    System of community centers in superblocks: comparative analysis of Rome and Belgrade cases

    As the critique of the functionalistic planning indicated (Jacobs, 1961; Alexander, 2002-2005; Gehl, 2011), open spaces of superblocks are characterized by enormous proportions of spaces, monotony and lack of place identity. But within them, there is also a potential for improvement of local community quality of life through establishing the system of places for community gathering (hereinafter community centers). The objective of this research is to determine an adequate methodology for analyzing eligibility of the physical structure of open space through connections between community centers for their improvement. Superblock in Rome and Belgrade emerged from the same planning approach, but during the time they have developed different systems of functioning. In this research, they are compared through the two cycles of analysis. Potential zones of superblocks emerged from overlapping the General plans before and after World War II. After that, their governing levels were compared and historical facts of superblock development were highlighted. The second cycle of comparative analysis, after consulting the theories (Jacobs, 1961; Whyte, 1980; Alexander, 2002-2005; Gehl, 2011), is examining open spaces and community centers of superblocks from the aspects of the shape of the accessible space area, the presence of positive place elements (seats, natural elements and street) and connectivity of community centers. Overlapping those analyses produced schemes, inspired by Alexander’s Hulls of open spaces, which represents an accessible open public space that is connecting different kind of community centers. These schemes could be a useful tool for further analysis of the superblock system of community centers in order to improve them

    In order to provide a solution to the complex program requirements that demanded integrating different programmes and using all of the site potentials, the starting point of the project was to evaluate the existing architectural elements. This led to the demolishion of the building in Carice Milice Street and the Tax Administration building in Zeleni venac Street, in order to provide enough space for three independent but interconnected programmes. Garage building with 529 parking spots is designed in place of the existing building in Carice Milice Street with an extension in the backyard. The garage building retains the same street regulation as the existing building and provides car, bicycle and pedestrian access to the building from Carice Milice Street. Tax administration building in Zeleni venac Street is partly demolished, reconstructed and intended for an apart-hotel programme, with the same street regulation but with a different floor plan towards the backyard. Part of the existing building façade is retained as a significant motive for the hotel entrance and as a representation of the architectural heritage and of the Belgrade façades craftsmanship. Hotel design offers a variety of room types different in structure and area – studio, apartment and suite, and orientation – towards the street or towards the backyard (semi-atrium). Balkan Eco-Centre office building is located in the reconstructed building between the garage and the hotel, completely retaining the original construction system, together with basement rooms and foundations. The design idea is based on a tripartite scheme – dividing the entire volume into three parts: base, shaft and cap. The base represents a unifying element of all volumes that extends along the first floor and fits into the street regulation and the context of the built environment. From the common base three separate shafts arise, reflecting the inner functions of the buildings. At the top of the highest shaft, in the Eco-Centre building, a cap is formed along the last two floors, which again reflects a programmatic change but also emphasizes the most dominant spatial volume

    Notes on the development of the urban heritage management concept in contemporary policies

    This paper seeks to present an overview of the development of the urban heritage management (UHM) concept by analysing documents from key international organisations in this field. The period 1964-2011 is deemed to have been marked by a paradigm shift in the discipline of conservation. Over the course of the last decade, the discussion has been focused on the development of the historic urban landscape (HUL), a concept that incorporates principles of conservation into the integral urban planning framework. However, it seems that the gap between conservation and development is yet to be bridged in practice. The first part of the paper briefly outlines the most important theoretical thought in the fields of conservation and urban planning that contributed to the development of the urban heritage (UH) concept in the 20th century. The second section reviews the UHM policies presented in documents, with an emphasis placed on the roles of particular stakeholders in the process. This paper contributes to overviewing the key aspects of contemporary UHM policies and highlighting perspectives for its future development

    Novel approach to group multi-criteria decision making based on interval rough numbers: Hybrid DEMATEL-ANP-MAIRCA model

    This paper presents a novel approach for treating uncertainty in the multi-criteria decision making process by introducing interval rough numbers (IRN). The IRN approach enables decision making using only the internal knowledge incorporated in the data provided by the decision maker. A hybrid multi-criteria model was developed based on IRN, and demonstrated using the example of the bidder selection process in the state administration public procurement procedure. The first segment of the hybrid model deals with the rough interval DEMATEL-ANP (IR'DANP) model, which enables more objective expert evaluation of criteria in a subjective environment than the traditional/crisp approach. In the second segment, the evaluation is enabled by applying the new rough interval MAIRCA method, which introduces mathematical tools and shows high stability concerning changes in the nature and characteristics of the criteria. The results of the hybrid IR'DANP-MAIRCA model were analyzed using 36 scenarios of sensitivity analysis, which showed high stability of the results.     Aesthetics and perception of mobile reality: architectural prospective

    This article discusses a possibility that the notion of mobile reality, as theorised by a few important philosophers at the beginning of the twentieth century, and contemporary architectural ideas, could be complementary according to dynamic characteristics of aesthetic perception and experience. This, at first glance odd statement, could be justified by the relative similarity that philosophical and architectural ideas at the beginning of the twentieth and the twenty-first century expose through fundamental characteristics of their appearance. As a matter of fact, dynamic sensations are the essential values of avant-garde understanding of architectural and urban design, and the nation of mobile reality is one of its fundaments. These ideas could be applied on diverse design approaches and dynamic aesthetic sensations of contemporary architecture

    Comparative review of the risk assessment quantitative models for public open spaces lighting design optimisation

    The key focus in the paper is on the presentation of the risk assessment model in the optimisation design process by establishing the link between the various phases that result in the successful project implementation. Through the comparative analysis of the quantitative risk assessment models a number of impacts on the design process are shown which occur in different project phases. This approach has proved the RAKA model (Risk Analysis by Key-factors Assessment) to be the most adequate mathematical model for the assessment of the risks on the project goals in the optimisation process of the development of the products for the accomplishing lighting of the open public spaces. The particularities of the model are best described by the predetermined criteria which contribute to the optimisation of the design process through the quantitative analysis of the project risks, according to the predetermined project goals sets. The influence of the risks on the project goals are shown by mathematical formulas in which the criteria of the design team are taken into account, leading to the efficiency improvement and enhancement in the implementation phases of the project

    Monitoring implementacije strategije razvoja - primer Pančeva

    This paper is the result of the research project carried out as part of the Master program Integral Urbanism at Faculty of Architecture, University of Belgrade. The main focus of master's thesis was 'Instruments for Governing Integral Urban Development'. In year 2016, polygon used to create a master projects was the territory of the City of Pančevo, a development framework was: 'City Development Strategy of Pančevo for the Period 2014-2020'. Considering issues and potential improvement opportunities of the city, after research and analysis, we have chosen the research theme 'Implementation Monitoring of City Development Strategy - The Case Study of Pančevo'. The paper outlines the broader framework of urban development management to understand the implementation of new instruments of urban governance in local context of the City of Pančevo. The focus is on instruments that improve process of the monitoring of implementation of local development strategies - human resources, financing, institutionalization and participation. The results of this master project relate to the proposals for improving monitoring of the implementation strategy, including the manner and structure of reporting, establishing a team to implement the strategy as a permanent body, linking funding strategy with the program budget of the city and improving public participation and transparency in decision-making in the process of implementing the strategy. Results are derived from the research presented in this paper, and listed for better overview and operationalization issues in a local context. The focus of this work is on understanding the capacity of institutionalization of changes in the domain of urban governance in the local context in Serbia.Ovaj rad je razultat istraživačkog projekta u okviru Master programa Integralni urbanizam na Arhitektonskom fakultetu Univerziteta u Beogradu. Osnovna tema master teze bila je Instrumenti upravljanja integralnim urbanim razvojem. Poligon za izradu master radova 2016. god. bila je teritorija Grada Pančeva, a razvojni okvir Strategija razvoja grada Pančeva za period 2014-2020. Nakon istraživanja, analiza i sagledavanja problematike i potencijalnih mogućnosti unapređenja, opredelili smo se za temu Monitoring implementacije Strategije razvoja - primer Pančeva. Kako bi se bliže objasnila primena novih instrumenata upravljanja urbanim razvojem, na primeru Pančeva sagledan je širi okvir upravljanja urbanim razvojem u lokalnom kontekstu. Fokus je na instrumentima kojima se unapređuje monitoring implementacije strategije lokalnog razvoja - ljudski resursi, finansiranje, institucionalizacija i participacija. Rezultati master projekta se odnose na predloge za unapređenje monitoringa implementacije strategije, uključujući način i strukturu izveštavanja, uspostavljanje tima za implementaciju strategije kao stalnog tela, povezivanje finansiranja strategije sa programskim budžetom grada, unapređenje participacije javnosti i transparentnosti odlučivanja u procesu implementacije. Rezultati su proistekli iz istraživanja prikazanih u ovom radu, a navodimo ih radi boljeg sagledavanja i operacionalizacije teme u lokalnom kontekstu. Akcenat je na razumevanju kapaciteta za institucionalizaciju promena u domenu upravljanja urbanim razvojem u lokalnom kontekstu u Srbiji
