Arbeidet mot vold og trusler i NAV i perioden 2014–2018. En gjennomgang
Denne rapporten presenterer funn fra forskningsprosjektet Håndtering av vold og trusler i NAV. En gjennomgang av tiltak og implementering av kunnskap. Forskningen er finansiert med FOU-midler fra NAV. Prosjektperioden har vart fra juli 2017 til august 2018. Andre fase av prosjektet fortsetter høsten 2018 hvor vi sammen med NAV sørger for læring internt basert på prosjektet. Vi har i prosjektet undersøkt sikkerheten og hvordan man håndterer vold og trusler i NAV. Bakgrunnen har vært det arbeidet som Arbeids- og velferdsdirektoratet og NAV for øvrig gjorde for å øke sikkerheten for sine ansatte i etterkant av drapet på en ansatt ved NAV Grorud i 2013. Prosjektet har vurdert tiltakene knyttet til håndtering av vold og trusler som organisasjonen har satt i verk sentralt, regionalt og lokalt etter denne hendelsen. Et felles ansvar : Gode arbeidsprosesser i bo- og tjenestetilbudet til personer med rus- og psykiske lidelser (ROP)
God samordning og tett samarbeid i arbeidsprosesser rundt personer med rus- og psykiske lidelser (ROP) er en forutsetning for at kommunens tjenesteytere skal kunne gi et helhetlig og godt bo- og tjenestetilbud. Personer med sammensatte utfordringer knyttet til rusmisbruk og dårlig psykisk helse har ofte et stort hjelpebehov. Dette setter det kommunale hjelpeapparatet på prøve. Det nødvendige tjenestetilbudet er fordelt på ulike tjenesteområder og faginstanser i kommuneorganisasjonen, og det kreves koordinering og samordning for at tjenestene på best mulig måte skal utfylle hverandre overfor brukerne. De ansatte i tjenestene må ta et felles ansvar for å samarbeide på tvers av ulike enheter og fagmiljøer for at brukeren skal få det best egnede boligtilbudet med tilhørende tjenester. publishedVersio
The institutional context of crisis. A study of the police response during the 22 July terror attacks in Norway
In this paper we address the institutional context of the police response during the 22 July terror attacks in Norway. Our analysis shows how institutionalized informal practices, established over time, influenced the police response during the attacks. The response presented challenges in terms of management of actor complexity (the number of actors involved and the need for coordination) and uncertainty. The importance of these dimensions is discussed based on the police's response during the terror attack in Oslo in 2011. Our analysis of the course of events shows that the resources dedicated to strategic management were marginalized during the event and that insufficient attention was directed towards intelligence and investigation. This contributed to an ineffective police effort to track and capture the perpetrator and prevent or respond to the secondary attack. This is similar to what is often found in hindsight investigations of crises. The aim of this paper is to contextualize and analyze these findings in light of the institutional context of the Norwegian police. Reports from exercises before and after the terror attack indicate that the marginalization of strategic work, intelligence and investigation has been and remains a persistent problem in the Norwegian police. Interviews indicate that there are informal aspects of the police organization regarding status and established conventions of what “proper police work” is about that explain how the observed inadequacies are deeply embedded in the organization. As such, the paper is not a study of a failure in crisis management, but rather the institutional patterns of action that make actions and decisions stand out as meaningful for the actors involved in dealing with situations of high complexity and uncertainty.acceptedVersio
Safety climate and compliance in the Norwegian aquaculture industry - employees’ perceptions at different company levels
The aquaculture industry is economically important in Norway, and the production is expected to increase in the future. Employees at the fish farms face a high risk of accidents compared to employees in other industries and the focus on safety from both industry and researchers has increased during the last decade. Adding to the knowledge on safety in aquaculture, the objective of this paper is to study employees’ perception of safety climate, and whether aspects related to safety climate may predict employees’ compliance. Findings from two surveys aimed at managers and employees in different companies are analysed. The first is a telephone survey targeting employees and managers at the fish farms. The second is a web-based survey involving the onshore management level. The results show that employees at all levels have a positive perception of the safety climate, but they also illustrate challenges related to work pressure, maintenance and employee participation. Furthermore, the analysis shows that work pressure affects compliance negatively while participation and competence have positive associations with compliance. How do people with intellectual disabilities in Norway experience the transition to retirement and life as retirees?
People with intellectual disabilities have increased life expectancy compared to just a few decades ago, and there is a lack of knowledge about the experiences of transition into retirement for this group. In this study, semi-structured in-depth interviews with seven retirees with intellectual disabilities were conducted in order to investigate their reasons for retirement, experiences of the transition, their activities and satisfaction with their lives as retirees. Data was analysed with systematic text condensation. Most participants described that, although they experienced the retirement process and transition as abrupt, retirement had a positive impact on health, satisfaction and self-determination. Findings in this novel study in a Nordic context are need of increased knowledge on ageing and retirement among people with intellectual disabilities, and that individual guidance might improve their transition into retirement.How do people with intellectual disabilities in Norway experience the transition to retirement and life as retirees?publishedVersio
