REPÚBLICA POPULAR CHINA Y EL NUEVO POSICIONAMIENTO GEOESTRATÉGICO: AMÉRICA LATINA EN LA MIRA DEL DRAGÓN
No full textIt doesn’t matter if we look at the People ́s Republic of China (PRC), according to the categories of Raul Bernal Meza, as a business partner of risk or not; as a model of economic and social development; or as a possible support in the construction of a new multipolar world order and non-hegemonic, what is clear is that the “peaceful rise” of the PRC has involved new equations of power, security and a realignment of the balance of the world, bearing in mind all the international actors who adjust their agendas to this new reality, including Latin America. This article looks at the implication of the growing presence (viralization) of a China that cannot developed today if is isolated from the rest of the world (she needs stability, markets, raw materials and energy to avoid falling in the trap of the middle class income country), neither the world can enjoy prosperity and stability without the PRC despite the fact that the strength of US power remains a priority factor. In this context, the article argues the great challenge that the region has to search as a whole, a relationship of a “egalitarian” cooperation and counterweights that surpasses today’s “economic mirage in order to avoid the vulnerabilities and threats of a strategic dependence, of a new colonization and / or a satellization in a context of global dispute. No importa si miramos a la República Popular China (RPCh), de acuerdo a las categorías de Raúl Bernal Meza, como un socio comercial de riesgo o no; como un modelo de desarrollo económico- social; o como eventual pilar en la construcción de un nuevo orden mundial multipolar y no hegemónico, lo claro es que el “ascenso pacífico” de la RPCh ha implicado nuevas ecuaciones de poder, de seguridad y un reacomodo de los equilibrios mundiales, teniendo todos los actores internacionales que ajustar sus agendas a esta nueva realidad, incluyendo América Latina. Este artículo, entonces, mira las implicaciones para Latinoamérica de la creciente presencia (viralización) de una China que no puede desarrollarse de manera aislada del resto del mundo (necesita estabilidad, mercados, materias primas y energía para no caer en la trampa de la renta media), pero donde el mundo tampoco puede disfrutar de la prosperidad y estabilidad sin la RPCh a pesar de que la solidez del poder de EE.UU. sigue siendo un factor prioritario. En este marco, el artículo fundamenta el gran desafío que tiene la región de buscar como conjunto una relación de cooperación “igualitaria” y de contrapesos que sobrepase el “espejismo económico” actual de modo evitar las vulnerabilidades y amenazas de una dependencia estratégica, de una nueva colonización y/o una satelización en un contexto de disputa global.
ACTIVIDAD DE INTELIGENCIA EN AMÉRICA LATINA: CARACTERÍSTICAS, FORTALEZAS, DEBILIDADES, PERSPECTIVAS DE FUTURO
Get PDFIntelligence activity in Latin America has had an interesting evolution in recent years. Emerged or developed in most countries of the region during the Cold War, their characteristics were influenced by the existing concepts of defense and security in Latin America at that time. The restoration of democracy in the region began a process of institutionalization through the enactment of laws that, in many cases, established controls and even limits, and also sought to provide new objectives for the activity. However, in most cases, persist the extent and concentration of powers, ineffectiveness in controls, and the use of the activity in everyday politics, as well as an overlapping and confusion between the activities of intelligence and public security. La actividad de inteligencia en América Latina ha tenido una evolución interesante en los últimos años. Surgida o desarrollada en la mayoría de los países de la región durante la Guerra Fría, sus características fueron influidas por los conceptos en defensa y seguridad vigentes en Latinoamérica en dicha época.La restauración de la democracia en la región inició un proceso de institucionalización a través de la sanción de leyes que establecieron en muchos casos controles e incluso límites, y que procuraron brindar nuevos objetivos a la actividad. No obstante, persiste en la mayoría de los casos la amplitud y concentración de facultades, advirtiéndose poca e cacia en los controles y en diversos países su empleo en la política coyuntural, así como superposiciones y confusión entre las actividades de inteligencia y seguridad pública

Get PDFCada día que pasa nos asombramos menos de los nuevos rumbos que está tomando la seguridad internacional, donde las llamadas amenazas no tradicionales copan la agenda de seguridad interna, como internacional, a través de sus diferentes manifestaciones, tales como el narcotráfico, el crimen internacional, el narcoterrorismo, así como los desastres naturales y las migraciones masivas productos de conflictos armados en diferentes regiones del mundo. En este número de la revista revisaremos algunos de estos fenómenos, así como otros relacionado con el avance de la tecnología que influyen tanto en el desarrollo de conflictos armados, mediante sistemas autónomos de armas, como en la influencia que la tecnología ejerce sobre el ciudadano común.
PERCEPCIONES SOBRE LA RESPONSABILIDAD DE PROTEGER EN AMÉRICA LATINA
Get PDFThis article analyzes the development of the concept of the Responsibility to Protect, which does not yet enjoy consensus within the international community. It also defines the diverse positions that the countries of Latin America have adopted regarding this issue. In this sense, the idea that guides this work is the need for the region to reach basic agreements on particular issues of the multilateral debate, as in the case of the aforementioned notion of Responsibility to Protect, in order to support the insertion and international presence of Latin America in view of the increasingly multipolar scenario that is shaping the world. El trabajo analiza el desarrollo que ha seguido el concepto de la Responsabilidad de Proteger, un tema que todavía no cuenta con el consenso de la comunidad internacional. Asimismo, define las diversas posiciones que han adoptado sobre el particular los países de América Latina. En tal sentido, la idea que guía este trabajo es la necesidad de que la región alcance acuerdos mínimos sobre determinados temas del debate multilateral, como es el caso de la señalada noción de la Responsabilidad de Proteger, con el objeto de favorecer la inserción y presencia internacional de América Latina, de cara al escenario crecientemente multipolar que se está delineando en el mundo.

This derived in the fact of the deployment of the Army nation ide to perform high impact military operations to counter it, under an internal security environment characterized by the lack of strong and not corrupt internal security institutions that finally ended endorsing the military intervention and alongside the negative consequences for the civilCmilitary relations. Las políticas gubernamentales de las que se desprenden las operaciones del Ejército mexicano contra el tráfico de drogas han variado en su magnitud, recursos y facultades jurídicas a través del espacio y tiempo, con sus respectivas responsabilidades e impacto. El presente documento se deriva de la tesis de maestría: “Transformaciones estructuralC organizacionales de la Secretaría de la Defensa Nacional: 1937C2010” que bajo un análisis descriptivo propone llevar a cabo una revisión de la intensificación de las operaciones militares a partir de la identificación del tráfico de drogas como amenaza a la seguridad nacional de México, que se traducen a la fecha en el despliegue nacional de las operaciones militares bajo un esquema altamente punitivo a falta de instituciones civiles de seguridad sólidas e incorruptibles, razón por la cual se incentivó la militarización de la seguridad interior con consecuencias negativas en las relaciones civilC militares.

Within this context, the objective of this article are to describe some of the most representative aspects of this counterpoint between the classical approaches and the heterodox readings that are not fixed to the Westphalian models, as well as, to review some points of the contemporary agenda of international security, displaying the heterogeneous insights that have being adding during the last decades. or that, first I will describe how the aspect has muted and the enlargement of the limits of this agenda, then set down some effects of this process, ending with some conclusions and trends. rom a methodological point a view, this article presents a deductive approach to the object of this study, evolving from a general focus to more specific levelsI the analysis, therefore, will alternate between both, descriptive and explicative leves, using secondary sources as well as qualitative data. La Seguridad Internacional es un campo específico de las Relaciones Internacionales que en la actualidad muestra una sólida vigencia, aunque sus perfiles y límites son objeto de debate académico. En este debate confrontan visiones ortodoxas, fuertemente apegadas a los modelos que emergieron a mediados del siglo XVII con la llamada Paz de Westfalia, con otras más flexibles surgidas en las últimas cuatro décadas. Las primeras abordan al tablero mundial en clave únicamente estatal, observando vinculaciones interestatales con claro predominio del poder militarI las segundas, alegando un mayor respaldo empírico, admiten diversos tipos de actores, dinámicas y temas. Con ese contexto, los objetivos del presente trabajo consisten en describir algunos de los aspectos más representativos del mencionado contrapunto entre las visiones clásicas y las lecturas heterodoxas que no se ciñen a los esquemas westfalianos, como así también repasar algunas aristas de la agenda contemporánea de la Seguridad Internacional, indicando el sustento teórico de los heterogéneos contenidos que ha venido incorporando en los últimos tiempos. A tal efecto, en primer lugar describiremos cómo ha mutado la fisonomía y se han ampliado los límites de esa agenda, para luego consignar algunos efectos de ese proceso, finalizando con unas breves conclusiones y tendencias. Desde un punto de vista metodológico, el presente trabajo propone un abordaje de tipo deductivo al objeto de estudio, evolucionando desde enfoques generales hacia planos de mayor especificidadI el análisis alternará entre los niveles descriptivo y explicativo, con empleo de fuentes secundarias y datos cualitativos.
PIRATERÍA MARÍTIMA: UNA AMENAZA ACTUAL
Get PDFThis study aims to conduct an analysis of the current piracy situation -as defined in the UN Convention on the Law of the Sea 1982- and the International Maritime Organization’s armed robbery against ships concept. This analysis is focusing on those places in which it is more common the occurrence of these violations, such as Somalia and Southeast Asia. This study includes a statement of its causal factors, as well as a review of statistical and ‘modus operandi’ of those crimes. It will be also shown the identification of the geographical zones where the attacks at sea are more frequently. Finally it an study of the the answers and the naval operations that the international community has developed against those felonies, will be presented. En el presente artículo se realizará un análisis de la situación actual del delito de piratería, definido en la Convención de las Naciones Unidas sobre el Derecho del Mar de 1982, y del robo a mano armada perpetrado contra buques conceptualizado por la Organización Marítima Internacional. Este estudio estará enfocado en los lugares en que es más común la ocurrencia de estos actos ilícitos, como Somalia y en el Sudeste Asiático. Este análisis comprende una exposición de los factores condicionadores de estos delitos; como también se hará una panorámica revisión estadística y de los modus operandi de los eventos de piratería y de robo a mano armada perpetrado contra buques, junto con la identificación de las zonas geográficas en donde es más frecuente la ocurrencia de estos actos ilícitos. Finalmente, se estudiarán las respuestas y las operaciones navales de seguridad y defensa que la comunidad internacional ha implementado en contra de aquellos actos.

Get PDFThis article discusses the issue of political-legal, social and human rights challenges imposed by irregular migration to Mexico, a nation that has been converted into an important area of destination and transit to the United States. The criminalization of the phenomenon and, therefore, the securitization of immigration policy, endorsed by the National Security Policy, has led to social and humanitarian conditions that are deplorable for undocumented migrants most of the times. It then examines the situation of Mexico between 2001 and 2014 and the reality of international benchmarks in the field. One of the challenges recognized for Immigration and National Security policies on the social level is the stigmatization suffered by irregular migrants both adults and children. In the political-legal arena to challenge the institutionalization of irregular migration as a threat that affects national security and overcomes the disjunction between the established regulations and their implementation. KeyEste artículo aborda el tema de los desafíos sociales, político-jurídicos y de Derechos Humanos que impone la migración irregular a México, nación que ha pasado a convertirse en una importante zona de destino y de tránsito hacia Estados Unidos. La criminalización del fenómeno y, por ende, la securitización de la Política Migratoria, respaldada por la Política de Seguridad Nacional, ha supuesto condiciones sociales y humanitarias muchas veces deplorables para los migrantes indocumentados. Se examina, entonces, la situación de México al respecto entre 2001 y 2014 y la realidad de referentes internacionales en la materia. Se reconoce entre los desafíos para las políticas de Migración y de Seguridad Nacional, en el plano social, hacer frente a la estigmatización de la que son objeto los migrantes irregulares y a la migración irregular infantil. En lo político-jurídico, impugnar la institucionalización de la migración irregular como una amenaza que afecta a la Seguridad Nacional y superar la disyunción entre las normativas fijadas y su implementación
ESTILOS DE LIDERAZGO Y EFICACIA EN SITUACIONES DE CRISIS DECISIONAL DE DESASTRE
Get PDFThis article explains how an effective leadership is made on a team during an emergency, during a decision crisis in the context of a disaster. From the approach of the process, we analyze some variables such as flexibility, value congruence, rationality, politicization, and quality of design. To achieve that, we made a fi eld work with the information obtained from the three Emergency headquarters deployed by the Chilean Armed Forces, due to the effects of the 8.8 earthquake on February 27th 2010. The data is analyzed through econometric technics. The results suggested that the original ideas and the rigorous analysis are the keys to secure the quality of the decision. It also, made possible to unveil the fact, that to have efficiency in operations in a disaster, it requires a big presence of a vision, mission, and inspiration about a solid and pre-existing base of goals and motivations. Finally, we can fi nd the support to the relationship between kinds of leadership and efficiency on crisis decision-making process of the disaster and opens a space to build a decision making theoretic model. Este artículo explica cómo se ejerce el liderazgo eficaz de un equipo directivo de emergencia, durante una crisis decisional en contexto de desastre. Desde un enfoque de proceso se analizan variables como flexibilidad, congruencia valórica, racionalidad, politización y calidad de diseño. Para ello, se realiza un trabajo de campo con información obtenida de los tres Estados Mayores de Emergencia desplegados por las Fuerzas Armadas de Chile, a raíz de los efectos ocasionados por el Terremoto 8.8 el 27 de febrero de 2010. Se analizan los datos mediante técnicas econométricas. Los resultados sugieren que las ideas originales y el análisis riguroso son claves para asegurar la calidad de las decisiones. Se descubre que para lograr la eficacia en operaciones de desastre, se requiere una fuerte presencia de visión, misión e inspiración sobre una sólida y preexistente base de metas y motivación. Finalmente, se encuentra soporte a la relación entre estilos de liderazgo y eficacia en situaciones de crisis decisional de desastre y se abre un espacio para la construcción de un modelo teórico.
¿QUÉ ES LA CRIMINALIDAD ORGANIZADA? DELIMITACIÓN DEL FENÓMENO DELICTIVO ASOCIATIVO A TRAVÉS DEL ANÁLISIS DE CASOS CINEMATOGRÁFICOS
No full textThis article delimits the borders de of the associative crime, by using as the main study case the Tarantino’s film “Pulp Fiction” (1994). By means of the analysis and cinematographic interpretation, the main characteristics that shape the “organized crime” are described and illustrated: the existence of a solid organization, the criminal profitable ends and the employment of violence as a criminal method. Este artículo delimita los contornos de la delincuencia asociativa empleando como principal caso de estudio la película “Pulp Fiction” de Tarantino (1994). Mediante el análisis y la interpretación cinematográfica se describen y ejemplifican las principales características que configuran la “criminalidad organizada”: la existencia de una organización estable, la finalidad lucrativa ilícita y el empleo de la violencia como método criminal.
