Analysis of China's Aggressive Behavior in the South China Sea during the COVID-19 Pandemic (2020 – 2021)
China was the first country that affected by the COVID-19 pandemic. However, China showed aggressive behavior during that period toward the South China Sea. Meanwhile, countries in the region concentrated on handling the COVID-19 pandemic. This study explains China's strategies and tactics in exploiting the COVID-19 pandemic phenomenon to achieve its interests in the South China Sea. This study used a literature study method to explain this phenomenon. The selected literature is secondary data scattered in previous research and credible news related to the political dynamics in the South China Sea. The research finds that China combines soft power, such as medical supply assistance and vaccine diplomacy, with hard power to increase its influence at the regional and global levels, including in the South China Sea region. In addition to disputes, these tactics can increase regional tensions and threaten the peace and stability of the South China Sea. In addition, this phenomenon also shows a decline in the trust of the disputing countries in the recognition of each other's sovereignty and the international regime
Strengthening Capture Fisheries Information Systems through Data Optimization at Cikidang Fisihing Port, Pangandaran
Sustainable fisheries management requires accurate and digitalized catch data. Cikidang Fishing Port in Pangandaran holds significant potential; however, its current data collection system remains suboptimal. This study aims to formulate a strategy for optimizing fisheries data collection by identifying data flow processes and conducting a SWOT analysis, in order to strengthen an adaptive, accountable, and evidence-based fisheries information system that supports effective governance. The research was conducted at Cikidang Fishing Port involved direct observations and secondary data analysis, followed by the development of an optimization strategy based on internal and external factors derived from the SWOT framework. The result research showed that catch data collection is still predominantly carried out manually, with limited use of the digital Fisheries Port Information Center application. Nonetheless, coordination between data officers and auction stakeholders operates relatively well and serves as a key strength in the data collection process. The strengths of the current system lie in effective communication among staff, the presence of active enumerators, and the availability of basic infrastructure. Identified weaknesses include limited adoption of digital technologies and insufficient human resource capacity. Opportunities include policy support for data digitalization from the Ministry of Marine Affairs and Fisheries and potential cross-sector collaborations. Major threats involve the sustainability of fishery resources and the lack of active participation from fishers in data reporting. The proposed strategies include expanding the implementation of e-logbooks, enhancing enumerator training, strengthening interagency coordination, and conducting educational outreach to fishers. These strategies are expected to foster the development of a more efficient, accurate, and data-driven fisheries data system that supports sustainable fisheries management at the local level
Critical Barriers to Realising Inclusive Digital Education in an Urban-Peripheral Context: The Case of Kupang City, Indonesia
This study examines barriers to implementing inclusive digital education policy in under-resourced, urban-peripheral contexts, focusing on Kupang City in Eastern Indonesia. Despite its urban status, Kupang faces infrastructural fragility, limited institutional capacity, and socio-economic disparities that complicate the translation of national reforms, particularly Merdeka Belajar and the Platform Merdeka Mengajar (PMM), into practice. Using a qualitative single-embedded case study, data were collected through 25 semi-structured interviews with national, municipal, school, and community actors, supplemented by policy documents and statistical records. Guided by Grindle’s policy content–context model, Lipsky’s street-level bureaucracy theory, and van Dijk’s digital inclusion framework, the analysis highlights three interconnected dimensions that sustain policy–practice gaps: governance misalignment, technological deficits, and constrained actor agency and resource support. These produce five barriers: weak coordination, limited teacher capacity, street-level discretion, and reliance on unstable external resources. Findings reveal that limited outcomes are shaped less by isolated technical failures than systemic misalignments, resulting in partial adoption, symbolic compliance, and selective inclusion. The study contributes by extending empirical evidence to an under-researched eastern Indonesian context. It underscores the need for adaptive governance, targeted capacity building, and stable resources to align national ambitions with local realities
Governance from the Grassroots: A Capability-Based Inquiry into Digital Village Financial Management
This study investigates the effectiveness of the Village Financial System (VFS) application in Bantan District, Bengkalis Regency, with a focus on how village government capacity influences digital financial management. The research specifically aims to assess the knowledge and skills of village officials, the adequacy of technical and managerial systems, and the role of organizational values and norms in supporting transparent and accountable financial governance. Using a qualitative descriptive approach, the study examines two key units of analysis: village administrations in Bantan District and the Bengkalis Regency Community and Village Empowerment Agency. Data were collected through in-depth interviews, direct observations, and document analysis, and were validated using source, technique, and time triangulation. The findings reveal that although technological infrastructure, such as computer equipment, is generally sufficient, uneven internet access and limited technical skills among village officials lead to frequent data input errors and delayed financial reporting. Strong leadership from village heads and supportive local government regulations help sustain the system, but officials' weak commitment to continuous training constrains optimal implementation. The study concludes that enhanced training, improved internet connectivity, and stronger institutional commitment are critical to achieving transparent, accountable, and effective digital financial management at the village level
Integrated Service Delivery Analysis of Public Service Malls in Pemalang Regency
This study aims to assess community satisfaction with services provided by the Public Service Mall (MPP) in Pemalang Regency and identify its service elements' strengths and weaknesses. Using a quantitative approach, data was collected from 247 respondents selected through proportional simple random sampling, based on a population of 646 service users. The research instrument was developed by the Indonesian Ministerial Regulation No. 14 of 2017, which outlines nine key elements for measuring the Community Satisfaction Index (IKM). The data were analyzed using univariate and bivariate methods. The findings show that the overall IKM score was 88.18, indicating good service quality. While most service elements were rated in category B (good), two elements—service requirements and complaint handling—received the lowest scores (3.41), suggesting areas needing improvement. Conversely, service tariffs and infrastructure scored highest, with 3.94 and 3.75, respectively. The study highlights the need for clearer information dissemination, simplified procedures, and more responsive complaint mechanisms. It also recommends the integration of digital platforms to enhance accessibility and efficiency. Continuous evaluation and stakeholder engagement are essential to ensure sustainable improvements in public service delivery and community satisfaction at the MPP
Identifikasi Bahaya dan Pengendalian Risiko Keselamatan dan Kesehatan Kerja (K3) pada PT. PLN (Persero)
The role of the workforce in supporting National Development is highly important, including the workers at PT. PLN (Persero) Transmission and Substation Meulaboh. It is necessary to provide occupational safety and health protection to workers in order to increase their productivity. This study aims to explain the importance of occupational safety and health protection in controlling hazard risks in the work environment of PT. PLN (Persero) Transmission and Substation Meulaboh. The research was conducted through direct observation and interviews, then analyzed using legal theory. The results show that there are still challenges in implementing occupational safety and health at PT. PLN (Persero) Transmission and Substation Meulaboh, such as the vast working area, employee relocation, and lack of awareness regarding the importance of using personal protective equipment (PPE). These challenges must be addressed through innovations in remote supervision and awareness campaigns to improve understanding of occupational safety and health, particularly the use of PPE
Pengaruh Dosis Ampas Kopi dan Pupuk KCl Terhadap Pertumbuhan dan Hasil Tanaman Bawang Merah
This study aimed to determine the optimal doses of coffee grounds and KCl fertilizer, as well as their interaction effects, on the growth and yield of shallot (Allium cepa L.). The experiment was arranged in a Randomized Complete Block Design (RCBD) with a 4 × 3 factorial arrangement and three replications. The first factor was the dose of coffee grounds (A0= 0 ton ha⁻¹, A1= 2 ton ha⁻¹, A2= 4 ton ha⁻¹, and A3= 6 ton ha⁻¹), and the second factor was the dose of KCl fertilizer (K1= 100 kg ha⁻¹, K2= 200 kg ha⁻¹, and K3= 300 kg ha⁻¹). The observed parameters included plant height and number of tillers per clump at 15, 30, and 45 days after planting (DAP), as well as fresh tuber weight, number of tubers, and dry tuber weight per clump. The results showed that the application of coffee grounds had a highly significant effect on plant height, number of tillers, fresh tuber weight, and dry tuber weight per clump, and a significant effect on the number of tubers per clump. The application of KCl fertilizer had a highly significant effect on plant height at 15 and 30 DAP and on the number of tillers at 30 DAP, but had no significant effect on plant height at 45 DAP, the number of tillers at 15 and 45 DAP, or tuber-related parameters. A significant interaction between coffee grounds and KCl fertilizer was observed for plant height at 15 DAP and for the number of tillers at 30 and 45 DAP. These findings suggest that the combination of coffee grounds and KCl fertilizer can improve vegetative growth and yield performance of shallots, highlighting the potential of organic–inorganic nutrient integration for sustainable crop production.Keywords: Coffee Grounds, Potassium Chloride (KCl), Shallot (Allium cepa L.), Plant Growth, Yiel
Perbaikan Sifat Aspal Penetrasi 60-70 Menggunakan Bahan Tambah Polimer Polypropylene (PP)
Asphalt modification using polymer-based additives is one approach to improving resistance against plastic deformation and high temperatures. This study evaluates the effect of adding pure polypropylene (PP) on the physical and thermal properties of penetration grade 60/70 asphalt. PP was added at 0%, 1%, 3%, and 5% by weight. A reflux method was used to soften the polypropylene prior to mixing. Tests included penetration, softening point, viscosity, ductility, flash point, solubility, specific gravity, and TFOT. Results show reduced penetration from 61.8 to 49.7, increased softening point from 49.5°C to 53.2°C, and increased viscosity from 424 cSt to 592 cSt. Ductility decreased significantly from >140 cm to 122 cm, indicating reduced flexibility. The 5% PP addition gave the best stiffness and thermal stability. Storage stability tests were not conducted due to equipment limitations, suggesting the need for further study
Divergensi Nutrisi Antara Dua Spesies Sargassum (Phaeophyceae) Simpatrik: Implikasi untuk Aplikasi Pangan Fungsional Tertarget
The industrial application of Sargassum as a functional food ingredient is often limited by a generalized approach that overlooks interspecies biochemical variations. This study addresses current gap through a comparative nutritional analysis of two sympatric species, Sargassum ilicifolium and S. polycystum, collected from the Spermonde Archipelago, Indonesia, to establish a basis for precision bioprospecting. Standardized sample preparation was followed by comprehensive chemical profiling conducted in triplicate (n=3). Proximate and mineral analyses adhered to AOAC protocols, while fatty acid and amino acid profiles were determined using Gas Chromatography-Mass Spectrometry (GC-MS) and Ultra-Performance Liquid Chromatography (UPLC), respectively Comparative data were statistically validated using Independent Samples t-testsResults revealed distinct "functional fingerprints" for each species. S. ilicifolium exhibited significantly higher mineral content, particularly ash and phosphorus, whereas S. polycystum was richer in carbohydrates and crude fiber. A marked divergence was observed in their fatty acid profiles: S. ilicifolium was predominantly characterized by palmitic acid, while S. polycystum was dominated by myristic acid. Although S. ilicifolium had slightly lower total protein, it displayed a superior profile for sports nutrition, with significantly higher concentrations of key branched-chain amino acids (BCAAs), such as leucine. These findings demonstrate that sympatric Sargassum species exhibit unique biochemical profiles, supporting a species-specific approach for targeted functional food applications. Specifically, S. ilicifolium is suited for mineral supplementation and sports nutrition markets, while S. polycystum is better positioned for general food fortification and as a source of specific oleochemicals
Seesaw Effect: Preferensi Rasional dalam Fenomena Pergeseran Konsumen Pertamina ke Shell
The trust crisis surrounding Pertamina following the fuel adulteration scandal prompted a notable shift in consumer preferences and exposed a conceptual gap in understanding how rational action is formed under conditions of institutional delegitimization. Previous studies tend to treat Weberian rationalities as discrete categories, leaving unexplored how these forms interact during episodes of reputational crisis. Employing a qualitative phenomenological approach with 12 participants, this study draws on in-depth interviews, field observations, and thematic coding analysis to examine consumer transitions from Pertamina to Shell. The findings reveal that consumer actions do not manifest as four isolated types but rather as a continuum of interwoven rationalities instrumental, economic, value-oriented, and traditional shaped dynamically by crisis experiences, accessibility, and everyday consumption habitus. These insights extend Weber’s theory of social action by demonstrating that rationalities are not static attributes but situational and fluid across contexts of uncertainty. The study further introduces the Seesaw Effect as a conceptual contribution, explaining how the erosion of Pertamina’s reputation simultaneously elevates Shell’s legitimacy. Practically, the findings underscore that institutional reputation, service integrity, and transparency are central determinants in sustaining public trust within competitive fuel markets
