    Strategic Planning and Management Model for the Regeneration of Historic Urban Landscapes: The Case of Historic Center of Novi Pazar in Serbia

    The purpose of this paper is to identify the role of strategic planning as a sustainable tool for regulating both the protection and development of historic urban landscapes, as well as developing an adequate and effective strategic model and management instruments for implementation. The role and importance of strategic planning are examined in the context of global transformative actions in the urban governance of community and private sector engagement and sustainable development on the local level. We argue that a specific—tailor-made—integrated strategic urban planning approach could be a useful model, both for development and urban regeneration and for the preservation of protected valuable historic urban landscapes, thus contributing to a sustainable urban revival of wider surrounding territories including cultural, social and economic development. We stand on the position that the sustainable approach to the protection and revitalization of the historic urban landscapes has to be in line with the acknowledgment of specific local community values, contemporary needs, their involvement, and, eventually, their satisfaction. The case study method was based on the example of a protected historic center of Novi Pazar in Serbia to test the possibilities of applying strategic planning model and management for the implementation tailored to the local context. Eventually, the scenario method was applied to test the possibilities of a simulation of the strategic planning model and management instruments for a protected historic center. We found that the appropriate combination and utilization of regulatory, economic and informational management instruments have to be in place in the specific context. We conclude and draw out theoretical and practical remarks from our research that integrated strategic urban planning model should consider the logic and the functioning of the competitive real estate markets, and the sustainable environmental, economic and social effects, potentials and benefits for the locality where they originate, in order to be utilized as the new generative value both for the protection and for the revival of historic city centers. The paper develops a conceptual strategic planning and management model for the regeneration of historic urban landscapes that capture the physical, environmental, economic, and social effects and indicators of a given space. Based on this input, an adequate initial stage of the conceptual strategy by the authors of the paper was developed for the regeneration of the historic urban city center

    Rural housing is directly linked to agricultural work, so the organization of space in the yard is fundamentally different from the functional characteristics of urban housing. In the villages of Serbia, over the years and after the Second World War, multi-storey residential buildings were erected for service to non-agricultural population. By their basic manifestations and visual manifestations, as well as functional characteristics, these objects never fit into the image of the village, and their users do not enter into the habits and customs of life in the environments in which they are built. Semi-agricultural and non-agricultural population in rural areas is predominant today, so the question arises as to the relation of the profession to multi-family housing in villages.Становање у селима је непосредно повезано са радом у пољопривреди, па је организација простора на дворишту суштински различита од карактеристика урбаног становања. У селима Србије су током времена, а након Другог светског рата, грађени вишеспратни стамбени објекти, намењени услужном непољопривредном становништву. Како основним појавним и визуелним манифестацијама, тако и функционалним карактеристикама, ови се објекти нису никада уклопили у слику села, а њихови корисници у навике и обичаје живота у срединама у којима су грађени.     The implementation of the principles of the learning cities concept in urbanism-based education: the example of urban design studio at the Faculty of Architecture in Belgrade, Serbia

    The international concept of learning cities refers to a city as the human capital that facilitates our needs, interests and individual empowerment, while it parallel supports a community building through mutual learning process. This dual nature of a city as an educating ground opens multiple possibilities to learn, in both formal and informal ways. Considering that the concept of learning cities has a clear imprint into urban space, it elevates the position of urbanism and architecture within the concept. This position is characterised by simultaneous reliance to local and cosmopolitan values in culture, knowledge, and technologies, aiming to spatially empower individuals and create social cohesion, which basically support the urban sustainability. The aim of this paper is to investigate how the concept of learning cities influences student work and decisions in a studio-shaped course, where the final product is actually the project of learning urban space. This investigation was carried within an urban design studio at 2nd year of bachelor studies at the Faculty of Architecture in Belgrade, Serbia. The analysis of student works presents that they comprehend the learning city in three directions: (1) as a network of learning places; (2) as the spatial reflection of renewal and revitalisation of local community; and (3) as the use of local heritage, culture and identity for new urban interventions

    Uprkos i danas otvorenom filozofskom pitanju „Šta je kon cept?“, samo na prvi pogled paradoksalno, arhitektonska praksa postavlja još partikularnije pitanje: „Šta je arhitektonski koncept?“ Filozofske teorije, koncepcije i fragmentarni teorijski korpusi oslonci su ovog arhitektonskog razmatranja. U arhitektonskom tumačenju i upotrebi, ta polazišta istovremeno postaju tlo koje akcije ovog rada mogu da destabilizuju i arhitektonski oblikuju. Zbog toga je ovaj tekst moguće čitati počev od njegovog kraja, ili počev od uslovnih zaključaka, da bi se, naknadnim vraćanjem, potpuno razumele njegove inspiracije.     Fluid spaces in a contemporary urban context: Questioning the boundary between architecture and infrastructure

    The aim of this paper is to research the relations between the contemporary networked context and transformations in the understanding of architectural and infrastructural spaces, and to research the main models of fluidity within this relation. The contemporary urban context is characterized by globalization, transculturalism and increased technological development, which simultaneously change the everydayness, usage and perception of urban spaces and architecture. New networking phenomena occurring on informational, communicational and spatial levels transform the city and its architecture into constant processes of flows. Fluidity is positioned as the main problem of this research, simultaneously causing, and manifesting in, transformations of contemporary spatial conditions where the notion of flow becomes the new spatial quality. This research is focused on one of the main spatial manifestations of the fluidity phenomenon in contemporary cities – the dispersion of the boundary between architectural and infrastructural space. The aim of the paper is to present the idea that fluid spaces are characterized by: 1) increased loss of disciplinary boundaries; 2) loss of physical boundaries – inner-outer space overlapping; 3) dispersion of perceptual boundaries in space. The research is significant because it defines new meanings of spaces of flows and movement in a contemporary urban context

    Овај рад истражује позицију архитектонске форме у односу на феномен токова у савременом градском контексту, који се, у преклапању философије, културе и архитектуре, анализира као парадигма умрежености. Позиција архитектуре у таквом контексту постаје израз трансформација вредности и материјалних основа савременог искуства простора. Синтаксу терминал-архитектура употребљавамо у значењу које не подразумева програмско и типолошко одређење, већ позицију у оквиру процеса – објекат умрежен у динамички систем градске структуре. Ток, као нова и релациона вредност, постаје критеријум архитектонског простора, те хибридност програма и губитак типолошких дефиниција постају изрази дисперзије и дематеријализације историјских фундамената архитектонске форме, отварајући нове спектре архитектонских иновација и пројктантских принципа.The aim of this paper is to research the position of architectural form in relation to the phenomenon of flows in the contemporary urban context. In the interdisciplinary theoretical research this paper presents the overlapping of philosophy, culture and architecture which is analyzed as a paradigm of networking. Therefore, networked context considers the complexity, variability and dynamic properties of relations between tangible and intangible everyday constructs. The position of architecture in such a context becomes an expression of the transformation of values and material bases of the aesthetic experience of contemporary urban space. In this paper, the syntax terminal architecture is used in a meaning that does not imply programmatic and typological determination but position of architecture within the processes of the contemporary city - an object networked in a dynamic system of urban structure. Such architecture deals with relations and dynamisms as the main carriers of the value system of architectural form - differences in repetition in space-time complexity and continuity. Accordingly, the subjectivity, variability and dynamization of the structural principles of space are recognized as opposites to historically grounded determinations and aesthetic principles of architectural form. In a relation in which flow, as a kinesthetic and relational value, becomes the bearer of formal features of architectural space, program hybridity and loss of typological definitions become expressions of dispersion and dematerialization of historical foundations of architectural form, thus opening new spectra of architectural innovations and design principles

    Waterfront regeneration in post-socialist Belgrade: benefits and risks

    Cities all over the world are (re)discovering their waterfronts as places for public enjoyment, and as opportunities for new economic development. Although waterfront regeneration has been well studied in developed countries, only recently have researchers begun to explore it in post-socialist context. We contribute to this line of the research by examining the process of waterfront regeneration in Belgrade, Serbia. The paper presents three phases in redevelopment of Belgrade’s central waterfront, and analyses their benefits, risks and links. These phases were realized through different approaches to urban regeneration: a) as grassroots events by Public art & Public space programme, b) as bottom-up formation of Savamala creative district, and c) through top-down megaproject “Belgrade Waterfront”

    Emergency architecture revised: Challenges in research, practice and education

    We are experiencing a world that is undergoing extreme and unpredictable changes. The present-day global pandemic repeatedly shows that humankind is vulnerable to health crises and disasters not only during the emergency but also long after the principal danger has declined. With over seven million confirmed cases at the moment, COVID–19 pandemic imposed measures of social distancing, restricted movements, regulated use of public space, and suspended daily activities. These measures saved human lives but simultaneously confronted us with new spatial, social and psychological challenges. Resulting in ad hoc solutions directed towards providing immediate results and improving readiness for the current scenario, these solutions accumulated multiple adverse political, economic, social, and psychological effects. These challenges revealed low response capacity for spatial diagnostics and low level of emergency preparedness and thus indicated the need to reconsider the existing approaches of emergency design. De-escalation of COVID-19 and the end of imposed measures revealed the need for systematic planning and building the resilience of complex systems to successfully mitigate and prevent an epidemic or natural disaster and, simultaneously, ensure the quality of everyday life.Stiamo vivendo una realtà che sta subendo cambiamenti estremi e imprevedibili. L’attuale pandemia globale mostra prepotentemente che l’umanità è vulnerabile alle crisi sanitarie e ai disastri non solo durante l’emergenza, ma anche molto tempo dopo che il pericolo principale è diminuito. Con oltre sette milioni di casi confermati al momento, la pandemia COVID-19 ha imposto misure di distanziamento sociale, spostamenti limitati, uso regolamentato dello spazio pubblico e sospensione delle normali attività quotidiane. Queste misure hanno salvato vite umane, ma allo stesso tempo ci hanno messo di fronte a nuove sfide spaziali, sociali e psicologiche. Trattandosi di soluzioni ad hoc dirette a fornire risultati immediati e a migliorare la prontezza di intervento sullo scenario attuale, queste soluzioni hanno accumulato d’altra parte molteplici effetti negativi politici, economici, sociali e psicologici. Queste sfide hanno rivelato una scarsa capacità di risposta in termini di organizzazione spaziale e un basso livello di preparazione alle calamità, indicando così la necessità di riconsiderare gli approcci esistenti nella progettazione delle emergenze. Il rallentamento del COVID-19 e la fine delle misure restrittive imposte hanno rivelato il bisogno di una pianificazione sistematica e di una resilienza necessaria ai sistemi complessi per mitigare e prevenire con successo un’epidemia o un disastro naturale e, allo stesso tempo, garantire la qualità della vita quotidiana
