Building with octagon from the locality of „Gradsko polje” in Niš (Naissus). New archaeological excavations
After three decades of exploring and excavating the so-called building with octagon at the locality of „Gradsko polje”
in Niš, new archaeological research has been conducted. The main goal of the new excavations was, based on a previously led
geophysical survey, to determine the dimensions of the western part of the building and to continue the exploration of the approach
in front of the room with octagon. Despite modest finances and the short duration of the excavations, this year’s archaeological
research has allowed us to conclude that the building with octagon had at least three building phases, starting with the beginning
of the 4th century and was in use until the 6th century. Also, a clear stratum of Middle Age houses, dating to the 11th–12th century,
was also confirmed in this year’s excavations, along with many fragments of ceramics belonging to the same period.
This paper discusses in detail the archaeological and architectural results obtained from the new excavations led in 2018
Book review: Teaching urban morphology
Even though interest in urban form grew from the 1980s onwards, it is still relatively little known on how to teach it. This book, edited by Vitor Oliveira, presents a second book in the Urban Book Series of Oliveira’s significant contribution and effort to highlight the importance of the Urban Morphology as a discipline (Urban morphology: An introduction to the study of the physical form of cities (Oliviera, 2016) and J .W. R. Whitehand and the historico-geographical approach to urban morphology (Oliviera, 2019)). The book series was intended to contribute to the general understanding of the urban morphology, to reveal teaching methods and clarify the reasons why and what should be taught, and eventually to highlight the lifelong contribution of individual scholars such as Jeremy Whitehand. Jointly, these three book give a holistic picture of urban morphology but raise a series of new questions and challenges that are left to be addressed in time to come.
This book gives close insights to different approaches undertaken by eighteen contributing authors according to their area of academic expertise and a variety of morphological schools that shaped their academic and professional practice. As explained by the editor, the selection of contributors was conducted according to the diversity of morphological approaches, geographical provenance, disciplinary background, and age/generation (p. 3). The book launching was organized at the 2018 International Seminar on Urban Form (ISUF) conference in Krasnoyarsk, where book editor Vitor Oliveira presented the book content, while prominent chapter authors (Giuseppe Strappa, Kai Gu and Ivor Samuels) explained their individual approaches...

Рад садржи општи преглед живота и рада академика Александра
Дерока (1894–1988), једне од најзначајнијих научних и уметничких
личности 20. века у Србији. На основу расположиве литературе
и обимне заоставштине која се чува у Архиву Српске академије
наука и уметности (САНУ) и другим институцијама, кроз сажети
приказ се сагледава његов изузетно богат професионални рад
у различитим областима – истраживањима и заштити културне
баштине, универзитетској настави, градитељској делатности и
уметности. Указује се на континуитет који је остварен у домену
проучавања старина и истраживању остатака средњовековних
манастира и утврђених градова, као и традиционалног народног
градитељства, што је непосредно утицало на његов педагошки
рад и архитектонско стваралаштво, чинећи их јединственом целином. Вишедеценијски рад на Архитектонском одсеку Техничког
факултета у Београду, касније Архитектонском факултету, који је
започео на предмету Византијска и стара српска архитектура, а
касније наставио кроз предмет Народна архитектура, чине га настављачем дела Михаила Валтровића, Драгутина Милутиновића
и Петра Поповића на пољу изучавања градитељског наслеђа и наставе из ове области у Србији. Његов ангажман у оквиру Српске
академије науке и уметности, од 1955. године, резултирао је значајним истраживањима и публикацијама које су и данас један од
најдрагоценијих доприноса истраживању средњовековног монументалног, али и традиционалног народног градитељства. Његова
архитектонска дела подигнута у Београду, али и по целој земљи – цркве, јавне и стамбене зграде, спомен обележја и друга здања,
сведоче о Дероковом доприносу српској архитектури и особеној
ауторској личности која им је кроз промишљање традиције утискивала властити печат. Из тог разлога, циљ овог рада је да се још
једном укаже на значај деловања Дерока у српској научној и уметничкој јавности, као и да се подстакну даља детаљнија истраживања и проучавања, како би се што продубљеније и објективније
валоризовала његова улога и значај за националну архитектуру

Fluid state of architecture
This paper is focused on the changes in architectural aesthetic criteria from
static to dynamic values of both figurative and nonfigurative aspects in contemporary architecture and its cultural context. Fluid state of architecture refers to the notions of constant variability occurring in relations between architecture and contemporary cultural and technological context of globalization. Context of globalization dynamizes everyday perceptual experiences, living conditions and terms of spatial appropriations.
Accordingly, new networking phenomena appearing on informational, communicational and spatial levels transform city and architecture into constant process of flows, dematerializing its elements into the new qualities of fluid, variable character. In addition, architectural aesthetic qualities simultaneously shift trough events and effects affirmation over static formal whole in transformation from objective to (inter) subjective aesthetic spatial experience.
This paper is based on hypothesis that contemporary architecture is characterized by the loss of object singularity in terms of contextual conditions and assimilation of particular characters into the dynamic character of the whole. Therefore, this paper presents the research of architectural design principles shifting trough dispersion of disciplinary boundaries and boundaries of inner and outer architectural space. In addition, figurative aspects of architectural aesthetic changes reflect in hybridity and typological definition loss. Therefore, such changes become the expression of architectural historical fundaments fading and negation. The idea of this paper is to present how dematerialization of architectural values transforms contemporary architectural space into
the complex dynamic system of infrastructure, flows, events and effects. The main idea of this paper is to present the potentials of design principles in produced state relying on aesthetic reading of spaces of flows and dynamisms in architecture of contemporary living. The new cultural phenomena resulting in global technological, political and economic changes are creating the potentials of the new meanings and new aesthetic reading in architecture. Therefore, the dynamic concept of flows is positioned into the spatial perspective as architectural design criteria in response to dematerialization of architectural aesthetical object and perceptual effects overproduction

Use of Cultural Heritage for Place Branding in Educational Projects: The Case of Smederevo and Golubac Fortresses on the Danube
Medieval fortresses represent an important tangible heritage of a nation’s culture and a valuable development asset for a particular destination on which its place-branding strategy for tourism could be built upon. Traditionally in Serbia, heritage protection and conservation have been mainly concentrated on the tangible aspects of cultural sites and monuments. Nevertheless, with the advent of urban heritage integration in the local sustainable development processes and place-branding strategies, a greater appreciation of the spirit of the place and its intangible components, as well as the need to adapt it to local contexts with more participatory forms of heritage planning, have started to emerge. A wide range of stakeholders brought the involvement and participation of both the local government and community members, including residents, as an indispensable element of the protection actions and broader urban development policies. The paper aims to validate the correlation between both intangible and tangible cultural heritage and its contemporary use for place branding and tourism development. In doing so, we have employed the case study method on the two fortresses on the Danube in Serbia to show the ways in which local stakeholders have mobilized their forces in cooperation with the university to use their cultural heritage assets for tourism and more extensive sustainable territorial development. We have found that despite new inclusive forms of governance, which is attracting the attention of planning and heritage practitioners in Serbia, the contemporary approach of integrative protection and the intangible aspects of cultural heritage are still not fully utilized. For this reason, in this study, we consider methods based on environmental aesthetics approaches to cultural heritage that point out the significant inclusion of immaterial intangible cultural heritage in an unbreakable bond with material tangible heritage. The most remarkable result of our research is that while a vast number of stakeholders with local knowledge and sense of the spirit of the place have been involved in the planning process, intangible aspects of the analyzed heritage cases are present in educational projects, and are only partially present if it comes to implementation. This clearly demonstrates that the focus on tangible aspects and spatial interventions of the place branding of cultural heritage is still dominant in Serbia, despite acknowledgment of the economic and social aspects of sustainability in the planning phase in educational projects
Branding Places through Culture and Tourism
The main purpose of this paper is to expand the possibilities for linking local urban development and educational process in the field of creative use of culture and tourism in relation to the place branding. Therefore, the chapter presents a model of cooperation between municipalities and higher education institutions in addressing important issues for local development. The research was conducted through the cooperation between the City of Smederevo and the University of Belgrade - Faculty of Architecture, realised during the spring semester of the school year 2017/18 on the Master Project at the Master Integrated Urbanism Programme. A specific aspect of cultural tourism resulted in the development of different research topics, mentored through two lines of reasoning. One line investigated how new concepts of cultural tourism can be employed in using local values as a key element of place branding strategy and the second line explored the means of better management and activation of already appreciated assets of the city. New possibilities and successful case studies of the creative use of cultural heritage were examined at the same time.
The research indicates the importance of cultural innovation and creative projects for the extension of cultural and tourist offer of the city of Smederevo as well as for the enabling conditions for conception and successful implementation of place branding strategies. Creative exploration of cultural tourism can hold a nucleus for improving the quality of life in physical, social and economic terms for residents and tourists
Participative Placemaking in Serbia: The Use of the Limitless GIS Application in Increasing the Sustainability of Universal Urban Design
The 20th century brought about major social challenges related to civil and human rights, triggering changes in urban environments and gradually adjusting the spatial and functional performances of cities to the needs of all users. In this article, the concept of Universal Urban Design (i.e., “Design for All”) is regarded as a sustainable placemaking process which enables the higher accessibility and usability of cities for all people, regardless of their age or (dis)abilities. The pilot project “Creating Accessible Pedestrian Corridors by the Limitless GIS Application” conduced in Serbia from 2017 to 2019 by the Faculty of Architecture at the University of Belgrade and the Non-Governmental Organization (NGO) Limitless proposes an innovative approach to urban design. Based on information and communication technology (ICT) adaptation, it is focused on the alternative concept-design of buildings, provision of ICT-based infrastructure, socioeconomic integration of all users, and ultimately on overall urban sustainability. The main outcome of the project was the development of a Geographic Information System (GIS) android application and an e-platform for adaptive placemaking. The project also provides a set of accessibility criteria based on Universal Urban Design, criteria that enable the mapping of locations based on the type of use, a set of recommendations for identified problems, as well as a brief analysis of the latest technological solutions for overcoming detected physical barriers. The Limitless GIS android application differs from the existing ones since it primarily identifies two target groups: (1) people with disabilities who could upload necessary data by established criteria; and (2) employees in the public sector (city authorities and municipalities) in charge of planning alternative routes and setting priorities and investment costs based on the identified problems. Pilot results of the project have revealed that in the current Serbian practice, there is still a lack of planned, consistent and continuous movement routes in urban areas. Terrain configuration represents a serious limitation for people with disabilities, while lifting platforms are recognized as a better solution than ramps (both for paraplegics and quadriplegics), due to their higher efficiency and minimized spatial requirements. Therefore, the android application and e-platform presented in this article contribute to the detection of actual problems at the local level as well as to the overall improvement of planning/design practice in Serbian citie
Energy and environmental performance of the office building facade scenarios
Energy efficiency is one of the main requirements that buildings must satisfy nowadays, both when designing new buildings or when major renovation takes place. The main issues that need to be considered in designing energy efficient buildings are: reduction of energy consumption generated from fossil fuels and reduction of environment pollution. Building envelope is the most responsible architectural element of the building that impacts thermal comfort and energy balance. Besides thermal properties of the envelope, equipment for heating, cooling and lighting influence largely on energy consumption in buildings. From the design point of view, the analysis of various facade scenarios, in terms of their contribution to reducing energy consumption, is crucial and necessary for each specific case and climate. This paper presents the estimation of energy performances of different scenarios of the hypothetical models of façade design, in case of an office building in Belgrade climate conditions. For the analysis, the model of the typical office was created and three various facade concepts were applied. Methodological approach entails three steps: design of different facade concepts - models, numerical energy simulations of the models and comparison of the results. For each of the three shading concepts, the following scenarios have been created: the basic scenario without shadings, and three scenarios of different facade design solutions related to types of shading devices. Assessment of the scenarios includes consideration of energy demands for heating and cooling, reduction of energy consumption for cooling by implementation of different shading devices and comparison of the results. The results of the simulations show how much the various alternatives of shadings contribute to the reduction of total energy demands, and how much the application of shadings affects the reduction of environmental pollution. The design method, as well as the results, can generally be applicable for the design of new and renovation of existing office buildings, both in Belgrade and in places with similar climatic conditions
The role of higher education institutions in sustainability initiatives at the local level
Universities are central players and important economic actors in many regions, and many of them are, in general, nationally and internationally active in respect of matters related to sustainable development. But there is a paucity of research which examines their contributions towards sustainability efforts at the local level, i.e. in the places they are situated. This paper addresses this need, by reporting on a qualitative study deploying a Matrix, which allows an analysis and reporting of regional sustainable development initiatives of a set of 22 universities in industrialised and developing countries. Recommendations to enhance their role are provided, including the importance of pursuing partnerships and joint initiatives, understanding the need of local communities, and making their know-how more widely available. The scientific value of this research is related to the understanding of how the interaction between universities and local communities happens and by shedding light to this topic, it supports universities to improve their own actions. Its implications are two-fold: it demonstrates the potential of universities as local players and outlines the range of activities they may engage with, and which may allow them to act as pillars to local sustainability initiatives
