    Ideja o novom gradskom groblju u Beranama bazirana je na metafizičkim elementima koji formiraju savremene prostorne koncepcije na način da uključuju i prostor i vreme kao ravnopravne jedinstvene idejne celine. U najdirektnijem arhitektonskom smislu, metafizički elementi se prebacuju u geometriju, sa jedne strane projektovane arhitekture, a sa druge se ugrađuju u postojeću sliku pejzaža. Tako imamo gotovo (apstraktni) ortogonalni sistem koji počiva na simbolici religijskih značenja, a da pritom ima i matematičku univerzalnost predstave. Upravo je to razlog da se religijske interpretacije stave u istu ravan sa arhitektonskim sredstvima likovnog izražavanja, gde je univerzalnost u onom što je jedinično glavni imperativ. U tom smislu i svi oblici koji se javljaju u pomenutoj slici pejzaža imaju ambivalentno značenje, uključujući i one koji su direktni derivati religijskih simbola. Tako Koncept postaje struktura u kojoj se prepliću arhitektura, pejzaž i skulptura, obuhvaćeni protokom vremena koje je potrebno da bi se ideja o celini sagleda i doživi. Sinematičnost predstava na putu kroz pejzaž pravi planove koji ostaju u sećanjima prolaznika, dok parkovski karakter ima u sebi sposobnost da pomiri urbano i prirodno, na način da se ne izgube osnovna svojstva ovih inače naspramno postavljenih kategorija

    Introducing Matrix for the Reprogramming of Mass Housing Neighbourhoods (MHN) Based on EU Design Taxonomy: The Observatory Case of Serbia

    This article addresses the contemporary framework of housing at the EU level in the era of the ‘Housing at the Centre’ approach. More specifically, the research focuses on mass housing neighbourhoods (MHN) as the leading pattern of urban transformation in European cities in the second half of the 20th century, with the intention being to decode the possibilities for its rehabilitation in line with integrated approaches. The article combines (1) a review-based and systematically-oriented approach, in order to provide a state of the art of EU design taxonomy related to the housing issue, and, more specifically, related to MHN, with (2) a comparative study between EU and national design taxonomies, in order to address their conditionality and possible mismatches. The research considers design taxonomy to gain a more comprehensive insight into the content and coherence between programme values and the relevant EU documents (declarations, statements, policy positions, resolutions, reports, communications, charters, action plans, opinions) related to the housing issue, or broader urban issues that include housing as the scope of observation. The taxonomy enables a conceptual methodological framework for a systematic, consistent, and complete description of key research relations. Accordingly, the specific objective of this article is to establish an evaluation framework for reprogramming of MHN based on the EU design taxonomy through (1) the development of the programming matrix for evaluation, which corresponds to the value-based architectural programming model; and (2) introducing Serbian national design taxonomy, in order to demonstrate the anticipation of design values based on the EU taxonomy within the local context. The results indicate the need to examine and test regulatory experimental settings through middle-out approaches, whose central research perspective will be built parallel and coherently through bottom-up inputs, created as the result of collaborative approaches at the community level, and top-down inputs which are the result of the strategic framework established in relation to priorities at the European level

    Guideline Principles to Accomplish Social Inclusiveness in Placemaking

    Placemaking is a collaborative process to design urban spaces through creatively sharing interests, needs, activities and ideas. The literature on urban planning, design, HCI, geography, sociology, and anthropology is rich in methods examples that can be used in placemaking. However, from the beginning, the rationality that defines the methodological approach is essential to acquire a common view for places, ensuring an inclusive and open process. Before or in parallel defining why, how and what to do in placemaking, it is relevant to consider four pillars of the methodological approach. First, providing an interdisciplinary and transdisciplinary knowledge on the context (e.g.: on the social, cultural, morphological attributes and urban context evolution). In this sense, and also to include and improving the people and different stakeholders early engagement, has interest identifying peculiarities, resources, needs and risks in accordance with the community, and relating a common priorities for the transformation of space into a living place. Second, responding to the common view, needs and priorities to the space transformation, regeneration and urban management, the guidelines of the methodological approach are outlined. This presupposes the identification of methods, techniques and tools, more friendly to non-technicians, and for different stakeholders, that are more suitable to the placemaking. Third, experimenting the inclusion capacity of the methodological approach outlined, considered as a basic criterion for evaluating the effectiveness of the solutions adopted. This contributes to improve the communities capacity to do effective placemaking at the present time. But also contribute do improve ways to do become more effective in the future time. So, it is important the realization of an ongoing evaluation of placemaking process, it be jointly with the different social actors. In this sense, the fourth pillar is improving the methodology efficiency, and effectiveness, adhesion of the social actors and stakeholders, detecting difficulties, correcting and improving placemaking process from an inclusive perspective. Based on these four pillars, from the literature and the authors' experience, some methodological procedures will be analysed. First an overview on the subject is provided. Second, some methodological approaches will be presented, considering: (1) from the co-creation of knowledge to tacit context recognition – to identify the critical skills needed to deliver on project goals and outcomes; (2) to outlining the methodological guidelines; (3) to experiment the methodological outlined in a dynamic perspective, and (4) to evaluate the inclusion capacity as a tool. The aim is to gain a better understanding of the dynamics of the methodologies, procedures and processes. Considering that the issue of placemaking is dynamic and collaborative process, this chapter explores how the role of the methodological approach impacts on inclusiveness

    Development problems and potentials of rural settlements – case study of rural settlements on the territory of the city municipality Pantelej, Niš

    In the Republic of Serbia, rural areas occupy a large part of the territory, where almost 50% of the total population lives. Rural areas play an important role in regional and overall development, they represent areas of great importance for food production and are characterized by landscapes with exceptional natural features. Despite the large number of potentials that characterize these areas, they are devastated, marginalized and backward in economic, social and spatial terms. The paper analyzes rural areas in the territory of the City municipality Pantelej in Niš with the aim of determining their development problems and potentials, which are the basis for defining future programs and projects for the revitalization of these areas. In order to plan comprehensive development for rural areas, it is necessary to determine the key development problems and potentials based on the analysis of all the structures of rural areas so that all their characteristics are considered. The conducted analysis concluded that the analyzed rural areas are currently in poor condition and that revitalization of all their structures is necessary in order to overcome the existing problems, improve the potentials that distinguish them and promote future development.http://casopisi.junis.ni.ac.rs/index.php/FUArchCivEng/article/view/1189

    Базиран на естетици редуковане ликовности, рад преиспитује све сложености трагања за (скривеним) истинама у савременом друштву које је опхрвано медијским обманама. Истовремено, подцртава се важност истрајности и посвећености на том вишеслојном путу спознаје и откривања истине. Сходно томе, графика је осмишљена и реализована као слојевити експонат, где су графички елементи директно штампани на стаклу и папиру, који су међусобно дистанцирани, чиме је добијена просторност и додатна сугестивност самог концепта.     Конкурс је препознат као могућност да се прикаже дугогогодишње истраживање кроз цртеж које може да одговори на специфичан начин на тему расписа. Поред тога, посебна пажња је указана раду META (Glitching Belgrade) који кроз серију цртежа указује на последњи ступањ истраживања и примену дигиталних материјала. Београд је разматран у својим пукотинама, местима где се дешавају грешке (glitch). Цртежи их приказују увеличане као да се сагледавају кроз лупу. Без обзира што се дигитални материјали виде као они који граде простор, кроз конкурс смо препознали отворену платформу да цртеж тестирамо у великој размери, оној где се ствара однос цртеж = зид. Мурална тапета одговара одређеној величини зида путем које може да се експериментише са самим утицајем цртежа на простор. Ствара се другачија унутрашња атмосфера која уз технолошки напредак не мора више да буде ограничена само на штампу дизајна и његову применљивост на зид, већ може да постане и независтан материјал који гради зид

    Planning Belgrade in Reverse: Questioning Strategic Planning in Practice

    Spatial and urban planning in Serbia is designed so that the planning cycle begins with strategic plans. However, in the last decade there has been a shift in the order in the preparation and adoption of planning documentation, which has disrupted this cycle to the extent that the consistency of the steps and the hierarchy of plans are threatened, and the logic of the entire planning system is called into question. The paper analyzes this phenomenon on the example of Belgrade. The preparation of the strategic, general urban plan (GUP) of Belgrade until year 2041 is underway. However, major interventions such as the national stadium, construction at the water source and changes to the priority route of the metro, have already been adopted by detailed regulation plans. The mentioned changes are of great scope in every sense: in terms of coverage of the city territory, necessary investments, and the expected impact on the growth and functioning of the city. The goal of the research is to present a clear overview of the "dislocation" of the logical and legally established order of planning, and to record its consequences. Only on the basis of such a preliminary review, it is possible to establish a methodology for valorizing the carried out reverse planning practice, and possible mechanisms for returning it to a legally prescribed and logical sequence

    It was never the case that architectural knowledge had been only conventional skill with binding ability. Seen from the point of view of profession‘s time, whose breaking points took place along with those of its civilization, one can trace the continuity of this ambiguity. The constant shifting and reversibility of positions takes place as a particular domain of disciplinary experience, allowing us to relate the time-separated methodologies of Vitruvian Clocks, Alberti's Heavens and Focillon's Leaves within the same frame of this pedagogical topic. Along with that we meet the scattering of light in the architecture of Nouvel's dome of the Louvre in Abu Dhabi as a time diagonal (past in the future and vice versa) of transposition from one to another spatial modality of the idea of the moving patterns, primarily realized by the advance means of technology on the front skin of the Arab World Institute in Paris. Heatherwick translates form into movement of what the geometry brings to his ‘section’ (cutting out silo structure of Zeitz MOCAA in Cape Town). Finally, we witness Bourriaud's discovery of Forms of life within refraction of the same relational realities that we find in bare movement of Theo Jansen's kinetic structures. In relation to the curriculum as an abstract synopsis of what the time will direct, or of what is already expected to be, the proposed condition presumably opens, within the geometry of difference, as Nouvel claims, ‘ a whole world of inner possibilities’, both on the academic and any other way
