    DFT Studies on Excited State Geometry, Vibrational Modes, NMR, Molecular Orbital and Mulliken Charges of Laser Dye

    The laser dye 2, 5-diphenyl-1, 3, 4-oxadiazole (PPD), which has many uses in science and technology, has been the topic of DFT investigation using the Gaussian 16. Laser dye geometry has been optimised at the 6-311G++(d, p)/B3LYP basis set using the DFT approach. A graphic representation of the overall energy variation as a function of optimisation phases is shown. The DFT approach yielded a ground state dipole moment of 3.61 Debye. A computational technique called TD-DFT at 6-311++G (d, p)/B3LYP basis set has been utilised to analyse the UV-visible spectra of laser dye in ethanol. The eccentric state geometry yielded parameters such as absorption maxima, oscillator strength, and excited-state energy. The dipole moment in the excited state is about 5.11 Debye. The excited state's dipole moment is larger than the ground state's. The DFT and TD-DFT techniques were used to determine the Mulliken atomic charges. Chemical shifts and vibrational modes have been studied using NMR and IR spectroscopy, respectively. Atomic charges and electron densities can be used to determine a molecule's dipole moment and charge distribution. Given the small HOMO-LUMO energy gap, the molecule should be soft. The electrostatic potential map is used to identify the molecule's electrophilic and nucleophilic locations. According to these investigations, the molecule might be used in optoelectronics

    Differences in Russian and English Pronunciation

    It might be difficult for English speakers to learn Russian since there are significant phonetic discrepancies between the two languages. The vowel system is one of the biggest distinctions between the two languages; Russian has 10 vowels while English only has five. Compared to English vowels, Russian vowels are uttered more clearly and for longer periods of time, which frequently produces a more nasalized sound. In contrast, diphthongs are found in English but not in Russian. Several Russian consonant sounds, including "Ж" and "Ш" are absent from the English language when it comes to consonants. In contrast to English consonants, which include a little puff of air following pronunciation, Russian consonants can also be either harsh or soft with no aspiration. The second syllable of a word is nearly always where stress is put in Russian due to the language's set pattern of stress. In contrast, the stress patterns in English change based on the portion of speech and the situation. In Russian pronunciation, intonation is important because it conveys meaning, emotion, and purpose. English speakers can better prepare themselves for successfully learning Russian by recognising the distinctions in pronunciation between these two languages.     The e-Municipality in South Africa as a Panacea for Adopting and Implementing Sustainable Online Services: A Case of the City of Tshwane: E-Municipality

    Since municipalist praxis has proliferated, so too have the use of e-Municipality with multiple political motives and municipalist monikers springing up across public administration. All this typological creativity in digital governance suggests a new and pre-paradigmatic way of empirical inquiry aimed at improving service delivery and enhancing good governance through means of Information and Communication Technology (ICT). However, there seem to an ongoing problematic issue signifying a misconception jostling for academic attention in providing an understanding of e-Municipality within the context of political settings particularly in South African municipalities. This is necessary in clarifying the confusion and obscuring of what’s at stake in relation to service delivery within municipalities. This study used the adoption and implementation model for e-Municipality and Public Value theory to position e-Municipality services. Methodologically, the study adopted the qualitative research approach with the aid of secondary data gathered from scholarly journal articles, books, trusted websites, municipal database, government legislations and peer-reviewed articles. With the City of Tshwane adopted as a case study, the researcher analysed data using the online content analysis techniques to present e-Municipality results. The findings reveals that, the e-Tshwane system’s failure to automatically update or reflect changes made by customers in relation to home addresses and payments made to municipal account often result into a large number of disgruntled customers. To address this issue, this study recommends that the City of Tshwane must find alternative online mechanism to identity system faults to reduce the number of disgruntled customers. This study offers policy-makers in government some insights in relation to the adoption and implementation of sustainable online services by addressing issues aimed at improving online mechanisms to eliminate physical contact at municipal offices in order to access services. &nbsp

    Fake News Detection in Low Resource Language Using Machine Learning Techniques and SMOTE

    Fake content dissemination is a significant challenge in the era of digital information. This paper discusses the critical issues in detecting fake content in news articles of low-resource languages, specifically focusing on the Tamil language, where the availability of labelled data and advanced natural language processing tools are limited. We employ traditional machine learning models to mitigate this problem, with a particular emphasis on the detection and classification of fake and real content in the context of Tamil news. Our study explores the performance of different models like logistic regression, support vector machines (SVM), naive Bayes, k-nearest neighbours (KNN), decision trees, random forests and passive-aggressive classifiers. By conducting a comprehensive comparative analysis of these models within the challenging linguistic environment of Tamil, we aim to provide insights into their suitability for detecting fake content in low-resource languages and draw meaningful comparisons between their performance

    Tourism that is Accessible: Bibliometric Analysis Using the Scopus Database

    Accessible tourism has received much attention in recent years, both in terms of research and news attention. An accessible environment raises the quality of tourism offerings and the level of the neighbourhood. This paper intends to analyse the development of accessible tourism as a subject of study and gets close to possible trends. In order to accomplish this goal, bibliometric analysis was used to assess and analyse publications from the Scopus database between 2000 and 2021. Through the Scopus database, there are 254 articles on accessible travel used. The Visualisation of Similarities (VOS) viewer software was used to process the data and provide the most cited articles, the number of publications each year, the co-occurrence of author keywords in papers, the coupling of bibliographies, and historical and prospective trends. The analysis enables us to assess the potential and industry growth of accessible tourism continuously

    Lyapunov Stability Of Tethered Dumbbell Satellites In Elliptical Orbit

    This paper represents the equilibrium positions and stability of two artificial satellites connected by light, flexible, and elastic long tethers under the combined effect of several classical perturbative forces in an elliptical orbit. The tether may be conducting or non-conducting. In our problem, it is taken as non-conducting in nature. We have treated the problem by taking five perturbative forces on the system simultaneously. Three perturbations exist due to the influences of the earth, namely geomagnetic fields, shadows, and oblateness. The other perturbations are due to the elasticity of the cable and solar light pressure. The effect of air resistance is neglected, considering the satellites as high-altitude satellites. To determine the stability of the satellites, we have used the Lyapunov method. The dynamical behaviors of the satellites are represented by differential equations. Based on analytical analysis of the differential equations of motion, we get the equilibrium positions of the system concerned in elliptical orbit. Lyapunov method gives the equilibrium position as unstable as expected
