Politička kultura, promene i identitet Srbije
Priroda društvenih i političkih podela u savremenoj Srbiji ukorenjena je u istorijskom narativu
i političkoj kulturi. Prekomerno insistiranje na tradicionalizmima, mitskoj i herojskoj prošlosti,
alegorija o nebeskom narodu za čije pripadnike je nedostižna kolektivna pravda, udaljava
Srbiju od savremenih tokova razvoja i prepreka su modernizaciji. Liberalne ideje nisu prijemčive
građanima Srbije, a konzervativni slojevi su samo u kratkim istorijskim periodima pratili
savremene tokove razvoja u Evropi. Promene sa kojima su se na takvoj ideološkoj matrici
suočili građani Srbije tokom njene jugoslovenske istorije, i to naročito u poslednje tri decenije,
izazvale su barem četiri nacionalne frustracije na koje građani Srbije nemaju odgovor:
prva se odnosi na status Kosova, druga na položaj srpskog naroda u postjugoslovenskom
prostoru, treća na napetost koju stvara potreba za uključivanjem u evroatlantske inicijative
i četvrta je odnos prema različitosti
Teaching mathematics during the pandemic: Students’ and teachers’ perceptions of the task context
Philosophical and legal views on pacifism of the Serbian intellectual elite in the 20th century: exemple of Ksenija Atanasijević and Đorđe Tasić
The paper critically discusses the theoretical foundations and key values
of pacifism in the philosophical and socio-legal discourse of Ksenija Atanasijević and Đorđe
Tasić. Furthermore, in the context of political events in Europe and the world in the 1930s,
the interest in pacifist ideas and non-violent forms of resistance to extreme forms of violence
among the Serbian intellectual elite is analyzed, pointing out the fate of pacifism and
advocation of pacifist ideas, as well as the significance of these ideas for our contemporary
political culture. In the second part of the paper, from a broader perspective of our time in
a context dominated by various forms of extreme violence resulting from wars, migration,
epidemics and the struggle for political, economic and military dominance, the authors intend to indicate the relevance and key values of the idea of pacifism and the practical
pacifist engagement of Ksenija Atanasijević and Đorđe Tasić
Artificial Intelligence in Health Care: Applications, Possible Legal Implications and Challenges of Regulation
Recent developments in the application of artificial intelligence (AI) in health care promise
to solve many of the existing global problems in improving human health care and managing
global legal challenges. In addition to machine learning techniques, artificial intelligence
is currently being applied in health care in other forms, such as robotic systems.
However, the artificial intelligence currently used in health care is not fully autonomous,
given that health care professionals make the final decision. Therefore, the most prevalent
legal issues relating to the application of artificial intelligence are patient safety, impact
on patient-physician relationship, physician's responsibility, the right to privacy, data protection,
intellectual property protection, lack of proper regulation, algorithmic transparency
and governance of artificial intelligence empowered health care. Hence, the aim of
this research is to point out the possible legal consequences and challenges of regulation
and control in the application of artificial intelligence in health care. The results of this
paper confirm the potential of artificial intelligence to noticeably improve patient care and
advance medical research, but the shortcomings of its implementation relate to a complex
legal and ethical issue that remains to be resolved. In this regard, it is necessary to achieve
a broad social consensus regarding the application of artificial intelligence in health care,
and adopt legal frameworks that determine the conditions for its application
Candidate Countries’ Engagement with European Union Agencies – Alternative Modes of EU Integration?
Decentralized EU agencies have played an important role in the Union’s institutional landscape over the last three decades. Various engagement logics and types of cooperation have previously been investigated for the European Economic Area and EU Eastern Partnership countries, but not for the five countries that received EU candidate status by 2021—Turkey and four Western Balkans countries—Montenegro, Serbia, Albania, and Northern Macedonia. Covering the period between 1999 and 2021 analysis found that 23 out of 34 agencies observed had some type of engagement with these candidates, while serving both EU’s broader foreign policy interests and advancing the sector-specific alignment of candidates. This also suggests that it is possible to frame these engagements as a form of external EU differentiation
Subordinacija versus autonomizacija i njihove granice kod digitalnog rada
Promene karakteristika ekonomsko-socijalnog modela kapitalističkog privrednog sistema u pravcu osiguranja veće održivosti, što je,
rezultiralo aktuelizacijom i promovisanjem modela održivog razvoja na
međunarodnom nivou, dok se, sve više naglašava tzv. „zelena dimenzija“
održivog razvoja, neizostavno su zahtevale određena preispitivanja
tradicionalno definisanog modela rada. Naročito se ističe fenomen
globalizacije i digitalizacije proizvodnje, što vodi ka svojevrsnoj
„globo-digitalizaciji“ rada, te neophodnosti utvrđivanja konceptualnog okvira, kao i pratećeg normativnog uobličavanja novih, faktičkih
formi rada u tradicionalnim institucionalnim okvirima zaštite.
Sagledavanjem teorijskih i konceptualnih postulata tradicionalno definisanog modela rada, odnosno tradicionalnog radnog odnosa, sa fokusom na često, u literaturi, isticanog elementa subordinacije
kao posebno spornog u okolnostima ubrzane digitalizacije, u radu se
nastoji da se kritički analiziraju elementi tzv. digitalnog rad nog
odnosa. Osim toga, na primeru rešenja nemačkog prava, cilj je utvrđivanje stanja regulative u drugim državama i u domaćem pravu, na
način da se doprinese akademskoj raspravi u oblasti koja se ubrzano
razvija
Filozofija prava Karla Šmita
Rad predstavlja teorijsko razmatranje osnova filozofije prava Karla
Šmita, glasovitog nemačkog mislioca koji je autor jedne kontroverzne teorije prava,
koja do današnjih dana neće prestati da intrigira stručnu javnost. Rad Šmitovoj misli
pristupa na nepristrasan način, te sa njegovom teorijom prava i države, odnosno
njegovom filozofsko-pravnom mišlju, vodi konstruktivan dijalog, priznajući Šmitu
analitičke pogotke u definisanju odnosa politike i prava, ali i kritikujući njegovu teoriju
tamo gde ona pokazuje izvesne preteranosti. Rad predstavlja simultano istraživanje
Šmitove teorije i Šmitove biografije, pokušavajući da prikaže egzistencijalne i
dnevnopolitičke razloge zbog kojih je on svoju teoriju države i prava, nastojao da
saobrazi totalitarnim dnevnopolitičkim okolnostima unutar kojih je živeo. Rad konačno
donosi ocenu o dometima Šmitove filozofije prava koja je na pregledan, deskriptivan
i logičan način razlikovala više nivoa pravnog mišljenja, razlikujući nivo same
konstitucije političko-pravnog poretka gde pravo nije, u realnim istorijskim uslovima,
odvojeno od politike i nivo samog sistema pozitivno pravnih normi. U radu se pored
razmatranja osnovnih tokova Šmitove filozofije prava pažnja posvećuje i njegovom
tretiranju pojedinačnih pravno-teorijskih pitanja kao što je pitanje vanrednog stanja
i suverena, odnosno suvereniteta
Student’s perceptions of bilingual teaching of geography: A case study – the Republic of Serbia
As our classrooms become more heterogeneous due to migration, education, geography and bilingualism have become the
creators of international needs. Through a closed-ended questionnaire we sought to examine quantitative information about
the advantages of teaching geography bilingually. With this research we studied 5 secondary schools in Serbia where
geography was presented bilingually. The lack of similar research and the freshness of this learning model led us to the
subject for the article, which is based on revealing the motives and preferences of students for this type of teaching. Using
comparison with standard teaching in the mother tongue as method, the interest of students in bilingual teaching was
determined. We also investigated the possibility of applying didactic-methodical principles for organising study without time
limiting learning. A certain number of students found language competencies, more diversity in the teaching process and
significant individual work activities as a step towards academic and personal achievement – almost as an employment
