INTERNAL CONTROL AND COST MANAGEMENT: ANTIDOTE TO THE DEMISE OF MICRO AND SMALL ENTERPRISES?
The study investigates how Internal Control (IC) and Cost Management (GC) contribute to the reduction of death in the first years of life and optimize the operating costs of Micro and Small Enterprises (MSE's). To this end, 127 MSEs in the retail, wholesale, and service segments were investigated in the period 2014 to 2022, through the descriptive method with the application of semi-structured questionnaires and analysis of financial and management statements. The motivation for the study was due to the fact that it is a business segment responsible for 27% of the national Gross Domestic Product (GDP), for generating an average of 83% of employment, growth of 5% per year, and 68% of mortality in the first two years (SEBRAE, 2010; 2015). The results suggest that IC and GC are unknown to managers in this segment and that accountants (mostly accounting technicians) are not interested in offering advice on this subject because there are no positive effects on accounting fees. On the other hand, managers understand that accounting is limited to the preparation of payroll and the issuance of tax guides. For this reason, they make their decisions based on their experiences gained over time. The study also identified that the managers' schooling corresponds to incomplete primary and secondary education, except, with rare exceptions in the service segment, with complete higher education. REDEFINING ORGANIZATIONAL SAFETY AND HEALTH IN THE CONSTRUCTION INDUSTRY CONTEXT: A SCALE DEVELOPMENT APPROACH
This study presents a comprehensive analysis of Organizational Safety and Health (OSH) systems within construction companies, integrating quantitative exploratory and confirmatory factor analysis (with all 300 respondents being professionals in the construction industry) with qualitative thematic analysis. Data was gathered through administering an adapted survey tool with 31 close-ended responses. Data collected in the initial phase will lay the foundation for the identification of the factors as well as the appropriate items that should be loaded into the factors on OSH in the construction industry via EFA, followed by another data gathering procedure intended to verify whether the results of EFA are valid. This is done through CFA. The research identifies vital internal, external, and technical factors influencing OSH implementation, emphasizing the critical role of internal factors such as "Regular Safety Practices," "Robust Safety Policies," and "Employee Involvement" (Huang et al., 2018; Neal et al., 2021). Findings from both EFA and CFA highlight the identified factors as valid and reliable, with the third model emerging as the most representative of the hypothesized OSH model. Statistical results indicate high factor loadings and favourable model fit indices across various measures, including Chi-Square (CMIN), Root Mean Squared Residuals (RMR), and Goodness of Fit Index (GFI) (Zohar, 2010). The study’s significant findings underscore the importance of a holistic approach to OSH, with internal factors being primary drivers and external and technical factors playing supportive roles. Recommendations for construction companies include tailored OSH program development, strategic leadership engagement, investment in training and continuous improvement, enhanced communication and reporting mechanisms, collaborative industry benchmarking, and incorporation of multicultural perspectives. These recommendations address key indicators such as organizational commitment, competence, effective communication, and safety culture enhancement (Clarke & Ward, 2016; Tam et al., 2017). Further research directions may emphasize the need for specific interventions and broader population sampling to enhance OSH systems comprehensively across the construction sector. COOPERATION MECHANISM AND CHINESE-FOREIGN COOPERATION IN RUNNING SCHOOLS IN CHINA: RESOURCE SHARING AND QUALITY ASSURANCE
Chinese-foreign cooperative education is an important form of foreign cooperation in Chinese education, which provides an effective way to promote the internationalization of Chinese higher education, improve the quality of education, and promote international exchanges and cooperation. With the rapid development of China's society and economy, Chinese-foreign cooperative education is gradually showing new opportunities and challenges in the field of higher education. Effectively introducing foreign advanced educational resources and management experience, making up for some shortcomings of domestic higher education, improving the quality of education as well as enhancing students' cross-cultural communication ability, and improving their own competitiveness are the opportunities for the rapid development of Chinese-foreign cooperative education; and the challenge is that Chinese-foreign cooperative education is not only the cooperation between schools, but also the exchange and integration of culture, technology, talents, and other fields. Therefore, the establishment and improvement of the collaboration mechanism becomes particularly important. In this study, a quantitative research method was used to distribute questionnaires to faculty and staff of Chinese higher education institutions with a background of Chinese-foreign collaborative schooling, and their teaching experiences and views were pooled. Data processing and model validation were conducted through data analysis software such as SPSS and AMOS to derive the impact of resource sharing and quality assurance on the effectiveness of Chinese-foreign cooperation and student learning outcomes in a collaborative mechanism. It was found that in Chinese-foreign collaborative education, resource sharing not only optimizes the teaching environment and improves the education level, but also promotes cultural exchange and academic cooperation. Quality assurance, on the other hand, is a key factor in guaranteeing the sound development of Chinese-foreign cooperative programs, and only by ensuring the quality of education can more international recognition and support be achieved. The findings of this study demonstrate the importance of collaboration mechanisms in Chinese-foreign cooperative education, providing strong theoretical support and practical guidance for the future development of Chinese-foreign cooperative education. It also provides ideas and methods that can be drawn on for future research in related fields and injects momentum for sustainable development to establish a more flexible and efficient collaboration mechanism, strengthen international exchanges, promote intercultural understanding and integration, and realize a win-win situation for Chinese-foreign cooperative education. UTILIZING CLUSTER EVALUATION APPROACH TO MEASURE THE COLLECTIVE IMPACT OF MULTIPLE IDENTICAL PROJECTS WITH MINIMUM RESOURCES
Evaluation is an emerging approach of study with concomitant growth of the development sector to respond to crises and fill development gaps. The scope of the evaluation is to measure accountability and provide evidence-based suggestions to improve the results of operations. Evaluation studies are technical, time-consuming, and require financial resources. Hence the goal of the development sector is to cover vulnerabilities. Therefore, the review exercises have a secondary position due to limited funds versus needs. The situation of having limited resources could not cause compromising evaluation practice. Therefore, the cluster evaluation approach may support in this regard. The cluster evaluation approach provides an opportunity to study a group of projects together to see collective impact. The cluster evaluation approach is better when used to study identical operations or results in a location. However, defining identical operations, developing the collective theory of change, and utilizing the cluster evaluation approach are contextual. This paper is written based on practical experience of utilizing a cluster evaluation approach to conduct an emergency response evaluation in Sri Lanka. Article visualizations
