Bela e sadia! A mulher nas páginas da revista Alterosa (1939-1945) durante o Estado Novo e o processo de americanização do Brasil
Este artigo tem por objetivo analisar as estratégias discursivas presentes na revista ilustrada Alterosa. O intuito é compreender a construção do papel social da mulher brasileira, no período de 1939 a 1945, cenário que redefiniu o padrão corporal, conformando condutas sociais, por meio de valores morais baseados na ordem conjugal. A metodologia utilizada combina análise de conteúdo de texto e fotografia. O aporte teórico subsidia as reflexões, embasando-se em Scott (1995), Perrot (2000), Maia (2001), Del Priori (2003) e Matos (2003), agregando a especificidade contextual do Estado Novo em Goellner (2008) e Carvalho (2011). Para o entendimento das circunstâncias do processo de americanização buscou-se diálogo com Tota (2000). Da análise conclui-se que os discursos publicados sobre a mulher na revista, indiciando traços de uma educação do corpo, se alinhavam à cultura de massa norte-americana e ao projeto nacionalista do presidente Getúlio Vargas, conhecido por Estado Novo (1937-1945) e caracterizado pela centralização do poder, autoritarismo, populismo, nacionalismo e anticomunismo (Neto, 2013)
“Nem aqui nem lá”: rastros do feminino nas fotoperformances de Ana Mendieta
Este artigo aborda as questões acionadas pelo trabalho da artista cubana-americana Ana Mendieta, que tem grande parte da sua obra composta por performances elaboradas exclusivamente para a câmera e pelo que a própria artista denominou como earth-body-works. Através das suas estratégias de representação baseadas no desaparecimento do corpo feminino, Mendieta chama a nossa atenção para as violências e apagamentos legitimados por meio do estabelecimento de identidades fixas – étnicas e de gênero – no interior dos discursos hegemônicos de poder. Serão exploradas as noções de performance como instrumento para transmissão de conhecimento e memória cultural, de performatividade como fator constitutivo das categorias de identidade e, ainda, de arquivo, repertório e acontecimento ao vivo no esforço de problematizar como as temáticas do exílio e do feminino, regulares na arte de Mendieta, atingem uma dimensão profundamente política a partir das suas proposições artísticas que integram a fotografia com a arte performática

O cidadão enquanto fonte de informação: o caso do Jornal da Tarde, da RTP
Essenciais à produção noticiosa, as fontes de informação são complexas e providenciam um caso de análise relevante. Até porque, sem elas, o trabalho dos jornalistas seria quase impossível de desempenhar, tendo em conta que as fontes são capazes de reforçar e atribuir credibilidade à peça noticiosa. Num quadro de crescente valorização da participação do cidadão nos serviços públicos audiovisuais, e refletindo sobre a importância das fontes de informação, este trabalho procura perceber que tipo de representação e destaque é dado ao cidadão no serviço público televisivo português. Para além de procurar perceber qual a presença do cidadão no Jornal da Tarde, da RTP, pretende-se fazer uma ponte entre o papel do Serviço Público de Televisão português e a necessidade, ou não, de recorrer a vozes não oficiais para suportar a credibilidade e até veracidade do tema em questão. Que temas recorrem, mais vezes, à voz do cidadão e que testemunhos são mais procurados pela RTP são alguns dos pontos investigados. Para isso, foi feita uma análise de conteúdo a 21 emissões do Jornal da Tarde da RTP, de forma a identificar as peças que continham a voz do cidadão e encontrar respostas para as questões apresentadas
The public: consumers or citizens? Participatory initiatives and the reform of public service media regulation in Germany
The German federal interstate treaties, as the regulatory framework for public service media (PSM), have recently been under reform. The starting point of the amendments is the so-called ZDF decision of the German Federal Constitutional Court from the 25th of March, 2014. The Federal Constitutional Court was confronted with the question of whether the composition of the broadcasting council in the second biggest public service broadcasting station in Germany, the ZDF (Zweites Deutsches Fernsehen, Second German Television), is compliant with the constitution. This resulted in reforms of numerous regulatory regimes in several German federal states. This article compares the decision-making process related to the WDR (Westdeutscher Rundfunk, West-German Broadcasting) (whose legislator is Northrhine-Westfalia) and the ZDF (whose legislator is Rhineland-Palatinate), the two biggest PSM broadcasters in Germany. In the case of these two German federal states, this paper strives to provide insight into the strategies of the state chancellery, the responsible legislative authorities, to negotiate a new regulatory framework. The paper also discusses the issue of the “implied audience” during the negotiations and civil society’s participation in media policy debates and media governance. The analysis is based on a systematization of the citizen and the consumer in media policy. This working hypothesis assumes that the implied image of the audience differs in the two federal states. The negotiations in Rhineland-Palatinate can be described as ambivalent in terms of how it understood the audience, whereas Northrhine-Westfalia rather addressed the audience as citizens. The study suggests that the ZDF decision created a momentum for broader media policy debates in Germany, which has long been a neglected issue, both in civil society and media regulation – as well as in communication studies
Financing the public service broadcasting under European Union law
A protocol annexed to the Amsterdam Treaty, regarding public broadcasting in Member States, provides that Member States are free to fund public service broadcasting as far as it does not affect competition in the European Union to an extent which would be contrary to the common interest. As a result of this condition, the European Commission carries out a proportionality test to check if there is no overcompensation or disproportionate effects of public funding. It nonetheless does so by adopting a global control which considers all public broadcaster programmes as part of the public service remit. Such control is problematic because it does not take into account the distinction between commercial and public service programmes nor the actual quality of programmes. The Commission indeed focuses its control on the advertisement market, making sure that public broadcasters do not take advantage of public funding to lower the price of advertisement rates. The freedom enjoyed by public broadcasters to provide any types of programmes as far as they respect the advertisement market comes out to be contrary to citizen welfare
