Mapping the Paradigm of Disabilities in Afghanistan from the Lens of Law and Policy
International audienceDisability is a cross-cutting issue in Afghanistan. After four decades of armed conflict, it is unknown how many Afghans are disabled, and accurate data are scarce. Afghanistan has over a million people with disabilities, and their situation is generally poor. While war and landmines rendered hundreds of thousands of Afghans crippled, many more suffered birth defects, accidents, hunger, and diseases that could have been avoided but the inner lives of those with impairments do not concern most the others in an armed conflict state. The interactions with people who have disabilities have been a brief "Salam Alaikum" (Hello) and a respectful "Tashakor" or "Manana" (Thank you). However, many people with disabilities experience stigma, prejudice, and exclusion from society. Still, neither the government nor the international non-governmental organisation has disclosed the statistical information and challenges that differently-abled persons face in Afghanistan it could be male or female. This article looks closely at the legal system in Afghanistan that protects the people with disabilities that they need to engage in public life on an equal footing with other people. The current study uses a doctrinal approach with an emancipatory perspective on impairments to suggest possible solutions to alleviate and improve their situations. The study is limited to drawing the attention of NGOs and policymakers to mid the condition of people with disability from the breath and the length of Afghanistan. In this article, the study has focused mainly on the legislative framework and the issues that smoke screens the overreach of the law for the protection of disabilities and prohibit discrimination in public life, also exposing obstacles that impediment people who are physically or mentally challenged
Systems Thinking, Mapping and Change in Food and Agriculture
International audienceSocietal actors across scales and geographies increasingly demand visual applications of systems thinkingthe process of understanding and changing the reality of a system by considering its whole set of interdependenciesto address wicked problems affecting food and agriculture. Yet, despite the wide offer of systems mapping tools, there is still little guidance for managers, policy-makers, civil society and changemakers in food and agriculture on how to choose, combine and use these tools on the basis of a sufficiently deep understanding of socio-ecological systems. Unfortunately, actors seeking to address wicked problems with inadequate understandings of systems often have limited influence on the socio-ecological systems they inhabit, and sometimes even generate unintended negative consequences. Hence, we first review, discuss and exemplify seven key features of systems that should bebut rarely have beenincorporated in strategic decisions in the agri-food sector: interdependency, levelmultiplicity, dynamism, path dependency, self-organization, non-linearity and complex causality. Second, on the basis of these features, we propose a collective process to systems mapping that grounds on the notion that the configuration of problems (i.e., how multiple issues entangle with each other) and the configuration of actors (i.e., how multiple actors relate to each other and share resources) represent two sides of the same coin. Third, we provide implications for societal actors-including decision-makers, trainers and facilitators-using systems mapping to trigger or accelerate systems change in five purposive ways: targeting multiple goals; generating ripple effects; mitigating unintended consequences; tackling systemic constraints, and collaborating with unconventional partners
Sur la soi-disant neutralité de la technique
International audienceForce est de constater que nous vivons aujourd’hui dans un monde au sein duquel la technique irrigue toutes les sphères de notre existence : les îlots sans médiations techniques manquent. Les outils techniques nous accompagnent du matin au soir. Le rapport à soi-même, aux autres êtres et à notre milieu est structurellement conditionné par le mouvement de la technique. On est alors en droit de se demander : jusqu’à quel point pourrons-nous suivre la cadence et le rythme effrénés que nous impose la technique ? Sommes-nous condamnés à courir après un mouvement à accélération constante qui nous dépasse et qu’on ne pourra jamais vraiment rattraper ? Quelles sont les répercussions de ce décalage insurmontable sur l’être humain et son environnement ? L’infinitude de la technique nous fait-t-elle perdre de vue, voire nier, la finitude propre aux êtres vivants ? Toutes ces interrogations semblent diriger notre attention vers ce qu’on pourrait identifier comme les symptômes d’une fatigue technique : forme d’épuisement, d’anxiété et d’angoisse – plus ou moins intense – s’accompagnant de phénomènes physiques, psychologiques et sociétaux causés par l’appréhension de devoir toujours être disponible et la nécessité d’interagir en permanence avec les objets techniques. Après tout, qui veut vraiment risquer de perdre sa place dans le peloton de tête de la course ? Dans le présent article, nous tenterons d’abord de déplier la question philosophique de la technique à partir de la réflexion ellulienne eu égard à l’enjeu définitionnel ; ensuite, d’articuler trois moment fondamentaux dans l’histoire des idées allant dans le sens de la thèse de la neutralité de la technique (Platon et Marx) et à contre-courant (Ellul) ; enfin, tenter d’étayer l’idée de non-neutralité de la technique au moyen de quatre arguments critiques

International audienceDuring the 1970’s a group of French-speaking scholars, led by Claude Posnard, proposed using graph theory theorems and results in order to have a better understanding of the economic structures; the Input-Output methodology supplies the general theoretical approach. In 1972, the Revue d'Economie Politique (Vol. 82, No. 2) dedicated a special issue containing nine papers on methodological aspects to extend the initial proposal to various possible experimental uses. Further, some of the involved authors published papers and books on the application of those methods during the following years. Roland Lantner (Université de Paris) suggested the concept of economic dominance (L'analyse de la dominance économique), resulting from the set of exchange relationships that the various industries maintain within the economic system. In another paper, Lantner interprets the determinant of the Input-Output matrix as an indicator of the complexity of the structure (Recherche sur l'interprétation du déterminant d'une matrice input-output). This paper comments on Lantner’s theoretical contributions and some aspects of their applications

Ne serait-ce que par les élections. Les crises récentes (gilets jaunes, Covid, Ukraine) aussi ont révélé le rôle de certaines. Chaque institution a été, plus ou moins, au centre du jeu : président, Premier ministre, ministres, Parlement, Conseil d’État, Conseil Constitutionnel.Toutes ces institutions nous sont devenues quotidiens. Beaucoup (trop) sont méconnues, voire inconnues du grand public. Or pour comprendre pourquoi quelle institution agit comme ci ou comme çà, mieux vaut la connaitre. Cela peut faciliter l’adhésion ou le rejet. Il y a incontestablement un déficit majeur en matière de connaissance de nos institutions. On chiffre à moins de 10 % de nos concitoyens qui disent connaitre leur Constitution. Or elle est le texte majeur de notre organisation sociétale.Dans la hiérarchie des normes, elle est numéro 1. Traités européens, lois, décrets, circulaires, décisions de justice, doivent tous respecter la Constitution. Cette dernière est d’actualité depuis 64 ans. Notre analyse est théorique, mais aussi, parfois même surtout, pratique. Et même critique.Le préfacier fait autorité absolue sur cette thématique. Sa préface en atteste
