Compatibility Study of Ship Dimension Ratios with Fish Traps and Hand Lines at PPN Palabuhanratu
Fishing vessels are generally made using traditional methods that have been passed down from generation to generation. The characteristics of fishing vessels can be determined from the main dimensions of the vessel, the fishing gear used and the fishing area. This study is needed because inappropriate fishing vessel dimensions can affect the seaworthiness of the vessel and operational efficiency, especially in small-scale fisheries. This study aims to evaluate the suitability of the ratio of the main dimensions of the vessel to the types of fishing gear, namely traps and handlines at the Palabuhanratu Archipelago Fisheries Port (PPN). Data in the form of measurements of the length (L), width (B), and height (D) of the vessel were collected in the field, while comparative data were obtained from previous literature. The analysis was carried out by calculating the L/B, L/D, and B/D ratios, then compared with the main dimension ratios of static gear vessels as a reference. The results showed that the L/B ratio of trap vessels ranged from 7.5–10 with an average of 7.93, while handlines were 5–12.5 with an average of 9. The L/D ratios of trap and handlines were respectively 11.5 and 11.83. The B/D ratio of the trap and handline fishing vessels were 1.13-1.63 and 0.57-2.25, respectively. The B/D ratio indicates that there are vessels with values below standard, indicating the potential for less than optimal stability. In general, vessels in PPN Palabuhanratu are still within the standard range, although there are several handline fishing vessels that need more attention regarding their stability design. Improvements in vessel design based on appropriate dimension ratios are expected to increase operational efficiency, safety, and sustain
Quality Characteristics of Salted Layur Fish (Trichiurus sp.) Case Study: Johan Pahlawan, West Aceh
Layur fish (Trichiurus sp.) is an important fishery commodity widely utilized as salted fish. However, traditional processing methods are susceptible to microbial and physical contamination, often failing to meet Indonesian National Standard (SNI) quality criteria.1 This study aimed to determine the quality characteristics of salted Layur fish produced in Johan Pahlawan District, West Aceh, based on SNI parameters, including salt content, moisture content, ash content, acid-insoluble ash content, and total plate count (TPC).1 An observational research method was employed, involving sampling from two salted fish vendors (Vendor A and Vendor B), followed by laboratory testing, and descriptive quantitative data analysis. The research results indicated that the salt content of salted Layur fish (Vendor A: 11.91%; Vendor B: 10.25%) and moisture content (Vendor A: 12.69%; Vendor B: 25.63%) met the requirements of SNI 8273:2016 (salt content 12.0–20.0%; moisture content max. 40.0%).1 TPC values (Vendor A: 0.00 CFU/g; Vendor B: 6.16 CFU/g) were also below the SNI 8273:2016 threshold (max. 1x10^5 CFU/g).1 However, the acid-insoluble ash content (Vendor A: 1.40%; Vendor B: 1.75%) significantly exceeded the maximum limit of SNI 2354-1:2010 (0.3%).1 The quality of salted Layur fish from Johan Pahlawan met SNI standards for salt content, moisture content, and TPC, but failed to meet the standard for acid-insoluble ash, indicating physical contamination that requires further attentio

Mapping Civil Servants’ Digital Literacy: A Readiness Model for Indonesia’s E-Government Transformation
This study aims to map the digital literacy competencies of Indonesia’s State Civil Apparatus (ASN) as a foundation for assessing e-government (SPBE) readiness. Focusing on Muara Enim Regency, South Sumatra, the research examines the relationship between ASN characteristics and their levels of digital literacy to develop a comprehensive readiness model. Employing a mixed-method approach with quantitative data from 238 respondents and qualitative validation through interviews, the study utilizes Law et al.’s (2018) Digital Competence Framework alongside the Ministerial Regulation on ASN Competencies. The findings reveal that 60.5% of respondents possess a high level of digital literacy, corroborated by the 2023 SPBE evaluation by KemenpanRB, which rated Muara Enim’s SPBE implementation as “good” (score 3.00). The analysis produces an ASN Digital Literacy Mapping Model consisting of four interrelated dimensions: (1) operationalization of analytical technology tools, (2) digital data and information management, (3) digital interaction and collaboration, and (4) digital security knowledge. This model contributes a new analytical framework for assessing digital readiness within Indonesia’s public sector and supports the integration of digital literacy assessment in SPBE self-evaluation. Although limited to one regency and cross-sectional data, the model provides a replicable foundation for broader regional and longitudinal studies

The Application of Value Engineering-Based Balanced Scorecard on Madura Small and Medium Enterprises: A Customer-Oriented and Cost- Efficiency Strategic Approach
Madura stalls, as part of informal micro-enterprises, play a vital role in meeting the needs of urban communities. However, most still operate without a structured strategic management system and performance measurement. This situation makes it difficult for business owners to monitor efficiency, understand customer satisfaction, and plan for long-term competitiveness. On the other hand, there is a research opportunity to adapt modern management methods, such as the Balanced Scorecard (BSC) and Value Engineering (VE), to suit the context of simple yet influential small businesses. This study aims to design a performance measurement system by integrating VE into the BSC framework at a Madura stall in Klampis, Surabaya. The method used is an exploratory case study with a mixed-methods approach, involving owners (n = 5), employees (n = 10), and customers (n = 30). Data were collected through interviews, observations, questionnaires, and document review. Data were then analyzed using the Function Analysis System Technique (FAST), KPI formulation, AHP weighting, and performance evaluation. The study results show that several key performance indicators exceeded targets, such as daily sales volume (226.7%), number of customers (200%), and net profit (120%). These achievements confirm that the integration of the BSC and VE can improve cost efficiency, strengthen customer orientation, and provide a clearer strategic direction for informal micro-enterprises. This study contributes by providing a contextually relevant performance measurement framework and opens up opportunities for further research on the application of the BSC and VE to other micro-enterprise units
