This study aims to determine the performance of clean water production at PDAM XYZ. The method used is the Objective Matrix (OMAX). In the formation of the Omax matrix, values are required in the form of actual values, actual scores, productivity values, and descriptions of each ratio. The results of the study show that the Overall Productivity (OP) value shows that the productivity of the XYZ Regional Drinking Water Company (PDAM) in producing clean water as a whole from 2021 to 2024 has increased and decreased. The highest Overall Productivity (OP) value is in 2022 at 601, where overall the actual score for each ratio is not included in the bad category. The lowest Overall Productivity (OP) value is in 2023, this is because in 2023 for ratio 6, namely about effectiveness, which has an actual score of only 1, it is included in the bad category. After experiencing a decline in productivity, in 2024 the company's overall productivity value increased again. So it can be concluded that the best performance and productivity that occurred during 2021 to 2024 was in 2022, this can be seen from the overall productivity value in 2022 which was 601. Meanwhile, the worst performance and productivity occurred in 2023, this can be seen from the very low overall productivity value in 2023, which was only 388

Implementation of International Law of the Sea in Territorial Conflict Resolution: A Study in the Indo-Pacific Region

The Indo-Pacific region has become the epicenter of global attention due to its abundant natural resources and strategic trade routes vital to the world economy. However, this potential is accompanied by frequent territorial conflicts arising from overlapping maritime claims among regional and major powers. These disputes not only threaten regional stability but also pose broader risks to international peace and maritime security. This study aims to explore and analyze the extent to which international law of the sea, particularly the United Nations Convention on the Law of the Sea (UNCLOS), is implemented in resolving territorial disputes within the Indo-Pacific region. The primary objective is to assess the effectiveness of UNCLOS as a legal instrument in guiding state behaviour and facilitating peaceful dispute settlement in complex geopolitical environments. Using a qualitative approach through comprehensive literature studies, the research examines the dynamics of conflicts and evaluates the performance of existing legal frameworks and dispute resolution mechanisms, including arbitration and negotiations under UNCLOS provisions. The findings reveal that although UNCLOS provides a solid legal foundation for defining maritime rights and obligations, its practical application often faces significant obstacles, including political interests, economic competition, and national security concerns that limit states' willingness to comply or cooperate. Moreover, the lack of enforcement mechanisms and the selective adherence to legal rulings further weaken the credibility of international law in the region. Consequently, the study emphasizes the need for stronger multilateral diplomatic efforts and cooperative regional frameworks to ensure fair and peaceful conflict resolution, thereby preventing further escalation in the Indo-Pacific

This study aims to analyze the leadership policies and personal competencies of sports officials in Aceh Province, Indonesia. The research adopts a qualitative descriptive approach, involving 10 key informants selected through purposive sampling, including deputy regents, heads of departments, and education officers with backgrounds in sports. Data were collected through observation and in-depth interviews, then analyzed using data reduction, data display, and verification techniques. The findings reveal that sports community members who occupy leadership positions in Aceh demonstrate strong cognitive, affective, and psychomotor competencies. Their leadership styles are a combination of various models, including democratic, participatory, administrative, and charismatic approaches. Respondents emphasize discipline, teamwork, and alignment with institutional goals while also integrating local cultural values in decision-making and leadership behavior. The study concludes that sports-based leadership in Aceh is shaped by both educational background and sports experiences, which enhance strategic thinking, policy-making skills, and leadership effectiveness. This finding challenges the public perception that such leaders attain positions through favoritism or coincidence. The study contributes to the understanding of how sports experience can foster effective leadership in public administration

Capacity of Local Government Policy in Implementing Minimum Service Standards

This study analyzes local government policies' capacity to implement Indonesia's Minimum Service Standards (MSS), focusing on enforcing Government Regulation No. 2/2018 and Minister of Home Affairs Regulation No. 59/2021. These policies encompass six sectors: education, health, public works, housing, public order and safety, and social affairs. The findings reveal uneven and fluctuating MSS achievements. Although mandatory spending—20% for education and 10% for health—is in place, it does not consistently lead to improved outcomes. Similarly, fiscal capacity does not always correlate with MSS performance. Using a qualitative method—through interviews, FGDs, observations, and literature review—this study identifies that the policy capacities of individuals, organizations, and political actors influence the achievement of MSS. Among these, political capacity—particularly weak commitment from implementers—emerges as the most significant barrier. The study concludes that a new model and formula within the policy framework is essential to address service disparities and improve performance across all regions to ensure equitable and effective MSS implementation

PENGUASAAN HARTA WARISAN OLEH SEBAGIAN AHLI WARIS DI DESA ALUE BARO KECAMATAN MEUKEK ACEH SELATAN MENURUT PERSPEKTIF KOMPILASI HUKUM ISLAM

In Alue Baro village, Meukek subdistrict, South Aceh Regency, a case of inheritance issues was found, where some heirs unilaterally controlled the inheritance left by their parents and did not give shares to other heirs. In this case, the position is occupied by a substitute heir, who is the son of the heir who should have received the inheritance from the testator. His father's position to receive the inheritance was transferred to the testator's grandson because the original heir had passed away before the testator. This substitute heir is often referred to as "Anak patah titi" (broken bridge child). In this case, the distribution of inheritance was carried out according to customary law, so the substitute heir was not given their rights because they were considered to have severed ties with the testator ("Patah titi"). This research uses an empirical juridical research method. Primary data was collected through direct interviews in the field, while secondary data was obtained through literature review. This research aims to identify and explain two key aspects: first, the reasons behind the unilateral control of inheritance by some heirs while denying the substitute heir's rights. Second, it examines the perspective of the Compilation of Islamic Law (KHI) on this practice. The research findings indicate that the actions of the heirs who unilaterally control the inheritance and do not give it to the testator's grandchild as a substitute heir in Alue Baro village, Meukek subdistrict, South Aceh, are based on the assumption that the grandchild is not entitled to the inheritance from the testator because their father, as the primary heir, had passed away earlier. This practice refers to local customary law that recognizes the "Patah titi" law in inheritance matters. According to the perspective of the Compilation of Islamic Law (KHI), which applies to muslim communities in Indonesia, the act of unilaterally controlling inheritance by heirs as occurred in Alue Baro Village is contrary to Article 185 of the KHI. The KHI grants substitute heirs the right to receive inheritance from the testator as long as they meet the requirements. Furthermore, the inheritance share received by the substitute heir is equal to the right that should have been received by the person they replaced

Traffic accidents at unsignalled intersections remain a serious problem in Indonesia, particularly in urban areas such as Meulaboh City, West Aceh. The high accident rate at these locations is due to the complexity of road user interactions and inadequate safety facilities. This study aims to analyse road users' perceptions of driving safety at unsignalised intersections, focusing on eight key aspects: demographic characteristics, infrastructure, driving behaviour, accessibility, road physical conditions, social factors, environmental factors, and regulations and enforcement. The research method employed a descriptive quantitative approach, with data collected through a Likert scale questionnaire (1-5) administered to 100 respondents selected via purposive sampling. Data were analysed using a percentage index formula to measure the level of agreement among respondents. The research results show that infrastructure (83,05%) and driving behaviour (83.10%) achieved the highest scores, indicating strong agreement on the importance of improving physical facilities and road user discipline. Meanwhile, road physical condition (75.4%) recorded the lowest score, highlighting the need to improve road surface conditions and drainage. Other findings revealed the significant influence of environmental factors (81.55%) and regulations (81.35%), as well as the role of social awareness (77.3%) and demographics (76.85%). The conclusion of this study emphasises that infrastructure improvements and increased driving discipline need to be prioritised in traffic safety strategies. Data-driven policy support involving public education, law enforcement, and inter-agency collaboration is essential to create a safe, inclusive, and sustainable traffic environment at unsignalised intersections. Concrete recommendations include installing traffic signs/lighting, safety campaigns, and the use of technology
