Standing Conference of Cities and Municipalities SCCM made an effort within the project of professional support to local municipalities in Serbia to provide the practical manual for preparation of urban plans. The document was a result of cooperation of both practitioners and planners working in local authorities who analyzed possibilities for efficient preparation of high quality urban plans, as instruments for development, managing the building land, provide conditions for the higher life quality of local population, support and protection of local resources. Except the common practical challenges that municipalities meet in the actual legal framework and the possible solutions, this practicum opens theoretical basis of planning, the relations between the strategic and operational planning globally and locally and rationales for the constant engagement of local administration in all phases of urban planning. Lessons learned from the broad Belgrade planning experience and the local knowledge related to particular topics shared in this project could be the important contribution to the planning regulation reform process in Serbia and the whole Region.
Vidovdanski hram Ivana Meštrovića, stvaranje Jugoslavije i paradoksi nacionalizma

Potentials of the Belgrade Industrial Heritage in the Context of Tourism Development
The Belgrade Waterfront area along the Sava and the Danube rivers has a large number of abandoned industrial buildings that have significant values that need to be preserved and revitalized. Some steps in this direction have already been made and some industrial buildings represent significant premises in the tourist offer of the city. There are also listed cultural and historical units of outstanding and great value, such as the Belgrade Fortress and Kosančićev venac, which are the main element of historical and cultural identity of town are also important potential for the future positioning of the city of Belgrade as European tourist top destination.
In the last decades some development projects has had a negative effect with regard to the industrial heritage of Belgrade and the historical cityscape, with its characteristic morphology and typology, is gradually fading away. In order to stop this tendency and demonstrate a will to achieve further sustainable development, it is necessary to redefine the approach to the protection of industrial zones, creating a new one for urban and spatial planning, taking into account all the values, tradition, authenticity and identity.
The paper will analyse possibilities to comprehend the problems of the city industrial heritage protection, its historical and urban context, its genesis and cultural and architectural values. Furthermore, possibilities of different approaches in presentation and modern utilization of the abandoned and ruined Belgrade industrial heritage will be investigated, in order to improve tourism development. Its specific cultural values and character have been taken as the basis of its future preservation and presentation as important cultural heritage and the part of the city identity and historic cityscape. In planning practice regeneration is most often driven by economic interests, while preservation of meaning and memory of place are neglected.
In the present tourist offer of Belgrade the Savamala area was profiled as the top city's nightlife destination. The Beton Hall area, as well as many other old industrial buildings and warehouses, are quickly and spontaneously transformed into galleries, restaurants and hostels for young people. With the accelerated realization and construction of the "Belgrade on the water" project, a political paradigm of today economic grow of Belgrade, the Savamala spaces become too expensive to rent and the alternative independent cultural scene and tourist offer are forced to move on the Dorćol and Danube coast areas. The focus of analyze will be on the contemporary proposals for reactivation of Belgrade Waterfronts and its implementation. The question is: How the tourism market trends affect the cultural heritage protection policy and whether processes of industrial heritage reuse should be spontaneous or imposed
Greening as an Approach for Urban Renewal of Shrinking Cities
Nowadays, many European, American, and Australian cities are faced with the problem of shrinkage, manifested through demographic decline, economic loss and perforation of urban tissue. In the face of the shrinkage process, there are many challenges that cities and planning faced with. This paper presents „greening“ as a new approach for urban renewal of shrinking cities. Through the review of the greening models implemented in developed countries, the paper examines "greening", understood as a tool for the improvement of the quality of built, natural, and living environment, i.e. an opportunity for qualitative changes within these retired cities regarding their chances of recovery and success. Lessons learned from these examples offer guidelines and recommendations for the reframing of urban planning in the context of Balkan shrinking cities
Promena uloge demografskog opadanja u istraživanju urbanog opadanja
Demographic decline is traditionally considered as the most prominent indicator of the globally presented phenomenon of urban shrinkage. However, in-depth research of this phenomenon implies that the demographic indicators cannot be simply positioned as consequences. Some of them are more the causes of urban shrinkage and the third ones have the features of both of them. The aim of this paper is to present the current knowledge regarding the role of demographic decline in the phenomenon of urban shrinkage. In accordance to the aim, the paper results with the better determination and categorisation of the main demographic indicators in this currently widespread phenomenon.
predstavi trenutna saznanja o ulozi demografskog opadanja u pojavi urbanog opadanja. U
demografskih pokazatelja u ovoj danas raširenoj pojavi
Cultural Heritage and Strengthening of Local Image: Golubac in Iron Gates Region, Serbia
During the last several decades, the nature of tourism has changed. Technological and social changes made tourism more affordable and accessible for people, and shift in tourism from leisure to self-discovery. Cultural tourism, oriented towards heritage and tradition, is one of the fastest growing markets in the industry today. It provides an opportunity for people to experience culture in depth, whether by visiting attractions, historic or culturally places, or by taking part in cultural activities. It could be the initiation and the main potential of the development of undeveloped regions and towns in its surroundings.
Iron Gates or Đerdap in Serbia is the longest gorge and probably the most attractive scenery along the Danube. This region possesses many features to be considered as an exceptional cultural landscape. Many small towns along the Iron Gate are rich by valuable natural and cultural heritage and attractive for tourists thereof. However, due to limitations in their accessibility and infrastructure, they have faced many socio-economic challenges in the recent decades. A proper case is Golubac. Despite the facts that this town is positioned in the widest part of the Danube and has the notable medieval Golubac Fortress, it has been in decline for decades. Golubac is still marked with the acute problem with decreasing population, overall isolation and the weak accessibility.
The newest incentives and investments have made influence enough to overcome these negative patterns. They are mainly based on conventional planning and strategic documents, which have not carried adequate on-site investigations on how people comprehend space as a potential to improve the offer of cultural tourism. Hence, the aim of this paper is to present how to use one such research to obtain the data that can be used to properly link cultural tourism with identification of the town image and identity. However, the methods that were used in analysis could be divided into two parts and include: (1) method of direct surveying of inhabitants based on the Kevin Lynch’s determination of the image of the city and (2) the method of mapping users on social maps (via social networks). This research has indicated the potential of the analysed area for the strengthening of the local image and connections between cultural heritage and town of Golubac
Difference in Housing Patterns in Shrinking Cities between in Western and Eastern Europe
Comparing with Western Europe, shrinking cities in Eastern/ post-socialist Europe are a relatively new phenomenon, documented from the early 1990s. This gap is not only related with timing.
Turbulent transition from a planned and centralised economy to a market and decentralised one has had a profound impact on the state of East-European cities since the collapse of socialism, leaving them with decimated industry production, weak local budget and impoverished and aged population.
The uniqueness of urban shrinkage in this region has mirrored into housing patterns, which also show distinct patterns. The aim of this research is to emphasise the
differences in urban shrinkage relating housing between the West and the East of Europe.
The focus in the recognition of these patterns in the case of four main urban zones regarding housing in shrinking cities - in historic core, in mass-housing estates, suburbia, and in reurbanisation zones.
The explanation of the distinct patterns in housing in Eastern-European shrinking cities is a backbone to underline different approaches how to deal with housing in shrinking cities in this part of Europe
M Interior Lighting System [STRAND 2018]
COLLECTION M is a product line for illuminating interior spaces for different purposes. The collection is based on a modular system that provides flexibility in the creation of the final product. The combination of the available elements /modules/, the variability of the installation types, and the array of finishing possibilities, enable numerous different models of luminaries. The shape, size and color of the elements vary. By combining these elements and features the desired product appearance is achieved. The user is given the opportunity to modify the product design because the alternations are flexible. Thus the unique lamps in accordance with the client's affinity are developed. The luminaires can be manufactured as ceiling /pendant/, wall, table, or floor lighting.www.meteorlux.co
