Affecting Consonance, Striving for Dominance: Scholarship and Politics at the Congresses of Byzantine Studies in the Balkans, 1924–1934
Despite the rapid development of Byzantine studies in the Balkans, Byzantium has remained a controversial and highly politicized subject. Its historical status and ideological significance are ambiguous, making it a topic germane to both scholarship and politics. This was particularly evident at the first four International Congresses of Byzantine Studies held between 1924 and 1934 in Bucharest, Belgrade, Athens and Sofia. This article examines the ideological frameworks and political implications of the congresses as a conspicuous example of the symbiotic nexus between scholarship and politics developed in the precarious geopolitical context of the post-Versailles Balkans. What this article shows is that Byzantium was simultaneously seen as a transnational legacy and exclusive national heritage, which has remained key to its ideological instrumentality until today
Over the past three decades, Serbia’s development context has been marked by social and economic transition, war conflicts, and accession to the European Union (EU). These three
factors have altered the dominant ideology and value system, including concepts, models of engagement, types of solutions, skills and knowledge across all fields of human endeavor, urbanism included. The complexity of these changes, and the growing tendency to exclude urbanists from local and national development policies and projects, require a re-assessment
of their current role and position in urban governance, as well as of the adequacy of their competences and models of education. This paper presents a proposal for introducing a
National Core Curriculum in Urbanism (NCCU) as a strategically significant instrument with a number of key roles: (a) to build capacity of the professional community for facing developmental
challenges and so ensure ongoing sustainability; (b) to evaluate the quality and guide the development of (new) study programmes; and (c) to allow Serbian professionals to become competitive in the European/global market. The paper comprises three main parts. The first section discusses the relative merits of an NCCU, together with an overview of international initiatives, experiences, and practices in this area. The second part presents key documents relevant for developing the NCCU, grouped into three categories: (i) ‘agendas’, or development concepts and EU’s directives; (ii) charters of associations of planning schools, and (iii) the local context’s legal framework and public policies. The conclusion section introduces a possible methodological procedure for institutionalising the NCC and discusses potential advantages/benefits and disadvantages/drawbacks of this instrument.V zadnjih treh desetletjih so razvojni kontekst Srbije zaznamovali družbena in gospodarska tranzicija, vojni konflikti in vstop v Evropsko unijo (EU). Ti trije dejavniki so spremenili
prevladujočo ideologijo in vrednostni sistem, vključno s koncepti, modeli vključevanja, vrstami rešitev, spretnostmi in znanjem na vseh področjih človekovih prizadevanj, vključno z urbanizmom.
potencialne prednosti/koristi in slabosti/pomanjkljivosti tega instrumenta
The possibilities of improving urban safety of open public spaces: transformation of the block 21 in New Belgrade
Razvoj teorijske prakse u pogledu identiteta i diverziteta gradova (Lynch, Schulz), odnosno
o bezbednosti javnih gradskih prostora u Beogradu: „Sigurniji javni prostor“). Bezbednost
zajednice podrazumeva zaštitu ljudi i dobara od svake vrste pretnje i štete, a pozitivni rezultati prevencije kriminala predstavljaju važan aspekt kvaliteta urbanog života svakog
gradskog tkiva koje téži održivosti (Danilović, 2010). Međunarodni centar za prevenciju
kriminala (The International Centre for the Prevention of Crime) i Svetska zdravstvena organizacija (World Health Organization) bezbednost zajednice posmatraju kao javno dobro.
Savremeni urbanistički koncepti, kao i naučnoistraživačka praksa u oblasti urbanizma i
planiranja sve više ističu značaj urbane bezbednosti, odnosno sigurnosti korisnikâ. Tema
života građana i konkurentnosti među gradovima.
Povećanje sigurnosti, mobilnosti i bezbednosti korisnika javnih
(CPTED – Crime Prevention Through Environmental Design).
2010, Kyttä, M., Kuoppa, J., Hirvonen, J., Ahmadi, E. & Tzoulas, T. 2013).
participativnog je karaktera, a analiza je rađena na osnovu primene metoda ankete i
intervjua, kao i metoda stručne opservacije i analize trenutnog stanja lokacije.
Strukturu ispitanika čini 187 žena i 113 muškaraca, prosečnih godina 26–40. Najveći procenat ispitanika čini stanovništvo samog bloka (70% – 225 ispitanika), koje koristi otvorene
prostore bloka tokom celog dana.
Ispitanici
navode verbalno nasilje, napade, odnosno vandalizam, i druge oblike kriminalnog ponašanja kao glavne izvore osećaja smanjene bezbednosti, dok čak 45% (135 ispitanika) tvrdi
manjak različitih aktivnosti i sadržaja unutar samog bloka (41% – 123 ispitanika).
unapređenje urbane bezbednosti zahtevaju integralni pristup, formiranje bezbednih javnih
prostora, veću atraktivnost i uređenje otvorenih prostora i zelenih površina, unapređenje
kvaliteta i pristupačnosti, tj. čitljivosti prostora, radi unapređenja opšteg nivoa urbane
bezbednosti i formiranja prostora atraktivnih za život. The development of research practice regarding the identity and diversity of cities (Lynch,
Schulz), as well as urban design of open public spaces has initiated a new sphere of
research regarding the topic of urban safety (Kalen, 2007, Danilović, 2010). Safety is a key
factor in the quality of city’s outdoors that contributes to its vitality and intensive use (Hillier, 2004). In addition to the urban design and attractiveness of open spaces, it is essential
for these areas to be free from crime and fear, in order to ensure active, free and joyful life
for its citizens (Study on the safety of urban public space in Belgrade: “Safer public
space”). Safety of a community includes the protection of people and goods from any kind
of threats and damage, while positive results of crime prevention represent an important
aspect of the quality of urban life and sustainable development of city or local community
(Danilović, 2010). The International Centre for the Prevention of Crime and World Health
Organization regard safety as a public good. The personal sense of safety and well-being
is at the top of the priority list when it comes to evaluation of the quality of life and
competitiveness among cities. This paper analyses the different aspects of urban safety
at the local level, through testing subjective feeling of users and their perception of
spatial elements, which affect the general security. The objective of this paper is to
provide proposal for the transformation, improvement and revitalization of open public
spaces in order to improve the general level of urban safety and to form attractive areas
for living.
Increasing the security, mobility and safety of public space is certainly an imperative of a
modern society, according to the concept of crime prevention (CPTED – Crime Prevention
Through Environmental Design). A sense of personal safety can be defined as the existence
of security in everyday life. (Danilović, 2010, Kyttä, M., Kuoppa, J., Hirvonen, J., Ahmadi,
E. & Tzoulas, T. 2013). Strengthening the local identity of citizens (Jane Jacobs) is one of
the key instruments for the prevention of violence and vandalism, especially at unsafe
places in the city. On the other hand, Oscar Newman emphasizes the importance of territoriality due to the fact that people defend the territory they think they are entitled to.
In this paper security has been primarily observed from the aspect of selected users/stakeholders. The location of mega-block structure in the municipality of New Belgrade was
selected as a case study. The problem that had originally initiated this research was statistical information about low safety level in the municipality of New Belgrade. Belgrade is
among the medium safe cities. During the period from 2000 to 2005, 2,135 cases of offences against women were recorded (Ministry of the Interior). Around one-fifth of all
cases took place in the municipality of New Belgrade (424 cases) (Ministry of the Interior
of the Republic of Serbia, The Secretariat in Belgrade, Nataša Danilović Hristić). For the purposes of this paper, the analysis was conducted based on the participative methods of the survey (questionnaire and interview), as well as the method of expert observation and field analysis of one of the first built blocks – Block 21, located at the “entrance”
to New Belgrade. It is a semi-open type of a block. It is mainly residential, with public
services (educational institutions: Elementary school “Jovan Dučić” and “X high school
Mihajlo Pupin”), and several business and commercial facilities. With aforementioned methods, the patterns of user behaviour, their movement and retention, characteristic points for
a break and standing were identified, as well as the way of use of open public space and the
essential elements that can influence the overall security of the monitored area.
The survey was conducted during the period from 15 January to 15 February 2017, within
the territory of the Block 21, with a total of 300 respondents, which makes more than 3% of
the total population of this Block. The first part of the survey consists of 7 questions in
order to determine the degree of personal safety, based on users’ observations and experiences. The second part of the survey contains data about spatial elements in the area of
Block 21, having direct or indirect links with the safety characteristics of open public space.
The structure of the respondents is: 187 women and 113 men, average age 26-40 years. The
largest percentage of respondents is the population of the Block 21 (70% − 225 respondents), which uses blocks’ open spaces during a whole day. The results of the first part of
the survey indicate that 70% of them (210 respondents) consider their personal safety compromised in a certain way. Respondents list verbal violence, attacks, vandalism and other
forms of criminal behaviour as the main source of reduced sense of safety, whereas 45%
(135 respondents) claims that they have personally experienced some kind of discomfort in
this area. Most respondents have listed unfenced schoolyards and playgrounds, parking
places, unregulated open spaces with inadequate tiling, unexposed areas between the buildings and building entrances as the least safe places and a large number of respondents (48%
– 144 respondents) avoids them during the afternoon and evening. The results of the second
part of the survey display a relationship of the respondents to the elements of arrangement
of the open spaces within the Block. Specifically, even 72% of them (216 respondents) are
satisfied with the amount of greenery, however more than 85% of them (255 participants)
consider that green areas and elements of open space within the Block are inadequately
equipped and illuminated. A large number of respondents refer to insufficient number of
parking spaces as a problem of safety (62% − 186 subjects), and the lack of various activities and the content within the block (41% − 123 respondents).
The presented results of the first part of the survey undoubtedly show the low level of personal safety of the users in the selected area, which is correlated with official data about the
level of crime, i.e. violent behaviour in the municipality of New Belgrade. Data collected
from the second part of the survey serve as a foundation for proposal of a possible solutions
regarding the improvement of this space from the aspect of urban design. Based on obtained results from the survey, and guidelines in crime prevention, improvement of urban
security requires an integrated approach, the formation of safe public spaces, higher attractiveness and regulation of open spaces and green areas, quality improvements regarding
accessibilityand comfort of the space and better maintenance
Transformation of identity of Savamala district in Belgrade
Identity is a feature that helps us distinguish one space from the other (Arthur & Passini, 1992: 87). When it comes to identity of a city it is defined through the character of the space, specific spatial attributes and ambient (Lawson, 2001). Identity of European post-socialist cities, especially timeworn urban city centres underwent huge transformation during the last century. Neglecting of buildings and open public space accompanied with a shift from traditional to modern lifestyle and construction methods lead to complete or partial devastation of old city centres. During the last couple of decades, due to new paradigms in urban planning and design, these areas are under a process of urban renewal, redevelopment or reconstruction. This situation happened in Savamala district, which is located in the centre of Belgrade urban city core, near the Sava riverfront. From the oldest part of the town to the urban hub that it is today, Savamala district underwent complete transformation of identity. Due to a small-scale “bottom up” participatory urban design projects the location of Savamala neighbourhood now represent one of the most important landmarks in Belgrade (Cvetanović et al., 2016), and the crucial element of identity of the city. The aim of this paper is to present and analyse the transformation process of the Savamala district, with the focus on redefining and evaluating the identity of this specific area today. Methodology used in this paper is based on case study research, through content analysis and expert observation methods. The paper includes an overview of the primary sources, from the General plan of Belgrade, originating from 1923, which provided the expansion of the Savamala district and descent of Belgrade to the river. Also, multi-criteria network based on user perspective and background research was implemented and used for identity evaluation. Today, when the question of Savamala reconstruction is a debated and controversial topic, it is of great importance to emphasize the significance of participatory design and the results gathered from this research paper could serve as a base for future development of this area
Typology of school buildings in Serbia: a tool for sustainable energy refurbishment
Sustainability and resilience of public buildings nowadays represent key features that transcend
the functional and institutional role of their physical structures. In contemporary societies,
public buildings are often envisioned as model buildings as well, serving as good practice
examples, demonstrating the immediate and long-term benefits of green building principles.
School buildings play a very important role in this communication, and in developed countries
they themselves serve as a learning tool. Being educated in a green and energy efficient building,
students adopt building’s design and operation features as everyday standard, transferring
the same design and operational modelsas well as comfort levels (expectations) to their future
working and living spaces. The wider effect on the local community is similar. The average
lifespan of school buildings implies the necessity to pay special attention to refurbishment of
these structures enabling prolonged and contemporary use.Within a project “Energy efficiency
in public buildings”, a collaboration between GIZ (Deutsche Gesellschaft für Internationale
Zusammenarbeit), University of Belgrade – Faculty of Architecture and Ministry of Mining and
Energy of the Republic of Serbia, special attention was paid to the school buildings. National
Typology of School Buildings was conceived as a tool for improving this portion of building
stock. A nationwide survey was conducted, covering 3990 public buildings with apurposely
developed questionnaire for schools and kindergartens, resulting in formulation of unique database
of these buildings (1857 schools). The paper presents methodology for identification of
typical school buildings, covering various construction periods and building sizes. The paper
further illustrates the type of analysis performed for type representatives, estimated potential
for energy upgrades and expected impact on energy performance. The expected impact on
local and national level is also being assessed
Planning theory can be perceived as a great challenge in teaching master’slevel
studies. Planning schools and authors throughout the world have
developed diverse approaches to address this problem, drawing attention
to the issues of what skills to offer – practical ones or skills related
to the complexity of the socio-political context of urban planning. An
additional question that arises in countries in transition is how to teach
planning theory under their specific conditions of land privatisation and
constant changes to legislation, regulation, procedures, and the process of
establishment of a new planning paradigm. Following these challenges,
the Planning Theory course at the Faculty of Architecture, University of
Belgrade, presents a pedagogical model based on analysis of controversial
cases in contemporary urban planning practice in Belgrade. An innovative
methodology is conceptualised through multiple research steps that entail
collection and analysis of publicly available information, including all statements
of the stakeholders involved in the process of urban development.
The paper focuses on the observation of relationships between information,
values, and power imposed as key challenges in understanding the
process of space production. The research presents the results of applying
this methodology during the 2015/16 academic year on the case study of
Belgrade Waterfront, the city’s largest and most controversial development
project in the last 25 years. The main goal of the research is to present how
an innovative methodology can contribute to the improvement of specific
reflective planning skills: communication, negotiation, decision-making,
and critical thinking about contemporary urban development.

Poslovno-trgovački i hotelski centar "Rajićeva" [40. Salon arhitekture, 2018] [Nagrada Salona - kategorija Arhitektura] [prikaz - realizovano autorsko delo]
Realizovano delo Poslovno-trgovački i hotelski centar Rajićeva, Beograd / Izveštaj žirija: Ni priča o ovom objektu nije jednostavna.
CONNECTOR open air cinema [1st prize]
Projekat privremene revitalizacije centralnog gradskog prostora u Kragujevcu kroz privremenu instalaciju je nagrađeni konkursni projekat, realizovan u toku manifestacije Dani Kragujevca tokom maja 2018. godine.
Film tematski prati graditeljsku praksu u socijalističkoj Jugoslaviji i romantizaciju rušenja istorijskog centra jednog malog grada. The presented project for temporary revitalization of the central city square in Kragujevac (Serbia) was a winning proposal on the design competition organized and built during the Days of architecture in 2018. The project preceded the research, which focused on the understanding of the complexity and contradictions following the fragmentation of once monumental socialist square. The city center of Kragujevac had been built between 1958 and 1970, by the prominent architect Jovanka Jevtanović, which was one of the first female figures in the professional field at the time. During the socialism, the space of Prodor was even used for public manifestation organized to honor the visit of the president Josip Broz Tito. Through the analysis of urban morphology of the Prodor (Breakthrough - local name for the city center), and its transformation throughout history, specific aspects were recognized: the destruction of the historic center as a results of the centralized planning practice of socialism, building the department store as a representation of social and cultural modernity, and post-socialist fragmentation and illegal appropriation of public space, which has been continuing to the present, not only in Kragujevac, but also in many smaller cities and towns in Serbia.
The project CONNECTOR – OPEN AIR CINEMA seeks to recognize specific aspects of the site and put the current way of using the public space in favor of the idea of a collective and to contribute to the creation of the network among the current use of this central public space. Prodor is regarded as an urban situation in which architectural and symbolic meanings are important for the wider understanding of the general context. By setting of a lightweight structure of the scaffolding wall between the parking and the green surface the installation defends the remaining unoccupied public space. The structural wall is used for an open-air cinema during the night, and the vertical garden with picnic area during the day. In the context of Kragujevac, the structure revives the central public space as a recreational, cultural and leisure zone open for the vast majority of users.
Even though the initial design proposed a transformation of the parking lot into the car cinema, the tight budget and short time had us to reconsider the smaller scale intervention. On the opening night, the 1961 Yugoslavian movie The First Citizen of The Small Town was screened, thematically following the history of centralized planning of the city centers in socialism. Upon its setting up, not only did Connecter caused an interest among locals, but it was also recognized by the professionals in the field of urban planning and architecture. The importance of the reconceptualization of the current urban design practices was further discussed during the event Days of Architecture, which was organized by the Urbanium initiative
