Kvalitativ evaluering av Rørosprosjektet : en mobil integrert helsetjeneste
Denne rapporten presenterer resultatene fra en kvalitativ evaluering gjort av Rørosprosjektet. På Røros er det i snart 3 år prøvd ut et konsept om Mobil integrert helsetjeneste. En av to ambulanser er byttet ut med en helsevaktbil, og deler av ambulansetjenesten har fått utvidete oppgaver i kommunehelsetjenesten. Denne kvalitative evalueringen har tatt for seg prosjektprosessen og fire av delprosjektene; 1) Beredskap og ø-hjelp, 2) Samarbeid HBO (hjemmebasert omsorg) og sykehjem, 3) Individuelle pasientforløp og planer, og 4) Forebyggende hjemmebesøk. Den ser også på prosjektets resultatmål og effektmål og viser hvordan målene om nye samarbeidsformer, økt kvalitet i helsetjenestene, økt kompetanse og bedre ressursutnyttelse er nådd. Avslutningsvis diskuterer rapporten områder som krever spesiell oppmerksomhet i overgangen fra prosjektfase til ordinær drift.publishedVersio
Re-boxing seamanship: From individual to systemic capabilities
Seamanship has been associated with certain individual skills and special knowledge related to navigation, operation and safety of sea-going vessels, but also to expected work ethics and obligations to fellow seamen. The term is also used in international shipping regulations, including the ability to make sound judgements. This paper explores how technological and administrative changes in the seafarers work environment influence on their understanding of seamanship and maritime safety. The qualitative design involved interviews of 15 seafarers on two offshore service vessels, in addition to observations of their work. The analysis indicated that the traditional concept of seamanship was challenged by the technology development in the industry, an ongoing proceduralization of their work, and the way new seafarers were trained and educated. Professional competence related to safety was perceived as being marginalized as a result of these developments. Distributed maritime capabilites is coined as a concept, involving a development where knowledge and competence is increasingly distributed to technology, procedures and regulations, thus profoundly changing the role of the individual seafarer. Some negative aspects of this development are addressed, although the ‘net’ effects need to be further explored.acceptedVersio

Traps and tricks of safety management at sea
Safety management regulation was introduced almost twenty years earlier for Norwegian seafarers than coastal fishers, although both groups work in industries with high accident frequencies. In this study, seafarers and fishers' perspectives on safety management requirements is studied, through empirical data from interviews and observation conducted over several years, with the aim of informing the future development of safety management, especially in fishing. Results show that the fishers have practical skills and an operational orientation, while the seafarers experience ill-fitting procedures, extensive documentation, and shore management that the coastal fishers lack. The suggestions for future safety management are related to development of procedures, a safe working environment, safeguards and safety management skills.acceptedVersio

Professionals’ perspectives on factors within primary mental health services that can affect pathways to involuntary psychiatric admissions
Background: Reducing involuntary psychiatric admissions has been on the international human rights and health policy agenda for years. Despite the last decades’ shift towards more services for adults with severe mental illness being provided in the community, most research on how to reduce involuntary admissions has been conducted at secondary health care level. Research from the primary health care level is largely lacking. The aim of this study was to explore mental health professionals’ experiences with factors within primary mental health services that might increase the risk of involuntary psychiatric admissions of adults, and their views on how such admissions might be avoided. Methods: Qualitative semi-structured interviews with thirty-two mental health professionals from five Norwegian municipalities. Data were analysed according to the Systematic Text Condensation method. Results: Within primary mental health care professionals experienced that a number of factors could increase the risk of involuntary psychiatric admissions. Insufficient time and flexibility in long-term follow-up, limited resources, none or arbitrary use of crisis plans, lack of tailored housing, few employment opportunities, little diversity in activities offered, limited opportunities for voluntary admissions, inadequate collaboration between services and lack of competence were some of the factors mentioned to increase the risk of involuntary psychiatric admissions. Several suggestions on how involuntary psychiatric admissions might be avoided were put forward. Conclusions: Mental health professionals within primary mental health care experienced that their services might play an active part in preventing the use of involuntary psychiatric admissions, suggesting potential to facilitate a reduction by intervening at this service level. Health authorities’ incentives to reduce involuntary psychiatric admissions should to a greater extent incorporate the primary health care level. Further research is needed on effective interventions and comprehensive models adapted for this care level.publishedVersio
Drivere bak investeringer i norske kommuner
I perioden 2003-2018 økte samlet brutto investeringsutgifter for norske kommuner med omtrent 40 prosent. Befolkningen har i samme periode økt med ca. 15 prosent. Investeringsveksten blant norske kommuner kan altså ikke alene forklares med befolkningsvekst. Formålet med dette prosjektet har vært å identifisere drivere bak veksten i investeringsnivået i kommunene over tid. Utgangspunktet er et historisk høyt investeringsnivå i kommunesektoren og en betydelig gjeldsoppbygging i kommunal sektor over tid.publishedVersio
På vei mot inkludering? Sluttrapport fra evalueringen av modellutprøvingen Inkludering på alvor
Den første delrapporten fra prosjektet var basert på en gjennomgang av tilgjengelige rapporter, kombinert med informasjon vi innhentet gjennom intervjuer med nøkkelinformanter hos Statped, fylkesmannen, og i kommunene som har vært involvert i prosjektet. I løpet av våren 2019 besøkte vi de involverte kommunene og intervjuet prosjektansvarlige i samtlige kommuner og deres samarbeidspartnere i Statped og hos fylkesmannen. I arbeidet med sluttrapporten har vi utvidet datagrunnlaget for å fange opp mer av hvordan arbeidet har tatt form i det daglige arbeidet, altså i skoler og barnehager som har ansvaret for det daglige arbeidet med inkludering. Vi har intervjuet ledere, lærere, barnehageansatte, PPT-ansatte, kommunalt ansatte, representanter for frivillig sektor, og i noen grad foreldre og ungdom. Vi har også gjennomført en spørreundersøkelse til ledere i barnehager og skoler i kommunene, i tillegg til å gjennomgå tilgjengelig dokumentasjon.publishedVersio
