    Wind Power and Ecosystem Changes: Consequences for Artisanal Fisheries Following the Installation of an Offshore Wind Farm in Chile

    This thesis explores how the installation of an offshore wind farm impact artisanal fisheries in the Bay of Arauco, Chile, focusing on how relocation of benthic species can mitigate the impact. The main research question is: How does the relocation of benthic species affect the fishing effort and profitability of artisanal fisheries? To address this, the study examines how current fishing activities are conducted in the area, assesses potential impacts from offshore wind farm development, and evaluates whether species relocation can mitigate negative effects. A mixed-method approach is used, where interviews with fishers and the developer, analysis of historical harvest, and bioeconomic modeling are combined. This triangulation enables an integrated assessment of economic, ecological and operational factors such as fishing effort. Results indicate that the installation of an offshore wind farm may reduce access to key resources, similar to marine protected areas. This may lead to increased effort, resulting in lower profitability for the affected fishery. However, adaptive measures such as relocation of the targeted species, combined with local knowledge and inclusion of stakeholders could help mitigate the negative impacts. These findings are relevant for companies developing offshore structures, policymakers and artisanal fisheries. Findings are also relevant to other stakeholders who want to minimize disruption on local economies, communities and ecosystems during offshore projects. More broadly, the study contributes to understanding how to balance offshore energy projects with the sustainability of fisheries. As offshore wind energy becomes more present globally, it is important to understand interactions with traditional marine livelihoods in coastal regions

    Jordskifterettens kompetanse til å gjøre inngrep i fast eiendom – vurdert opp mot Grunnloven § 105 og EMK P1-1

    Sammendrag Denne masteroppgaven analyserer jordskifterettens kompetanse til å gjøre inngrep i fast eiendom med særlig vekt på jordskifteloven § 3-4 og § 3-6. Formålet med oppgaven er å kartlegge grensene for jordskifterettens myndighet og undersøke hvorvidt tiltak etter jordskifteloven kan anses som ekspropriasjon etter Grunnloven § 105 og Den europeiske menneskerettskonvensjonen (EMK) første tilleggsprotokoll artikkel 1 (P1-1). Gjennom en gjennomgang av relevant lovgivning, forarbeider, juridisk teori og rettspraksis belyser oppgaven hvilke vilkår som må være oppfylt for at jordskifte skal kunne gjennomføres, og under hvilke forutsetninger jordskifte kan innebære ekspropriasjonslignende inngrep. Videre diskuteres hvilke konsekvenser dette har for eiendomsvernet, særlig med hensyn til erstatningskravet og forholdsmessighetsprinsippet. Analysen viser at grensene mellom jordskifte og ekspropriasjon i praksis kan være uklare, og at det er avgjørende med tydelige lovbestemmelser og grundige vurderinger fra jordskifterettene for å sikre partenes rettssikkerhet. Oppgaven konkluderer med at dagens jordskiftelovgivning i stor grad ivaretar hensynet til eiendomsvern, men at enkelte områder kunne vært tydeligere regulert, særlig med tanke på hvilke inngrep som krever kompensasjon etter Grunnloven og EMK. Avslutningsvis gis noen betraktninger om mulige forbedringer i lovverket for å styrke rettssikkerheten ytterligere

    Denne oppgaven tar for seg sentrumsutvikling i Fredrikstad, og analyserer sentrumsdannelse og utvikling gjennom historien. Gjennom å undersøke hva sentrum har vært og hva det har blitt, er hensikten å vurdere hvordan sentrum kan utvikle seg videre. Oppgaven belyser et åpent og konseptuelt spørsmål, og søker dermed ikke å finne et konkret svar. I stedet er målet å drøfte og bringe frem bevissthet rundt behovet for en diskusjon om hva sentrum kan være. For å belyse sentrumsutviklingen tar oppgaven utgangspunkt i teoretiske begreper som territorium, urbanitet, sentralitet, romlig bevissthet og metoder i planlegging. Ved å analysere historiske og nåværende sentrumsstrukturer, samt en undersøkelse av politiske planer og føringer, gis en helhetlig forståelse av Fredrikstad sentrum. Fredrikstad er en by som er definert som storbyområde, og fra staten stilles det dermed noen forventninger til hvordan sentrumsutviklingen skal foregå. Med fortetting og den kompakte byen som tydelige virkemidler, undersøkes det om det finnes en bevissthet om hvordan sentraliteten i byen dannes. Gjennom empiriske analyser av forholdene som danner, former og utvikler sentrum over tid, og samspillet mellom byens morfologi og sentrale funksjoner, pekes det på utfordringer knyttet til flerkjernet og ustabil sentralitet med fragmentering, bilavhengighet og mangel på helhetlig utvikling. Oppgaven er prosjektbasert og avslutter derfor med en hypotetisk strategi for sentrumsutvikling i Fredrikstad, med utgangspunkt i et behov for et helhetlig syn på hva sentrum kan være. Det konkluderes med at byen har et stort potensial for videre utvikling, men at dette krever en tydelig romlig strategi som må følges over lang tid. Vilkårene for en slik strategi er at utviklingen må baseres på noen grunnleggende strukturer eller strukturerende konsepter.This thesis studies the development of Fredrikstad’s city center, analyzing the formation and development of the urban core throughout the history. By examining what the city center has been and what it has become, the purpose is to assess how it can develop further. The thesis addresses an open and conceptual question and does not seek to provide a definitive answer. Rather the goal is to discuss and raise awareness about a need for a broader discussion on what the city center can be. To shed light on the city center development, the thesis draws on theoretical concepts such as territory, urbanity, centrality, spatial consciousness and methods in planning. Through an analysis of historical and current urban structures, as well as an examination of political plans and frameworks, a broader understanding of Fredrikstad’s city center is developed. Fredrikstad is defined as a metropolitan area, and as such, the state places certain expectations on how its urban development should take place. With densification and the compact city as clear tools, the study explores whether there is a conscious approach to how centrality in the city is formed. Through empirical analysis of the conditions that shape and develop the city center over time and the interaction between urban morphology and central functions, the thesis identifies challenges related to polycentric and unstable centrality, including fragmentation, car dependency, and a lack of comprehensive development. This is a project-based thesis, and it therefore ends with a hypothetical strategy for the further development of Fredrikstad’s city center, based on a need for a comprehensive understanding of what the center can be. It concludes that the city has a significant potential for further development, but that this requires a clear spatial strategy that must be maintained over time. The conditions for such a strategy include basing future development on a set of fundamental structures or structuring concepts

    Vehicle-to-grid: Investigating Factors Affecting the Efficiency of Bidirectional Charging

    With the expected future growth in power consumption, it is essential to maintain the balance between electricity production and consumption within the power grid, given the lack of solutions for large-scale energy storage. Utilising electric vehicles as temporary energy storage, vehicle-to-grid can deliver power to the grid when demand is high, while charging the vehicle during off-peak hours. Based on the given data, this study aimed to determine how much loss occurs during a round trip by assessing the efficiency of bidirectional charging. The data used in this thesis belongs to the research group NeX2G at NMBU, which is studying whether the batteries in parked electric vehicles can be used as temporary energy storage. The data was collected using the battery management system, where data was retrieved from several Nissan Leaf vehicles. Several cycles of bidirectional charging were performed. Cycles were identified from the data using a function created for this purpose. The cycles varied in state of charge level, how much power the vehicle received or returned to the grid, and temperature. To find the losses in the system, how much energy was sent into the car and returned via discharging was calculated. The loss could then easily be found by determining how much energy was not returned. The results of the analyses conducted in this study are within expectations. Both patterns and efficiencies were observed, and they have similarities with findings in similar studies. However, the variations in the efficiencies of the different cycles may indicate room for improvement in the function used to identify the cycles. There is also a need for more data from months with very high and low temperatures to determine the extent to which the temperature affects round-trip efficiency

    Exploring the Functional Contributions of Gut Microbes to Atlantic Salmon (Salmo salar) Nutrition and Physiology

    The gut microbiota plays an integral role in host health, growth and metabolism, yet many knowledge gaps remain, particularly amongst teleost fish. Advancing our understanding of how gut microbes and microbial communities utilize feed components and interact with each other and the host could support the development of targeted dietary strategies to improve fish health and nutrition, thereby enhancing aquaculture productivity and sustainability. This MSc thesis aimed to phenotypically and genotypically characterize a collection of bacterial isolates from the salmon gut in order to assess their ability to utilize feed-derived carbohydrates, proteins and lipids. Bacterial cultivation, Sanger sequencing of 16S rRNA genes, whole-genome sequencing using Oxford Nanopore Technologies and a suite of bioinformatic tools were employed to genotypically characterize isolates. Bacterial genomes were taxonomically assigned to 11 species across the genera Rhodococcus, Halpernia, Brachybacterium, Microbacterium, Proteus, Oceanobacillus, Carnobacterium, Enterococcus, Weissella and Lactococcus. The genome data, along with tools like ResFinder, BAGEL4 and dbCAN3, was used to identify genes encoding enzymes involved in virulence, synthesis of bacteriocins and carbohydrate active enzymes (CAZymes). The results indicated that none of the isolates carried identifiable antibiotic resistance genes, while some of them could produce bacteriocins such as sactipeptides, zoocin_A and lactococcin_972. CAZyme predictions suggest that the isolates possess the enzymatic potential to degrade a range of complex carbohydrates, including hemicelluloses such as xylan and arabinan, various oligosaccharides (manno-, xylo-, and cello-oligosaccharides), starch, salmon gut mucin and algal polysaccharides. Growth experiments on selective plates demonstrated that 10 isolates, all except Lactococcus, produce proteases that could contribute to processing of proteins in feed components, while 8 isolates produce lipases that could contribute to metabolism of feed-derived lipids. Intriguingly, an isolate classified as Rhodococcus sp002259485 was found to grow on polyethylene, a commonly used plastic. As part of the search for microorganisms with probiotic potential in salmon, one isolate, Lactococcus raffinolactis, was selected for further experiments to evaluate its safety and its ability to grow on prebiotics. Results showed that raffinose can be used to selectively promote the growth of L. raffinolactis without supporting the growth of a common salmon pathogen. Genome analysis revealed that L. raffinolactis is capable of metabolizing monosaccharides released from raffinose. Additionally, it can utilize dietary amino acids, such as glutamate, to produce gamma-aminobutyric acid. Overall, the findings from this study provide a valuable contribution to expanding and deepening our understanding of the salmon gut microbiota

    Økern syd- En aktivitetspark for ungdom

    Økende befolkningsvekst og fortetting i byene har medført et press på tilgjengelige offentlige byrom (Swensen et al., 2012). Samtidig er ungdom en sårbar gruppe, hvor ikke alle blir hørt i plan- og byggeprosessen (Lorenzen et al., 2020). De etterspør fleksible og inkluderende møteplasser, og det er behov for steder der ungdom kan oppholde seg uformelt, på egne premisser (Tverga, 2025). Flere studier peker på at mange ungdommer beveger seg for lite i hverdagen, noe som kan påvirke både fysisk og psykisk helse (Hoare et al., 2016; Oswald et al., 2020). Gode og trygge byrom som er utformet med utgangspunkt i ungdommens behov, kan legge til rette for økt aktivitet, sosialt samvær og bedre trivsel (Tverga, 2025). Det er særlig viktig at slike rom er tilgjengelige uten en økonomisk kostnad, og at det ikke krever deltakelse i organiserte aktiviteter. Grønne og fleksible arealer for bevegelse, som for eksempel sykkelbane og parkour- elementer, kan bidra til å fremme utforsking, mestring og fellesskap (Tverga, 2025). Medvirkningsprosessene gjennomført av andre aktører knyttet til etableringen av Refstadparken, forbedringen av uterommene ved Løren skole og opprettelsen av Bråkestedet (Pådriv et al., 2024) har vært en viktig del av prosjektarbeidet. Erfaring viser at når ungdom får delta i utformingen av nærområdet, kan det styrke opplevelsen av eierskap og tilhørighet, og dermed også øke bruken av byrommet (Tverga, 2025). Oppgaven har latt seg inspirere av ulike referanseprosjekter tilknyttet til ungdom, hvor det er planlagt et mangfold av aktiviteter, treningsfunksjoner og rekreasjon (Østengen & Bergo, 2021), Uniqa (u.å). Vårt caseområde Økern Syd, er en del av Hovinbyen, et sentralt byrom i Oslo kommune. Hovinbyen står ovenfor en omfattende transformasjon, fr tidligere industri og næring til boligområder (Civitas og A-lab, 2024). Egne registreringer og analyser samt medvirkning gjennomført av andre aktører, viser at ungdom i dette området har begrenset tilgang til egnede møteplasser (Pådriv et al., 2024). På bakgrunn av dette er det utformet forslag til en aktivitetspark med åpne, flate og varierte strukturer for både fysisk utfoldelse og sosialt samvær. Ettersom tidspunktet for hoved-utbyggingen ikke er avklart, er det foreslått et byggetrinn 0 med midlertidige tiltak. Disse kan gi verdifulle erfaringer og fungere som testarenaer, med mulighet for å videreføres eller tilpasses i senere faser. Noen av tiltakene som foreslås på Økern Syd er ballaktiviteter, rullende aktiviteter, klatreinstallasjoner, dansescene og en utlånssentral for gratis utlån av utstyr. Målet er å utvikle et byrom som er tilgjengelig og engasjerende for ungdom, hvor de selv ønsker å organisere sin egen fritid. Ikke gjennom faste strukturer, men gjennom fleksible løsninger som åpner for variert bruk og tilpasning over tid.Increasing population growth and densification in cities have led to a pressure on available public urban spaces (Swensen et al., 2012). At the same time, young people are a vulnerable group, where not everyone is heard in the planning and construction process (Lorenzen et al., 2020). They demand flexible and inclusive meeting places (Tverga, 2025). There is a need for places where young people can spend time casually, on their own terms (Tverga, 2025). Several studies indicate that many young people do not exercise enough in their daily lives, which can affect both physical and mental health (Hoare et al., 2016; Oswald et al., 2020). Good and safe urban spaces that are designed with the needs of young people in mind can facilitate increased activity, social interaction and better well-being (Tverga, 2025). It is particularly important that such spaces are available for free and do not require participation in organized activities. Green and flexible areas for movement, such as cycle paths and parkour elements, can help promote exploration, mastery and community (Tverga, 2025). The participatory processes carried out by other actors related to the establishment of Refstadparken, the improvement of the outdoor spaces at Løren School and the creation of Bråkestedet (Pådriv et al., 2024) have been an important part of the project work. Experience shows that when young people are allowed to participate in the design of their local area, it can strengthen the sense of ownership and belonging, and thus also increase the use of urban space (Tverga, 2025). The thesis has been inspired by various reference projects related to youth, where a variety of activities, training functions and recreation have been planned (Østengen & Bergo, 2021), Uniqa (u.å). Our case area, Økern Syd, is part of Hovinbyen, a central urban space in the municipality of Oslo. Hovinbyen is facing a comprehensive transformation – from early industry and commerce to residential areas (Civitas and A-lab, 2024). Our own registrations and analyses, as well as participation by other actors, show that young people in this area have limited access to suitable meeting places (Pådriv et al., 2024). Based on this, a proposal has been designed for an activity park with open, flat and varied structures for both physical development and social gathering. As the timing of the main development has not been clarified, a construction phase 0 with temporary measures has been proposed. These can provide valuable experience and function as test arenas, with the possibility of being continued or adapted in later phases. The measures proposed at Økern Syd are ball activities, rolling activities, climbing installations, a dance stage and a lending center for free equipment borrowing. The goal is to develop an urban space that is accessible and engaging for young people, where they themselves want to organize their own free time. Not through fixed structures, but through flexible solutions that allow for varied use and adaptation over time

    Rom for mangfold: Hvordan kan landskapsarkitekter designe byrom for kulturelt mangfold? En casestudie av Grorudparken og Verdensparken i Oslo

    Byrom kan på mange måter være mer enn kun offentlige rom. I et stadig mer flerkulturelt samfunn, kan de være arenaer for sosiale sammenkomster, avslapning og gjennomfart, men også for identitet, sosialt samhold og tilhørighet. I tillegg kan byrommene brukes og oppfattes ulikt i forskjellige kulturer. For at de skal kunne oppleves inkluderende på tvers av kulturer, er det derfor viktig at vi som landskapsarkitekter er bevisste på hvordan vi utformer dem. Dette reiser en rekke viktige spørsmål: Hvordan kan landskapsarkitekter ivareta behovene til ulike kulturelle grupper på lik linje? Hvor går balansegangen når vi skal formidle flerkulturell identitet? Bør designet for eksempel løfte frem kulturelle særpreg? Eller er en mer nøytral tilnærming nøkkelen til inkluderende byrom? Dette er noen av de spørsmålene denne oppgaven utforsker. Hovedproblemstillingen er som følger: "Hvordan kan landskapsarkitekter designe byrom som tilrettelegger for kulturelt mangfold?" For å undersøke temaet har jeg gjort en casestudie av Grorudparken og Verdensparken i Oslo. Disse er valgt som caseområder da de befinner seg i et av Oslos mest flerkulturelle områder: Groruddalen. Underproblemstillingen for oppgaven er derfor: "Hvordan tilrettelegger designet i Grorudparken og Verdensparken i Oslo for kulturelt mangfold?" Jeg har utført casestudien ved hjelp av en byromsanalyse av Grorudparken og Verdensparken, samt semi-strukturerte intervjuer med landskapsarkitektene som har designet parkene og parkforvalteren som forvalter dem. Analysen er utviklet med utgangspunkt i det teoretiske rammeverket "Design for Social Diversity" av Emily Talen og Sungduck Lee og "Byrom - en idehåndbok" av Kommunal- og moderniseringsdepartementet. Ved å diskutere funnene fra casestudien i lys av dette teoretiske grunnlaget og forskningslitteratur om kulturelle bruksmønstre og utendørs rekreasjon, kommer jeg frem til en rekke refleksjoner over hvordan caseområdene tilrettelegger for kulturelt mangfold, og hvordan landskapsarkitekter kan jobbe for å designe byrom for flerkulturelle befolkninger. Funnene mine indikerer at både Grorudparken og Verdensparken tilrettelegger for kulturelt mangfold. Blant annet gjennom et godt byromsnettverk, tydelige stedsidentiteter, variert bruk og diverse tiltak for opplevd trygghet. Samtidig peker funnene på enkelte utfordringer, slik som begrenset tilrettelegging for vinterhalvåret. Når det gjelder hvordan landskapsarkitekter kan designe byrom for kulturelt mangfold, reflekterer jeg over fem temaer som kan bidra til dette: kunnskapsbasert design, medvirkningsbasert design, kulturell representasjon, varierte bruksmuligheter gjennom året og læring gjennom evaluering.In many ways, urban spaces can be more than just public spaces. In an increasingly multicultural society, they can serve as arenas for social gatherings, relaxation and transit, but also for identity, social cohesion and a sense of belonging. In addition, urban spaces can be perceived and used differently across cultures. In order for them to be perceived as inclusive, it is therefore important that we as landscape architects are conscious of how we design them. This raises a number of questions: How can landscape architects accommodate the needs of different cultural groups equally? Where should the balance be when conveying multicultural identity? Should the design, for example, highlight culturall distinctiveness? Or is a more neutral approach the key to inclusive urban spaces? These are some of the questions explored in this thesis. The main research question is as follows: "How can landscape architects design urban spaces that facilitate cultural diversity?" To investigate this topic, I conducted a case study of Grorudparken and Verdensparken in Oslo. These parks were chosen as case areas because they are located in one of Oslo’s most multicultural districts: Groruddalen. The sub-question for this thesis is therefore: "How does the design of Grorudparken and Verdensparken in Oslo facilitate cultural diversity?" I carried out the case study through an urban space analysis of Grorudparken and Verdensparken, as well as semi-structured interviews with the landscape architects who designed the parks and the park manager responsible for their maintenance. The analysis is based on the theoretical framework "Design for Social Diversity" by Emily Talen and Sungduck Lee, and the guidebook "Byrom – en idehåndbok" by the Norwegian Ministry of Local Government and Modernisation (Kommunal- og moderniseringsdepartementet). By discussing the findings from the case study in light of this theoretical foundation and research literature on cultural usage patterns and outdoor recreation, I arrive at several reflections on how the case areas support cultural diversity, and how landscape architects can work to design urban spaces for multicultural populations. My findings indicate that both Grorudparken and Verdensparken support cultural diversity, for instance through a well-connected network of urban spaces, strong place identities, diverse uses, and measures to promote perceived safety. At the same time, the findings point to certain challenges, such as limited facilitation for the winter season. Regarding how landscape architects can design urban spaces for cultural diversity, I reflect on five themes that may contribute to this: knowledge-based design, participatory design, cultural representation, diverse usage opportunities throughout the year, and learning through evaluation

    Measuring the Immeasurable - Exploring Convergence and Divergence Between Monetary and Non-Monetary Valuation Methods in Two Norwegian Case Studies

    The accelerating loss of biodiversity represents one of the most urgent environmental challenges of our time, driven primarily by land-use change. Current environmental impact assessments often fail to capture the complexity and full value of nature, raising concerns about their ability to safeguard biodiversity. According to the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem services (IPBES), the undervaluation of nature is a central driver of environmental degradation and social injustice. This thesis examines how a monetary valuation method and a biophysical (non-monetary) valuation method influence the representation of nature in land-use decisions. With the main aim to assess whether the choice of valuation method affects the conclusion drawn about natures value. In addition, the thesis seeks to contribute to the literature on economic valuation of forest and wetland ecosystem services in a Norwegian context. Using Asplan Viaks Nature Point (AV NP) non-monetary valuation methodology and the monetary valuation method of environmental Benefit Transfer (BT), the study assesses the value of nature in two case areas that reflect contemporary land-use pressures in Norway. The results show that the two valuation methods offer complementary yet distinctive representation of nature’s value. AV NP assigns Gulsvikfjellet the highest baseline nature points score per square meter (2.55 NP/m2), and the largest loss due to development (2.9 NP/m2) compared to Odal (1.37 NP/m2 and 1.4 NP/m2). This reflects ecological differences and spatial characteristics of the developments. Using BT, the estimated economic loss from lost ecosystem services amounted to between MNOK 6.8-20 in Odal and between MNOK 1.8-9 in Gulsvikfjellet, indicating that the chosen valuation method influences which ecosystem appear more valuable. Both methods are based on similar assumptions about how nature should be valued and rely on comparable types of expert knowledge. But they differ in the underlying perspectives they emphasise, which leads them to produce different signals and conclusions about the value of nature. The thesis shows that relying on a single valuation approach give a narrow view of nature’s value. Combining biophysical and monetary valuation methods, alongside with stakeholder perspectives, may support more informed land-use decisions. The findings are in line with IPBES recommendations for using plural and integrated valuation frameworks in environmental planning

    Kommunenes utarbeidelse av folkehelseoversikten

    Bakgrunn: Kommunene skal etter folkehelseloven utarbeide en oversikt over befolkningens helse, folkehelseoversikten. Folkehelseoversikten skal etter plan- og bygningsloven danne grunnlaget for kommunenes arbeid med planstrategien. Utarbeidelsen av folkehelseoversikten er omfattende. Dette blant annet på grunn av folkehelsearbeidets brede omfang og tverrsektorielle tilhørighet. Selv om folkehelsearbeidet har fått et godt fotfeste i kommunenes planarbeid vises det til flere utfordringer knyttet til utarbeidelsen og oppdateringen av folkehelseoversikten. Utfordringene som fremheves i tidligere studier er blant annet knyttet til organisatoriske barrierer, samt innhenting og bearbeidelse av statistiske data som danner grunnlaget for folkehelseoversikten. Formål: Studiens formål er å utforske organisatoriske og ressursmessige forhold som ligger til grunn for kommunens arbeid med folkehelseoversikten. Metode: Datamaterialet som benyttes er basert på en spørreundersøkelse sendt ut av selskapet Menon Economics på oppdrag fra prosjektet: digitalisering av folkehelseoversikten. Kvantitative data var innhentet i form av en spørreundersøkelse, sendt ut til alle kommuner og fylkeskommuner i landet. Studien utgjør en tverrsnittstudie. Det er benyttet logistisk regresjonsanalyse for å undersøke sammenhengen mellom kommunenes oppfyllelse av lovkravet om å oppdatere folkehelseoversikten minst en gang hver valgperiode, og hver av faktorene organisatorisk plassering, politisk forankring og antall brukte kunnskapskilder i arbeidet. Resultater: Kommunene som legger frem folkehelseoversikten som et politisk vedtak eller en orienteringssak, har størst sannsynlighet for å oppfylle lovkravet om antall oppdateringer av folkehelseoversikten. Funnene viser at for hver ekstra statistikkilde kommunen benytter, øker sannsynligheten for at kommunen oppdaterer folkehelseoversikten i henhold til lovkravet. Organisatorisk plassering av folkehelsearbeidet viser ingen signifikant sammenheng med oppfyllelse av samme lovkrav. Konklusjon: Studien viser at politisk forankring og bruk av flere kunnskapskilder er viktige faktorer som påvirker kommunenes oppfyllelse av lovkravet om oppdatering av folkehelseoversikten. Hvor i kommuneorganisasjonen folkehelsearbeidet er plassert viser i denne studien ingen signifikant sammenheng med om kommune oppdatere folkehelseoversikten i tråd med lovkravet.Background: According to the Public Health Act, municipalities are required to prepare an overview of the population's health, known as the Public Health Overview. This overview should, according to the Planning and Building Act, form the basis for the municipalities' work on their planning strategy. The work on the Public Health Overview is comprehensive, because of the broad scope and cross-sectoral nature of public health work. Although public health work has gained a solid foothold in municipal planning, several challenges related to the preparation and updating of the Public Health Overview have been identified. Challenges highlighted in previous studies include organizational barriers and the analysis of the statistics that underpin the public health overview. Objective: The purpose of this study is to explore the organizational and resource-related factors that underpin the municipalities work with the Public Health Overview. Method: The data used is based on a survey conducted by the company Menon Economics on behalf of the project: Digitalization of the Public Health Overview. Quantitative data was collected through a nationwide survey among municipalities and county municipalities. This study is a cross-sectional study. Logistic regression analysis was used to examine the relationship between the municipalities' compliance with the legal requirement to update the Public Health Overview at least once per election period, and each of the factors: organizational placement, political anchoring, and the number of knowledge sources used in the work. Results: Municipalities that present the Public Health Overview as a political decision or a matter of political orientation have the highest likelihood of meeting the legal requirement for updating the Public Health Overview. The organizational placement of public health work shows no significant correlation with compliance and the legal requirement. Resource-related factors are assessed based on the number of knowledge sources. The findings indicate that for each additional statistical source the municipality uses, the likelihood of updating the Public Health Overview in accordance with the legal requirement increases. Conclusion: The study shows that political anchoring and the use of multiple knowledge sources are important factors influencing municipalities' compliance with the legal requirement to update the Public Health Overview. The placement of public health work within the municipalities organizational chart has no direct correlation with whether the municipality updates the Public Health Overview in accordance with the legal requirement

    Fra teori til praksis: Implementering av Vested-kontrakter i Norge

    Økt kompleksitet og usikkerhet i prosjekter, sammen med et mer globalisert marked, har aktualisert behovet for optimalisering av forholdet mellom partene i kontraktsamarbeid. I den forbindelse har relasjonsbaserte gjennomføringsmodeller fått mer oppmerksomhet. Noen av disse gjennomføringsmodellene benytter seg av formelle relasjonskontrakter, der arbeidet med relasjonen fastsettes i kontrakten. Denne studien undersøker hvordan bruken av gjennomføringsmodellen Vested kan innføres under norske forhold, og hvilke lærdommer som kan trekkes fra eksisterende partnerskap. Problemstillingen besvares gjennom en kvalitativ casestudie av Vested-kontrakten mellom ISS og Equinor. Studien har innhentet data gjennom semistrukturerte intervjuer med seks sentrale personer i Vested-kontrakten mellom ISS og Equinor. Resultatene fra intervjuene viser at Vested er en modell der tillit er avgjørende, og at modellen gir leverandøren rom til å utøve egen fagkompetanse. Ærlighet legger grunnlaget for partnerskapet, og gjennom kommunikasjonsplattformer som «Two in a Box» tilrettelegges det for en transparent dialog. Intervjuene peker også på at det ved inngåelse av nye Vested-avtaler vil være et stort behov for onboarding og kulturendring, slik at tankesett, metode og mål implementeres i hele organisasjonen. Prismodellen er kompleks og bør holdes så enkel som mulig, samtidig som det fokuseres på utforming av gode insentiver som kommer begge parter til gode. Dette vil igjen bidra til å skape en avtale som oppleves rettferdig. Sosiale normer formaliseres gjennom Vested-kontrakter, og kontraktenes prinsipper og regler stemmer overens med den praksisen og kulturen som finnes i norsk næringsliv. Overgangen til Vested må forankres strategisk, og begge parter må sette av ressurser til alignment-prosessen. Vested krever avtaler av en viss størrelse og kompleksitet, og god kjennskap til modellen vil være en fordel for selskaper som vil inngå en slik avtale. Det finnes lite forskning på bruken av Vested, og for å styrke kunnskapen rundt modellen, og særlig bruken av denne i Norge, anbefales det videre forskning der datagrunnlaget omfatter flere kontrakter. Særlig kan opprettelsen av prismodellen være et interessant tema, da dette ofte er en tidkrevende og viktig prosess. Større datagrunnlag muliggjør også bruken av kvantitative undersøkelser, og her kan særlig undersøkelse av økonomiske resultater være interessant.Increased complexity and uncertainty in projects, along with a more globalized market, have highlighted the need to optimize the relationship between parties in contractual collaborations. In this context, relationship-based implementation models have received increased attention. Some of these models make use of formal relational contracts, where the work on the relationship is defined within the contract. This study examines how the implementation model Vested can be introduced under Norwegian conditions, and what lessons can be drawn from existing partnerships. The problem statement is addressed through a qualitative case study of the Vested contract between ISS and Equinor. The study collected data through semi-structured interviews with six key individuals involved in the Vested contract between ISS and Equinor. The interview results show that Vested is a model in which trust is crucial, and that it allows the supplier to exercise their professional expertise. Honesty forms the foundation of the partnership, and communication platforms such as “Two in a Box” facilitate transparent dialogue. The interviews also indicate that when entering into new Vested agreements, there will be a significant need for onboarding and cultural change to ensure that mindset, methodology, and goals are implemented throughout the organization. The pricing model is complex and should be kept as simple as possible, while focusing on creating effective incentives that benefit both parties. This will contribute to creating an agreement perceived as fair. Social norms are formalized through Vested contracts, and the principles and rules of these contracts align with the practices and culture found in Norwegian business. The transition to Vested must be strategically anchored, and both parties must allocate resources to the alignment process. Vested requires agreements of a certain size and complexity, and familiarity with the model will be an advantage for companies seeking to enter into such agreements. There is limited research on the use of Vested, and to strengthen the knowledge about the model, particularly in Norway, further research is recommended, involving a broader data set of contracts. The development of the pricing model may be a particularly interesting topic, as it is often a time-consuming and critical process. A larger data set would also enable the use of quantitative studies, where the analysis of financial outcomes could be especially valuabl
