    Arbeidslinja – nå også for 70-åringer? Eldre arbeidstakeres tanker om lønnsarbeid, pensjon og det gode liv

    Eldre arbeidstakere oppfordres i dag til å stå lenger i arbeid. Basert på 28 intervjuer med ansatte i privat sektor i alderen 55–66 år spør vi hvordan eldre arbeidstakere forholder seg til denne forventningen. Vi finner at noen protesterer gjennom å vektlegge tidligere innsats, valgfrihet og ønsket om å gjøre andre meningsfylte ting i eldre år. Andre omfavner prinsippet om lengre arbeidsliv, men da på egne premisser, og vektlegger at de fortsatt er kompetente og verdifulle arbeidstakere. Vi argumenterer for at seniorenes refleksjoner er relevante for å forstå betydningen av lønnsarbeid i folks liv mer generelt.publishedVersio

    Ytringsfrihet i akademia

    Den rettslige ytringsfriheten som gjelder generelt i vårt samfunn, er gitt et enda sterkere vern i akademia. I universitets- og høyskoleloven er det bestemt at slike institusjoner skal «fremme og verne akademisk frihet». Innholdet i denne akademiske friheten, og omfanget av den, er imidlertid tema for kontinuerlig debatt. Det gjelder blant annet for spørsmål om hva det er akseptabelt å forske på, og hvilke ytringer forskere skal ha lov til å komme med. Andre eksempler er mulige virkninger av det som kalles identitetspolitikk, hvor et ønske om å beskytte svake grupper kan lede til krav om endringer i pensum eller boikott av forelesere. Mange frykter også at økt vektlegging av økonomi går på bekostning av akademisk frihet og objektivitet. Denne rapporten tar sikte på å bidra til en klargjøring av de juridiske sidene ved den akademiske ytringsfriheten.     Media and Bureaucracy: Investigating Media Awareness Amongst Civil Servants

    Scholars claim that civil servants are increasingly having to engage in media management and be aware of how events are presented in the press, with this media awareness being said to threaten civil servants’ traditional bureaucratic values. In this article, we argue that media awareness is unevenly spread in public bureaucracies, and rather is contingent on individual and organizational characteristics. More specifically, we present the hypotheses that media awareness depends on the amount of media related work, the amount of media attention on the organization in which they work, as well as the civil servants’ fundamental views on the role of the media in society. To test the hypotheses, the article utilizes a large-N survey of civil servants in Norwegian ministries and agencies. The results show that the vast majority of civil servants care about how issues appear in the press. Further on, we find that civil servants’ media awareness coexists with traditional bureaucratic values, offering some relief to scholars who fear the disruptive effects of the media in public administration. As the hypotheses suggest, we find that this media awareness is linked to civil servants’ actual media-related work. However, the analysis shows that civil servants working in organizations with a lot of media attention are, in fact, are less aware of the media.acceptedVersio

    Assessments of citizenship criteria: are immigrants more liberal?

    The literature on citizenship policies is flourishing, yet we know little of which naturalisation requirements majorities and minorities find reasonable, and how they view existing citizenship regimes. Drawing on original survey data with young adults in Norway (N = 3535), comprising immigrants and descendants with origins from Iraq, Pakistan, Poland, Somalia and Turkey, as well as a nonimmigrant majority group, this article examines whether perceptions of ideal citizenship criteria and assessments of Norway’s current rules differ between groups. In terms of ideal citizenship criteria, we find a striking similarity across groups when looking at six different dimensions of citizenship policy. When merged into an index and estimated in a multivariate regression model, we find that both immigrants and descendants are significantly more liberal than natives are, yet the differences are small. When assessing the semi-strict citizenship regime in Norway, we find that immigrants are significantly more positive towards the current rules than natives. The results lend little support to recent work on ‘strategic’ and ‘instrumental’ citizenship and point instead to a close to universal conception of the terms of membership acquisition in Norway. This suggests that states may operate with moderate integration requirements while maintaining the legitimacy of the citizenship institution.publishedVersio

    Denne rapporten presenterer resultatene fra en spørreundersøkelse om hvilke forventninger innbyggerne i Oslo har til offentlige instansers tilrettelegging for tros- og livssynsrelaterte tjenester og aktiviteter på sykehjem, i skole og på andre arenaer. Formålet har vært å gi bedre kunnskap om kommunens rolle på dette området. Analysene peker på en rekke interessante variasjoner og trekk, når det gjelder både tros- og livssynsidentitet og medlemskap i tros- og livssynssamfunn, og langs dimensjoner som kjønn, alder og sosioøkonomisk status. Rapportens funn er et viktig bidrag til bedre kunnskap om innbyggernes forventninger til offentlige instanser på tros- og livssynsfeltet.publishedVersio

    Life, death or drugs: Actor framing power on the news media coverage of health care policy

    The media are central arenas for actors challenging government practice, as those who succeed in publicly defining issues can influence public perceptions and policy outcomes. Taking into account the widespread civic participation in health media coverage, this study explores actor influence on the media framing of a contentious health policy issue, before and after a policy change. By means of media texts analysis, it analyses the relation between actor frames and the dominant media frames on the issue of priority setting of innovative pharmaceuticals.     Equal Pay for Work of Equal Value? Iceland and the Equal Pay Standard

    Job evaluation systems have a history of being critiqued as upholding gender inequality. Paradoxically, however, the Icelandic Equal Pay Standard (IEPS), a novel and publicly praised gender equality policy, is based on a job evaluation tool. The aim of this article is to stipulate an initial analysis of how key stakeholders in the Icelandic context view and assess the strengths and weaknesses of the IEPS so far. Drawing on organizational literature and feminist institutionalism, the findings show how equal pay for work of equal value can be achieved. At the same time, the article highlights the need for more emphasis on and awareness of the value of feminized work within organizations, which remains underrecognized in the IEPS.publishedVersio

    Linguistic diversity and workplace productivity

    We study the importance of linguistic diversity in the workplace for workplace productivity. While cultural diversity might improve productivity through new ideas and innovation, linguistic diversity might increase communication costs and thereby reduce productivity. We apply a new measure of languages’ linguistic proximity to Norwegian linked employer-employee manufacturing data from 2003–12, and find that higher workforce linguistic diversity decreases productivity. We find a negative effect also when we control for the impact of cultural diversity. The detrimental impact disappears over time as immigrant workers’ expected proficiency in Norwegian improves since their time of arrival.publishedVersionacceptedVersio

    Kommunal frivillighetspolitikk og lokale organisasjoner

    Denne rapporten studerer samarbeidet mellom kommuner og frivillige organisasjoner. Analysene er særlig rettet inn mot saksfeltene kultur og fritid, helse og omsorg, barn og oppvekst, og integrering. Vi skiller mellom samspill i politikkutforming og samspill i gjennomføringen av aktivitet. Vi har gjennomført en spørreundersøkelse blant alle landets kommuner, og vi har gjennomført 89 intervjuer som del av casestudier i 11 utvalgte kommuner og bydeler. Analysene viser at det er systematiske forskjeller mellom de ulike saksfeltene, noe som forklares med at nasjonale lover, regler og føringer innskrenker handlingsrommet kommunene har for å samhandle med frivillige organisasjoner. Innenfor politikkutformingen finner vi at grad av formalitet og maktrelasjonen i samspillet strukturerer forholdet i en slik graden at vi kan lage en typologi med tre idealtyper. Innenfor gjennomføring av aktivitet ser vi at omfanget og formen av offentlige forpliktelser – om kommunen fritt kan velge nivå og innretning på tjenestene – sammen med hvor generelle de kommunale tiltakene er – rettet mot spesifikke grupper eller mer generelt for den almenne befolkningen – styrer samspillet i en slik grad at vi også her kan lage en typologi med tre idealtyper.publishedVersio

    Business Elite as Elected Representatives in Voluntary Organizations in Norway

    Little is known about the links between the business sector and civil society in Norway. To address the lack of knowledge, this study focused on members of the business elite who are elected representatives in voluntary organizations. Information about these representatives was obtained from a national survey of Norwegian elites and used to examine to what extent voluntary organizations are integrated into the business community’s network of institutions and organizations outside the corporate world. The analyses demonstrate that voluntary organizations are well placed within this network. Moreover, business leaders who are elected representatives are well-connected. Several of them serve on state boards and have frequent contact with politicians and state administrators. Business leaders who have experienced pronounced social mobility seem to be more attracted to being involved in the governance of voluntary organizations than their colleagues with a more privileged background.publishedVersio
