    SmartMetals: a new method for metal identification based on fuzzy logic

    This paper presents a method of searching, identifying and cross-referencing metal alloys based on their chemical composition and/or mechanical properties, typically obtained by analysis and tests. The method uses a general pattern similar to the approach of a human expert, and relies on a classification of metals based on metallurgical expertise and fuzzy logic for identifying metals and comparing their chemical and mechanical properties. The algorithm has been tested and deployed in real applications for fast metal identification and finding of unknown equivalents, by the leading companies in the field. The same principles can also be used in other domains for similar problems, such as organic and inorganic materials identification and generic drugs comparison.     Although the research of civilian-military relations and the democratic control of the military can proceed from Plato's Republic written almost two thousand and five hundred years ago, and from the famous dilemma 'who guards the guards' and Juvenal's question sed quis custoditet ispos custodes - the first theoretical fundamentals for their study were set during the period of the Cold War. Namely, the starting points of studying the contemporary civilian-military relations are considered to be two works: Samuel Huntington's Soldier and State (1957) and Morris Janovitz's Professional Soldier (1960). The afore mentioned volumes are considered as classical theories of civilian-military relations. Apart from the classical theories of civilian-military relations, one can discuss today also many so-called post Cold War theories of civilian-military relations.Iako u istraživanju civilno-vojnih odnosa i demokratske kontrole vojske može da se pođe od Platonove Republike napisane pre gotovo dve i po hiljade godina, i čuvene dileme 'ko čuva čuvare' i Juvenalovog pitanja sed quis custoditet ispos custodes - prve teoretske osnove za njihovo izučavanje date su u periodu Hladnog rata. Naime, kao polazne osnove u izučavanju savremenih civilno-vojnih odnosa uzimaju se dva dela: Vojnik i država Semjuela Hantingtona (1957) i Profesionalni vojnik Morisa Janovica (1960). Pomenuti radovi smatraju se klasičnim teorijama civilno-vojnih odnosa.     Ontology-based data mining in digital libraries

    The paper proposes matching short forms (abbreviated titles from the citation report) with their corresponding longer ones (journal titles in the digital library). The main problem is that there are often a number of syntactically different abbreviated forms for one abbreviated title in the citation report. We use character- and token-based similarity metrics to identify duplicate records.     This article represent an critical overview of the legislative that govern private security sector in EU member countries and some of candidate countries. Private security sector became integral part of overall security in every European country. In this respect, examing the role of private security in overall security in Europe is a way of lookingafter the everyday security of European citizens. Private security firms are being called upon more and more to assist states in providing this protection and at the same time creating new wealth in the form of the jobs and businesses. The private security sector is expanding across the European Union: it represents 1,7 million jobs, 50,000 companies and annual revenue of €15 billion. With expansion of the Union to include Eastern Europe, demands for security services will rapidly grow. One of the preconditions to fullfil those demands is to harmonize national legislations governing private security. This article is attempt to launch an inventory of the information which could be helpfull to those state authorities that once will start working on Serbian private security law.Rad predstavlja pokušaj kritičkog prikaza zakonodavstava koja regulišu privatni sektor bezbednosti u zemljama EU. Privatna bezbednost postala je neodvojivi deo ukupne unutrašnje bezbednosti svih zemalja starog kontinenta. U tom smislu, proučavanje privatne bezbednosti u okviru ukupne bezbednosti u Evropi, predstavlja deo ukupne brige svakodnevnoj sigurnosti građana Evrope. Privatne kompanije za obezbeđenje sve više se angažuju u pružanju pomoći državi u ispunjavaju tog zadatka, a u isto vreme one stvaraju novu vrednost u vidu novih radnih mesta i biznisa. Privatni sektor bezbednosti se upadljivo širi po svim zemljama EU; 1,7 miliona zaposlenih u 50,000 kompanija sa godišnjim obrtom od 15 milijardi €. Ekspanzijom EU na Istok, još više će se povećati potražnja za uslugama bezbednosti i zaokružiti proces internacionalizacije bezbednosnih usluga privatnog sektora. Jedan od osnovnih uslova tog procesa, jeste i harmonizacija nacionalnih legislativa u privatnom sektoru. Ovaj rad predstavlja pokušaj stvaranja jednog inventara zakona koji regulišu privatni sektor bezbednosti u Evropi, a koji može biti od koristi nekoj zakonodavnoj vlasti koja jednom u Srbiji bude uvodila zakon o privatnoj bezbednosti

    Crisis and crisis management are relatively new concepts in Serbia, both in theory and in practice. Their implementation is accompanied by terminological confusion regarding basic phenomena - emergency situations, crises, conflicts and catastrophes, as well as various kinds of management attempts at managing uncertainties and hazards.
