    Place-based urban design education for adapting cities to climate change

    Climate change and its impact on human settlements create a new context and purpose of urban design education. It asks for new knowledge and skills, but most of all it changes the way in which we think about the future of cities and about our capabilities to shape it. Future urban designers should be prepared to work in the world they can’t totally control, in which resilience and adaptation are becoming the key words. We argue that this shift in the mind-set and professional capabilities cannot be done in one single urban design class or studio (nor only in the field of urban design as part of architectural education), but needs continual and evolving development of knowledge and skills, as well as possibilities to explore different learning and design approaches. At the same time, though climate change is a global problem, it needs local and place-based responses if urban resilience is to be achieved and sustained.In this paper we presenttwo models of urban design education and discuss their capacity to integrate climate adaptation issues into the process of architectural education. These educational models were developed at the University of Belgrade Faculty of Architecture for two different levels of higher education, at bachelor (“Sustainable urbancommunities studio”) and master of architecture (“Ecological urban design studio”) levels. Both models were developed under the theoretical framework of place-based education, but apply it in different ways in relation to purpose, focus, methods and expected learning achievement

    A New Regulatory Framework as both an Incentive and Constraint to Urban Governance in Serbia

    This paper aims at critically re-assessing the new regulatory framework for public policy governance in Serbia, a structure of crucial importance for urban governance. Public policy regulation is a key objective of Serbia’s Regulatory Reform and Public Policy Improvement Strategy, 2016-2020. The first measure envisaged under the Action Plan to implement this Strategy is the creation of a common legal framework for governing public policies through the enactment of a Planning System Law. Its purpose is to govern the planning system by: (a) defining mechanisms for the adoption and mutual alignment of public policies; (b) establishing instruments to direct public policies and linking policymaking with budgeting; and (c) formalising the currently informal planning practice and integrating it with formal planning in all areas of public policy in Serbia. In the absence of an appropriate regulatory framework, Serbia’s current practices in urban governance have caused a proliferation of mutually unaligned documents and uncoordinated actions by stakeholders at various levels of government, resulting in the unsustainable use of resources and the generation of spatial conflicts. The proposed Planning System Law marks an advance in the understanding of the role and purpose of the public sector in urban governance in line with the concept of sustainable development and the requirements of European integration. This paper will review this Law proposal as a new legislative framework, which ought to contribute to the establishment of system and a system governance model. Therefore, the structure of the system, regarding its elements and their mutual relations, will be analysed with reference to systems theory and the model for the governance of the development process. After omissions were identified in the consistency and integration of the proposed solutions, recommendations to improve the system and its management were developed in line with the contemporary concept of good governance

    Serviceability criteria for design of timber floors

    This paper summarizes current regulations for comfort assessment of structural vibrations of timber floors in Europe and main design practices of timber floors on this aspect among the European countries. For building design, human activities are the most important internal sources of vibration in timber floors. The daily human activities such as walking, jumping or running on the floor may lead to an uncomfortable feeling to the users when magnitudes of the vibration are uncontrolled. Comparisons of vibration serviceability criteria for design of timber floors among the European countries were conducted and the recommendations on vibration serviceability design of timber floors are proposed

    Land use and master planning under the pressure of informal city growth: case study of Belgrade

    Sustainable land use and integrative, comprehensive, and implementable master planning remain some of the most important aspects of sustainable urban planning today. At the same time, one of the most challenging tasks for the cities of developing countries is managing informal city growth. Bearing in mind these conditions and challenges, significant both in theory and in practice, the chapter focuses on their mutual influence and impacts in international and Western Balkans context, as well as in the Serbian capital. The aim of the review is to bring attention to the actual problem of unregulated informal settlements in Serbia and Belgrade, while suggesting the means and measures for its treatment within sustainable land use planning. The chapter gives insight into the importance, actuality, and general characteristics and challenges of sustainable land use planning, as well as the general overview of the growing informal settlements in developing countries and in the Western Balkans. The core of the research describes the main characteristics of Belgrade’s land use planning on the one hand, and the growth of informal settlements on the other, seen as parallel, sometimes excluding, sometimes supporting processes, over the last four decades and their impact on the city development. The chapter concludes by offering the answers to the following research questions: what is the relation between the informal city growth and land use/master planning? What kind of effects do unregulated developments have on land use and master planning and vice versa? Finally – what are the feasible, sustainable solutions within the contexts of both Belgrade and Serbia

    Smart, Resilient and Transition Cities: Emerging Approaches and Tools for Climate-Sensitive Urban Development starts with a presentation of three widespread Urban Metaphors, which are gaining increasing attention from urban planners and decision-makers: Smart City, Resilient City and Transition Towns, being all of them focused on the need for enhancing cities’ capacities to cope with the multiple and heterogeneous challenges threatening contemporary cities and their future development and, above all, with climate issues. Then, the Authors provide an overview of current large-scale and urban strategies to counterbalance climate change so far undertaken in different geographical contexts (Europe, United States, China, Africa and Australia), shedding light on the different approaches, on the different weights assigned to mitigation and adaptation issues as well as on the main barriers hindering their effectiveness and translation into measurable outcomes. Opportunities and criticalities arising from the rich, ‘sprawled’ and ‘blurred’ landscape of current strategies and initiatives in the face of climate change pave the way to a discussion on the lessons learnt from current initiatives and provide new hints for developing integrated climate strategies, capable to guide planners and decision makers towards a climate sensitive urban development. Smart, Resilient and Transition Cities: Emerging Approaches and Tools for Climate-Sensitive Urban Development merges a scientific approach with a pragmatic one. Through a case study approach, the Authors explore strengths and weaknesses of institutional and informal practices to foreshadow innovative paths for an adaptive process of urban governance in the face of climate change. The book guides the reader along new governance paths, characterized by continuous learning and close cooperation and communication among different actors and stakeholders and, in so doing, helps them to overcome current ‘siloed’ approaches to climate issues

    Reafirmation of natural and current values by planning and construction system of visitor centers

    Abstract: Visitor centres are mandatorily info-promotional facilities, often focused on service and accommodation, and less often on research and education, and which should satisfy different needs of a specific natural or artificially created area by means of a narrower or wider range of different activities. They are very important as special purpose points for development of a tourist offer in a specific wider area, but also as marketing and promotional markers for popularization and attractiveness, i.e. “new recognisability” of individual locations in a more narrow spatial sense. As modern benchmarks, they can use their functionality and design symbolism to become important generators of development and increase the number of visits to rural areas, where specific sites are most often located.Rezime: Vizitorski centri su obavezno informativno – promotivne, često uslužno – smeštajne, a ređe istraživačko - edukativne celine, koje svojim manjim ili većim skupom sadržaja treba da zadovolje različite potrebe određenog specifičnog prirodnog ili stvorenog područja. Veoma su bitni kao punktovi posebne namene, za razvoj mreže turističke ponude određenog šireg područja, ali i kao marketinško – promotivni markeri za popularizaciju i privlačnost, odnosno „novu prepoznatljivost“ pojedinih lokaliteta u užem prostornom smislu.     U drugoj polovini XX veka najveća zasluga u istraživanju i popularizaciji arhitekture srednjovekovne Srbije, na osnovama koje je postavio francuski vizantolog Gabrijel Mije, nesumnjivo pripada knjizi Aleksandra Deroka Monumentalna i dekorativna arhitektura u srednjovekovnoj Srbiji, naučno popularnoj monografiji i univerzitetskom udžbeniku koji je imao tri sukcesivna izdanja (1953, 1962. i 1985). Pažljivije čitanje Derokovog tekstualnog i vizuelnog narativa otkriva ne samo niz modifikacija izvorne mijeovske sheme, već ukazuje i na širi društveni značaj i ideološku instrumentalnost srednjovekovne arhitekture u kontekstu nacionalnog pitanja u socijalističkoj Jugoslaviji. U radu se razmatra Derokov odnos prema pitanjima naciionanog identiteta, etnogeneze i politogeneze u dvostrukom interpretativnom kontekstu humanističkih nauka u socijalističkoj Jugoslaviji i ideologije bratstva i jedinstva. Pri tome teza o instrumentalnosti istorije arhitekture u građenju dijalektičkog odnosa između inkluzivnog slovenskog i ekskluzivnih partikularnih identiteta jugoslovenskih naroda u istorijskoj perspektivi predstavlja osnovnu interpretativnu platformu ovog rada

    Предложено решење представља синтезу наслеђа и савремених елемената који стварају просторно-обликовну симбиозу. Старо и ново се, у оквиру датог простора ``Старе чаршије`` преклапа и међусобно интегрише, како у погледу визуелних карактеристика тако и у погледу особености новонастале просторне анатомије. Наслеђени, постојећи потенцијали места се надограђују новим вредностима, истичући међусобно, своје најбоље особености; савремени елементи представљају просторне регулаторе који, ослањајући се на предности постојећег стања, унапређују просторну ситуацију предметног захвата. Пласирањем нових склопова у постојећи простор, конотира се феномен урбанистичко-архитектонске доградње као градитељски чин највишег нивоа; тиме се потврђује виталност једне средине, исправност њеног функционисања и континуитет њеног развоја као насеља. Синтезом старог и новог успоставља се нов идентитет места утемељен на присутном, постојећем наслеђу и његовој доградњи на принципима изворне традиције дотичног места. Окосница нове просторно-обликовне структуре дела ``Старе чаршије`` је трем – стоа – елемент којим се артикулише предметни простор и дограђују његови постојећи потенцијали.     A Modification of the Random Curds Model by Markov Chain as a Design Tool in Architecture

    The procedure of generating fractal rhythm in architecture with the help of the random curds model proposed by Carl Bovill had its limitations in practice, related to the number of possible states of architectural elements. Namely, the binary relation: "survives" – "does not survive" between the model units was directly transferred to relationships of architectural elements, which, consequently, can be only in one of these two possible conditions: "this one exists - that one exists". Authors of this paper, in their effort to overcome the aforementioned limitation, in addition to the cell that does not exist, suggest the existence of not only one, but of several different "living cells". The suggested procedure is interpreted as a Markov chain with several states, through several scales. This way, the authors created a modification of the random curds model in this paper, within which they achieved an arbitrary predefined, finite or countable infinite set of states
