    Град Лесковац је једна од 31 локалне самоуправе у Србији која је уз подршку програма ЕУ ПРО Плус израдила стратегију одрживог и интегралног урбаног развоја. Сврха израде овог локалног стратешког документа је боље разумевање и примена инструмената територијалног развоја Европске уније у локалном контексту Републике Србије. Кроз спроведени процес израде локалних стратегија у Србији успоставља се нови оквир планирања и управљања урбаним развојем у складу са смерницама Стратегије одрживог урбаног развоја Републике Србије до 2030. године, Нове Лајпцишке повеље – трансформативна моћ градова за опште добро, Урбане агенде ЕУ, Европског зеленог договора и Нове Кохезионе политике ЕУ за период од 2021. до 2027. године. У процесу израде стратегије, у периоду 2022-2023. године интердисциплинарна радна група у Лесковцу се суочила са великим бројем изазова на које је требало одговорити, и то: како спровести нов метод израде Стратегије као документа који се израђује у складу са Законом о планском систему, и која није традиционални урбанистички план; приближити урбанистима и осталим учесницима у процесу значај стратегије; одредити просторни обухват стратегије независно од обухвата урбанистичких планова, и посебно, приоритетна подручја интервенције; разумети и применити патиципативни и интегрални приступ; дефинисати визију на јавном форуму са грађанима; разрадити документ кроз пет тематских циљева; дати предлог стратешких пројеката, и др. Поред тога, након усвајања документа потребно је дати одговор на отворено питање како даље обезбедити потребан институционални капацитет за спровођење стратегије.The City of Leskovac is one of 31 local self-governments in Serbia that, with the support of the EUPRO Plus program, developed a Strategy for sustainable and integrated urban development. The purpose of formatting such a local strategy document is to better understand and apply the EU instruments of territorial development in the local context of the Republic of Serbia. Through the process of drafting local strategies in Serbia, a new framework for planning and urban governance is established, in accordance with the guidelines of the Sustainable Urban Development Strategy of the Republic of Serbia until 2030, the New Leipzig Charter - The transformative power of cities for the common good, the EU Urban Agenda, the European Green Deal and the New EU Cohesion Policy for the period from 2021 to 2027. In the process of creating a strategy, in the period 2022-2023., the interdisciplinary working group in Leskovac faced a large number of challenges that had to be answered, namely: how to implement a new method of creating the Strategy as a document that is prepared in accordance with the Law on the Planning System, and which is not a traditional urban plan; bring the significance of the strategy closer to urban planners and other participants in the process; determine the spatial scope of the strategy independently of the scope of urban plans, and in particular, the priority areas of intervention; understand and apply a participative and integrated approach; define the vision in a public forum with citizens; develop a document through five thematic objectives; propose strategic projects, etc. In addition, after the adoption of the document, it is necessary to give an answer to the open question of how to further ensure the necessary institutional capacity for the implementation of the strategy

    The Good Urban Life (2020–present) explores the core elements of contemporary urban living, with a focus on creating vibrant, healthy, and dynamic environments. It advocates for a multidisciplinary approach to urban spaces, emphasizing the balance between people, nature, and the built environment to enhance quality of life. Each year, architectural and urban practices that foster good urban living are analyzed and distilled into essential elements. A key aim is to identify ways to nurture harmony within the human-nature-built environment triangle, using insights from urban design, social life, mobility, sustainability, well-being, and technology. Each year experts from diverse backgrounds are involved to offer a comprehensive view of urban development. Arsenal Placemaking marks the fifth consecutive year of the Good Urban Life program, with the fourth year taking place in Serbia. Rooted in the Good Urban Life framework, the program builds on several key initiatives: the 2022 International Architectural and Urban Competition for the Restoration and Rehabilitation of the MTI (Military Technical Institute - Arsenal) cultural-historical complex in Kragujevac, the 2023 workshops held under the “Green Cities of Serbia” project (July and December 2023), which focused on revitalizing the Arsenal complex, and visionary designs for the area created by students in the FILUM study programs

    A design commission for an apartment adaptation and reconstruction is used to present architectural design and decision-making process. With respect to the multiplicity of viable solutions corresponding to different user preferences, the path that tests them all while leading to the finally approved and verified version is placed at the centre of the presentation. The project demonstrates how one specific design situation can transform into a whole set of variations within the probability space, supported by indeterminacy that persists if not applying final few parameters to close the search. As a result, variations are deployed as explanation tools in science and education-based materials, while one of the end solutions is improved for practice.The probability design space is represented by a rhizomatic 3D structure that contains all possible and required design elements, represented either independently or as organised in small, open syntactic spatial units. When one takes a specific perspective, by superimposing and juxtaposing the elements and their groups, the structure enables them to assemble into the larger configurations, and individual ambients become integrative parts of the residential unit. Possible assemblies naturally “come to the eye” and reason by playing with viewpoints and combinations of elements. The structure is completely open, transposing only a few dividing elements from the initial design plot (the existing structural configuration that underwent adaptation and reconstruction), thus blocking the least number of possible directions of the structure’s spatial expansion and development. • The probability space structure represents the base for applying trasnfigurative and transformative design processes and generation of solutions in an automated way. • Besides the decision to create an “exploded” model of the apartment’s constitutive elements (a model that enables reconfiguration and variation), the designed sets and the whole structure are displaced to the imaginary environments. This has been done firstly by addressing the mind space (a desert inside of which reasoning and variability processes occur and where the probability space structure resides) and secondly by populating this space with landscape properties that might imply certain existing contexts, but that are still different from the initial one. The latter represents the environment of the solutions derived from the probability space configuration, while contextual elements indicate different surroundings where they can be found. This refers to the chosen solution as well as those that can be derived from it and spatially developed towards more demanding programs

    Subjective feeling of safety in open public spaces during nighttime among the female population

    Otvoreni javni prostori, kao neizostavni faktor socijalizacije, rekreacije i javnog života, predstavljaju važan aspekt urbanih konteksta sa stanovišta društvene održivosti. Savremeni životni obrasci promenili su način upotrebe otvorenih javnih prostora, pomerajući njihov fokus sa dnevnog na noćni režim. Postojeća istraživanja ukazuju na to da ženska populacija oseća viši nivo ugroženosti u okviru otvorenih javnih prostora prilikom noćne upotrebe. U zonama namenjenim pešacima, brzina kretanja omogućava sveobuhvatno čulno iskustvo prostornih karakteristika i artikulisaniju interpretaciju okoline. Cilj ovog rada je utvrđivanje nivoa subjektivnog osećaja bezbednosti kod ženske populacije sa namerom unapređenja upotrebe otvorenog javnog prostora u noćnom periodu. Metodologija se bazira na specifične analize rezultata anketa sa upitnikom sprovedenom među korisnicima Savskog priobalja na Novom Beogradu u Srbiji. Rezultati istraživanja su pokazali su da veštačko osvetljenje ostvaruje značajan uticaj na ukupnu upotrebu otvorenog javnog prostora tokom noći kroz prostornu distribuciju korisnika i njihov subjektivni osećaj sigurnosti i udobnosti, kao i na trajanje, učestalost i način korišćenja. Ovaj rad može doprineti unapređenju prakse planiranja i projektovanja uz ostvarivanje aktivnije i inkluzivnije upotrebe otvorenih javnih prostora, čime bi se povećala ukupna vitalnost prostora i njihova društvena održivost.Open public spaces, as an indispensable factor of socialization, recreation and public life, represent an important aspect of urban contexts from the point of view of social sustainability. Contemporary lifestyle has changed the open public spaces usage, shifting their focus from daytime to nighttime. Existing research indicates that the female population feels a higher level of vulnerability in open public spaces during nighttime use. In pedestrian zones, the speed of movement enables a comprehensive sensory experience of spatial features and a more articulated interpretation of the environment. The aim of this paper is to determine the level of subjective feeling of safety among the female population to improve open public space usage during the nighttime. The methodology is based on a specific analysis of the results of the survey conducted among users of the Sava Waterfront in New Belgrade, Serbia. The results of the research showed that artificial lighting has a significant impact on the overall open public space usage during the night through the spatial distribution of users and their subjective feeling of safety and comfort, as well as on the duration, frequency and manner of usage. This study has the potential to enhance planning and design practices related to outdoor lighting, facilitating a more active and inclusive utilization of open public spaces, consequently enhancing the overall livability of these spaces and their social sustainability

    Простор Природњачког музеја, предложеним архитектонским концептом постаје проточан за природу, а позивајући за посетиоце. Подизањем основног волумена музеја од тла, аутори увлаче простор природе у приступни плато и приземну етажу објекта. Али то подизање основног волумена је покренуто, структурирано кроз два нивоа, тако да гради динамику кретања али и артикулацију различитих садржаја доступних публици унутар јединственог просветљеног волумена улазног хола. Овим поступком, истовремено се отварају непрекинуте визуре на парк и окружење, које сваком кориснику омогућавају доживљај повезаности са природом. Мекана геометрија приступних стаза, приступних и улазних платоа, подигнутог волумена али и унутрашњих елемената структуре објекта говори о извесној пажљивости према контексту у коме се гради, о уважавању природе, природног амбијента и фрагилних баланса између грађеног и природног.     The scale of landscape

    When we say “the scale of protected area, territorial systems and landscape” we are using more or less only the terms used to describe territory, all of which include one physical element – space. Besides space, implemented in these terms we find another crucial element and that is culture. An event dedicated to a reflection between multiple levels included in the process of place development, administrators, scholars, entrepreneurs and active citizens on the prospects for sustainable innovation of the Monti Navegna and Cervia Nature Reserve, has put the focus of this contribution on understanding the human aspect of landscape and implementation of culture and ourselves in the natural surroundings and creating the semi artificial landscapes.     Ecological urban design: Concepts, approaches, education

    Ekološki pristup urbanom planiranju i dizajnu se danas sve više prepoznaje kao važna podrška razvoju održivih i otpornih gradova. Međutim, u praksi se „ekološki dizajn“ često interpretira i primenjuje na pojednostavljen način, usmeravajući se pre svega na ozelenjavanje zgrada i prostora. Na taj način se ne koristi puni potencijal veze između urbanog dizajna i ekologije, čije je razumevanje neophodno za kreativno delovanje u specifičnom problemskom i urbanom kontekstu. Ovo predavanje otvara pitanje znanja i veština koje su potrebne za primenu ekološkog pristupa u urbanom dizajnu. Svrha predavanja je da izloži i preispita osnovne koncepte ekološkog urbanizma i predstavi različite pristupe i tematske oblasti uspostavljanja veza između ekoloških izazova i dizajna gradskog prostora kako bi se omogućilo kompleksno razumevanje problematike. Na taj način se uspostavljaju i osnove za ekološku edukaciju budućih arhitekata i urbanista kojom se, pored usvajanja tehničkih znanja i veština, omogućava i razvoj ekološke svesti, pismenosti i načina mišljenja. Ovakav pristup edukaciji je ilustrovan prikazom procesa i rezultata rada na predmetu StudioM01U„Ekološki urbani dizajn“ Univerziteta u Beogradu-Arhitektonskog fakultetaEnhancing the sustainability and resilience of cities requires a shift in the approach to planning and designing urban spaces. An ecological perspective is essential in achieving this, yet it is often narrowly applied, focusing solely on "greening" objects and spaces. This fails to fully harness the potential of the relationship between urban design and ecology, which is crucial for addressing specific development challenges and the unique characteristics of each urban context. This lecture addresses the knowledge and skills required to effectively apply an ecological approach to urban design. It aims to introduce and discuss the basic concepts of ecological urbanism, as well as different approaches and thematic areas for integrating ecological considerations into the design of urban space. This broad understanding is essential for informed and effective action. On this basis, the ecological approach to architectural and planning education is established, which not only cultivates technical expertise but also helps students develop their ecological thinking and literacy.     Vertical Time in Arts

    Abstract: The paper sheds light on Gaston Bachelard’s concept of vertical time. The topic is elaborated in relation to intrinsic time by Étienne Souriau which concerns the plastic arts. It corresponds to the time operator formalism of complex systems whose defining feature is the existence of the intrinsic time operator. The complex system model is based upon statistical causality which occurs through inheritance in the vertical temporality. The model is derived for one-dimensional signals, but it iseasily generalizable to two-dimensional and three-dimensional ones. The aesthetics of verticality is shown to be significant for music, poetry, architecture and film as well

    Refurbishment of the existing multi-family housing stock from the period of post-war mass construction: spatial and energy benefits [predavanje po pozivu štampano u celini]

    The most represented multi-family housing stock within the cities of Serbia was built in the period from 1946 to 1970. 25% of the total multi-family stock of Serbia consists of buildings built in that period. This multi-family housing stock is at the centre of discussion due to its energy, functional and spatial-organisational obsolescence. Designed with the aim of providing apartments for as many people as possible in the short term, these buildings are characterised by small apartments, outdated and rigid spatial organisation, inadequate dimensioning of spatial units and small window openings on the facades. In addition, these buildings have a high energy consumption for heating. The subject of the research includes the analysis of the application of complex and integrated refurbishment by adding exoskeleton to existing multi-family buildings in order to achieve high energy effi ciency of buildings and increase the space of residential units, as well as improve vertical communications of buildings. The exoskeleton represents a spatial structure that is added to the existing building with the aim of spatial-functional and energy improvement. The paper will present various possibilities for the position of the exoskeleton on the envelope of the existing building, based on which it can be determined which spatial-organisational and functional characteristics of the existing building are being improved. Based on the predetermined typology of residential multi-family buildings, a classifi cation of possible positions of the exoskeleton on the envelope of each type of multi-family building will be made. The goal of the research is to review the advantages and limitations of exoskeleton application in different types of multi-family residential buildings and to determine the possibilities of improving the spatial-organisational, functional and energy performance of existing multi-family buildings by applying complex and integrated refurbishment using exoskeleton
