ESTRATEGIAS DE SEGURIDAD DE ESTADOS MIEMBROS DE LA UNIÓN EUROPEA A PARTIR DEL TRATADO DE LISBOA Y LA ESTRATEGIA EUROPEA DE SEGURIDAD
Get PDFThis research seeks to analyze the Security Strategies of the Member States of the European Union since these documents are the result of the transition from the creation of the Europe Union and its incidence in national policies of their Member States. Bearing thisin mind, it is possible to study the variability of the Security Strategy in relation to four strategic guidelines: strategic self-perception, the necessity to tune these postulates with the common objectives of the European Union, the statement of threats and finally the actions projected by these strategies to face the changing environment of international security. This variability will seek the fact of the existence or nonexistence of tuning and consistency between the Security Strategies and the community positions in the matter of security and defense. The selected countries are those who have published their documents after the signing of the Treaty of Lisbon and the publication of the European Security Strategy, in other words, after2009: Austria, Bulgaria, Slovenia, Spain, Estonia, Holland, Hungary, Lithuania, UK and the Czech Republic. La presente investigación busca analizar las Estrategias de Seguridad de los Estados Miembros de la Unión Europea. Lo anterior, en razón de que estos documentos son consecuencia del transitar desde la formación de la Unión Europea y su incidencia en las políticas nacionales de los Estados miembros. Con la anterior disposición se podrá estudiar la variabilidad en las Estrategias de Seguridad en función de cuatro lineamientos estratégicos: la autopercepción estratégica, la necesidad de sintonizar dichos postulados con los objetivos comunitarios de la propia Unión Europea, la declaración de amenazas y, finalmente, con las acciones que proponen las estrategias para enfrentar los cambios del escenario de seguridad internacional.Dicha variabilidad buscará establecer la existencia o inexistencia de sintonía y coherencia de las respectivas Estrategias Nacionales y los postulados comunitarios, en materia de seguridad y defensa. Los países seleccionados son aquellos que han elaborado Estrategias de Seguridad tras la publicación del Tratado de Lisboa y la Estrategia Europea de Seguridad, vale decir, después del año 2009: Austria, Bulgaria, Eslovenia, España, Estonia, Holanda, Hungría, Lituania, Reino Unido y República Checa

Get PDFThe initiative of the Government in order to move towards a National Defense Policy, as it was expressed by the Chilean Minister of National Defense, requires a broad discussion regarding these public policy and diplomatic instruments. Therefore, an analysis of the relevant concepts and contents of some of the existing strategies and the possible requirements of the country to this regard are offered for discussion. La iniciativa del Gobierno expresada por el Ministro de Defensa Nacional de Chile en orden a avanzar hacia una Política de Seguridad Nacional requiere de una amplia discusión acerca de estos instrumentos de política y diplomacia pública. Se ofrece en consecuencia como aporte a la discusión un análisis de los conceptos involucrados, de los contenidos relevantes de algunas de las estrategias ya existentes y de los posibles requerimientos que tiene el país sobre el particular.
