хетерологне методе (биолошки родитељ није намеравани родитељ);
Can keeping lower corporate income tax rate in Serbia be justified by the tax competition argument?
This paper aims to offer a new, more exhaustive way of resolving disputes
that were manifested in frequent changes in
the corporate income tax rate (CITR) in Ser- bia during the last twenty years. Taking this into
account, the discussion in the paper will start with one of the main arguments in favor of keeping
a lower CITR: the tax competition argument. This argument holds that a lower CITR stimulates the
inflow of new capital and prevents the outflow of existing capital. Numerous studies that
support this argu- ment will be mentioned. The tax competition argument will then be confronted
with two counterarguments. The first counterargu- ment will be based on several studies, two
of which include Serbia, that show a lack of sta- tistically significant negative effects of higher
CITR on foreign capital inflows. The second counterargument will point out that addi-
tional government revenue accrued from the increase in CITR could be used to benefit society
(e.g., by enhancing the judicial sys- tem and public schooling). It will also argue that the
benefit of such uses outstrips their opportunity costs. To incorporate arguments from both sides,
it will be maintained that a few percentage increases in CITR could help in obtaining social
benefits without signif- icant negative effects on capital flow. It will be added that a
higher increase in CITR could, however, lead to adverse effects and should thus be
accompanied by additional tax incentives. To resolve the dispute, certain aspects of the standard
cost-benefit analysis will be utilized

Institutional Trust аnd Perceived Sense оf Security – A Comparative Analysis
Governments and public institutions play a fundamental role in supporting an inclusive society. The concept of the welfare state refers to the level of economic and social welfare and security provided to citizens by the state and its institutions. Prevalence of corruption, exposure to violence, competitiveness of the economy, economic growth rate, perceived levels of risk such as unemployment and financial and economic instability, government success in reducing economic inequalities are shaping citizen's trust in governments and institutions. Citizens who are satisfied with their financial situation, have more confidence in the state and have a sense of a higher standard of living. They also have a favorable perception of the state and democracy, enabling them to play an active role in policy-making and the realization of security and economic goals. The paper will present the results of empirical research through a questionnaire related to the survey of attitudes to the extent to which residents in Serbia feel safe, how much the state protects their interests, and provides them economic security and poverty protection. The research also includes the question of how much citizens trust institutions: police, judiciary, and parliament. Survey included respondents from Serbia, Hungary and Croatia and the correlation analysis indicated the existence of a statistically significant correlation between institutional trust and the perceived feeling of security. This relationship indicates that a higher level of institutional trust leads to a higher perception of security
