The Spectacular Nature of the Election Campaign in Georgia Abstract
the last quarter of the 20th century the world party system and its political campaign have suffered important changes and the process Americanization began. The majority of the Western European parties are based on the solid ideological basis and representation of the interests of electorate. In the new democracies political parties are characterized with weak organization and special personalization. Moreover, in these countries the fragile ideological grounds of political parties conditioned spectacular character of election campaign. Researchers term such modification of election campaign “Carnivalization”.The present paper aims to determine how political personification determines spectacular character of the electoral campaign. In the 1990s the weak representation of the Georgian political parties has plaid determining role in terms of transformation of political campaign. Therefore, after the Rose Revolution of 2003 the “Carnivalization” process of election campaign became active. The study is based on the following qualitative research methods: a). Expert interviews with political consultants; b). In-depth interviews with representatives of political parties; g). In-depth interviews with the selected electorate
Silent Memory: Bringing Back the 26th of May in the Georgian Reality (1988-1991)
The process of history instrumentalization is rarely studied in the Georgian political reality, especially before re-declaring the independence of Georgia (in 1988-1991 years) when National political powers aimed to restore historical truth and in their vision Georgia was a successor of the Democratic Republic of Georgia (1918-1921 years). The independent day of Georgia, May 26 (1918 year) was remembered by the representatives of the National Movement that was opposition of the Soviet government in Georgia. The National forces argued that restoring the independence of Georgia was important to set free the Democratic Republic of Georgia (1918-1921) from the ongoing occupation. The Soviet government was made to recognize the meaning of May 26, 1918 that was ignored for almost seventy years by the Soviet officials, although they declared May 26, 1918 as a gift gotten from October Revolution in 1917. But such interpretations of history by the Soviet representatives failed. The article represents a research of the publications published in the daily newspaper “Komunisti” (“Communist” that has converted its name into “Sakartvelos Respublika”( “Republic of Georgia”) in December, 1990 year)) was the main body of the Georgian Communist Party. Based on the method of discourse-analysis the research has found two different political visions of May 26 (1918). One of them belongs to the National Movement of Georgia and the second to the Soviet powers.

КОНСТИТУЦИОННЫЕ МЕТАМОРФОЗЫ ИНСТИТУТА ПРЕЗИДЕНТА В ПОСТСОВЕТСКОЙ ГРУЗИИ
The Presidential institution became the primary issue of political contentions and debates after the restoration of independence of Georgia. The presidential institution was established shortly after the declaration of independence of Georgia and was abolished immediately after the Coup d'état of President Gamsakhurdia. The institute was officially restored under the force of Constitution of 1995; since 1995 numerous changes have been introduced to this power-center. According to the constitutional reform of 2010, the rights of the President were limited and further steps were made ahead towards formation of a parliamentary republic. Nevertheless, the existing model does contain some internal inconsistencies; there is no general agreement among political forces on the arrangement of the central authority of Georgia.
Electronic Elections: International Experience
The development of modern technologies has changed all spheres of human live. Communication has become faster and efficient. Process of internalization has accelerated progress and made the world more mobile. Communication forms between society and government have been changed. Society is granted with an opportunity to obtain any kind of information via internet. Furthermore, new kind of electronic services became available.Due to involvement of internet communications in the process of governance the level of society's engagement has increased. Through internet citizens can express their opinion or become authors of initiatives. Successful application of modern technologies in everyday life made it possible to conduct electronic elections. There are two ways to provide electronic elections:Traditional voting ballots are substituted by electronic machines; in this case no internet is needed; Internet elections, when voters are voting using internet and their own computers; The present paper will discuss successful and failed examples of electronic voting process in different countries. It will also examine readiness of Georgia to conduct electronic and internet elections.
МЕЖДУНАРОДНОЕ СОТРУДНИЧЕСТВО РЕСПУБЛИКИ МОЛДОВА В РЕАЛИЗАЦИИ ПРОЕКТА «ГОРИЗОНТ 2020» В ЦЕЛЯХ ПОДДЕРЖАНИЯ ПРОЦЕССА ЭКОЛОГИЧЕСКОГО ПРОИЗВОДСТВА
This article analyzes the problem of international cooperation of the Republic of Moldova in the implementation of the project „HORIZONT 2020” in order to keep the ecological production in the country.Eco-innovation is a new and very promising area of development of economy. It is the development of new products with the lowest use of natural reserves and minimal emissions of toxic substances into the environment. It should be noted that the serious problem of environmental stress was put forward by the international scientific community only in the last century and just then there were the first studies in this direction.Meanwhile, environmental innovations are not only a tool for the preservation and maintenance of natural resources and the environment in general, but a modern, reliable and at the same time very effective tool that promotes the economic well-being of the country and the level of competitiveness in general.
