    “...kada ne znam šta da radim dođem tu i znam da ću naći nekoga.”COMMON ROOM - Raskrsnica ulice Omladinskog pokreta i Pariske komune je javni prostor nedefinisanog urbanog identiteta, čija pozicija, veličina i okruženje onemogućavaju jasno definisanje ovog prostora kao trga. Međutim, ono što je prepoznato kao najveći kvalitet ovog urbanog džepa je upravo ta frekventnost i svakodnevna upotreba od strane lokalnih stanara. Kako bi ovo mesto postalo prepoznatljiv mikro ambijent čitavog susedstva, a kako se ipak radi o stambenog naselju, rešenje je koncipirano kao dnevna soba na otvorenom. Dnevna soba u stanu predstavlja zajednički prostor za sve članove domaćinstva, prostor koji služi za okupljanja, za susrete, razgovore, odmor, posete, slavlja. Dnevna soba podrazumeva i izvesni nivo komfora, koji bi omogućio fleksibilnost u prihvatanju različitih funkcija u različitim vremenskim periodima i grupa korisnika različitih starosnih dobi. Dnevna soba je, takođe, reprezentativni prostor jednog stana, odnosno jedne porodice. “To je srce našeg kvarta i tu stalno ima dešavanja.” Raskrsnica, na kojoj se predložena lokacija nalazi, tumači se projektom upravo kao mesto susreta, zadržavanja i okupljanja celog komšiluka, kojim bi se višegeneracijske veze koje sami stanari ponosno ističu, dodatno podržale."...when I don't know what to do, I come here and I know I will find someone." COMMON ROOM - The intersection of the street of the Omladinskog pokreta and the Pariske komune is a public space with an undefined urban identity, whose position, size and environment make it impossible to clearly define this space as a square . However, what is recognized as the greatest quality of this urban pocket is precisely this frequency and daily use by local residents. In order for this place to become a recognizable micro-ambiance of the entire neighborhood, and since it is still a residential area, the solution was conceived as an open-air living room. The living room in the apartment is a common space for all members of the household, a space that serves for gatherings, meetings, conversations, rest, visits, celebrations. The living room also implies a certain level of comfort, which would allow flexibility in accepting different functions in different time periods and groups of users of different ages. The living room is also a representative space of an apartment, that is, of a family. "It's the heart of our neighborhood and there's always something going on there." The intersection, where the proposed location is located, is interpreted by the project as a place of meeting, staying and gathering of the entire neighborhood, which would further support the multigenerational ties that the tenants themselves proudly emphasize

    Tradicija izlaganja radova iz oblasti arhitekture i umetnosti na Arhitektonskom fakultetu u Beogradu značajno se razvila u poslednjih deset godina, uporedo sa reformom nastave na Arhitektonskom fakultetu. Pored studio modela nastave, na Arhitektonskom fakultetu se realizuju i druge aktivnosti kojima se fakultet obraća stručnoj i široj javnosti – promocije knjiga arhitekata, organizovanje gostujućih predavanja, realizacija naučnih projekata i konferencija, radionica i izložbi. Ove aktivnosti podstakle su ostvarivanje veze između nastavnih procesa i stručne javnosti, kao i uključivanje društvene zajednice i privrede u proces učenja. U skladu sa vremenom, transformacija i unapređenje tradicionalnih vidova prezentovanja rezultata nastavnih procesa uslovljena je razumevanjem potreba savremenog društva. Imajući u vidu da globalni trendovi ukazuju na tranziciju od ekonomija zasnovanih na masovnoj proizvodnji ka ekonomijama zasnovanim na znanju i digitalnoj tehnologiji gde se inovativne ideje uključuju u usluge, proizvode i proizvodne procese, prezentovanje ishoda učenja studenata kroz studijski rad zahteva predstavljanje stručnoj i široj javnosti. Intenzivan razvoj i široka primene novih medija i vizuelnih komunikacija utiče i na percepciju arhitektonskog dela. Kako bi se što adekvatnije odgovorilo na izazove informacionog doba, neophodno je odgovoriti na vrstu i brzinu komunikacije koja postavlja posebne zahteve kada se predstavlja arhitektonsko delo. Prezentacijom ishoda rada studenata na predmetu Studio projekat posredstvom analognih i web izložbi doprinosi se osavremenjivanju tehnika komunikacije u sprovođenju nastave sa ciljem ostvarivanja efikasnijeg, ekonomičnijeg i efektivnijeg predstavljanja rezultata nastave. Iz želje da se doprinese diseminaciji rezultata nastavnog procesa široj javnosti, definisani su modeli i smernice za prezentovanje ishoda nastavnog procesa na Arhitektonskom fakultetu. Ovaj vid unapređene komunikacije (putem izložbi) može rezultovati kako pobuđivanjem interesovanja mladih u odabiru svojih budućih profesionalnih opredeljenja u oblasti arhitekture, tako i povećanjem nivoa informisanosti zainteresovanih strana za radno angažovanje studenata u okviru svojih arhitektonskih ili srodnih praksi

    An architect's relation to structure: Analysis of Pinki cultural sports center by Ivan Antić

    Architecture represents the synthesis of form, function and construction. In the works of the architect Ivan Antić this can be read at the first view of the building. A master in designing movement through an object, Antić constantly developed the relationship between function and form, as well as between function and construction. A detailed analysis of his work, projects and drawings, gives insight to these relations, making them clear. The observer can see the architect's logic and simplicity in designing even the most complex buildings. The relationship between the design concept and the way the structure manifests itself in his projects will be presented in this paper. The logic behind the design of Pinki Cultural Sports Center, with emphasis on structure, as well as the relationship between the architect and the engineer can be seen throughout this paper

    Energy refurbishment of public buildings under cultural heritage protection in Serbia Constraints and Potentials

    By harmonizing national legislation to European codes concerning energy efficiency in building sector, Serbia took commitment to improve energy efficiency of national government buildings. Following the Directive 2012/27/EU principles, refurbishment of this part of building stock is recognized as a leading example in long-therm process of applying energy efficiency regulations at national level. Initial steps in implementation of adopted energy efficiency principles were made in Serbia during 2015, when first energy certificates for three most valuable buildings of national authorities (Government building, The National Assembly, and the Palace of Serbia) were issued. This paper will present results obtained during energy-assessment and energy-certification process of this particular buildings, showing at the same time their specificity, that pretty much traces possible category and range of proposed energy refurbishment scenarios

    In search of the principles of resilient urban design: Implementability of the principles in the case of the cities in Serbia

    The concept of resilience is probably one of the best-known new international concepts, which have gained attention since the economic crisis in 2008. Since then, this global challenge has redirected general focus at all tiers from "faith" in unstoppable progress to more desirable stabilisation and preparedness. Being the major places of globalism, cities across the World have suffered from the crisis. Therefore, they have profoundly embraced the postulates of resilience, transforming them with "urban" footprint urban resilience. The creation of this significant concept has been in the agenda of many international organisations. However, the concept of urban resilience is still a novelty, with accompanying implementation problems. This is a very important issue in the field of urban design, a part of urbanism very much connected to concrete functioning in situ. This "implementability" of the concept of resilience in urban design is an important issue for Serbia. As a post-socialist country, it has witnessed various problems and general inconsistency. With a strong motive to cope with them, local authorities and institutions often try to directly implement foreign arisen concepts and knowledge, without any local adaptation. The results of these forceful acts are usually questionable. Therefore, the aim of this paper is to understand how the principles of resilient urban design are tailored and how they are important for Serbian cities. Hence, general urban plans as the main development documents in Serbian cities are researched through the lenses of these principles, with expectations to check if they are ready to make urban design in relevant cities more resistant. The final contribution of the paper is foreseen in the form of guidelines to enforce urban resilience at local level

    Development for CO2 emissions reduction by the use of solar thermal collectors in the process of urban planning

    Using RES is one of the most important characteristics of the sustainable and resilient development. Nowadays, need to minimize CO2 emissions is obligatory, especially in the sector of urban and architectural planning, since in Serbia approximately 50% of produced energy is spent in buildings. The CO2 emission, in urban structures, can and must be reduced at the different levels: building level, block, and city level. For the city of Kragujevac, based on urban parameters defined in General Urban Plan, typical urban block was chosen and typical building structure developed. Calculation were made, based on recommendations developed by the Ministry of mining and energy and Serbian regulations, for the energy needed for domestic hot water preparation. In this paper, the influences of architectural and urban parameters on the use of solar thermal collectors at the typical building and urban block level is investigated. Recommendations are prepared for principles of urban and architectural design in order to enable the use of collectors for domestic hot water preparation and in that way CO2 emission reduction. Developed methodology for the city of Kragujevac can be applied in defining design principles in whole the country and Balkans region, not only for the use of solar thermal collectors but also for the use of other RES

    Potentials for improving energy performance of multifamily housing blocks connected to the district heating system

    Developments conceived following the principles of Athens Charter were typical form of urban answer to the post-war housing shortage and during the decades of intense construction activity that followed. In city of Belgrade, multifamily housing in open city blocks built between 1961 and 1990 account for about 40% of current housing stock. The current ownership and operation of these housing blocks derive from their socialist legacy: home-owners rights relate only to the buildings, excluding any open spaces, even the ones immediately along the building's perimeter. On the other hand, heating is supplied by district heating system. Management of open spaces as well as provision of district heating are subordinates to local municipality (the city of Belgrade). Energy efficiency related refurbishment options for these developments that would engage both the home-owners and the public companies may be the key for bringing ever-needed modernization, prolonged lifespan and a sustainable way of using this portion of housing stock. By applying simple architectural measures, energy demand for heating of these buildings can be reduced by 30-78%, which opens a pathway for effective use of renewable energy sources. Unlike solar energy, which can be managed at building level, geothermal energy can be exploited only at the district level due to the ownership rights. The presented research explores the effectiveness of using geothermal energy at a district level coupled with systematic approach to building refurbishment, taking the advantage of the repetitive use of the same building design and the formal and practical relations with local authorities

    Improving urban resilience, increasing environmental awareness: new challenge of architectural and planning education

    This paper considers recently introduced teaching methods at the University of Belgrade - Faculty of Architecture, conceptualized as a response to the issues of climate change and environmental awareness. The courses Urban structure (conducted on the 2nd year of bachelor studies during year 2013/14) and Studio Project 4 (the final year of Bachelor studies 2012/13) are used as examples of this practice. The paper also attempts to review the results of different curricula, i.e. the working strategies applied during the teaching process, providing an insight into the possible directions of the architectural/planning education, formulated according to the latest priorities defined by various referential institutions (e.g. RTPI, EDUCATE – Framework for Curriculum Development Environmental Design in University Curricula and Architectural Training in Europe). The survey conducted in selected courses compares students’ acquired and experiential knowledge, evaluating their ability to understand a set of problems related to urban resilience and environmental awareness in the context of climate change. One of key findings is that in alternative teaching methods students are faced with the problem that they have to understand completely, which motivates them to disclose relevant knowledge, without pre-determined recipes, and generate creative solutions to identified problems

    Examining formal and informal planning instruments for housing for migrants within a post-socialist country, Serbia

    Serbia has been facing migration and influx of refugees and internally displaced persons since the 1990s. At the same time, the country went through significant changes in the political and socio-economic regime, planning and urban development practice and urban land management, which had effects on development of housing solutions as well. Serbian planning system is influenced by its path dependency in relation to socialist era and later transitional stages. Moreover, it is directed towards adjusting to market economy and EU perspective, where various international influences were developed during the period of support through programs and projects of international assistance for the socio-economic integration of refugees. Some of these programs are still ongoing. The contribution of this paper is to offer basis for understanding the influences on development of both formal and informal planning instruments for housing solutions for refugees and internally displaced persons from 1990s to 2015, with Serbia being taken as an illustrative case. The nature of housing solutions is examined in relation to different state policies, concepts and planning practices, as well as systemic solutions in legal framework within particular focus on: introduction of different forms of ownership, regulation of norms and standards of planning, new institutional solutions, and treatment of housing as a public interest. Finally, this paper will demonstrate that in a transitional society, legal framework represents a prerequisite but not a guarantee of enforcement, where complexity of its operationalization is closely related to real political and socio-economic context
