    Policy Innovation from Bottom: The Bargaining Position of Acehnese Women Through Musrena and Musrenbang in Banda Aceh

    This study explores the bargaining position of Acehnese women in public policy forums through their participation in Musrena (Women’s Development Planning Forum) and Musrenbang (General Development Planning Forum) in Banda Aceh, Indonesia. Using a contemporary feminist ethnographic approach, the research documents how the Balee Inong community—a grassroots women’s network—engages with the state planning apparatus to influence gender-responsive budgeting and development agendas. Data were collected through field observations, in-depth interviews, and documentation studies involving key stakeholders at village and city levels. Findings indicate that Musrena serves as an effective platform for amplifying women’s voices in formal planning processes, offering both structural and symbolic space for women's political engagement. The institutionalization of Musrena through local regulations has significantly enhanced women's visibility and agency, particularly in negotiating budget allocations and shaping gender-equitable policies. Furthermore, the study reveals how historical narratives, religious values, and local wisdom interact with state mechanisms to produce a uniquely Acehnese model of participatory development. The research highlights the potential of localized feminist strategies in transforming hierarchical planning systems into more inclusive, bottom-up processes. It contributes to global discourses on gender budgeting, feminist governance, and community-based planning innovations

    Relationship of Academic Stress and Emotional Eating with Obesity in Universitas Teuku Umar Nutrition Students

    Final-year students often experience academic stress, impacting their concentration, motivation, and thesis completion. Additionally, emotional eating has known negative health consequences, with a significant link between depression and weight gain. This quantitative study aimed to explore the relationship between academic stress levels, emotional eating, and the incidence of obesity among 163 final-year nutrition students at Universitas Teuku Umar. Univariate and bivariate tests were conducted for analysis. The findings revealed a significant relationship between academic stress and obesity (p-value = 0.004 0.05), indicating its effectiveness in predicting the observed classifications. The independent variables explained 59.9% of the dependent variable, with other factors accounting for the remainder. In conclusion, academic stress and emotional eating significantly influence the incidence of obesity among final-year nutrition students at Universitas Teuku Umar

    Fenomena Pelecehan Seksual Catcalling Dalam Kajian Sosiologi Gender

    Catcalling is a term for the phenomenon of verbal teasing behavior that leads to sexual harassment experienced by women. For people in Indonesia, catcalling is behavior that is considered normal by society, so the catcalling phenomenon still occurs frequently. The sociological study analysis used in this research uses the theory of feminism and patriarchal culture. Furthermore, this research was carried out with descriptive qualitative research using the literature study method. From the results of the analysis of sociological studies, the catcalling phenomenon is a behavior that is considered to be culturally acceptable, even normalized due to the patriarchal culture that is still embedded in society's social life. and in the view of feminist theory, catcalling is behavior that disturbs women's comfort and existence in the public sphere.

    Setiap produsen mempunyai tujuan Crude Palm Oil (CPO) yang harus dipenuhi agar produk yang dihasilkan berkualitas tinggi. Stasiun sterilisasi merupakan salah satu metode sebagai sarana pengobatan penyakit yang ditularkan melalui darah (TBS). Agar proses berhasil, mesin perebusan harus dipantau secara berkala. Sebelum melakukan pemantauan yang tepat terhadap lingkungan kerja mesin guna mengidentifikasi penyebab-penyebab yang dapat merusak lingkungan kerja mesin itu sendiri. Memanfaatkan metodee Overal Equiipment Effectivenes (OEE) untuk menganalisis hasil OEE, AV, PE, dan QP pada stasis alat sterilisasi untuk mengetahui efisiensi proses kerja. Berdasarkan hasil penelitian yang diperoleh PT Fajar Baizury & Brothers, metode keseluruhan peralatan efektifitas (OEE) memberikan hasil sebagai berikut: AV sebesar 84%, PE sebesar 82%, QP sebesar 100%, dan OEE sebesar 69,05%.     Penerapan Bubu Ramah Lingkungan (Eco Trap) Sebagai Alat Tangkap Alternatif Bagi Nelayan Hiu di Lhok Susoh, Kabupaten Aceh Barat Daya

    Kabupaten Aceh Barat Daya terletak pada sisi selatan dan berhadapan langsung dengan Samudera Hindia. Wilayah ini juga termasuk kedalam Kawasan Konservasi Perairan Daerah (KKPD) berdasarkan Surat Keputusan Menteri Kelautan dan Perikanan Republik Indonesia No.78/KEPMEN-KP/2020. Salah satu potensi jenis ikan yang banyak ditemukan pada perairan tersebut adalah perikanan hiu. Hiu dikenal dengan ikan teritorial yang sangat erat hubungannya dengan habitat yang ditempatinya. Hal ini dikarenakan hiu menjadi predator puncak pada ekosistem terumbu karang sehingga sangat berperan sebagai penyeimbang sistem rantai makanan pada ekosistem terumbu karang. Masyarakat pesisir Aceh Barat Daya masih melakukan aktifitas penangkapan terhadap populasi hiu, padahal populasi beberapa jenis hiu saat ini mulai terancam karena eksploitasi berlebihan dan permintaan pasar yang tinggi. Dalam hal ini diperlukan upaya peralihan mata pencaharian bagi masyarakat pesisir susoh untuk tidak lagi menjadikan hiu sebagai target utama tangkapan nelayan, dengan tidak mengurangi pendapatan yang selama ini diperoleh oleh nelayan tersebut. Dalam mendukung pengembangan Marine Industry dibidang konservasi, dibutuhkan gagasan yang bersifat teknologi dan terbaru yang dapat digunakan oleh masyarakat umum secara efektif dan efesien. Salah satu alat tangkap alternatif yang bisa dimanfaatkan oleh nelayan hiu adalah bubu ramah lingkungan (Eco Trap). Eco Trap memiliki keunggulan dalam selektifitas dan efektifitas serta hasil tangkapan dengan nilai ekonomis yang tinggi. Kegiatan pengabdian akan dilaksanakan dengan tahapan survey lapangan, persiapan alat dan bahan, pembuatan kontruksi media bubu, aplikasi bubu ramah lingkungan, monitoring dan evaluasi serta pembuatan laporan kegiatan dan publikasi ilmiah.     ANALISA IMPACT DAN BENDING BALOK LAMINASI BATANG KELAPA DAN BAMBU DURI SEBAGAI MATERIAL KONSTRUKSI LUNAS KAPAL KAYU

    Penggunaan material utama konstruksi kapal dibangun dari material kayu yang mengakibatkan biaya operasional dalam pembuatannya menjadi mahal dan tidak ramah untuk lingkungan. Tujuan penelitian ini adalah untuk mengetahui perbandingan kekuatan beban kejut dan kekuatan bending dari balok laminasi batang kelapa dan bambu duri. Metode yang dilakukan adalah pengujian eksperimental dengan pengujian impact dan pengujian bending. Penelitian ini memiliki 3 model variasi lapisan, yaitu 3, 5, dan 7 dengan bentuk susunan lapisan batu bata (carvel).  Pengujian balok laminasi mengacu pada ASTM D6110-10 untuk uji impact dan ASTM D143 untuk uji bending. Balok laminasi yang akan di uji memiliki kadar air di bawah 18% sesuai dengan ketentuan BKI. Balok laminasi dengan pengujian impact variasi 3 lapisan mempunyai energi yang diserap sebesar 23,408 J dan harga impact sebesar  Laminasi variasi 5 lapisan memiliki nilai energi yang diserap sebesar 35,511 J dan harga impact sebesar   Variasi 7 lapisan memiliki energi yang diserap sebesar 40,166 J dan harga impact sebesar . Hasil pengujian bending pada balok laminasi dengan variasi 3 lapisan mempunyai kekuatan bending pada sebesar 14,37 MPa. Laminasi variasi 5 lapisan memilik nilai kekuatan sebesar 28,56 MPa dan variasi 7 lapisan memiliki nilai kekuatan yang sebesar 38,32 MPa. Hasil pengujian impact dan bending untuk balok laminasi batang kelapa dan bambu duri tergolong dalam Kelas Kuat IV-V menurut Badan Klasifikasi Indonesia, sehingga menyebabkan balok laminasi tersebut tidak direkomendasikan sebagai alternatif pengganti kayu solid untuk lunas kapal

    Film is a mass communication medium that is used to convey messages to audiences by telling stories, presenting events, music, drama and other technical presentations. Dirty Vote describes a number of dishonest activities that occur throughout the election process, such as intimidation of voters, vote fraud, and manipulation of results. The choice of broadcast time for this film, which was close to the day when the election was held, made this film excitedly discussed by the public. The election competition which was getting hotter before the election was made even hotter with the release of this film. Research conducted qualitatively. Data was collected through in-depth interviews and focus group discussions. There were four informants interviewed and all of them had watched it the film “Dirty Vote”. Reading positions are differentiated into dominant- hegemonic, negotiation, and opposition. Most reading positions is negotiation. Interviews with four informants watching the movie Dirty Vote found that Differences in reception results are caused by environmental, family and experience factors of each informan

    This study aims to investigate the factors influencing policy effectiveness and strategies for achieving goals, addressing challenges like inadequate communication, resource gaps, and stakeholder disparities. The data collection method used is a literature study from various recent studies (2019-2023) to access the latest information and data. A SOAR analysis is conducted to formulate strategies for implementing the policy in Indonesia. Key findings highlight the importance of clear communication, resource allocation, stakeholder collaboration, and bureaucratic coordination in enhancing policy effectiveness. Proposed strategies include strengthening partnerships among government agencies, schools, NGOs, and parents, adapting curricula to local needs, empowering teachers, integrating digital tools for school zoning, and establishing independent monitoring mechanisms. The study underscores the broader societal impact of school zoning policies, advocating for equitable educational access as a driver for social cohesion and economic development. The academic implication combines education policy, public administration, and technological innovations, making it valuable for diverse academic and professional audiences. The practical implication of this study is that it provides a solution-driven approach, focusing on school zoning as a policy mechanism to promote equal educational opportunities. This appeals to policymakers and education stakeholders seeking practical strategies. Despite this, the findings offer useful insights. Future research should use mixed methods such as surveys and interviews to explore views from students, parents, teachers, and policymakers

    Assessing Human Resource Competencies in Port Quarantine Supervision: An Analysis from Gorontalo, Indonesia

    This study analyzes the resource advantages in health quarantine supervision at the Class II Gorontalo Port Health Office (KKP). Employing a descriptive qualitative approach, it investigates the fundamental contributions of officer knowledge, skills, and attitudes toward achieving operational success, maintaining public trust, and ensuring compliance with quarantine procedures. The findings reveal that KKP officers possess significant resource advantages. The officers' medical and epidemiological knowledge was found to be excellent, providing a critical foundation for the early detection of and response to potential infectious diseases. Furthermore, their technical and managerial skills proved highly competent in conducting health inspections, managing quarantine protocols, and effectively coordinating emergency responses. Moreover, the officers' professional, empathetic, and communicative attitudes were deemed optimal, playing a vital role in creating a positive experience for travelers, strengthening team collaboration, and enhancing community engagement. The study concludes that these resource advantages constitute a strategic asset for ensuring public health and safety within the port environment. Therefore, sustained investment in human resources through targeted training programs and supportive policy development is identified as key to maintaining and enhancing the long-term effectiveness of quarantine supervision

    Constraining Autonomy: How Bureaucratic Dysfunctions Impede Regional Financial Independence in a Decentralized Indonesia

    This research aims to analyze how bureaucratic pathology serves as a fundamental impediment to the realization of regional financial independence in Indonesia. Employing a qualitative approach with a comparative case study method across six regions, enriched by international comparative analysis, this study identifies the institutional factors that systematically influence regional fiscal performance. The findings reveal five critical dimensions of dominant bureaucratic pathologies: excessive centralized control, slow budget planning processes, corruption and abuse of power, bureaucratic incompetence, and resistance to innovation. The study found that the manifestation of these pathologies varies among regions, contingent upon their level of development and governance capacity, thereby indicating the need for differentiated, rather than uniform, policy responses. International experiences from Brazil to Germany demonstrate the universality of these challenges. It is concluded that achieving genuine financial independence requires more than the mere transfer of formal authority; it necessitates the construction of a robust institutional foundation. The study recommends implementing support systems tailored to regional capacities, enhancing trans parency, promoting bureaucratic professionalism, and establishing citizen engagement mechanisms to build effective and accountable subnational governance, drawing lessons from successful reforms in countries such as Estonia and Rwanda
