodarstva i skraćivanje rokova plaćanja
što omogućuje veću stopu obrta kapitala. Investicije u elektroenergetskom sektoru omogućavaju
sigurnost opskrbe potrošača, pouzdanost elektroenergetskog sustava, bolju kvalitetu električne
energije i manje cijene električne energije.Public procurement is the most important instrument of the public sector through which investment
projects are implemented, especially in electricity infrastructure facilities. The electricity sector is
an extremely important sector in business because it enables electricity to always be available to
all consumers in the required quantities and of adequate quality. Electricity as a driver has entered
almost every area of human life and which is why its demand has become extremely high. Public
procurement carried out by public electricity entities has a direct impact on financial developments
in the country because this area regulates the presence of public finances on the market. The EU
and Croatian institutions have developed legal regulations in the field of public procurement in
order to develop the system in a positive way with the aim of new investments and entrepreneurial
activity. The public procurement system is significantly influenced by legal regulations as well as
the judicial system that controls procedures. Given the large impacts of public procurement, mostly
on the market of goods, works and services, but also on the whole society, a survey was conducted
on the economic impacts of public procurement in the public electricity sector of the Republic of
Croatia. Documents published in the public procurement system as well as the experiences of
experts were used for the research. The aim of the research was to determine the correlations
between the implementation of public procurement procedures in the public electricity sector
regulated in accordance with EU and Croatian legislation and the quality (reliability) of the public
electricity system, to investigate the model of selection criteria, the impact of qualitative selection
criteria on product quality, works and services and the overall relationship to some economic
indicators in the economy as a result of the impact of the public procurement system. The analysis
of data collected during the research concluded that transparent and efficient implementation of
public procurement is key to investing in infrastructure projects, which affects GDP trends, small
and medium enterprises, liquidity and etc. The public procurement system significantly affects the
general liquidity of the economy, and shortening payment deadlines allows for a higher rate of
