Higher Education as a Means of Achieving Economic Growth and Development – A Comparative Analysis of Selected EU and former Soviet Union Countries
In the last twenty years, higher education policies have become increasingly important national priorities in both the developed and the developing countries. According to the endogenous growth theory, higher education and thereby accumulation of human capital is considered to be the main driver of economic competitiveness in the growing global economy founded on knowledge. Thus, as education is undoubtedly one of the main drivers of economic growth and development, an increase in the real expenditures for education is found in many countries. All this is especially evident in times of rapid technological changes. The interest of this paper is to show the relationship between GDP and public spending on education by applying the method of panel data analysis on the selected EU Member States and former Soviet Union Countries for the period 2000 – 2011. The results of the analysis showed that public expenditure for education, as well the size of the tertiary educated workforce and the number of researchers have a positive impact on GDP growth
Povezanost zdravstvenega absentizma in temperamenta zaposlenih v javni upravi [Correlation between Sickness Absenteeism and Temperament of Employees in the Public Administration]
Vzroki za nastanek zdravstvenega absentizma so številni in med eno od skupin vzrokov uvrščamo tudi skupino dejavnikov, ki so vezani na posameznika oziroma njegove osebnostne lastnosti. Članek se osredotoča na vidik povezanosti zdravstvenega absentizma s temperamentom in predstavlja rezultate raziskave v slovenski javni upravi. Rezultati raziskave (februar 2015) kažejo, da so bili v povprečju najmanj dni začasno odsotni z dela zaposleni, katerih prevladujoči temperament je kolerik (8,6 dni) in flegmatik (8,7 dni), ki jih je sicer tudi največ med zaposlenimi v javni upravi; nekoliko več dni so bili začasno odsotni zaposleni s temperamentom sangvinika (10,8 dni), največ pa melanholiki (15,8 dni). Na podlagi rezultatov raziskave ugotavljamo, da v skupnem številu dni zdravstvenega absentizma statistično značilnih razlik med posameznimi zaposlenimi glede na njihov temperament ne moremo potrditi. Lahko pa potrdimo statistično značilno povezanost v skupnem povprečnem številu pogostosti zdravstvenega absentizma med zaposlenimi glede na njihov temperament.The causes that lead to sickness absenteeism are numerous. Among the groups of the causes there is a set of factors tied to the individual or his/her personality traits. The article focuses on the aspect of the correlation between sickness absenteeism and temperament and presents the results of the research carried out in the public administration in Slovenia. The results of the research (February 2015) show that on average the employees who were temporarily absent from work for the fewest days were those with dominant temperament choleric (8.6 days) or phlegmatic (8.7 days), who also account for the largest number of employees in the public administration; those with a sanguine temperament were temporarily absent for slightly more days (10.8 days), while melancholics were absent for the largest number of days (15.8 days). On the basis of the results of the research, we find that in the total number of days of sickness absence we are unable to confirm statistically significant differences between individual employees with regard to their temperament. We can, however, confirm a statistically significant correlation in the overall average number of frequencies of sickness absenteeism among employees with regard to their temperament.
Razvoj poslovnointeligenčnih sistemov v slovenski javni upravi – študija primera [Development of Business Intelligence Systems in Slovenian Public Administration – A Case Study]
Poslovnointeligenčni sistemi (BIS) postajajo pomemben dejavnik uspešnega poslovanja organizacij. Za njihovo uvajanje je v literaturi predstavljeno veliko metodoloških pristopov, področje uporabe pa je v pretežni meri gospodarstvo. Zaradi vseh koristi je smiselna uporaba BIS tudi v javni upravi, kjer pa je na tem področju manj izkušenj in znanstvenih raziskav. Članek obravnava primernost uporabe metodologij za razvoj poslovnointeligenčnih sistemov v javni upravi, pri čemer smo ob upoštevanju specifičnih lastnosti BIS preučili praktični primer v eni od organizacij javne uprave, kjer so za razvoj BIS uporabili splošno metodologijo razvoja informacijskih sistemov, prvotno razvito za gospodarstvo. Kot raziskovalna metoda je bila uporabljena študija primera, s katero smo ovrednotili uporabljeno razvojno metodo in opredelili osnove za prihodnje raziskave na področju razvoja BIS v javniupravi. Z raziskavo je bilo ugotovljeno, da uporabljene metode razvoja, ki so bile razvite za informacijske sisteme v gospodarstvu, ne upoštevajo specifičnih lastnosti in razlik javne uprave in sistemov BIS, zato bi jih bilo treba ustrezno dopolniti in prilagoditi.Business Intelligence Systems (BIS) have become an important factor in successful business operations. In literature there are many methodological approaches to their implementation, but they have been mainly applied in the private sector. Due to all the advantages of BIS, their implementation in the public administration would be reasonable as well, however, limited experience and scientific research are available in this area. This paper deals with the applicability of the methodologies of BIS development in public administration. Focusing on the specific characteristics of the public administration, we have studied a case in one of the governmental organizations, where a general method of BIS development was used, which was originally developed for the private sector. As a research method a case study was used, on the basis of which the implemented method of BIS development was evaluated and the groundwork for future research in the field of public administration defined. By means of this research we have found that the implemented methods of BIS development, which were developed for the private sector information systems, do not consider the specific characteristics and differences of the public administration and the BIS systems. Therefore, considering their specific features, they should be properly completed and adapted.
Slovenian Complementary Health Insurance as a Service of General Economic Interest
Slovenian legislation defines complementary health insurance as an activity of the public interest, which represents an inseparable and essential element of healthcare system and as such pursues objectives identical to those of compulsory health insurance – financial security of population against high healthcare expenses and appropriate and fair access to efficient and quality healthcare. EU Member States often introduce different regulatory measures to safeguard the public interest in the field of economic activities. These measures often contravene the Union acquis (the rules on the functioning of the internal market and competition law), which is in principle unacceptable. This article aims to define Slovenian complementary health insurance as a service of general economic interest, which opens up new prospects for the Member States’ adoption of the regulatory measures that are not compliant with therules on the functioning of the internal market and EU competition law
Patterns, Trends and Policy Processes in Spanish Secondary Education: Multiple Streams in a Multilevel Context
Educational policies in Spain have been characterized by conflict and continuous changes to legislation in the Central State. However, Spain is a decentralized State and the Autonomous Communities (regions) are responsible for implementing secondary education. The article aims at explaining and analyzing how Autonomous Communities have defined their educational models and policies for secondary education based on an unstable state legal framework. The analysis focuses on key elements of State legislation, such as the management methods of schools and the adaptation of policies to social differences between autonomous communities. Based on Zahariadis' multiple streams model, the article concludes by pointing out the importance of the context and its impact on the policies, the relevance of the ruling party's ideology in each Autonomous Community and the involvement of stakeholders in the implementation of secondary education policy
Unsolved Questions Regarding EU Citizens Access to Public Healthcare Services in Spain
Spain is nowadays living the echoes of economic crisis adopting measures to boost employment figures and to correct the excessive macroeconomic imbalances. This paper reviews previous research findings on how these policies affect European citizenship and the access to welfare systems, healthcare provision in particular.Special attention is paid to the so-called “medical tourism” and to the transposition on Directive 2011/24 into national law. The challenges and transformations that the adequate provision of healthcare for EU citizens will require in the next future are also pointed out, notwithstanding some critical legal problems unsolved till the moment.However, as the paper is aimed at underlining, the main barriers that still exist to exercise citizenship right to health protection within EU are not legal, but practical
European public procurement directives and their implementation in Slovenia
This article presents the results of the research work “Awarding work to external contractors,” carried out with a questionnaire in 2009 and 2010. The research examined the method and scope of public procurement in Slovenian municipalities with more than 8000 inhabitants. The objectives of the research work were: a comparison of public procurement legislation in selected EU countries; determination of the current situation in the field of public procurement in local government in years 2008 and 2009; determination of similarities and differences in the implementation of contracts; determination of the most common open questions in the implementation of contracts; determination of good practices in public procurement and making the recommendations for changes. Public procurement represents a significant proportion of national budget spending. Municipalities allocate around 20% of all expenditures to public procurement. The scope and methods of public procurement vary between municipalities. Small-value public procurement is determined by the municipalities in their internal acts, while large-value public procurement has legally prescribed procedures. New legislation on public procurement has brought innovations in the field of public tender and contract award procedures for procurement, which enables greater flexibility in the implementation and realisation of public procurement. This article presents also the European directives on public procurement and an international comparison of public procurement in selected EU and EEA states
Job satisfaction, life orientation and perception of family role - Comparison between women employed in public sector and in economy
Our scope of interest in this article is employed women in Slovenia working in public sector (state administration, education and healthcare) and in economy. Working women’s various roles today may lead to conflict or enrichment. This study seeks to determine the connection between their multiple roles, life orientation, and life satisfaction. The study was carried out through Internet questionnaires and surveyed 1,298 working women. Their average age was 35.6 years. A total of 43% of participants had at least college degree. The results show that working women are at least satisfied with their leisure time and most satisfied with their maternal role. The most satisfied women work in pharmaceuticals and healthcare, and the least satisfied work in the state administration sector. Women with multiple roles are more satisfied with their maternal role but less satisfied with their partners and leisure time. They are also more optimistic
The State of E-Business in Slovenian Public Administration: The Case of Administrative Units
Over the last few years e-government in Slovenia has experienced very rapid development, with the latest EU surveys showing that Slovenia is among the most advanced member states in this field. However, the actual use of public e-services lags far behind the growing supply. This paper offers a comparative analysis of the current state of affairs in this field in Slovenia, focusing on the country’s administrative units. That analysis is based on the results of empirical research into the administrative units’ e-business, which was carried out in the first half of 2009 by the Institute for Public Administration Informatisation at the Faculty of Administration. The research looked at e-business in the most typical areas of the administrative units’ work, such as internal affairs, the environment and physical planning, agriculture etc., which most accurately reveal the current state of e-business in Slovenia’s public administration, particularly insofar as it relates to operations with citizens. The paper also examines the e-business of administrative units in their internal operations and in operations with other administrative bodies. The final part includes a comparison of the results of the empirical research with the latest results from the EU Capgemini Benchmark study (Capgemini, 2009), as well as a number of other international studies
Zloraba podjemne pogodbe – pogodbe o delu
Avtor v prispevku opisuje razvoj podjemne pogodbe. Ugotavlja, da danes pri nas pogodbo zlorabljamo za zaposlovanje, kar ni dopustno. Glede na doseženo stopnjo razvoja delovno pravne zakonodaje ne moremo dopustiti dveh oblik zaposlovanja. Civilno pravna pogodba, to je podjemna pogodba oziroma pogodba o delu ne more biti pravna podlaga za zaposlovanje. Podjemna pogodba je namenjena podjemnikom (podjetnikom, gospodarskim družbam) za urejanje razmerij, pravic in obveznosti med podjemnikom in naročnikom nekega dela oziroma storitve. Enako kot pri gradbenih, prevoznih in drugih pogodbah, katerih vsebina je izvedba dela oziroma storitve. Fizična oseba kot izvajalec ne more skleniti podjemne pogodbe, če nima statusa podjetnika.
