Problematika Undang-Undang Kesejahteraan Ibu dan Anak: Kesenjangan Regulasi dan Implementasi
Law Number 4 of 2024 on the Welfare of Mothers and Children reflects the state’s commitment to ensuring the protection of maternal and child rights, particularly during the first 1,000 days of life. However, its implementation faces various challenges, including regulatory inconsistencies with the Manpower Act and weak enforcement mechanisms at the operational level. This article aims to examine the gap between legal norms and practical implementation, as well as to assess the extent to which Law Number 4 of 2024 fills the existing legal vacuum in the protection of mothers and children in Indonesia. This study employs a normative juridical approach with qualitative analysis of relevant legislation and supporting documents. The findings indicate that the effectiveness of protection for working mothers and children depends significantly on intersectoral policy coordination, regulatory harmonization, and institutional capacity strengthening. Without concrete steps in policy integration and legal enforcement, the objectives of the law risk being unfulfilled. Therefore, comprehensive reform in implementation is necessary to ensure the law’s alignment with the state’s constitutional obligation to uphold the welfare of mothers and children.

EFEKTIVITAS METODE INSIDE OUTSIDE CIRCLE DALAM MENINGKATKAN KETERAMPILAN KOMUNIKASI SISWA SEKOLAH DASAR
This research is based on the lack of students' ability to express opinions, especially in Hindu religious education subjects in elementary schools. The aim of this research is to measure the level of effectiveness of the Inside-Outside-Circle (IOC) method in improving students' communication skills. This research is classified as experimental research with pre test post test group design. Communication skills are measured by three indicators, namely Expressing Opinions, Arguing, and Listening. The research results show that the IOC method as a whole is considered effective, with a total N-Gain value of 77.15. In the indicator of conveying opinions, this method produces an N-Gain of 80.08 which is included in the effective category, while for listening it reaches an N-Gain of 77.78, also in the effective category. Although the argued indicator shows quite good improvement with an N-Gain of 73.61, it is in the moderately effective category, which indicates the need for further development. Overall, the IOC method is considered successful in improving students' communication skills, both in expressing opinions, listening and arguing, and can be recommended as an effective method in learning Hindu Religious Education in Elementary Schools.Penelitian ini didasari oleh kurangnya kemampuan siswa dalam menyampaikan pendapat terutama dalam mata Pelajaran pendidikan agama hindu di sekolah dasar. Tujuan penelitian ini adalah untuk mengukur tingkat efektivitas metode Inside-Outside-Circle (IOC) dalam meningkatkan kemampuan berkomunikasi siswa. Penelitian ini tergolong penelitian eksperimen dengan pree test post test group design. Kemampuan komunikasi diukur dengan tiga indikator yaitu Menyampaikan Pendapat, Berargumen, dan Mendengarkan. Hasil penelitian menunjukkan bahwa metode IOC secara keseluruhan tergolong efektif, dengan nilai N-Gain total sebesar 77.15. Pada indikator menyampaikan pendapat, metode ini menghasilkan N-Gain sebesar 80.08 yang termasuk kategori efektif, sedangkan untuk mendengarkan mencapai N-Gain 77.78, juga dalam kategori efektif. Meskipun indikator berargumen menunjukkan peningkatan yang cukup baik dengan N-Gain 73.61, hal ini berada pada kategori cukup efektif, yang mengindikasikan perlunya pengembangan lebih lanjut. Secara keseluruhan, metode IOC dinilai berhasil meningkatkan kemampuan komunikasi siswa, baik dalam menyampaikan pendapat, mendengarkan, maupun berargumen, dan dapat direkomendasikan sebagai metode yang efektif dalam pembelajaran Pendidikan Agama Hindu di Sekolah Dasar
AJARAN PENGENDALIAN DIRI YOGA TERHADAP PERILAKU FLEXING DI SOSIAL MEDIA
Technology cannot be separated from the human’s live. Technological advances, especially the use of the internet in life, are a necessity. Social media, as a means of communication and information, is one of the favorites of internet users in Indonesia. Although in its use, it can have negative impacts if not accompanied by good digital literacy. One of the phenomena of social media users that has the potential to have negative impacts is flexing or showing off behavior on social media. In order to overcome the negative impacts caused by flexing behavior, a study of the teachings of Yoga self-control and its internalization of flexing behavior on social media was conducted. The relevance of the teachings of Yoga self-control to flexing behavior refers to the teachings of yama and niyama self-control which are the basic foundations of Yoga ethics. Both teachings emphasize physical and spiritual discipline to achieve true happiness.Technology cannot be separated from the human’s live. BHAKTI DAN KOMUNIKASI SPIRITUAL DI ERA DIGITAL: KAJIAN LITERATUR ATAS TRANSFORMASI RITUAL DAN DEVOSI HINDU DI PLATFORM ONLINE
Digital transformation has permeated various aspects of life, including spiritual practices within Hinduism, a tradition rich in the values of bhakti (devotion). This article explores the transformation of bhakti-based spiritual communication in the context of digital media, particularly through practices such as live-streamed puja, spiritual content on YouTube, and other online platforms. Utilizing a qualitative, literature-based approach, this study integrates classical Hindu texts such as the Bhagavata Purana and Narada Bhakti Sutra with contemporary academic literature on digital religious communication. The findings indicate that while the form and medium of ritual delivery have undergone significant transformation, the core values of bhakti—including divine love, selfless service (seva), and spiritual connection—remain preserved. Moreover, digital connectivity expands the reach of devotional practices, enabling spiritual participation across geographical and generational boundaries. Virtual communities actively contribute to shaping inclusive and adaptive digital worship spaces. Thus, digital bhakti not only represents a new mode of spirituality but also affirms the resilience and adaptability of Hindu teachings in the technological age.

Hambatan Sita Eksekusi Kekayaan Intelektual Sebagai Barang Tidak Berwujud (Intangible)
This article discusses the potential of intellectual property as an object of executoriale beslag. The problem is the lack of regulation of intellectual property as an object of executoriale beslag in the execution of payment of a sum of money even though by definition it is a movable object which fulfills the principle of confiscation in civil procedure law. Seeing this, an analysis is carried out through a statutory approach and the concepts of execution of payment of a sum of money and executoriale beslag in civil procedure law. Intellectual property laws and regulations such as copyright, patents, trademarks and geographical indications, industrial designs, trade secrets and integrated circuit layout designs only regulate confiscation provisions in criminal cases. Intellectual property through Government Regulation No. 24 of 2022 on Creative Economy is optimized as an object of debt collateral in fiduciary guarantees, contracts in creative economic activities and cessie. However, it does not yet have space for intellectual property as an object of executoriale beslag in the execution of payment of a sum of money. The need for additional regulation of intellectual property as an object of executoriale beslag will provide convenience for the clerks and bailiffs executing the execution. The absence of rules will cause hesitation because there is no sufficient legal basis even though intellectual property is a movable item that has economic value and can be used for the payment of the amount of money of the execution applicant.

Penerapan Sanksi Singer dalam Kasus Pidana Ringan di Kedemangan Sebangau Kota Palangka Raya
Penelitian ini membahas tentang penerapan sanksi singer di lembaga Kedamanagan, Sebangau Kota Palangka Raya. Kedemangan merupakan lembaga adat yang hingga saat ini tetap menjadi pilihan untuk menyelesaikan sengketa adat. Dalam perkembangannya, penyelesaian sengketa tidak hanya mencakup masalah adat, tetapi telah merambah pada persoalan-persoalan pidana tertentu, khususnya pada tingkat pidana ringan. Penelitian ini menggunakan metode penelitian hukum empiris yang menekankan pada pendekatan deskriptif kualitatif. Sedangkan teori yang dipilih untuk menganalisis pertanyaan penelitian adalah teori pluralisme hukum. Hasil penelitian menemukan penerapan sanksi singer dalam kasus pidana ringan di Kedamangan Sebangau adalah menjatuhkan hukuman denda atau sanksi denda kepada pelaku tindak pidana ringan yang disebut dengan singer. Singer yang dimaksudkan meliputi, 1)“singer sala basa dengan sawan oloh” (sanksi perbuatan yang tidak menyenangkan terhadap istri orang lain); 2) “singer sala basa dengan bawi bujang (sanksi perbuatan yang tidak menyenangkan/pelecehan terhadap seorang gadis/); 3) “singer sala basa dengan oloh beken (sanksi perbuatan yang tidak menyenangkan karena membuat malu, mencemarkan nama baik orang lain, pria maupun wanita); dan 4)“singer tekap bau mate (sanksi perbuatan yang tidak menyenangkan untuk menutup rasa malu kepada pihak korban-pihak wanita akibat pelecehan); dan 5) “singer kalahi kajame” atau sanksi dalam kasus pertengkaran dan perkelahian
RAHASIA MEWUJUDKAN INDIVIDU DAN MASYARAKAT YANG SEHAT BERBASIS SPIRITUALITAS AGAMA HINDU
Pura Negara Gambur Anglayang is an important and unique temple, so many people are interested in studying it. This article results from field research on the Pura Kerta Negara Gambur Anglayang in the Kubuaddan Traditional Village, Buleleng, Bali. This research aims to reveal the background of using the names Ratu Subandar, Mecca, Melayu, and Sundawan as names for the shrines or pelinggih at the temple. This research uses a qualitative approach in the form of historical and cultural research. The theoretical approach used is cultural materialism. The research results show that the use of the names Ratu Subandar, Mecca, Melayu, and Sudawan is related to the location of the temple, which was previously a port called Tabanding. This port was busy with Chinese, Mecca (Arab), Malay and Sundanese traders. The Chinese also played an important role as subandars. The diversity of merchant visits gave rise to a multicultural social structure based on trade-economic infrastructure. This forms an ideological superstructure, namely the belief in gods, also characterised by diversity. This pattern also follows pantheistic theology in Hinduism, which emphasises that a transcendental God can be immanenced by natural phenomena. This belief causes natural phenomena that have the potential to provide prosperity to be personified by gods. The Balinese accept it because it also fits the image of the god as the personification of God to provide prosperity to humans.Artikel ini merupakan hasil riset perpustakaan dengan sasaran menemukan gagasan sebagai skemata untuk mewujudkan individu dan masyarakat yang sehat berbasis Agama Hindu. Analisis data memakai metode analisis wacana konvensional. Hasil penelitian menunjukkan bahwa ada berbagai gagasan sebagai skemata untuk mewujudkan sasaran tersebut, yakni memakai sembahyang sebagai media penyatuan pikiran dan hati dengan Tuhan/Agama, menempatkan spritualitas agama untuk mengendalikan spritualitas nonagama, membentuk manusia yang memiliki kesalehan individu, menerapkan metode Enam Sa untuk mengendalikan hasrat, dan membentuk akalbudi yang sehat agar tindakan juga sehat. Kesemuanya ini diperkuat dengan kegiatan menyatukan berbagai bentuk oposisi biner secara berimbang, seperti beragama di dalam dan di luar tempat suci; kesalehan individual dan kesalehan sosial; beragama secara teoretis dan praktik; dan menerapkan berbagai bentuk pengendalian, yakni internal dan eksternal; sekala dan niskala. REPRESENTASI BUDAYA DAYAK DAN KOMUNIKASI PARIWISATA MELALUI TIKTOK: ANALISIS SEMIOTIKA VISUAL TERHADAP VIDEO BUDAYA KALIMANTAN TENGAH
Abstract
This study explores how the culture of the Dayak people of Central Kalimantan is represented in TikTok videos produced by local creators, and how this platform functions as a medium for culture-based tourism communication. The study employs a descriptive qualitative approach and visual semiotics analysis, examining five TikTok videos that feature cultural symbols such as longhouses, traditional clothing, traditional dances, and sape music. The analysis reveals that the visual representations in these videos reflect a dynamic, participatory, and community-based construction of cultural identity. TikTok, as a visually-driven platform with popularity algorithms, enables local culture to be presented in an aesthetic, emotional, and contextual manner, reaching a broad audience across regions and generations. Presentation styles ranging from cinematic, documentary, to contemplative provide diverse narrative dimensions to cultural symbols, enriching the audience's experience. Tourism communication theory (Kotler et al., 2010) emphasizes the importance of destination branding and communication of attributes, both tangible and intangible. TikTok has proven to be an effective medium in shaping audience perceptions of local culture and tourism potential. Based on Stuart Hall's representation theory and Nicholas Mirzoeff and Malcolm Barnard's visual culture theory, this study shows that social media not only facilitates the dissemination of culture but also serves as an active space for the formation of meaning, identity, and the image of tourist destinations. TikTok can be positioned as a strategic tool in tourism communication based on local wisdom, with its visual strength and user participation as key elements in supporting cultural preservation and enhancing the sustainable appeal of destinations.Abstrak
Penelitian ini mengeksplorasi bagaimana budaya Dayak Kalimantan Tengah direpresentasikan dalam konten video TikTok yang diproduksi oleh kreator lokal, dan bagaimana platform ini berperan sebagai media komunikasi pariwisata berbasis budaya. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan analisis semiotika visual, yang mengkaji lima video TikTok, yang menampilkan simbol-simbol budaya seperti rumah betang, pakaian adat, tarian tradisional, dan musik sape. Hasil analisis menunjukkan bahwa representasi visual dalam video-video tersebut mencerminkan konstruksi identitas budaya yang dinamis, partisipatif, dan berbasis komunitas. TikTok, sebagai platform berbasis visual dan algoritma popularitas, memungkinkan budaya lokal ditampilkan dengan cara yang estetis, emosional, dan kontekstual, serta menjangkau khalayak luas lintas wilayah dan generasi. Gaya penyampaian seperti sinematik, dokumentatif, hingga kontemplatif memberikan dimensi naratif yang beragam terhadap simbol budaya, memperkaya pengalaman audiens. Teori komunikasi pariwisata (Kotler et al., 2010), menekankan pentingnya pencitraan destinasi dan komunikasi atribut baik yang bersifat nyata maupun tidak berwujud, TikTok terbukti menjadi media yang efektif dalam membentuk persepsi audiens terhadap budaya lokal dan potensi wisata. Berdasarkan teori representasi dari Stuart Hall dan teori budaya visual dari Nicholas Mirzoeff dan Malcolm Barnard, penelitian ini menunjukkan bahwa media sosial tidak hanya memfasilitasi penyebaran budaya, tetapi juga menjadi ruang aktif pembentukan makna, identitas, dan citra destinasi wisata.TikTok dapat diposisikan sebagai alat strategis dalam komunikasi pariwisata berbasis kearifan lokal, dengan kekuatan visual dan partisipasi pengguna sebagai kunci utama untuk mendukung pelestarian budaya serta peningkatan daya tarik destinasi secara berkelanjutan
