    Indeterminacy of Spatial Effects of Soft Power Architecture: Towards A Hypothesis of Untestability

    This paper investigates the indeterminate spatial effects of soft power architecture, with a specific focus on spatial sequestration in embassy buildings and its implications for urban environments. Security-driven architectural interventions often disrupt urban morphology and neighborhood dynamics, presenting challenges in quantifying their qualitative impacts. Drawing upon urban studies and resilience theory, the study proposes an analytical framework to explore the inherent difficulty in measuring these effects, highlighting how urban and cultural contexts adapt to spatial barriers. Furthermore, the paper examines implications for policy and design, advocating for approaches that balance security needs with urban livability goals. This interdisciplinary approach not only advances theoretical understanding but also offers practical recommendations for policymakers, urban planners, and architects. By optimizing the positive impacts of soft power architecture, such strategies aim to foster community resilience and enhance cultural exchange within urban settings, contributing to a more cohesive and sustainable urban environment

    Cultural Heritage as the Basis of Tourism Planning in Depopulating Regions: The Case of The Iron Gates, Serbia

    The Iron Gates on the Danube is the longest gorge in Europe. As such, it is primarily known by its natural beauty and scenery. Its size and special natural conditions have also influenced the creation and preservation of interesting places of cultural heritage and folk tradition and culture. The isolation of the Iron Gates as a difficult-to-access gorge divided between two countries – Romania and Serbia – has hindered the development and promotion of this region for many years, causing further extreme depopulation. However, in the last 15 years, better cooperation between the two countries and growing tourism along the Danube as an international river have increasingly revealed the cultural heritage of the gorge to foreign tourists. Spatial and urban planning in the Serbian part of the Iron Gates have significantly contributed to individual places of cultural heritage becoming destinations within this tourist region. This paper presents the positive and negative experience of planning in order to promote the given cultural heritage in this still depopulated region.Ђердапска клисура на Дунаву је најдужа клисура у Европи. Као таква, она је првенствено позната по природној лепоти и сценичности. Њена величина и посебност природних услова утицали су такође да се ту такође створе и очувају занимљива места културне баштине и народне традиције и културе. Изолованост Ђердапа као тешко приступачне клисуре подељене између две државе – Румуније и Србије – је дуго година ометала развој и промоцију датог подручја, узрокујући додатно и велику депопулацију. Међутим, у последњих 15-ак година са бољом сарадњом две државе и са све јачим туризмом дуж Дунава као међународне реке и културна баштина Ђердапа се све више открива страним туристима. Просторно и урбанистичко планирање у српском делу Ђердапа су у многоме допринели да појединачна места културне баштине постану одредишта у оквиру ове туристичке регије. У овом раду су приказана позитивна и негативна искуства планирања у циљу промоције дате културне баштине у овом и даље депопулационом подручј

    Environmental Literacy in the Context of Art Culture Education

    Environmental literacy represents the desired outcome of environmental education and is measured through four components — knowledge, environmental aff ect, pro-environmental behaviour, and cognitive skills. In research dealing with the prediction of desirable behaviours, the importance of effective relationships and attitudes towards nature is emphasized, as opposed to the small importance of environmental knowledge. The teaching of natural sciences, divided into separate disciplines and aimed at acquiring knowledge, often neglects the strengthening of the affective relationship towards nature. It is precisely in this place that engagement is needed within the teaching of art culture, which has the freedom and ability to easily communicate with the emotional aspect of our relationship to nature and to the destruction of nature. Through creative expression, it is possible to bring closer very effectively not only the beauty of nature, but also the extent of its suffering, and emphasize the effects of man's inadequate actions, but also to offer solutions. Art has the potential to warn, intimidate, and encourage, and in this sense, it is necessary to integrate the contents of art education with the contents of subjects covering environmental science contents, so that the overall educational contribution can aim to achieve effects on different components of environmental literacy. The research results confirm the effects of arts on the affective dimension of environmental literacy and the importance of these results is discussed in the paper. Creativity in finding solutions to existing problems must also be encouraged through the art culture teaching, purposefully connected with topics from other subjects, but also with the reality of environmental problems. In the end, the authors present suggestions on how the environmental literacy of students can be encouraged through art education.Ekološka pismenost predstavlja željeni ishod ekološkog obrazovanja i meri se kroz četiri komponente — znanje, ekološki afekat, pro-ekološko ponašanje i kognitivne veštine. U istraživanjima koja se bave predikcijom poželjnih ponašanja, naglašen je značaj afektivnog odnosa i stavova prema prirodi, nasuprot malog značaja ekoloških znanja. Nastava prirodnih nauka, podeljenih na zasebne discipline i usmernih na sticanje znanja, neretko zanemaruje jačanje afektivnog odnosa prema prirodi. Upravo na tom mestu potrebno je angažovanje u okviru nastave likovne kulture, koja ima slobodu i mogućnost da sa lakoćom komunicira sa emotivnim aspektom našeg odnosa prema prirodi i njenom uništavanju. Kroz stvaralački izraz moguće je vrlo efektno približiti ne samo lepotu prirode, već i razmere njenog stradanja, te naglasiti efekte čovekovih neadekvatnih postupaka, ali i ponuditi rešenja. Umetnost ima potencijal da opomene, da zastraši, i da podstakne, i u tom smislu, neophodno je sadržaje nastave likovne kulture integrisati sa sadržajima predmeta koji se bave ekologijom, kako bi ukupni vaspitno-obrazovni doprinos mogao da pretenduje da zaista ostvari efekte na različite komponente ekološke pismenosti. Rezultati istraživanja potvrđuju efekte likovnih umetnosti na afektivnu dimenziju ekološke pismenosti i značaj ovih rezultata diskutuje se u radu. Kreativnost u nalaženju rešenja za postojeće probleme takođe je nužno podsticati kroz nastavu likovne kulture, svrsishodno povezane sa temama iz drugih predmeta, ali i sa realnošću ekoloških problema. Na kraju, autori iznose predloge kako se kroz nastavu likovne kulture može podsticati ekološka pismenost učenika

    Reframing collaborative planning theory and practice

    Collaboration has long been a central tenet of planning theory and practice, grounded in ideals such as inclusionary participation, undistorted communication, and consensus-building through reasoned argumentation among diverse stakeholders. The common denominator of these ideas is understanding the essence of planning activity as extending beyond the tenet of instrumental rationality and the technocratic approach ingrained in the rational comprehensive planning paradigm to genuinely embrace democracy as a core value. This special issue aims to rethink and reframe how we conceptualise collaboration in planning. Issues of contested interests, dissenting voices, and polarised power geometries call into question the ability to achieve consensus or have an undistorted discourse. Diverse actors bring divergent knowledge systems, values, beliefs and agendas to the planning process. Hence, rather than adhering to idealised notions, this issue places an emphasis on the adoption of a more grounded perspective attuned to the complexities of actor constellations and socio-cultural contexts

    Today's Traces of Belgrade Between Two World Wars: Milutin Borisavljević’s Disappearing Architectural Heritage [abstract]

    Faced with contemporary environmental, social, political and economic challenges, architectural heritage of past centuries is the target of transformation and disappearance. The paper investigates the rapid disappearance of the architectural heritage created between the two World Wars on the example of the extremely large and valuable architectural work of the architect Milutin Borisavljević. Between 1927 and 1941, Milutin Borisavljević has built 123 buildings in Belgrade, of which 114 are examples of residential architecture that were made for private clients. Borisavljević's architectural oeuvre is recognized as a valuable cultural heritage that inherits the principles of academicism - where the French Renaissance style and classicism prevail, respecting the principles of Borisavljević's scientific aesthetics of architecture - the original aesthetic theory conceived by Milutin Borisavljević in the twenties of the 20th century. The main goal of the paper is to review the changes in the urban image of Belgrade today and in the time between the two World Wars - when Borisavljević built buildings at Neimar, Vračar, Stari grad, Senjak and Pašino brdo - forming authentic urban environments whose atmospheric essence still endures today. The fact is that many of Borisavljević’s beautiful houses built in these urban areas were demolished under the pretext that they were dilapidated buildings (low-rise buildings), and in their place were built high-rise buildings because of the economic profitability. In the last twenty years, more than 30 Borisavljević’s building were demolished, while on the other hand, their aesthetic beauty was the main reason behind the purchase of these buildings by the private individuals and public companies that renovated the buildings, but often not in accordance with the cultural heritage protection measures, and also neglecting the principles Borisavljević's scientific aesthetics of architecture. The paper discusses the irony and discrepancy of the ethical attitude of the architectural profession towards its historical cultural heritage, which is disappearing for various reasons, whether it is completely destroyed or transformed by the application of inadequate forms of reconstruction

    Infrastructural Landscapes: A Holistic View On Multi-Scalar Approach To Programming Unbuilt Environments [abstract]

    This research investigates and evaluates the relationship between physical infrastructures of the 20th century and the infrastructures of the 21st century, perceived as networks and data clouds, in the context of enhancing the quality of built environments. The conducted research investigates the paradoxical relation between the notion of infrastructure and landscape. Infrastructures connect and are networks of resources, production and commuting, whilst represent monofunctional hyper divisions - shifts in perception and movement of species, landscapes, environments, therefore habitats. The relational gap between the urban scale and its marginal spaces, existing as separate entities, positions infrastructural landscapes as territory in-between, and opens the discussion of its potential of future development. What is the possible added value to these utilitarian spaces to become places? The aim of this paper is to propose a research position that perceives infrastructural spaces as unbuilt environments with potential for contributing to urbanity through different models of programmatic physical augmentation. By observing various spatial contexts such as quarries and gravel pits and instrumentalizing elements of viaducts, railway infrastructure, drainage and sewage canal networks and electric grids, this research proposes a new methodological apparatus and offers a holistic view on multi-scalar approaches to tackling shifting environments. Standing in the intersection of landscape, infrastructure and scale, this interdisciplinary research attempts to contribute to the ongoing discussion on liveability, by proposing and evaluating a methodological framework of design research which reformulates infrastructural landscape as a sophisticated instrumental mechanism generating new forms of urbanity and social dynamics
