    Human resources are the most significant asset, a decisive factor for the existence and development of every country. Human resource development has become an urgent task not only of each country but also of each region and region according to the characteristics of geography, population and requirements of economic development orientation - society. In the mountainous areas of Vietnam, ethnic minority human resources are considered a central factor, playing a decisive role in socio-economic growth and development. Human resource training is a fundamental factor determining socio-economic development in ethnic minority areas in mountainous areas; it plays a decisive role in the education, professional and technical qualifications of human resources, training people capable of leading and gathering ethnic minority communities in production organization and social management; create human resources capable of applying new scientific and technological achievements in parallel with promoting indigenous knowledge and experiences of ethnic minorities in socio-economic development, and at the same time capable of solving new problems, problems arising in practice, production and social life.  Article visualizations

    PARA-ANTISOCIALITY: HATRED, CELEBRITY, PROJECTION, ATTRACTION, IMPOTENCE, AND CATHARSIS IN LIMINAL SOCIETIES

    The last three decades of media expansion and technological innovation, encompassing the 24-hour media news cycle, the original desktop- and later site-based internet, gaming, social media, and the smartphone, have radically altered the means by which citizens of the developed and developing world access information and how they construct and maintain relationships. As the reach, robustness, ubiquity, and engagement potential of the two-dimensional world have expanded, those of the three-dimensional world have diminished (an effect accelerated during the COVID and post-COVID eras). As one world atrophies, a new one rushes in to fill the void. Celebrity culture; neoliberal economic policies; the decline of family, community, and organised religion; and the post-World War II suburbanisation and aesthetic sterilisation of shared spaces have all contributed to the decay and fragilization of the antecedent meat space (in-person) bonds. In their place, has risen the parasocial relationship—that between audience and performer or, in more modern terminology, content creator and content consumer. Why celebrities/content creators are loved is not the question to be posed herein. Notoriety, adulation, status, physical attractiveness, and charm—these all do much to explain why the famous and would-be famous alike are regarded with affection. Why they are hated—as they often are, if only by a portion of their audience—is less clear. This paper will examine the origins and utility of antagonistic parasocial relationships as well as the extent to which para-antisociality is harmful to content creators and consumers and what (if anything) can and should be done to manage hostility in parasocial relationships.  Article visualizations

    PRICE FORECASTING OF FULLY DRESSED CHICKEN IN THE PHILIPPINES

    The Philippine chicken industry has been dominated by backyard farmers. This study was conducted to determine the market trend and forecast the price of fully dressed chicken in Davao City. A monthly time series of secondary data was used in the study obtained from the Philippine Statistics Authority (PSA) from January 1990 to January 2021, analyzed using an ARMA/ARIMA model to forecast the price and analyze the trend. The result revealed that the best-fit model was ARIMA (3, 1, 1), which indicated high price volatility throughout the analysis (p-value = 0.000) and the model indicates that the forecasted price from 2021-2024 is consistent.     This study investigated gender diversity and institutional performance in public tertiary institutions in Western Region of Ghana. The purpose of the study was to determine how gender is diversed in the selected institutions and the effect of gender diversity on institutional performance in these institutions. Quantitative method was used for the study. A sample size of 400 senior members was drawn from a population of 592 via purposive and convenient sampling techniques. A self-developed closed-ended questionnaire was used to collect the data. The data were analysed quantitatively with IBM Statistical Package for the Social Sciences (SPSS) version 25. Two research questions and two hypotheses were formulated to guide the study. Descriptive statistics such as means, standard deviations, percentages and Pearson correlation were used to analyse the data. The major findings of the study were that (1) gender diversity in Institution A differed from that of Institution B, and (2) there was a significant positive relationship between gender diversity and employee performance in public tertiary institutions in the Western Region of Ghana. Management of public tertiary institutions in Western Region should form diverse gender teams and apply good gender diversity strategies to improve employee/institutional performance. Cette étude a porté sur la diversité des genres et les performances de la direction dans les établissements tertiaires publics de la région occidentale du Ghana. Le but de l’étude était de déterminer comment le genre est divergé dans les établissements sélectionnés et l’effet de la diversité des genres sur les performances institutionnelles dans ces établissements. Un échantillon de 400 membres du cadre supérieurs des établissements tertiaires a été prélevé sur une population de 592 par des techniques d’échantillonnage ciblées et pratiques. Un questionnaire fermé a été déployé pour recueillir les données. Une méthode quantitative a été utilisée pour l’analyse à l’aide du logiciel statistique IBM pour les sciences sociales (SPSS) version 25. Deux questions de recherche et deux hypothèses ont été formulées pour guider l’étude. Des statistiques descriptives telles que les moyennes, les écarts-types, les pourcentages et la corrélation avec Pearson ont été utilisées pour analyser les données. Les principales conclusions de l’étude sont : (1) la diversité des genres dans l’établissement A diffère de celle de l’établissement B et (2) il existe une relation positive significative entre la diversité des genres et les performances des employés dans les établissements tertiaires publics dans la région occidentale du Ghana. La direction des institutions tertiaires dans la région de l’Ouest devrait former des équipes de genre diversifié et appliquer de bonnes stratégies de diversité des genres pour améliorer la performance des employés/établissements.  Article visualizations

    DIMENSIONS OF EMPLOYEE OUTCOMES IN RESTAURANTS: A CONFIRMATORY FACTOR ANALYSIS

    This study was conducted to address the issue of disengaged employees in the context of restaurants by determining the underlying factors for its incidence as employee outcomes. This study utilized the exploratory mixed-method approach following a two-phase study design. The first phase consisted of in-depth interviews with six restaurant employees, selected purposively in order to develop a significant statement for the development of factor structure on employee outcomes which will be used in the second phase. The second phase was the development of survey instruments for 420 respondents, selected randomly. In the first phase, exploratory factor analysis was used to identify the salient factors which yielded five dimensions. The five dimensions that characterized employee outcomes, after 12 iterations are an empowered workforce, customer focus, efficient performance, a trusted and confident workforce, and continuing professional development. These dimensions were validated through a quantitative phase utilizing the confirmatory factor analysis in order to identify the best-fit model. Four model configurations were undertaken and model 4 was considered the most parsimonious model, essentials statistical analysis revealed that all of the identified factors were significantly correlated. The model explains 69.6 percent of the variation in employee outcomes.  Article visualizations

    This study analyses the satisfaction of 148 and 47 households who respectively adopted the improved cooking stove and the liquefied petroleum gas (LPG) in 2020 out of a sample of 1154 households. It sought to identify the critical parameters on which to focus for the continued use of the improved cooking stove and the LPG for cooking. The data was collected via a survey to evaluate the level of satisfaction of households surveyed using the improved cooking stove or the LPG. It emerges from this study that the households using the improved cooking stove are satisfied with this stove, especially the imported brands or those produced by the specialized structures. On the other hand, stoves made by local craftsmen are less appreciated. For liquefied petroleum gas, its price and the difficulties in obtaining it constitute the elements of the dissatisfaction of user households. The Congolese government should make it easier for local craftsmen who are increasingly embarking on the manufacture of improved cooking stoves, on the one hand, and subsidize the price of gas to make it more accessible to most Congolese households who are poor.La présente étude analyse la satisfaction de 148 et 47 ménages qui ont adopté respectivement le foyer amélioré et le gaz de pétrole liquéfié en 2020 sur un échantillon de 1154 ménages. Elle a cherché à identifier les paramètres critiques sur lesquels il faut se focaliser pour utilisation continue du foyer amélioré et du GPL pour la cuisson. Les données ont été collectées via une enquête sur le niveau de satisfaction de l’utilisation du foyer et/ou du GPL par les ménages enquêtés. Il ressort de cette étude que les ménages utilisateurs du foyer amélioré en sont satisfaits, surtout les marques importées ou celles produites par les structures spécialisées. Par contre, les foyers fabriqués par les artisans locaux sont moins appréciés. Pour le gaz de pétrole liquéfié, son prix et les difficultés pour s’en procurer constituent les éléments de l’insatisfaction des ménages utilisateurs. Le gouvernement congolais devrait accorder plus de facilité aux artisans locaux qui se lancent de plus en plus dans la fabrication des foyers améliorés, d’une part ; et de subventionner le prix du gaz pour le rendre plus accessible à la majorité des ménages congolais qui sont pauvres.  Article visualizations

    ROAD DISCIPLINARY CHALLENGES: THE CASE OF PEDESTRIANS OF LA NKWANTANANG MADINA ADENTA MUNICIPAL DISTRICT, GHANA

    In Ghana, 72 persons out of every 100,000 population, suffered from grievous bodily injuries, and close to 8 of the same population died from Road Traffic Accidents (RTAs) over the past decade. This study was conducted to explore the factors that contribute to pedestrian accidents on our roads as well as ways of preventing these accidents. Data were obtained from 70 pedestrians in the La Nkwantanang Madina Adenta Municipality. The descriptive analysis identified the following as possible causes of pedestrian accidents; pedestrian negligence, pedestrians using mobile phones whilst using the roads, and impatient drivers. The findings underscore the need for local government agencies to spearhead strategies of minimizing road crashes by forming neighbourhood safety groups. Their knowledge could be useful to identify problems that are difficult to detect.  Article visualizations

    THE FACTORS THAT HAVE INFLUENCED THE ADOPTION OF MALAYSIAN PRIVATE ENTITIES REPORTING STANDARDS (MPERS) FOR SMEs IN MALAYSIA

    This study aims to explore the factors that have influenced the adoption of Malaysian Private Entities Reporting Standards (MPERS) in Malaysia since 2016, to explore the costs and benefits to Malaysian SMEs of adopting the MPERS, and also to explore challenges and expectations exploring the perception of 15 accounting professionals representing SMEs in Malaysia. Findings indicate that education and professional training are influential factors in the way participants perceive the MPERS but tensions between education and training did come to the fore in the interviews. Legal and tax factors are also influential. However, participants did not discuss the role of tax or legal factors relating to the implementation of the standard in any depth. Further, findings also indicate that cultural factors play a significant role equal to external economic factors, which heavily influenced the Malaysian standard setter to adopt MPERS. Participants suggested that the initial (short-term) costs for the adoption of the standard outweigh the benefits, but that over the long term, the benefits outweighed the costs of the adoption of the MPERS. The findings also suggest that adoption increased the reliability of financial information to users while adoption of the MPERS provides confidence to foreign investors by providing a comparable accounting framework with other countries, which was seen by participants as one of the most prominent macro effects. This thesis is the first to explore factors that drove the Malaysian authorities to adopt the MPERS and contribute to the existing body of accounting literature. We argue that this study’s findings might be used as a solid basis for other similar contexts in Southeast Asia with similar cultural characteristics to Malaysia. JEL: M10, M14, M20, M40, M41  Article visualizations

    EFFECTS OF RISK ASSESSMENT ON FINANCIAL ACCOUNTABILITY AS EVIDENCED IN NATIONAL GOVERNMENT CONSTITUENCIES DEVELOPMENT FUND IN KENYA

    The objective of National Government Constituencies Development Fund is to promote human and infrastructural development at the community and constituency levels. The fund is expected to be operated with the highest level of transparency, probity, propriety, and accountability. Despite the elaborate measures put in place by the government to ensure transparency, financial accountability in many constituencies is still not as expected. Studies done on internal controls and financial accountability have been in other sectors such as public Universities, the ones done in constituencies have concentrated on the performance of county projects and have looked at only specific constructs of internal controls. The aim of the study was to examine the effect of risk assessment on financial accountability of national Government Constituencies development fund in Kenya. The study was structured on; agency theory and accountability theory. A correlation research design was adopted. The target population of the study was 1160 respondents while the sample population was 288 respondents consisting of; 72 committee members, 72 sub-county accountants, 72 fund account managers, and 72 internal auditors. Primary data was obtained by use of a questionnaire while secondary data was obtained from Auditor General’s Reports and financial statements of the NG-CDF’s. Cronbach Alpha was used to test reliability. Expert analysis and confirmatory factor analysis were used to assess Validity. Data was analyzed using both descriptive and inferential statistics Inferential statistics consisted of correlation analysis and simple linear regression analysis. A pilot test was carried out using 29 respondents. Cronbach Alpha was used to test the internal consistency of the questionnaire. All the constructs had indicators of above 0.7 confirming reliability. KMO and Bartlett’s tests were carried out to test validity. All constructs loaded values of above 0.4 thus confirming validity. It was established that there exists a strong and positive association exists between risk assessment and financial accountability evidenced by an r of 0.707 for risk assessment.     This paper critically assesses the multifaceted consequences of oil spills, particularly emphasizing their ramifications on the environment and the economy. With globalization intensifying reliance on maritime transport—accounting for nearly 90% of global trade—the potential for oil spills and their subsequent repercussions have become an alarming concern. Such spills can inflict enduring damage on marine ecosystems and lead to substantial economic setbacks in industries like fishing, tourism, and maritime operations. The enormity of the challenge extends beyond immediate environmental and economic impacts; it necessitates an interdisciplinary comprehension spanning environmental science, economics, legislation, and technology. Furthermore, oil spills underscore the need for international collaboration, as their consequences can breach national boundaries. This systematic literature review methodically analyzes existing research on the topic, employing databases like PubMed, Scopus, ScienceDirect, and Google Scholar. Through a rigorous filtering process, the review synthesizes empirical studies, theoretical analyses, government reports, and field assessments.
