    Pregovaračko Poglavlje 23 iz lokalne perspektive

    Značajan broj osnovnih prava građani ostvaruju u postupcima pred organima jedinica lokalne samouprave, shodno tome država ima obavezu da obezbedi stabilne institucije na lokalnom nivou koje mogu garantovati ostvarivanje ljudskih i manjinskih prava. U Akcionom planu za Poglavlje 23 utvrđen je niz aktivnosti koje se odnose na lokalnu samoupravu, u nekima od tih aktivnosti jedinice lokalne samouprave su predviđene kao nosioci aktivnosti ili kao partneri u realizaciji, dok se nešto veći broj aktivnosti samo posredno odnosi na jedinice lokalne samouprave. U ovom članku analizirano je sprovođenje aktivnosti iz Akcionog plana koje su značajne za jedinice lokalne samouprave, a zatim su predložene mogućnosti za njihovo doslednije sprovođenje, kao i načini uključivanja različitih subjekata koji mogu doprineti pregovaračkom procesu i boljem uključivanju lokalne perspektive

    This paper analyses the main elements of the ethnic identity politics narratives in official documents of the most relevant rightist political parties and movements in Serbia. The analysis shows that the main elements of identity politics narratives among the Serbian (far) right political parties and movements are typically based on grievance and threat motifs. These motifs depict the majority ethnic group, the Serbs, as the target of attacks from various sides and one that needs protecting from "them," who have many faces. "We" is primarily identified by ethnic criteria; "our own people first" captures the principle that guides the selection of advocated policy positions. These include the usual facets of rightist ideology. However, our analysis points to a relatively specific function that these identity narratives have – these specific policies and, as a unifying theme, general ideology is, in part, justified by the need to protect those with a shared identity. The parties' and movements' programs and manifestoes are not just an ideological "menu", evidence of policy agenda, but an "instrument" of persuasion, vigorously addressing group-related and existential motivation. The threat narrative represents a sort of coded hostility towards outgroups (people, institutions, ideologies) that not only justifies the often radical policy stances. However, it frames it as an unavoidable act for the "greater good" and necessary when faced with adversity and imminent threat to the group's "survival"

    Decarbonisation of eastern European economies: monitoring, economic, social and security concerns

    Background: Decarbonisation of the European economy is one of the main strategic goals of energy transition in the European Union (EU), which aims to become a leader in this process by 2050 and to include other European countries making thus the European continent the first carbon neutral region in the world. Although decarbonisation is an important goal of the EU, the models for monitoring the progress of this process have not yet been clearly defined, and views on the social, economic, and security implications in terms of prioritising decarbonisation are conflicting. The main objective of this paper is to determine the methodological correctness of the existing method of decarbonisation monitoring, to develop a new monitoring model indicating the differences in the EU and European countries that are non-EU and to point out the underlying social, economic and security implications that must certainly find their place in the decision-making process in this field. Results: The main results showed that there is no clearly defined model for monitoring the success of decarbonisation, while the indicators that are commonly used for this purpose make a model that, as the analysis shows—is methodologically incorrect. In the case of EU countries, the following indicators proved to be the most reliable: consumption-based CO2 and share in global CO2. For non-EU countries, the best monitoring indicators are CO2 per unit of GDP, consumption-based CO2, and renewable energy consumption. These indicators can explain 99% of the variance in decarbonisation success. Conclusions: The basic conclusion of the paper is that even before the implementation, the decarbonisation monitoring model should be defined and methodologically tested, and the use of a single model for all EU countries or for all countries is not recommended. It is proposed to simplify the monitoring model, with an emphasis on monitoring of consumption-based CO2, which proved to be the most efficient in all sampled countries. The current method of monitoring is based exclusively on environmentally related indicators while ignoring the fact that decarbonisation is associated with almost all aspects of development. The additional social, economic and security aspects need to be developed and included in the further monitoring process

    Insights into Regional Development finance institutions-regulatory and institutional framework

    Development Finance Institutions are legally independent, state-supported institutions that foster sustainable development through private sector investments in developing and underdeveloped countries. Their role is not only financial and investment, but this type of institution is also focused on achieving sustainable development goals such as job creation, poverty reduction, financing of micro, small and medium enterprises and entrepreneurs, as well as on supporting projects of environmental protection, energy efficiency, renewable energy sources. Giving a brief sketch of the conceptual ground and practical significance of DFIs, the paper provides insights into the regulatory and institutional framework of countries of the region in this field, by using normative and comparative methods. Accordingly, recommendations in terms of tackling the global challenges i.e. sustainable economic growth, social inequalities, and environmental protection ought to be identified based on the analysis of the Slovenian, Croatian and Serbian legislation in the developing finance sector and on the ground of critical consideration of national normative and institutional solutions

    Obrazovanje nacionalnih manjina u osnovnim školama u Republici Srbiji

    U radu se zastupa stav da razvoj društva zavisi od položaja, uloge i značaja obrazovnog sistema i da obrazovanje značajno utiče na formiranje ličnosti. Cilj rada je da utvrdi stanje osnovnoškolskog obrazovanja pripadnika nacionalnih manjina kako bi na osnovu toga mogle bolje da budu sagledane mere da bi se otklonili normativni i praktični nedostaci. Analizirana su tri modela osnovnoškolskog obrazovanja na jezicima nacionalnih manjina: celokupno obrazovanje na jednom od osam jezika nacionalnih manjina, uz obavezan nastavni predmet srpski kao nematernji jezik; celokupno obrazovanje na srpskom jeziku uz mogućnost pohađanja izbornog predmeta/programa s elementima nacionalne kulture (na maternjem jeziku); i dvojezično obrazovanje na srpskom jeziku i jeziku nacionalne manjine. Takođe, data je empirijska argumentacija za period od školske 2013/2014. do 2020/2021. godine. U zaključku rada ističe se da bi trebalo podići kapacitet obrazovnog sistema razvojem programa za stručno usavršavanje nastavnika jezika nacionalnih manjina, što bi obezbedilo kompetentan nastavni kadar. Uz to, treba unapređivati odgovarajuće kurikulume, udžbenike i druga nastavna sredstva za učenje manjinskih jezika u skladu s modernim pedagoškim metodama

    During the Francoist period, the close and mutually beneficial alli- ance between the church and the state provoked skepticism toward clergy among many believing Catholics. Consequently, for more than four decades of secularism, since the end of dictatorship, the role that religion played within daily lives of Spaniards has diminished notably. Thus, the purpose of this study is to examine the present religious com- position in Spain, with an emphasis onminority nations, i.e. regions of Catalonia, Basque County and Galicia, from a comparative perspective. By using Barómetro (1979-2021) from The Centro de Investigaciones Sociológicas (CIS), but also by including data obtained from regional research centers (e.g., Institut d’Estadística de Catalunya (IDESCAT), Eu- skobarómetro and Instituto Galego de Estatística (IGE)) this study aims to determine whether there is a correlation between secularism and anti-Castilian sentiment within minority nations, or whether the decline of religion in Spanish society is parallel to a broader secularization process occurring in Europe in the last century

    Enactive framework for psychiatric disorders

    The paper shows how enactivism can be used as a theoretical framework in psychiatry. An enactive approach can help solve the problem of integration in psychiatry and how to meaningfully connect the different perspectives with which we explain the causes and nature of psychiatric disorders. Enactivism allows us to comprehensively connect the phenomenological, neurophysiological, sociocultural, and existential aspects of psychiatric disorders and holistically approach their understanding and treatment. I will explain what the tenets of enactivism are, what the problem of integration in psychiatry is, and how, according to Saneke de Haan, we can provide a solution to this problem through the enactivist approach. Finally, I will suggest how enactivism can be enriched by adding an ecological perspective

    COVID-19 and internal migration in Serbia — geographical perspective

    Internal migration is an essential part of regional population change. Driven by various determinants, internal migration has been unequal across time and space. Migration responses to the changes in societal circumstances make it relevant to investigate the spatial and temporal dimension of internal migration in Serbia before and in the aftermath of the COVID-19 pandemic outbreak. The research aims to identify to what extent and in what way the pandemic has changed the magnitude and geographical patterns of internal migration in Serbia. The study is based on additionally processed official statistics on internal migration for the period 2018–2020, from March to December for each year, at the municipal, district (oblast, plural—oblasti), and regional levels. These are aggregate administrative data on usual residence registration by month. The derived data on the net migration rate is cartographically presented using the classification method natural Breaks (Jenks). Spatial dependence was assessed applying the spatial autocorrelation method, based on the Local Moran statistic. The results revealed that the pandemic affected not only the volume of internal migration but also its spatial patterns. The findings present new insights on the role of internal migration in reallocation of population across Serbia before and during the COVID-19 pandemic while underlying the importance of further research to deepen the understanding of internal migration trends upon the COVID-19 outbreak

He views that compulsory moral bioenhancement diminishes human freedom, free will and the disposition of human existence and also inflicts harm on humans. He contends that compulsory IMBE is a moral obligation of humans and he also questions the effectiveness of IMBE of human offspring by genome editing
