    After the Second World War in ex-Yugoslavia was a period of extensive urban development, renewal and modernization, in which the predominantly used urban structure model was the Corbusian functional city which main unit was the open city block. The changing economy’s main source from agricultural to industrial production caused massive migrations from rural to urban areas. Nowadays, 25 years after the decomposition of Yugoslavia, the urban development of its cities has been driven by wide political and socioeconomic transition, privatization and corporatization, during which it is trying to find a new sort of urban identity, as well as the appropriate urban patterns. This research aims to show the transformations of physical and functional structure of the residential neighborhoods in the form of the open city block within three characteristic periods through comparative analysis. The three different levels of the open block transformations are shown concerning the amount and the main reasons for the change. Within the period of “dreaming”, or the golden years of Belgrade’s urbanism, Belgrade has grown in size intensively developing its peripheral areas. This period was characterized by progress, but there were also different circumstances that changed the primary concepts of neighborhood plans. The period of “awakening” is characterized by changing the social and economic system and by wars which caused massive migrations of refugees across the Serbian cities and Belgrade above all. Now, in the period of “nightmare”, almost fifty years after development of the first open city blocks, their transformations are evident.     Spatial and transport infrastructure development in Europe: example of the Orient/East-Med corridor

    The Orient/East-Med Corridor is a key north-south transport corridor for Europe. Over its length of more than 2,500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group “Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens” (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient/East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient/East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridor’s infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe

    As a specific ‘diagrammatic documentality and inscription’, ‘design intelligence strategy’ has been proposed as a possible modality of architecturally constructed research framework and digital cognitive/memory extension, applied in order to facilitate dealing with any kind of documentary or creative practice with data and scientific problematization within the field of design research and science. It has been given the status of a ‘diagram'—an active principle and manner or (meta-, inter-, and intra-cognitive) register of knowledge production, critique, evaluation, and advancement, and data articulation—all towards problem-solving through its specific diagrammatic visual semiotics and inferencing.     Centralno mesto u formiranju prostornog koncepta zauzima odnos između prostora kulture I prostora grada. Savremeni objekti kulture I spektakla ukazuju na potrebu izlaska iz arhitektonskih objekata funkcionalno predodređenih za izvođenje scenskih događaja i uključivanje prostora grada. Pristupni trg, scena, sa svojim gledalištem na otvorenom, kao I na sličan način aktiviran prostor krova, nastao je kao potreba da se odgovori na savremene tendencije I ostvari određeni oblik komunikacije sa gradom, koji omogućava stalnu promenu javnog prostora. Ovakav pristup promoviše mogućnost formiranja otvorenog prostora kao spone između prostora kulture i javnog prostora grada. Povezivanje zatvorene strukture sa definisanim otvorenim prostorom, formira sespecifičan, prepoznatljiv, odnos sa okruženjem. Presudnu ulogu u opredeljenju za karakter forme predstavlja odnos prema kontekstu iz koga se može izvući osnovna logika za formulaciju koncepta oblikovanja. Geometrija I konfiguracija forme je, u skladu sa programom, definisana funkcijom I tehnologijom koja određuje većinu elemenata, a jedan od najvažnijih je volumen određen visinom binskog tornja. Oblikovni koncept je spojio tehnologiške potrebe sa kontekstom, tako da je glavni volumen postavljen na poziciji koja naglašava temu ugla. Na neposredno okruženje u kome dominiraju modernistćki objekti kao odgovor data je primarna geometrijske forma, spolja svedena, unutar koje se kroz poluprozirni omotač nazire složena I dinamična unutrašnjost.     Kao specifični oblik dijagramatske dokumentarnosti i inskripcije, ’strategija dizajn inteligencije’ (design intelligence strategy) je predložena kao mogući modalitet artikulacije i strukturiranja informacija, konstrukcije celokupnog istraživanja (ili istraživačkih operativnih okvira) i digitalni kognitivni i memorijski instrument („dinamička digitalna memorijska palata“, u mnemotehničkim terminima); primenjena je u cilju inoviranja i olakšavanja bilo koje vrste dokumentarnog i kreativnog rada sa podacima. U ulozi nosioca naučne problematizacije unutar polja dizajn istraživanja i nauke, može vršiti i sistemsku kategorizaciju i kritičku dekonstrukciju. Dodeljen joj je status ‘dijagrama’ – aktivnog principa, načina, ili registra obrade (procesuiranja) informacija i konstrukcije znanja, njihove kritike, evaluacije i unapređenja, forme kompresije i artikulacije (mapiranja), ili konačno, konstrukcije određenog sveta kroz uspostavljene interpretacije i umrežavanja, sve u pravcu novog saznanja, dokazivanja, ili rešavanja (dizajn) problema posredstvom specifične dijagramatske vizuelne semiotike, logike i procesa zaključivanja. Definišući jedanaest stepeni/dimenzija ili kriterijuma kojima će ‘design intelligence’ strategija biti opredeljena (01. metanivo procesuiranja informacija: postdisciplinarna strategija metakognicije, 02. dijagramatika i strategija dijagramatskog mišljenja, 03. strategija vremenskih linija i palimpsest strategija: mikroistorijsko i makroistorijsko mapiranje, 04. topološko mišljenje, 05. strategija umrežavanja, 06. prostorno mišljenje: datascaping i mapiranje (data-architecture), 07. ‘strategija memorijskih palata’, 08. kvantna logika odlučivanja, 09. strategije dinamičke kompleksnosti i adaptibilnosti (elastičnosti ukupnih informacija predmeta istraživanja i prikazivanja), 10. informacijska forenzika: pouzdanost i validacija informacija i 11. kreativno interaktivno mišljenje), ‘dijagramatika’ je izdvojena kao njen strukturni dinamički modus, supstancijalan i za unutrašnju relacionu logiku određenog režima mišljenja (ravan imanentnosti/konzistencije) i mogućnost zauzimanja superiorne meta-pozicije u odnosu na predmet mišljenja.Kategorija: Digitalni prosto

    Transformation of the spatial planning approach in Serbia: towards strengthening the civil sector?

    After the fall of the Berlin Wall, the countries of central and eastern Europe were eager to reshape their societies both in terms of transforming the social system and upgrading the physical environment. The European transport network policies were considered an appropriate instrument for the latter. More importantly, the transport policies highly affected spatial development as they preceded the first European spatial policies. As Serbia suffered from internal social and political problems, it was excluded from the support offered to the European Union Member States. However, due to the geopolitical importance of the Western Balkans, the entire region has become an interesting target for investments from Russia, China, Turkey and the United Arab Emirates. In extreme need of an economic upturn, the Western Balkan states are usually forced to accept the conditions of foreign investors, no matter what the consequences for society and space. An example that illustrates such ad-hoc political decisions is the Belgrade Waterfront project, which is growing on an 90-ha area, including the recently closed railway station and its shunting yard. As spatial planners and other relevant experts are considered too weak to oppose the political regime, and as the only true critics of the project came from citizen organizations, the paper highlights the role of the civil sector, considering it a tool for transforming the spatial planning approach of a transitional society. Critical analysis of both the regulatory and institutional framework of spatial planning in Serbia indicates a paradox: on the one hand, formal documents highlighting the need for and the role of the civil sector exist, but they are not implemented in spatial planning practice; on the other hand, the mechanisms for active participation have already been developed by the civil sector, however, the institutional framework necessary for formalizing these informal instruments is missing. Solving this issue is a small step towards the progress of Serbian spatial governance, still in transition

    Investment locations maping: Kikinda city case study

    Investing is a prerequisite for construction and development in transitional country, such as Serbia. Foreign direct investment (FDI), which besides capital brings modern management and technology, is particularly important. Various regions and many cities are competing to attract investment, predominantly FDI, in Serbia these days. The City of Kikinda, located in the North Banat district, in Vojvodina - autonomous province of Serbia, participates in this match. Landlocked Serbia, satisfactory linked with neighbouring countries, has free trade agreements and low operation costs. In addition, the Kikinda City, close to the borders with Romania and Hungary, has attractive greenfield and brownfield locations for investment. The City of Kikinda has assigned the Public Company “Kikinda” (PCK) to make a map of locations suitable for investment. This paper presents: the Map of Locations for Investment in the City of Kikinda, named shortly: Kikinda Investment Map (KIM). The PCK has gathered information from a large number of stakeholders, both public and private, and has analysed these data to make estimates and valuations regarding investment locations. The mapping is concentrated on both greenfield and brownfield locations. The KIM displays 7 categories of locations, which are: infrastructure, industry, agriculture, administration, housing, culture, and tourism. Geographic data, urban parameters and planning documents are given for mapped investment locations in Kikinda. The Republic Geodetic Authority of Serbia has, as a pilot project, incorporated the KIM into its system the National Geospatial Data Infrastructure (NGDI) and published it on the website (www.geosrbija.rs).
