In a nuclear reaction, each event resulting from the collision has its own probability and
corresponding cross-section value. The cross section is a critical parameter in the study and
scope of nuclear reactions. Especially in nuclear technology, medical applications and basic
scientific research, accurate calculation and interpretation of such information is of great
importance. The cross section helps determine how an element or isotope interacts with
different frequencies to produce a change in the result. Detailed examination of cross-section
data may provide guidance for the development of nuclear databases and new applications.
In this study, the cross sections of the zinc element for proton-introduced reactions were
calculated. In the study, TALYS 1.95 code was used to calculate the cross sections for protoninput reactions. TALYS is a widely used software for theoretical calculations of nuclear
reactions and provides results over a wide energy range by modeling various nuclear processes.
TALYS code can perform calculations according to many parameters and nuclear reaction
mechanisms. In this study, Constant Temperature Fermi Gas, Backshift Fermi Gas and
Generalized Superfluid level density models of TALYS code are used.
The calculated cross-section results were interpreted by comparing them with the experimental

Is it necessary to use a sling or abduction pillow sling after superior rotator cuff repair? A preliminary report
Objectives
The study aimed to evaluate the effects of the use of a shoulder sling, shoulder sling with a pillow, or not using a sling on the shoulder functional score and pain levels following arthroscopic rotator cuff tear repair.
Patients and methods
This randomized prospective study was performed with 90 patients (49 males, 41 females; mean age: 56.2±12.2 year; range, 33 to 77 years) with a small-to-mid, full-thickness rotator cuff tear between July 2020 and October 2022. All patients underwent arthroscopic double-row repair. The nonsling group wore no sling, the sling group wore a sling, and the abduction pillow sling group wore a sling with an abduction pillow. The same rehabilitation program was performed. The Visual Analog Scale (VAS) score, Constant-Murley scores, and degrees of flexion and abduction were recorded preoperatively, on the 15th and 45th days, and at three months, six months, and one year.
Results
On the 15th postoperative day, the VAS score was found to be significantly lower in the nonsling group. On the 45th day, the Constant-Murley score was found to be significantly higher in the abduction pillow sling group. There was no significant difference between the groups regarding the Constant-Murley scores at three weeks, six months, and one year. The shoulder forward flexion angle was significantly lower in the nonsling group on the 45th day. There was no significant difference between the three groups in respect of the shoulder forward flexion at three months, six months, and one year.
Conclusion
No difference was determined between the groups at the six-month and one-year functional results. Not using a sling bandage can be recommended by reducing pain in the early postoperative period.No sponso
Towards a connected world: Collaborative networks as a tool to accomplish the SDGs
Collaborative networks (CNs) are joint entities of autonomous partners that work towards a common goal with shared resources and roles. In 2016, the United Nations announced 17 sustainable development goals (SDGs) as part of the 2030 agenda. SDG 17 is "Partnerships for the goals" highlighting the importance of cross-country and cross-company collaborative action. Although the link between CNs and sustainable development is frequently declared, no study in the literature investigates the connection between CNs and the SDGs. This systematic literature review (SLR) follows the preferred reporting items for systematic reviews and meta-analyses (PRISMA) guidelines. Based on the SLR results, a context-interventions-mechanisms-outcomes (CIMO) framework for CNs is proposed, serving as a tool to comprehend the types of CNs to achieve the SDGs. Only 10 out of 77 articles mentioned the SDGs they address. The norm is to focus on a single SDG per study and not assess the dimension of the impact on the SDGs or the trade-offs that can be established between them. The most frequently mentioned SDGs in the text are SDG 9 and SDG 12, with only 2 articles focusing on the social dimension. SDG 10 and SDG 16 were not mentioned in any of the articles. The majority of articles are case studies and technical papers, developing scale-up solutions and creating value from waste. The identified gaps lead to the proposition of several potential research areas: 1) the need for developing mechanisms that allow CNs to effectively implement interventions that achieve specific SDGs; 2) the lack of studies incorporating the social dimension given the social nature of the SDGs; 3) few SDGs are addressed by CNs (particularly SDG 9 and SDG 12) and majority of SDGs are ignored; 4) there is a scarcity of studies targeting the tertiary sector; 5) the need for alignment of CNs' business models with the SDGs; 6) a lack of studies addressing specific SDGs (6, 10, and 16); and 7) the necessity of studies demonstrating collaboration between industry and academia for systemic change. The study aids decision-makers in identifying policies that facilitate the formation of CNs aligned with the SDGs.No sponso
New fact and new evidence as a ground for reopening of criminal proceedings in light of decisions of courts of appeal
Ceza muhakemesinin amacı, hukuka uygun delillerle maddi gerçeğe ulaşarak hakkaniyete uygun bir karar verilmesini sağlamaktır. Ancak muhakeme ne kadar sağlıklı yürütülürse yürütülsün, verilen kararın hatalı olması ve kesinleşmesi her zaman mümkündür. Kesinleşmiş bir kararın mevcudiyetine rağmen, gerek hukuki barışın gerekse hukuka olan güvenin sağlanması için söz konusu hatanın düzeltilmesi gerekmektedir. Bu ihtiyaç, yargılamanın yenilenmesi kurumunu ortaya çıkarmıştır.
Yargılamanın yenilenmesi başvurusu, mahkemenin verdiği kararda esaslı bir hata olduğu ve bu sebeple yargılamanın tekrarlanmasının gerekli olduğu iddiasına dayanmaktadır. Yargılamanın yenilenmesini gerektiren bu hata, hükümlünün lehine ya da aleyhine olarak yapılmış olabileceğinden, hukukumuzda yargılamanın yenilenmesi hem hükümlünün lehine hem de aleyhine olarak başvurulabilecek bir kanun yolu olarak düzenlenmiştir. Yeni olaylar veya yeni delillerin ortaya çıkması, Ceza Muhakemesi Kanunu’nda yer alan yargılamanın yenilenmesi nedenlerinden, sadece hükümlü lehine düzenlenen ve en geniş kapsamlı olan sebebi oluşturmaktadır.The purpose of criminal procedure is to ascertain the material truth and deliver justice through fair decision-making.
However, even with well-conducted proceedings, mistakes can occur, sometimes resulting in an erroneous final
judgment. To preserve legal certainty and public trust in the justice system, it is essential to correct such errors. This
requirement has led to the establishment of reopening of criminal proceedings as a legal remedy.
The application is based on the claim that there is a fundamental error in the court’s decision, necessitating the
reopening of the proceedings. This error leading to reopening of criminal proceedings may have been made in favor
of or against the convicted person, and therefore, in Turkish criminal procedure, it is regulated as a legal remedy
that can be used both in favor of and against the convicted person. The discovery of new facts or new evidence
constitutes the reason for the reopening of criminal proceedings, which is specifically regulated in favor of the
convicted person and is the most extensive among the reasons for retrial stated in the Criminal Procedure Code.No sponso
An optimization of inventory model at seaports using a system dynamics approach
Port operation and cargo handling process involves integrated activities which any delay
or stoppage result in bottleneck in port process. This in turn leads to a dramatic escalation
in ship and cargo dwell times at anchorage, seaport terminals or exit gates. Increasing
cargo dwell time not only depreciate port's equipment but also decrease port efficiency
dramatically. The objective of this paper is to develop a modeling approach using the
concept of System Dynamics (SD) to simulate variables affecting inventory optimization
at Emam Khomeani seaports. To find proper actions by which seaports can optimize the
inventory, dynamic of various variables such as dwell time, the number of human
resources and equipment simulated during 2006 to 2031. The overall results show that
warehouse traffic is highly sensitive to cargo dwell time, while this is less for the quay
inventory variable. The analysis shows that the 30% reduction of cargo dwell time in
inventory fluctuations is much more than the 30% increase in work force. One solution
could be increasing storage area which, apart from being a very expensive investment,
may be not feasible due to space limitations. Consequently, terminal operators are trying
to decrease average dwell time. In order to do so, the main factors which influence the
number of days a container stays in the terminal need to be determined.No sponso
Nonlocal separable elliptic equations and applications
The regularity properties of nonlo cal elliptic equations are investigated in abstract weighted Lp spaces. Here, we find sufficient conditions that guarantee the separability of the linear problems. We prove that the corresponding nonlo cal elliptic operator is sectorial and is also a negative generator of an analytic semigroup. In application, the maximal regularity properties of the for degenerate abstract equation in LP norms, and infinite systems of degenerate elliptic integro-differential equations with parameters are obtained.No sponso

Acquisition of Turkish citizenship through marriage
Türkiye'ye her yıl çok sayıda yabancının giriş yaptığı görülmektedir. Türkiye'ye giriş yapan yabancılar Türkiye'nin kültürünü, tarihi dokusunu, ılıman coğrafyasını ve Türk milletinin sosyal etkileşimini tecrübe edince; Türkiye'ye tekrar seyahat etmeyi ve hatta vatandaşlık kazanıp yerleşmeyi arzu etmektedir. Bu sebeple, Türk vatandaşlığını kazanma talebinde bulunan yabancıların sayısının giderek arttığı görülmektedir.
Türk vatandaşlığının kazanılmasının yollarından biri de evlenme yoluyla Türk vatandaşlığının kazanılmasıdır. Türk pozitif hukukunda; Türk vatandaşıyla evlilik birlikteliği devam eden, geçerli evlilik birlikteliği üç yıldan beri süren, aile birliği içinde yaşayan, evlilik birlikteliğiyle bağdaşmayacak faaliyette bulunmayan, millî güvenlik ve kamu düzeni bakımından engel teşkil edecek hâli bulunmayan her yabancı, yetkili makamın kararıyla Türk vatandaşlığını kazanabilir.
Türk hukukunda evlenme yoluyla vatandaşlığın kazanılmasında, eşitlik ilkesi esas alınarak cinsiyet farkının gözetilmediği görülmektedir. When foreigners who enter Turkey experience its culture, historical texture, temperate geography, and the social interaction of the Turkish nation, they desire to travel to Turkey again and even obtain Turkish citizenship and settle there. Therefore, the number of foreigners requesting Turkish citizenship is increasing. One way to obtain Turkish citizenship is through marriage. In Turkish positive law, any foreigner who is in a valid marriage with a Turkish citizen, whose marriage has lasted for at least three years, who resides within the family unity, who does not engage in activities incompatible with the marriage, and who does not pose a threat to national security and public order can acquire Turkish citizenship by the decision of the competent authority. In Turkish law, the principle of equality is applied in the acquisition of citizenship through marriage, without regard to gender differences. However, marrying a Turkish citizen will not automatically grant Turkish citizenship to the foreigner.No sponso
Evaluation of guest customer satisfaction by the integration of fuzzy logic and multi-criteria decisionmaking methods: a case study in tourism industry
Günümüzde misafir memnuniyeti her işletme için hayati bir değere sahiptir. Konaklama işletmelerinde misafir memnuniyetinin sağlanmasında önemli bir çok etken olmakla birlikte Covid 19 pandemisi ile birlikte misafirlerin beklentileri de farklılaşmıştır. Covid 19'un getirmiş olduğu belirsizlikler misafirlerin konaklama tercihlerindeki karar verme süreçlerini etkilemiştir.
Bu çalışmanın konusu Covid 19 öncesinde ve Covid 19 sürecinde misafirlerin memnuniyetlerinin aynı markaya ait premium kalitedeki beş yıldızlı dört farklı otel işletmesinin değerlendirilmesidir. Pandemi öncesi ve pandemi sürecinde misafir memnuniyetlerinin değerlendirilmesi için bulanık mantık ve çok kriterli karar verme yöntemlerinin kullanılması amaçlanmıştır.
Bu çalışma Covid 19 öncesinde ve sürecinde misafir memnuniyetini etkileyen nedenlerin belirlenmesi ve birbirleri arasındaki ağırlıklarının bulunarak kıyaslanması yönünden literatüre katkı sağlamıştır. Misafir memnuniyetinin değerlendirilmesinde uygulanan Fuzzy Analytic Hierarchy Process (FAHP), Fuzzy Technique for order preference by smilarity to ideal solution (FTOPSIS), Fuzzy VIseKriterijumsa Optimizacija I Kompromisno Resenje (FVIKOR) ve genel skor sıralaması yöntemlerinin her biri için değerlendirme sonuçları analiz edilmiş ve yöntemlerin kıyaslamaları ile çalışma zenginleştirilmiştir.Today, guest satisfaction has a vital value for every business. While there are many important factors in ensuring guest satisfaction in accommodation establishments, the expectations of the guests have also changed with the Covid 19 pandemic. The uncertainties brought by Covid 19 have also affected the decision-making processes of guests in their accommodation preferences. The subject of this study is to evaluate the satisfaction of the guests before and during Covid 19 in 4 different premium quality five-star hotels of the same brand. It is aimed to use fuzzy logic and multi-criteria decision making methods to evaluate guest satisfaction before and during the pandemic. This study has contributed to the literature in terms of determining the reasons affecting guest satisfaction during and before the Covid 19 process and comparing their weights with each other. The evaluation results for each of the Fuzzy Analytic Hierarchy Process (FAHP), Fuzzy Technique for order preference by smilarity to ideal solution (FTOPSIS), Fuzzy VIseKriterijumsa Optimizacija I Kompromisno Resenje (FVIKOR) and overall score ranking methods applied in the evaluation of guest satisfaction were analyzed and the comparisons between each other were enriched.No sponso
