Extending the Lifespan of the Post-War Housing Stock—Multi-criteria Renovation
This research presents the possibilities of extending the lifespan of multi-family residential buildings constructed during the mass construction period through the application of comprehensive renovation. Buildings constructed between 1946 and 1970 constitute one-quarter of Serbia’s total multi-family housing stock; however, their lifespan is questioned due to their energy, spatial, and functional deficiencies. The study analyses the application of the comprehensive renovation methodology through volumetric additions, aiming to achieve energy, spatial, and functional improvements to the building to enhance residential comfort and extend its lifespan. The research includes an analysis of a selected freestanding multi-family residential building and two variants of comprehensive building renovation using different volumetric additions: continuous and partial additions. The study examines the possibilities of achieving the highest possible energy class by improving the building’s thermal envelope, increasing the usable heated area of residential units, spatial reorganization of apartments, forming private open spaces for apartments, as well as enhancing vertical building communication by adding an elevator. The concept of multifunctional open public spaces in the context of different user groups [abstract]
Amid contemporary trends in urban space transformation, a noticeable need has emerged for the reconceptualization of public space in a more flexible and inclusive manner. While the concept of multifunctionality is not new, it is inherently complex, and its interpretation varies across different spatial disciplines. Moreover, the concept of multifunctional space is increasingly being linked to the concept of sustainable development, assuming that such spaces can contribute to achieving a wide range of ecological, social, and economic benefits for the sustainability of urban environments. The focus of this work is multifunctionality as a concept in relation to its effects on different categories of users. Given that the application of multifunctionality in architecture and urbanism is multi-dimensional and open to numerous interpretations, this paper aims to provide a closer insight into the different characteristics of multifunctional public spaces in relation to various user groups, using the example of the "Lazaro Cardenas" promenade in Block 45. In this regard, the paper seeks to identify the different multifunctional segments of the space and the effects these spaces produce on various user categories by conducting spatial analysis, mapping, observations, initial interviews, and an online survey. Furthermore, with the aim of determining the different dimensions of multifunctionality through the use of this promenade by various user groups, as well as its functional, aesthetic, and ecological characteristics of equipment, the research established indicators and sub-indicators through which the space was evaluated. The research findings suggest that the concept of multifunctionality and hybridity are important for the creation of vital public urban spaces. Such spaces meet diverse needs, promote inclusivity, enhance social interaction and physical health, and create dynamic environments through services like connectivity, recreation, community development, and ecological functions
Od analize do akcije: razvoj kompetencija za kritičko i odgovorno upravljanje kulturnim nasleđem
Upravljanje kulturnim nasleđem postalo je poslednjih godina jedno od ključnih
društvenih pitanja u Srbiji. Njegova izvorna uloga – očuvanje, zaštita i održivo korišćenje
kulturnih dobara u cilju očuvanja za buduće generacije – narušena je usled snažnog uticaja
interesa kapitala na regulatorne i institucionalne okvire. Jedan od ključnih mehanizama za
očuvanje ove izvorne uloge je razvoj profesionalnih kompetencija za kritičko i odgovorno
upravljanje kulturnim nasleđem kroz obrazovne programe.
Ovaj rad prikazuje iskustva i rezultate inovacija u kurikulumima kurseva na osnovnim i master
studijama Arhitektonskog fakulteta Univerziteta u Beogradu. Ove inovacije su zasnovane na
tri ključna principa: (1 ) Primena interdisciplinarnog pristupa, kroz uključivanje znanja iz
oblasti urbanističkog planiranja, zaštite kulturnog nasleđa, upravljanja urbanim razvojem i
prava, čime se studentima omogućava šire razumevanje izazova i mogućnosti u upravljanju
kulturnim nasleđem; (2) Iskustveno učenje, kroz studije slučaja, analizu konkretnih
problema zaštite kulturnih dobara i posete institucijama odgovornim za kreiranje, usvajanje
i implementaciju javnih politika; i (3) Kooperativno učenje, kroz gostujuća predavanja,
saradnju sa organizacijama civilnog društva i aktivno učešće na skupovima strukovnih i
akademskih udruženja, čime studenti stiču direktan uvid u praksu i razvijaju profesionalne
mreže. Kao studije slučaja, izabrane su aktuelne teme zaštite Kompleksa Beogradskog
sajma i Ansambla Generalštaba i Ministarstva odbrane.
Razvijanje kritičkog mišljenja kroz studijske programe omogućava obrazovanje stručnjaka
osposobljenih da balansiraju različite interese i donose etičke i održive odluke. Ovaj pristup
doprinosi oblikovanju kritički angažovanih eksperata koji će u budućnosti kreirati i sprovoditi

Speculative design, as a sustainable urban and architectural form, aims to envision and create future scenarios that prioritize environmental and social well-being in the periods of bifurcation strategizing stability and new growth. By considering the long-term impacts of design decisions on both the planet and its inhabitants, speculative design can help guide us towards more sustainable practices. By pushing the boundaries of traditional design thinking, speculative design challenges us to think creatively and critically about our built environment, ultimately shaping a more resilient and equitable future for all. Korupcija i prostorni razvoj: uloga saveta za borbu protiv korupcije u Srbiji
Korupcija i kvalitet upravljanja u javnom sektoru predstavljaju ključne izazove za
savremene države, naročito one koje su u procesu tranzicije ili demokratizacije.
Brojni međunarodni izveštaji, poput Indeksa percepcije korupcije organizacije
Transparency International (Transparency International, 2025), Indikatora globalnog
upravljanja Svetske banke (World Bank, 2024), kao i analize organizacija poput
Freedom House (2024) i Organizacije za ekonomsku saradnju i razvoj – OECD
(2024), ukazuju na ozbiljnu zabrinutost zbog slabljenja javnih institucija, jačanja
autoritarnih tendencija i nedovoljno efikasne borbe protiv korupcije. Prema podacima
iz 2024. godine (Transparency International, 2025), Srbija beleži negativne
trendove u oblastima vladavine prava i kontrole korupcije, što dodatno komplikuje
njen put ka demokratskoj konsolidaciji i evropskim integracijama
Comparative Life Cycle Assessment of Embedded Materials in the Common Wall Types: Case of the Contemporary Serbian Building Practice
Sustainable construction, in addition to meeting energy effi ciency requirements, requires reducing the
environmental impact of building materials. In this context, the production stage plays a crucial role
in determining the overall sustainability of building materials. This study analyzes the environmental
and energy aspects of the initial phase of the life cycle of building materials predominantly used in
modern construction and building renovation in Serbia. The research focuses on materials used for
external walls, as external walls constitute the largest portion of a building's overall structure and
signifi cantly infl uence its energy effi ciency and sustainability. The most commonly used materials for
the core of the external wall construction, such as hollow clay blocks, autoclaved aerated concrete
blocks, and cast reinforced concrete, form the basis for the comparative analysis. The study assesses
the environmental and energy characteristics of these materials as they are embedded in wall
systems. The study examines wall assemblies with an insulation layer and plaster fi nishing layers,
while varying the basic structural component of the wall. The thickness of the thermal insulation layer
depends on the basic part of the wall, ensuring that approximately the same thermal transmittance
coeffi cients are achieved while meeting the requirements of the applicable Rulebook on Energy
Effi ciency in Serbia. Using the Life Cycle Assessment (LCA) methodology, the research focuses on
two key indicators: Global Warming Potential (GWP) and Cumulative Energy Demand (CED) from fossil
sources. The results provide detailed insights into the differences in the environmental impact and
energy effi ciency of these materials. The study highlights signifi cant advantages and disadvantages
of different materials regarding greenhouse gas emissions, cumulative energy demand as indicators
of achieved sustainability
(Ne)vidljivi mehanizmi (zlo)upotrebe javnih resursa projekta EXPO Belgrade 2027
Projekat EXPO Belgrade 2027 predstavlja jedan od najvećih projekata javne intervencije
i urbane transformacije poslednjih decenija, koji zbog svojih ogromnih
javnih ulaganja, netransparentnih procedura donošenja odluka, ubrzane izgradnje
u zaštićenom i osetljivom području, nejasnih sadržaja i prostornih granica, uprkos
izuzetnoj prisutnosti u javnoj sferi izaziva veliko podozrenje stručne i šire javnosti.
Ispostavilo se da, uprkos izuzetnom prisustvu u zvaničnim dokumentima, kao i
medijskim nastupima predstavnika različitih javnih institucija, nije moguće jednoznačno
utvrditi šta jeste ili šta nije projekat EXPO Belgrade 2027.
U radu su predstavljeni metodologija, proces i rezultati transdisciplinarnog akcionog
istraživanja mehanizama upotrebe javnih resursa projekta EXPO Belgrade
2027, sprovedenog tokom studentskog, a zatim šireg društvenog protesta i institucionalne
krize, izazvanih padom nadstrešnice na železničkoj stanici u Novom Sadu.
Istraživački proces je realizovan po ad hoc modelu oblikovanom dvema silama - dinamikom
studentskih protestnih aktivnosti i delovanjem javnih institucija u funkciji
realizacije EXPO projekta tokom istraživanja. U istraživanju su učestvovali nastavnici
i studenti Arhitektonskog fakulteta Univerziteta u Beogradu za vreme blokade
nastave, te su relacije istraživanja i studentskih protesta uspostavljene na nivou
motiva, vrednosti i ciljeva, ali i načina delovanja – rezultati istraživanja su bili osnov
za preduzimanje različitih tipova akcija u okviru studentskog protesta. Uspostavljena
je saradnja sa nastavnicima i studentima sa više fakulteta Univerziteta u Beogradu,
organizacijama civilnog društva i ekspertima u oblasti urbanog razvoja.
Ovaj transdisciplinarni, kritički i akcioni pristup istraživanju planskog, pravnog i
finansijskog aspekta projekta EXPO Belgrade 2027 sa stanovišta održivog urbanog
razvoja i dobrog upravljanja je utemeljen u institucionalnoj teoriji. Naknadno
se mogu uspostaviti relacije sa konceptima pobunjenog planiranja (eng. insurgent
planning) i pobunjene pedagogije (eng. insurgent pedagogy).
Sa ciljem da se sagledaju planska rešenja i u skladu sa tim detektuju nevidljivi
rizici, analizirani su zakoni, prostorni i urbanistički planovi, izveštaji i odluke javnih
institucija, ali i medijski sadržaji radi razumevanja stavova nadležnih institucija i
javnih funkcionera o pitanjima od značaja za projekat. Nalazi ukazuju da EXPO
Belgrade 2027 predstavlja tipičan primer megaprojekta. Njegova veličina i nejasna
granica, kompleksnost i rizici, nepreciznost i porast troškova, politički diskurs
i manipulacija narativima, netransparentnost i isključivanje javnosti ukazuju na
važnost razvoja mehanizama nadzora, javne kontrole i odgovornosti.Publikacija je realizovana u okviru projekta "Javnost u javnim politikama" koji sprovodi Nova planska praksa u saradnji sa beogradskom kancelarijom Fondacije "Hajnrih Bel"
Possibilities and Scope of Comprehensive Renovation of Multifamily Residential Buildings in Cultural-Historic Areas: A Case Study of a Protected Building in the Old Part of Belgrade
The paper analyses the possibilities and scopes of comprehensive renovation of multifamily residential buildings located in the central urban core within cultural-historic areas, where the buildings are protected as cultural monuments. A considerable number of these buildings was constructed before thermal protection in construction appeared in domestic building regulations, meaning that they often do not meet modern standards of residential comfort. The renovation of such buildings is subject to specific conditions, with limited possibilities for intervention, raising questions about the benefits and ultimate outcomes of a such renovation. The paper examines the possibilities of renovating protected buildings and determines whether significant energy saving and spatial improvements can be achieved for these buildings. The study presents an example of comprehensive building renovation in Belgrade in an area protected as a cultural-historical entity. The research analyses renovation options to achieve the maximum possible energy saving by expanding the usable space. Based on the Knauf software simulations, the energy savings for heating compared to the existing state are 34% in Solution 1 and 69% in Solution 2. The goal of the research is to ascertain possibilities of comprehensive renovation of protected residential buildings without compromising their original architectural and historical values

The purpose of this paper is to provide an overview of the typology of the urban villas constructed in Sarajevo in the first half of the 20th century, which are considered worth preserving as part of Bosnia and Herzegovina's significant architectural heritage from that period. An integral methodology for evaluating 20th-century architectural heritage was applied in the case of 43 urban villas identified through a comprehensive literature review. The findings are presented in a tabular overview of urban villas, accompanied by a description of the applied evaluation methodology, a verification of the level of authenticity and integrity of each villa, and recommendations for their protection and preservation

Циљ публикације је формирање базе знања ради јачања професионалне етике и
оснаживања капацитета за суочавање са корупцијом свих актера укључених у
управљање урбаним развојем.
У првој целини, под називом Анализа феномена корупције, радови се баве
прегледом најзначајнијих теоријских сазнања и концептуалних приступа који
обликују разумевање феномена корупције и ауторитарног неолиберализма, етике
професионалних урбаниста и интегритета урбанистичког планирања као јавне
делатности.
У другој целини, под називом Ризици и сумње на корупцију у пракси, радови се
баве идентификацијом и анализом улоге и домета тела задужених за откривање и
спречавање корупције и анализом конкретних урбанистичких пракси за које постоји
висок ризик и сумња на корупцију.The aim of the publication is to create a knowledge base that helps strengthen
professional ethics and build the capacity of everyone involved in managing urban
development to deal with corruption.
The first section, called Understanding Corruption, looks at key theories and ideas that
help explain corruption and authoritarian neoliberalism. It also explores the ethics of urban planning professionals and the importance of integrity in urban planning as a
public service.
The second section, Risks and Suspicions of Corruption in Practice, focuses on
identifying and analyzing the role of institutions that work to detect and prevent
corruption. It also examines specific urban planning practices that are considered high-
