Identification of Risks of Delays in the Construction of Jalan Animal Hospital
Timely completion of hospital construction projects is crucial to support public health services, but delays are a common problem that has an impact on increased costs and delayed social benefits. This study aims to identify the risk factors for causing delays and analyze the level of significance in the case study of the construction of the Jalan Kehewanan Hospital in Tenggarong. This study uses a qualitative approach with primary data collected through semi-structured interviews with the implementing contractor. Data analysis is carried out by mapping identified risks into risk matrices based on likelihood and impact. The results of the study identified four main risk factors, namely (1) Design Changes, (2) High Rainfall, (3) Restrictions on Working Hours by Residents, and (4) Equipment Damage. The risk assessment showed that Design Change (value 15) and High Rainfall (value 12) were the two factors with the most significant High risk level, while the other two factors were at Medium levels. These findings imply that project management should prioritize mitigation strategies on aspects of internal design management and anticipation of external weather factors to ensure the smooth running of the projectTimely completion of hospital construction projects is crucial to support public health services, but delays are a common problem that has an impact on increased costs and delayed social benefits. Contrast To Noise Ratio Quality Against Current (mAs) And Voltage (kV) Variations
Contrast to noise ratio (CNR) is a measure of contrast between tissue and background. CNR is able to visualize an object on a background that depends on the object and its contrast, if CNR is increased it will be easier to visualize using the background. This study was conducted to see the difference in variations in current strength and voltage of the X-ray tube on the contrast-to-noise ratio (CNR). Variations in Voltage (kV) and Current Strength (mAs) used are: 50 kV and 60 kV and 4 mAs, 6.4 mAs, 8 mAs, 10 mAs with variations in the thickness of the Thorax phantom, namely: 10 cm and 15 cm using the phantom as an object and an X-ray machine for imaging. The image results will be analyzed using ROI and will be processed in Microsoft Excel to produce a Contrast to noise ratio (CNR) value. The data processing carried out produced an optimal image at a variation of Voltage 60 kV with a Current Strength of 8 mAs and a thickness of 15 cm compared to other variations
Analysis of Noise Levels at Manggarai and Duri Train Stations
This study aims to measure and analyze the noise level in two transportation areas with high activity, namely Manggarai Station and Duri Station, Jakarta. This location was chosen because of its function as a rail transit center that has a high passenger and train operating volume, which contributes to increased noise. The measurements were carried out on Friday to Sunday, with the duration of each session for 10 minutes, using four measuring tools, namely The Sound Level Meter, Noise Meter application, decibel sound application, and dB Sound Meter application, to ensure data accuracy. The results showed that the noise level at Manggarai Station ranged from 96.5 dB to 100.3 dB, while at Duri Station ranged from 95.8 dB to 99.7 dB. The highest noise fluctuation pattern was recorded on Friday at Manggarai Station, which made it the location with the highest noise levels during the study period. Based on the government-set noise threshold of 70 dB for transport areas, these two locations significantly exceeded the limit. The high level of noise is mainly caused by intensive train operations, such as the sound of locomotive engines, fans, cooling systems, and compressors, as well as the high volume of passenger activity. This study confirms that high noise levels in the station area have the potential to cause health impacts, such as stress, hearing loss, and fatigue for workers and passengers. Therefore, mitigation measures are needed such as improving noise suppression technology on locomotives, setting train operating schedules, and implementing quiet zone policies around stations to minimize the negative impact of noise on the surrounding community
Traffic Noise Level Analysis in PGC and Cawang Baru
This study aims to measure and analyze noise levels in two areas with heavy traffic in Jakarta, namely Pusat Grosir Cililitan (PGC) and Cawang Baru. These locations were selected due to their strategic role as transportation hubs with high vehicle volumes, contributing significantly to increased noise levels. Measurements were conducted from Tuesday to Friday, at 16.00 -18.00 WIB, with each observation session lasting 10 minutes, using four applications: Sound Level Meter, Sound Meter, Sound Measurement, and Sound Meter dB, to ensure data accuracy and validity. The study results show that noise levels at PGC ranged from 78.5 dB to 83.1 dB, while at Cawang Baru, noise levels ranged from 80.2 dB to 85.9 dB. The highest noise fluctuations were recorded on Friday, making Cawang Baru the location with the highest noise levels during the study period. Based on government standards that set the noise threshold at 70 dB, both locations consistently exceed this limit. The high noise levels were primarily due to high vehicle volumes, including heavy vehicles, and frequent traffic congestion in both areas. This study confirms that areas with high traffic activity, such as PGC and Cawang Baru, experience significant noise levels, potentially causing severe health impacts, including hearing loss, stress, and sleep disturbances. Therefore, mitigating measures are necessary to reduce noise, such as limiting heavy vehicle operating hours, implementing vehicle-free zones at certain times, and using soundproofing technologies. These measures are crucial to protect public health and create a morecomfortable and healthier environment

JAPAN\u27S INCREASING THREAT PERCEPTION OF CHINA INFLUENCE ITS DECISION TO RE-ENGAGED THE QUADRILATERAL SECURITY DIALOGUE (QUAD) IN 2017
The paper addresses the rising concern in Japan over China\u27s growing influence in the Asia-Pacific region, which has led to increased tensions and security dilemmas. Japan\u27s perception of China as a threat, particularly due to its military expansion and assertive policies, has had a significant impact on its foreign policy decisions. In response to this perceived threat, Japan re-engaged with the Quadrilateral Security Dialogue (Quad), a strategic forum comprised of the United States, Australia, India, and Japan, in 2017. The core issue is understanding how Japan\u27s changing threat perception of China influenced its strategic calculations, resulting in a shift in its security and diplomatic posture. This issue is critical for understanding Japan\u27s foreign policy dynamics and the broader implications for regional security in the Indo-Pacific. The paper investigates Japan\u27s re-engagement with the Quadrilateral Security Dialogue (Quad) in 2017, in response to its growing concern about China\u27s growing influence in the Asia-Pacific region. This decision can be examined through the lens of the strategic environment, which refers to external factors and conditions that influence a country\u27s security policies and strategies. This study esmploys a qualitative methodological approach. This study seeks to demonstrate that Japan\u27s perception of China as a threat grew between 2014 and 2016. The change in Japan\u27s strategic environment, z≈ zcharacterized by China\u27s military expansion and assertive actions, forced Japan to reconsider its security policies. This decision emphasizes the strategic environment\u27s criti, ccal role in shaping national security strategies, as well as how states respond to perceivved threats in order to maintain regional stability.

PLATFORM-AFFORDED TRANSNATIONAL ADVOCACY: YOUTH AND NARRATIVE STRATEGY OF THE #STOPWILLOW CAMPAIGN
This study introduces and empirically grounds the concept of Platform-Afforded Transnational Advocacy (PATA) to explain how youth activists operationalize strategic narratives across digital platforms to influence transnational environmental discourse. Focusing on the #StopWillow campaign—a youth-led digital resistance to the Willow oil drilling project in Alaska—this research analyzes 11,499 public comments and platform content from six prominent climate influencers on TikTok and Twitter/X. Departing from traditional Transnational Advocacy Network (TAN) models, the study reinterprets the four core advocacy mechanisms (information, symbolic, leverage, and accountability politics) through the lens of platform affordances such as algorithmic amplification, emotional resonance, and short-form storytelling. Using qualitative content analysis and semiotic coding, the findings demonstrate how influencer-activists construct platform-calibrated narratives that convert affect into algorithmic visibility and visibility into reputational pressure. Emotional storytelling—anchored in eco-anxiety, moral urgency, and intergenerational grievance—proved more effective in mobilizing publics than data-driven content alone. This digital repertoire reconfigures TAN dynamics by shifting the source of legitimacy from institutional proximity to discursive performance. By theorizing and evidencing PATA, the study contributes to environmental politics and digital activism literature by showing how digitally native youth are emerging as central agents of transnational pressure, shaping global climate discourse not through formal participation, but through narrative orchestration in emotionally and visually saturated media ecologies.
