    Utsetting og atypisk arbeid i foretak: Sammenheng med lønnsomhet, lønn og direkte ansettelser i perioden 2005–2019

    I denne rapporten har vi brukt regnskapsdata på foretaksnivå til å undersøke bruken av utsetting av arbeidskraft og atypisk arbeid i foretak: bredt definert som all bruk av arbeidskraft i produksjonen av varer og tjenester som ikke er direkte, faste ansettelser. Våre hovedmål på utsetting og atypisk arbeid er innleie/underentreprise og midlertidige/korte jobber som andel av totale arbeidsmarkedskostnader. Utgiftene til innleie/underentreprise stiger fra i underkant av 6 % til i overkant av 8 % i løpet av perioden 2006–2019. Utgifter til midlertidige/korte jobber ligger noe stigende på rundt 5 % etter 2015. Det er store forskjeller mellom bransjer i bruken av utsetting og atypisk arbeid, både i type og omfang. Innleie/underentreprise henger positivt sammen med lønnsomhet og størrelse. Foretak med høye(re) andeler innleie/underentreprise har høyere driftsmarginer, driftsinntekter og markedsandeler. Dette gjelder også innad i foretaket: Mer innleie/underentreprise er assosiert med høyere lønnsomhet og vekst. Gjennomsnittslønninger for direkte ansatte er høyere i foretak med høy andel innleie/underentreprise. Videre økninger i andel innleie/underentreprise er imidlertid assosiert med dårligere lønnsutvikling for de direkte ansatte. Foretak med høy andel innleie/underentreprise har også flere direkte ansatte. Innad i foretak var det i begynnelsen av perioden slik at økte andeler innleie/underentreprise hang negativt sammen med andelen direkte ansatte. Dette jevnet seg ut over perioden, og de siste årene har det ikke vært slik substitusjon av direkte ansatte for innleie/underentreprise. Det har imidlertid heller ikke vært en (stor) positiv sammenheng, noe som indikerer at vekst i foretak med mye innleie/underentreprise gjennomføres ved hjelp av nettopp økt innleie/underentreprise og ikke samtidig økte egne direkte ansettelser.publishedVersio

    The impact of having a child with special needs: Labour market adaptations of immigrant and majority mothers

    This article compares how having a child with special needs shapes the labour market adaptations of immigrant and majority mothers. We use longitudinal data from Norwegian public registers including all women who gave birth between 2001 and 2005 (N¼104,988), and follow the mothers from two years before birth to four years after birth. We find generally large differences in employment and income among immigrant and majority mothers. Majority mothers typically adapt to the intensified care responsibilities associated with having a child with special needs by working somewhat less, but most importantly by combining work with high levels of long-term sickness absence. By contrast, immigrant mothers substantially reduce their work intensity (as measured through labour earnings) after childbirth regardless of whether their child has special needs. Among immigrant mothers whose child has special needs, we do not find elevated sickness absence levels comparable to that of majority mothers. Given the already reduced work intensity among immigrant mothers in the years following the birth of their child, we do not find additional labour market consequences of intensified care responsibilities within this group of mothers.publishedVersio

    Do High-Choice Media Environments Facilitate News Avoidance? A Longitudinal Study 1997–2016

    The well-known “high-choice news avoidance thesis” and the alternative “network structure perspective” stipulate somewhat conflicting expectations about news consumption in today’s digital media systems. Based on annual survey data from Norway, the article examines news avoidance from 1997–2016, a period when digitalization processes transformed the media environment. Results show that news avoidance increased only marginally. The decrease in use of traditional media is largely compensated for by online news. However, news avoidance is increasingly polarized along educational lines, and it is unclear to what degree online news consumption equals traditional news media consumption in qualitative terms.publishedVersio

    How Occupational Pensions Shape Extended Working Lives: Gender, Class and Chance after the Norwegian Pension Reform

    Individuals’ need for extended working lives depends on the design of pension systems, including occupational pensions. This article examines variation in occupational pension generosity and coverage in Norway’s private sector. The analysis consists of microsimulations of future pension outcomes for cohorts born in 1953, 1963, 1973 and 1983. The first set of calculations estimate average pension levels for individuals with different pension packages who retire at 67; the second, how much longer workers in different cohorts will have to work in order to obtain a replacement rate of 70%. The overall finding is that while all workers in Norway must extend working life in the future, those with the most generous occupational pensions can retire about four years earlier than those with the least generous packages. This shows that the design and regulation of occupational pensions are crucial to the debate on extended working lives.publishedVersio

    Embracing gender equality: Gender-role attitudes among second-generation immigrants in Norway

    BACKGROUND The consequences of immigration for gender equality is of high public concern. A key issue is to what extent the children of immigrants adopt the more gender-egalitarian work–family attitudes and practices prevalent in the societies where they have grown up. OBJECTIVE This study examines the support for gender-equal work–family practices among second-generation immigrants in Norway, a country with high gender-equality ambitions. We analyze attitudes toward the role of both genders in the family and the labor market among descendants of Sri Lankan, Vietnamese, Turkish, and Pakistani origin, and make comparisons with the majority population and same-age immigrants. METHOD Cross-sectional data (N = 1,049/586 for descendants/immigrants) comes from the Survey on living conditions among persons with an immigrant background 2016 in Norway. RESULTS Second-generation immigrants embrace the ideas of the working mother, shared breadwinning, and shared care to the same extent as the majority population, but express somewhat more support for the homemaker role. There are few consistent dividing lines among descendants, although women express more gender-egalitarian attitudes than men, and men of Pakistani origin are less supportive than other male descendants. Religiosity and the composition of the friendship network matter for some groups. Descendants express slightly more gender-egalitarian work–family attitudes than same-age immigrants. CONTRIBUTION This study reveals that second-generation immigrants in Norway express overwhelming support for the dual-earner/dual-carer family model, suggesting that exposure to a gender-egalitarian institutional and cultural context is important in shaping gender-role attitudes post migration.publishedVersio

    Lokalt beredskapssamarbeid. Frivillige, politi og kommuner i lokalt beredskapsarbeid

    Beredskapssamarbeidet i Norge er organisert som et samvirke mellom ulike offentlige, frivillige og private aktører. I denne rapporten undersøker vi hvordan beredskapssamarbeidet mellom tre viktige aktører i lokal beredskap fungerer: politiet, kommunene og frivillige organisasjoner. Intervjuer med informanter fra ti kommuner og lokale frivillige organisasjoner samt fra elleve av tolv politidistrikter viser at beredskapssamarbeidet mellom politiet på den ene siden og de frivillige og kommunene på den andre i all hovedsak fungerer godt og effektivt. I akutte beredskapsfaser er det politiet som har kommandoen, og de er stort sett raske med å kalle ut frivillige og varsle kommunene når det er nødvendig. Under redningsaksjoner oppleves rollene mellom politi og frivillige som tydelige og avklarte, og eventuelle misforståelser ryddes ofte opp i etter at aksjonene er avsluttet. Politiet opplever på sin side samarbeidet med frivillige som fruktbart og godt, mens samarbeidet med kommunene avhenger av hvilke ressurser og kompetanse kommunene har. I noen små kommuner er beredskapskompetansen veldig lav og planverket mangelfullt. For politiet er det viktig å vite hvilket ressurs- og kompetansenivå som finnes i kommunen, slik at de kan avpasse egen innsats. Samarbeidet mellom kommunene og de frivillige oppleves som mer variabelt. I en del kommuner gir de frivillige organisasjonene uttrykk for at de ikke blir tilstrekkelig inkludert i kommunens beredskapsplanlegging, og at kommunen viser lite interesse for hva de frivillige kan bidra med i beredskapssammenheng.publishedVersio

    Are immigrant youth involved in voluntary organizations more likely than their non-immigrant peers to be engaged in politics? Survey evidence from Norway

    The aim of this paper is to examine the link between associational involvement and political participation among youth in Norway and how this link varies between boys and girls of an immigrant or non-immigrant background. We examine the relationship between activities in instrumental and expressive types of voluntary organizations. The paper draws on the survey Ung i Oslo 2015 (Young in Oslo 2015), which was carried out among students in almost all high schools (30 schools) in Oslo, Norway. The results indicate that those who are actively involved in socially oriented organizations are most likely to participate in politics. However, the relationship between organizational activity and political participation is often stronger among youth of immigrant background and is visible even among those who are active in less socially oriented organizations. Most notably, the results suggest that being active in a sports organization is positively related to political participation among immigrant youth. We found no such effect among non-immigrant youth. In accordance with Robert Putnam’s theoretical framework on social capital, the paper discusses why youth of immigrant background seem to benefit more, politically speaking, from associational involvement.acceptedVersio

    Denne rapporten undersøker samspillet mellom kommune og frivillighet i Oslo. En sterk, levende og uavhengig frivillig sektor er viktig for et godt bysamfunn. Frivilligheten gir innbyggerne muligheter til å utfolde seg kulturelt, sosialt og fysisk, til å bidra i sitt lokal- og nærmiljø og til å delta i politikk og samfunnsliv. Samtidig spiller kommunen en viktig rolle i å legge til rette for at frivilligheten kan fylle ulike samfunnsroller. Formålet med denne rapporten er å undersøke de erfaringer ulike frivillige aktører i Oslo har med kommunens oppfølging av målene og tiltakene i frivillighetsmeldingen Engasjement og deltakelse: frivillighet i Oslo, som ble vedtatt av bystyret i 2016. Rapporten presenterer også nøkkeltall om frivillig sektor i Oslo om utviklingen i antall organisasjoner, lag og foreninger, medlemskap, frivillig arbeid, betalt sysselsetting og økonomi.publishedVersio
