Дефинисање модела оцене исплативости планираних урбанистичких параметара стамбено-пословних зона Београда
Problem of non profitability realization of planned regulations occurs at residentialbusiness zones in Belgrade where approved urban plans are not in accordance with realestate market demands. Economic valuation of urban plan implementation is an assessment of investment in real estate. This dissertation investigates key aspects of property investment: structure, timeframe, critical path, costs and incomes. Urban parameters determine cash flow through the investment project phases. Profitability of cash flow is checked by static and dynamic methods. Results of checking confirm that urban parameters variation changes significantly the profitability of urban plan. The proposed model of profitability evaluation is defined on the basis of investment process. The model performance is examined on measuring subjects. The performed appraisals confirm that the model is applicable, as well at all levels, as for each particular case. Profitability evaluation model of urban parameters of residential-business zones in Belgrade is a system solution for checking planning decisions feasibility. The model can therefore be used as a tool for decision making in the planning process.Проблем недостатка исплативости реализације предлога планских интервенција се у стамбено-пословним зонама Београда јавља на локацијама где усвојени планови нису усклађени са потребама тржишта. Оцена исплативости инвестиције реализације предлога планских интервенција јесте оцена исплативости инвестиције у непокретност. У овој дисертацији истражују се кључни аспекти инвестиције у непокретност: структура, време реализације, критичан пут, трошкови и приходи. Урбанистички параметри одређују новчани ток кроз фазе инвестиционог пројекта. Исплативост новчаног тока проверава се статичким и динамичким методама. Резултати провере потврђују да промена урбанистичких параметара значајно мења степен исплативости предлога планских интервенција. Предложени модел оцене исплативости дефинисан је на основу тока инвестиционог процеса. Функционисање модела je проверено на мерним субјектима. Извршене провере потврђују да је модел применљив, како на свим нивоима, тако и за сваки појединачни случај. Модел оцене исплативости урбанистичких параметара стамбено-пословних зона Београда је системско решење за провере остварљивости планских одлука. Grad i arhitektura su uvek bili jasna manifestacija društvenih procesa, kao i aktuelnih potreba, vrednosti i imperativa koje je nametalo vreme. Sjedinjujući u sebi mnogobrojne aspekte ljudske egzistencije, forma grada i aktivnosti koje se u okviru nje odvijaju čine kompleksni proizvod prirodnih uslovljenosti, aktuelnih ideologija, kulturoloških odrednica, ekonomskih tokova i tehnološkog napretka. Upravo zato, grad predstavlja jedinstveni organizam koji simultano funkcioniše na više prostornih ravni - od nivoa kuće i parcele (kao osnovne jedinice), preko složenijih elemenata (ulica i blokova), do megalomanskih obuhvata savremenih konurbacija i urbanih regiona. Imajući u vidu da trenutno više od polovine svetskog stanovništva živi u gradovima, kao i da su 2011. godine Ujedinjene nacije procenile da će broj urbanog stanovništva do 2050. godine iznositi 9,3 milijardi, još jednom se potvrđuje ključna uloga gradova u nastanku i razvoju naše civilizacije - posmatrana i u pozitivnom, i u negativnom svetlu. Naime, nekontrolisano širenje gradova, priliv novog stanovništva, ali i intenzivno usvajanje urbanog načina života, doveli su do brojnih problema u različitim sferama vezanim kako za stanje životne sredine i socijalne tenzije, tako i za funkcionisanje urbanih sistema koji bi trebalo da obezbede bolji kvalitet života. Međutim, bez obzira na sve izazove kojima su gradovi bili izloženi kroz istoriju, oni su oduvek privlačili ljude, nudeći im jedinstveni skup intenzivnih iskustava koja omogućavaju visok stepen kulturne i ekonomske razmene, podstiču inovacije, ali često služe i kao okidač za turbulencije kojima se testira (ne)ravnoteža moći. Gradski prostor ima dvostruku ulogu u životu društva - kao poligon na kome se materijalizujurazličiteaspiracije,aliikaopozornica svakodnevnim aktivnostima, svečanim trenucima ili revolucionarnim promenama. Stoga arhitektura predstavlja i cilj i sredstvo pomoću koga se artikulišu ambicije, potvrđuje politička i finansijska snaga, promovišu poželjne vrednosti, uvode trendovi i kanališu tokovi života i neminovnih promena. Istovremeno, grad, arhitektura i društvo predstavljaju neraskidivu celinu koja definiše naše trajanje, prevazilazi ljudsku privremenost i trasira elemente budućnosti. Naravno, svaka faza urbanog razvoja ima svoje specifičnosti, ali je evidentno da grad, kao entitet, vremenom postaje sve složeniji. Tako savremena arhitektura i urbanizam, uslovljeni ubrzanim tehnološkim razvojem i novim društvenim očekivanjima, redefinišu postojeće koncepte i tipologije, ali i formiraju potpuno nove elemente gradskog prostora. Predstavljajući prvi korak ka upoznavanju fenomena grada, ovaj udžbenik je usmeren na dve glavne odrednice u njegovom postojanju - urbanu formu, preko koje doživljavamo okruženje, i procese, koji definišu i uslovljavaju odnose u samom gradu koji je njihov prostorni okvir. U prvom delu knjige posebna pažnja je posvećena fenomenu grada. Istorijska perspektiva osvetljava ključne trenutke koji su pratili nastanak i razvoj urbanih naselja, kao i bitne prostorne i funkcionalne elemente koji su rezultat društvenih okolnosti. Višestruka uloga gradova i mnogobrojna značenja koja naglašavaju njegovu ideološku, ekonomsku, ekološku, tehnološku, kulturnu i simboličku dimenziju biće takođe razmatrana u ovom segmentu teksta, posebno u kontekstu relacije grad - arhitektura. Na taj način će fenomen grada biti sagledan iz više uglova, u skladu sa prostornim i vremenskim odrednicama. Kontekst u kome grad nastaje, traje, menja se i/ili nestaje će biti detaljnije analiziran u drugom delu. Društveni, tehnološki i ekološki okvir se posebno naglašavaju i posmatraju u odnosu na elemente tradicije i inovacije, kao i njihovu (ne) ravnotežu i aktuelnu primenu. Forma grada, kao prva bitna karakteristika u proučavanju fenomena urbanog prostora, interpretira se u trećem delu udžbenika. Detaljnije se objašnjavaju komponente koje oblikuju identitet okruženja, kao i specifičnosti koje su rezultat realizovane arhitekture i gradskog života. U okviru ove celine su prikazani osnovni elementi gradskog prostora karakteristični za tradicionalni i savremeni grad, kao i elementi koji se redefinišu ili tek nastaju. Procesi koji utiču na transformaciju gradske strukture predstavljeni su kroz tri osnovna vida intervencija - nove gradove, urbane segmente i inicijative formalnog i neformalnog karaktera. Na taj način se jasno vide zakonitosti i trendovi koji utiču na promene u gradskom prostoru i urbanom društvu, dok se prati i njihov intenzitet i dinamika. Poslednja celina udžbenika je posvećena budućnosti grada i arhitektonskim vizijama koje su od uvek bile odraz aktuelne situacije i društvenih kretanja. Razmatraju se novi nivoi percepcije i funkcionisanja urbanog prostora, bazirani na upo- trebi savremenih tehnologija koje brišu granicu između materijalnih i elektronskih tokova. Isto- vremeno, arhitektura se stavlja u kontekst najnovijih imperativa razvoja koji potenciraju apsolutnu dostupnost, fleksibilnost, energetsku efikasnost i novu estetiku. Usmeravajući svoje poruke na razvoj ekološke svesti, savremeni gradovi definitivno predstavljaju značajan medijum koji direktno utiče na buduće generacije. Sledeći iskonsku potrebu čoveka za opstankom i zaštitom, gradovi nastavljaju da prilagođavaju svoju formu izazovima koji dolaze. Ipak, ostaje pitanje da li će svemoguća tehnologija nastaviti da širi granice urbanog sveta ili će novi procesi kreirati potpuno drugačiji tip urbane egzistencije, zasnovane na idejama koje tek dolaze
Rekonstrukcija i enterijer stana na Novom Beogradu [BAB 2017] [prikaz - izvedeno autorsko delo]
Projekat je nastao kao rezultat potrebe korisnika da povećaju životni prostor nakon proširenja porodice. Bračni par, zadovoljan krajem grada u kojem živi, želi da ostane u istom objektu, pa se odlučuje da kupi susedni stan, identične organizacije ali "u ogledalu". Koncept projekta se tako razvija u pravcu pronalaženja mogućnosti da se povežu dve identične autonomne celine. Rigidnost zatečenog konstruktivnog sklopa (konstruktivni zidovi od betona su na rastojanju 3m i 3.6m) uslovljava da veze budu konstruisane minimalno i tačkasto ali tako da pronađu najduže vizure koje daju utisak povezanosti i prostornosti. Pronalaženjem najdužeg pravca koji može da poveže dva nekada odvojena dnevna boravka, dečiju sobu, kuhinju i terasu, postignut je kompleksan linearan prostor koji ostvaruje pravac neprekinute vizure i kretanja u dužini od bezmalo 20m.
Materijalizacijom prostora težilo se konstuisanju svežeg i laganog životnog okvira. Svi prostori za odlaganje su od belog medijapana, objedinjeni u pravce jednostavnih formi, čiste i pregledne. Kontinuitet je ostvaren i materijalizacijom elemenata. Dugačka polica i linearni pult ispod prozora koji povezuju nekada odvojene dnevne boravke prave hrastove poteze/pejzaže. Drveni pultovi se nastavljaju ka kuhinji, terasi i dečijoj sobi dosledno povezujući sve segmente stana. Svi elementi nameštaja osim trpezarijskog seta, sofa i stolica, projektovani su i izrađeni namenski za ovaj projekat.Napomena administratora: Po odluci Fakulteta, naziv dela definiše autor. Food tourism concept - creating synergy between urban and rural places - case study of Maglič, Serbia
Food tourism is being seen as one of the fastest growing industries over the second half of the twentieth century (e.g.
Saeter, 1998; Smith, 1988) and a key support for the rural development. In declining rural areas, food tourism is often
seen as an additional economic activity and a method of retaining rural regions (Font and Ahjem, 1999). Urban-rural
connections are important for poverty assuagement, sustainable rural land use and balanced territorial development
in general. Additionally, strong bonds can improve the overall living conditions and employment chances for both
rural and urban areas (Tacoli, 1998, 2003; Rosenthal, 2000). The primary purpose of this study is to foster
relationships between urban and rural areas by developing a concept proposal for food tourism, through the........ at the Faculty of Architecture, University of Belgrade. The proposal was
created during the two theoretical and project-based courses, focused on the sustainable planning and design in the
natural environment. The location chosen for the project is a medieval fortress ..... with its surroundings, located
in the gorge of Ibar, 20 km south of the city of Kraljevo. Having lost its primary function, the site is nowadays poorly
visited. This problem is seen as a challenge to reinvent the urban/rural landscape and create an attractive ambient
which relates to the revitalised historical site. As a result, the specific concept of food tourism called “slow food” is
developed, both based on tradition and modern values, further elaborated through the planning proposal and urban
design project. Following the specific planning and urban design methodology, the extensive research is drawn upon
mostly primary and secondary sources, including analysis of urban plans in different scales, comprehensive literature
review, as well as cooperation with local authorities and institutions. The full purpose and value of the proposal are
confirmed by the city government of Kraljevo and several city agencies and institutes, as the proposal initialized the
discussion and revival of the ideas for the important but forgotten historic place and its rural background
Integration of solar thermal collectors into the building envelope of the multifamily housing building in Belgrade
Application of solar thermal collectors as one of the modern architectural concepts, which are based on reduction of
energy consumption in buildings and the use of solar energy as a renewable energy source, give the new and
significant role to the roofs and facades that become multifunctional structures. The purpose of this paper is to show
different design solutions and benefits of integration of solar thermal collectors into the envelope of multifamily
housing building in Konjarnik settlement, Belgrade. Considering complexity of integration of active solar systems, the
following aspects of integration of solar thermal collectors are discussed: energy, architectural and ecological
aspects.
Hypothetical models of integration of solar thermal collectors into the existing building envelope are created in order
to reduce energy demands for water heating, and thus reduce CO2 emissions.

Dilemmas and Problems in Active Reuse of Belgrade Industrial Architecture - The Case Study of the Sava River Area
Exploration of possibilities of protection, rehabilitation and envision of sustainable
strategies for development of industrial areas and buildings are important topics which
have dominated in the sphere of theoretical and practical work in the field of protection of
industrial heritage in the last decades. The focus is not only on their physical protection but
also on the broader issues related to the contemporary reuse as places with cultural and
tourism potentials. That is important for urban and economic development of the industrial
areas, but that need to be in accordance with preservation of integrity and authenticity of
the place.
In the last decades, development of Belgrade has had a negative effect with regard to the
industrial heritage built in the late 19th and early 20thcentury. The lack of understanding
of preservation of elements which possess technological value as evidence of a certain
level of development of technological culture as well as intangible heritage connected to
the life and labour of workers is observed as the foremost problem. In order to stop this
tendency and demonstrate a will to achieve further sustainable development, it is necessary
to redefine the approach to the protection of Belgrade industrial zones, creating a new one
for urban and spatial planning, taking into account all the values, tradition, authenticity
and identity. With provided reconstructions and inadequate changes in the city industrial
zones, particularly along the Sava River bank, the historical cityscape, with its characteristic
morphology and typology, is gradually fading away.
A more active cooperation between Serbia and The International Committee for the
Conservation of the Industrial Heritage (TICCIH) as well as the ratification of The Nizhny Tagil
Charter for The Industrial Heritage (2003) would definitely contribute to a better approach
to the preservation of authenticity and integrity of industrial complexes within their
repurpose and changes demanded by new, contemporary features, so that national and
local institutions could take upon themselves the obligation to follow certain procedures and
approaches in the protection of industrial heritage
Serbia: Current Risk in Heritage Protection
The important political and social changes in Serbia in the early
21st century started a process of democratisation, establishing
closer ties with Europe, which contributed to intensified efforts
for ratifying international conventions in the field of heritage protection
and management from 2007 onwards.1 However, despite
positive efforts, the protection and preservation of the cultural
heritage in Serbia still show signs of a transitional phase with
many of the general problems well-known in the former Eastern
European countries, as well as specific conditions which are the
result of recent political conflicts in the region, presenting a risk
to the preservation of heritage. In addition, the cultural heritage
in Serbia is also exposed to quite specific risks connected with an
extremely acute economic crisis, which marked all activities of
the heritage protection service during the 1990s. This is reflected
in the problems of collaboration between official institutions and
civil organisations. A crucial problem is non-compliance of the
current Law on Cultural Properties from 19942 with international
recommendations, and there is an urgent need to revise this act..
Square of Orthodoxy, Derventa, BiH [Landscape Architecture Exhibition 7]
The Square of Orthodoxy (Trg Pravoslavija) is situated in the center of Derventa in Bosnia and Herzegovina. In the past, before the war in Bosnia and Herzegovina, there was a park with a bistro and terrace. It was a meeting place, to enjoy the beautiful park ensemble. The total area of the Square is 4000m², of which more than 40% is covered by green surfaces and more than 60% is under permeable surfaces. The project respected an urban context, urban fabric and all client requirements. The problem of large deleveling of the Square (more than 7m) is solved by the cascading. The basic idea of designing the Square of Orthodoxy in Derventa is guided by the collective memory of the place in terms of reminiscences of the past. The main reference for the design of the Square is in the fresco painting in the Orthodox Church and cubism landscape design.Трг Православља се налази у центру места Дервента у Босни и Херцеговини. У прошлости, пре рата у Босни и Херцеговини, на том месту постојао је парк са бистроом и терасом. Некада је то било место сусрета и време уживања у прелепом парковском ансамблу. Укупна површина трга је 4000m², од чега је више од 40% покривено зеленом површином и са више од 60% пропусних површина. Пројектом су поштовани урбани контекст, урбано ткиво и сви захтеви клијента. Проблем велике денивелације Трга (више од 7м) решен је каскадно и рампама. Основна пројектантска идеја за Трг Православља руководила се колективним сећањем у односу на ово место из прошлости. Open spaces reconsidered: The case study of New Belgrade’s super-blocks 37 and 38 [abstract]
The development of the municipality of New Belgrade, initiated in the post-war period, was based on the functional city concept. However, its planned center has never been built and the only areas that could be defined as a central zone nowadays are the riverbanks of Sava and Danube, as well as newly developed or reactivated commercial and business centers (shopping malls - Old Mercator, Piramida, New Mercator, Delta City, Ušće and the business center Airport city).
Simultaneously, at the neighborhood level, the open space of super-blocks is used for the formation of various meeting and gathering community places (hereinafter local community places). Considering these changes, the paper focuses on the transformation of activities conducted in the super-block’s open spaces until today, as well as on the development tendencies based on the placemaking process and the place attachment theory, both related to the spatio-social dimension of local community places and their importance. The paper will present two case studies which belong to the administrative local community Old Airport - the residential super-blocks 37 and 38, planned during the 1960s and built in the 1970s. In the contemporary context, they started developing different typologies of local community places.
The analysis will provide an insight into their development and the typology of local community places will be established, based on the current observations. Finally, the systems of activities will be compared in order to define the diversity of local community places which simultaneously developed
