Entre vulnerabilidad y acción: una visión operativa de la resiliencia farmacéutica en Venezuela
Full text linkIn contexts of high operational uncertainty, such as Venezuela, where logistical, regulatory, and operational disruptions directly affect the continuity of medicine supply, resilience in the pharmaceutical supply chain becomes a decisive factor in ensuring continuous access to medicines. This article presents a study based on two key strategies: the concept of the Minimum Viable Personnel (MVP), inspired by the Lean Startup methodology, and the implementation of the Reorder Point under a Just-in-Case (JIC) approach. Both strategies were validated through dynamic simulation using Arena Simulation software, based on real data collected from three Venezuelan pharmaceutical laboratories. The methodology combined qualitative analysis, drawn from semi-structured interviews with sector executives, and quantitative analysis through simulations of operational flows with and without the implementation of the proposed strategies. The results showed a 14% improvement in processed orders and a reduction of more than 65% in failures due to environmental conditions, attributable to better inventory planning and a more efficient allocation of personnel. The findings validate that, even with limited resources, the correct identification of critical roles and the anticipatory planning of replenishment significantly strengthen operational continuity. It is concluded that these strategies are applicable and scalable to similar environments and constitute a concrete foundation for future resilience policies in the Latin American pharmaceutical industry.En contextos de alta incertidumbre operativa, como el venezolano —donde las disrupciones logísticas, regulatorias y operativas afectan directamente la continuidad del abastecimiento de medicamentos—, la resiliencia en la cadena de suministro farmacéutica se convierte en un factor decisivo para garantizar el acceso permanente a tratamientos. Este artículo presenta un estudio basado en dos estrategias clave: el concepto de Personal Mínimo Viable (PMV), inspirado en la metodología Lean Startup, y la implementación del Punto de Reorden bajo un enfoque Just-in-Case (JIC). Ambas estrategias fueron validadas mediante simulación dinámica con el software Arena Simulation, a partir de datos reales recolectados en tres laboratorios farmacéuticos venezolanos. La metodología combinó un análisis cualitativo, sustentado en entrevistas semiestructuradas con directivos del sector, y un análisis cuantitativo, desarrollado a través de simulaciones de flujos operativos con y sin la implementación de las estrategias propuestas. Los resultados evidenciaron una mejora del 14 % en las órdenes procesadas y una reducción superior al 65 % en fallas por condiciones ambientales, atribuible a una mejor planificación de inventarios y a una asignación más eficiente del personal. Los hallazgos confirman que, aun en condiciones de recursos limitados, la correcta identificación de roles críticos y la planificación anticipada del reabastecimiento permiten fortalecer de manera significativa la continuidad operativa. Se concluye que estas estrategias son aplicables y escalables a entornos similares, y constituyen una base sólida para el desarrollo de futuras políticas de resiliencia en la industria farmacéutica latinoamericana
Bienestar, felicidad y TIC: ¿Alianza productiva para el desarrollo humano?
Full text linkInformation and Communication Technologies (ICT) have become an essential part of human life in the 21st century, and it is necessary to examine the productive alliance that can be formed between these technologies, well-being, happiness, and human development. The main objective of this article is to analyze the contributions, challenges, and risks involved in linking studies and interventions in the field of well-being and happiness with technological tools and platforms that have the potential to impact human development. This work stems from research activities carried out by the authors, who have associated these two lines of work: happiness and well-being, and technological applications. The presentation offers a critical analysis of the relationships between Information and Communication Technologies (ICT) and human happiness and well-being, through a lens that highlights key aspects for understanding different conceptions of happiness and well-being. These include perspectives from health organizations, and research approaches from psychology, sociology, and economics, all of which are connected to the technological characteristics of the current historical moment. From this conceptual analysis, the article presents an overview and trajectory of research on well-being in relation to the productivity enabled by the use and implementation of technological tools. The article concludes with a real case study illustrating the application of technology in a research and intervention process within the science of well-being.Las tecnologías de la información y la comunicación (TIC) en el siglo XXI se han arraigado como parte esencial de la vida humana y es necesario revisar la alianza productiva que puede darse con el bienestar, la felicidad y el desarrollo humano. El objetivo central de este artículo es analizar los aportes, retos, desafíos y riesgos que pueden existir al vincular estudios e intervenciones en el campo del bienestar y la felicidad con herramientas y plataformas tecnológicas, que puedan impactar en el desarrollo humano. El trabajo se deriva de acciones investigativas realizadas por los autores asociando estas dos líneas de trabajo: felicidad y bienestar y aplicaciones tecnológicas. En la presentación se muestra un análisis crítico de las relaciones entre Tecnologías de la Información y la Comunicación (TIC) y la Felicidad y el Bienestar humano, desde una mirada de los aspectos claves que promuevan la comprensiónde las concepciones de Felicidad y Bienestar desde diversas perspectivas, como las miradas de organizaciones de salud, perspectivas de investigación de la psicología, la sociología y la economía y que se conecten con los aspectos tecnológicos del momento histórico actual. Desde este análisis conceptual se presenta el panorama y trayectoria de investigaciones del bienestar desde la productividad que se logra con el uso e implementación de herramientas tecnológicas. Se finaliza con un caso real de aplicación de las tecnologías en un proceso de investigación e intervención en la ciencia del bienestar

Full text linkNeuroscience is the scientific study of the brain and, more specifically, the nervous system. Although attempts to understand its functioning date back centuries, it is in more recent times that this discipline has made significant advances, especially thanks to discoveries such as Santiago Ramón y Cajal’s neuron theory, which revolutionized our understanding of the nervous system. Beyond these discoveries that help us comprehend behavior and various bodily functions linked to the nervous system, there is an emerging field proposing important premises about how we might guide our brain to experience states of well-being by understanding its neurobiological mechanisms. This approach considers practices that Positive Psychology has been supporting for over forty years, such as building healthy relationships, experiencing positive emotions, and practicing mindfulness, among others. It is clear that many people aspire to achieve well-being; however, this goal requires consistent and daily effort that goes beyond mere desire, involving the development of habits that make it possible. The purpose of this work is to present a theoretical model that identifies the key elements for forming habits oriented toward well-being. It is grounded in a theoretical review of various authors who have contributed to the field of neuroscience for well-being.La neurociencia es el estudio científico del cerebro y, más específicamente, del sistema nervioso. Aunque los intentos por comprender su funcionamiento se remontan a siglos atrás, ha sido en épocas recientes cuando esta disciplina ha logrado importantes avances, especialmente gracias a descubrimientos como la teoría neuronal de Santiago Ramón y Cajal, la cual revolucionó la comprensión del sistema nervioso Más allá de estos descubrimientos que nos ayudan a comprender el comportamiento y diversas funciones del cuerpo vinculadas al sistema nervioso, existe otro campo emergente que está planteando importantes premisas sobre cómo podríamos llevar a nuestro cerebro a vivir estados de bienestar a partir de entender los mecanismos neurobiológicos que se dan dentro de éste, considerando prácticas que la psicología positiva viene fundamentando desde hace más de cuarenta años, como por ejemplo: tener vínculos saludables, vivir con emociones positivas, la práctica del mindfulness, entre otras. Es evidente que muchas personas aspiran a alcanzar el bienestar; sin embargo, este objetivo exige un esfuerzo constante y diario que debe ir más allá del simple deseo, implicando la formación de hábitos que lo hagan posible. La finalidad de este trabajo es presentar un modelo teórico que identifique los elementos fundamentales para la formación dehábitos orientados al bienestar. Se fundamenta en una revisión teórica de diversos autores que han aportado al campo de la neurociencia para el bienestar

Full text linkThis article analyzes the implications of deep forces, direct and indirect windows, within the framework of the signing of the Geneva Agreement of February 1966, as a mechanism to solve in a practical and satisfactory way the surroundings of the Essequibo territory, this article is based on official sources (debate journal of the Congress of Venezuela and Yellow Books) and Venezuelan press between January and February 1966. Deep forces, a category analyzed by Duroselle and Renouvin, aim to analyze the interrelation between the Statesman and society, where it is influenced by psychological and sociological factors that determine not only his identity, but his historical consciousness. The article aims to analyze the legal, political and historical elements in which the various sectors of Venezuelan society considered the possible solutions to the controversy with Great Britain, which can offer important inputs for the historical and legal understanding of the actions carried out by Venezuela, as well as those objective and subjective elements that affect the Venezuelan understanding with respect to the Essequibo Guayana, factors that are necessary to analyze, considering other border disputes between Venezuela and its neighbors.El presente artículo realiza un análisis de la implicacia de las fuerzas profundas ventanas directas e indirectas, en el marco de la firma del Acuerdo de Ginebra del de febrero de 1966, como mecanismo para solucionar de manera práctica satisfactoria al rededor del territorio Esequibo, este artículo se fundamenta en las fuentes oficiales (diario de debate del Congreso de Venezuela y Libros amarillos) y prensa venezolana entre enero y febrero de 1966. Las fuerzas profundas, categoría analizada por Duroselle y Renouvin tienen por objetivo analizar la interrelación entre el Estadista y la sociedad, donde está influenciada por factores psicológicos y sociológicos que determinan no sólo su identidad, sino su conciencia histórica. El artículo tiene por finalidad analizar los elementos jurídicos, políticos e históricos en el cual los diversos sectores de la sociedad venezolana consideraron las posibles soluciones a la controversia con la Gran Bretaña, los cuales pueden ofrecer insumos importantes para la comprensión histórica y jurídica de las acciones ejecutadas por Venezuela, así como aquellos elementos objetivos y subjetivos que inciden en la comprensión venezolana con respecto a la Guayana Esequiba, factores que son necesarios analizar, considerando otras controversias limítrofes de Venezuela con sus vecinos

Full text linkThis study undertakes an extensive examination of the multifaceted impacts—economic, social, cultural, and political—stemming from major sports events in both emerging and developed nations. Our specific attention is directed towards Spain, England, Brazil, and Mexico, with a particular focus on the period spanning from 2010 to 2020, as well as identifying and exploring the most relevant variables for their success. Applying rigorous methodologies such as Pearson correlation, Cost-Benefit Analysis, Descriptive Analysis, and documentary research, a comparative analysis is developed between the aforementioned countries and the identified variables. The purpose of this comparison is to understand the critical factors that differentiate these countries in terms of the economic impact of sports events. One of the main objectives of this work is to propose a financing plan tailored to the results obtained. This plan seeks to optimize the organization and benefits of football leagues in each country, considering the peculiarities and specific needs of each economy and society. The study focuses on how a major sports event, in this case, professional football, affects the local economy and what the most important variables are for achieving sustainable success over time. These variables are used to make a detailed comparison between countries. The research aims to understand and propose solutions to the challenges faced by emerging and developed countries when organizing major sports events. The importance of aspects such as tourism, employment, spectator consumption, and cultural differences in the profitability and success of these events is emphasized. As a result, a solid financing plan is presented, tailored to the reality of the host country, optimized to maximize economic and social benefits and host major sports events.Esta investigación profundiza en el análisis del impacto económico, social, cultural y político de los grandes eventos deportivos en países emergentes y desarrollados, específicamente en España, Inglaterra, Brasil y México. El estudio se centra en la influencia de las principales ligas de fútbol en estos países durante el periodo 2010-2020, identificando y explorando las variables más relevantes para su éxito. Aplicando metodologías rigurosas Como la correlación de Pearson, el Análisis Coste Beneficio, el Análisis Descriptivo e investigaciones documentales, se desarrolla un análisis comparativo entre los diferentes países y las variables identificadas. El propósito de esta comparación es entender los factores críticos que diferencian a estos países en términos del impacto económico de los eventos deportivos. Uno de los objetivos primordiales de este trabajo es proponer un plan de financiamiento ajustado a los resultados obtenidos. Este plan busca optimizar la organización y los beneficios de las ligas de fútbol en cada país, considerando las peculiaridades y necesidades específicas de cada economía y sociedad. El estudio se centra en cómo un gran evento deportivo, en este caso, el fútbol profesional, afecta la economía local y cuáles son las variables más importantes para lograr un éxito sostenible en el tiempo. Estas variables se utilizan para realizar una comparación detallada entre los países. Mediante el trabajo se busca entender y proponer soluciones para los desafíos que enfrentan los países emergentes y desarrollados al momento de organizar grandes eventos deportivos. Se resalta la importancia de aspectos como el turismo, el empleo, el consumo por espectador y las diferencias culturales en la rentabilidad y el éxito de estos eventos. Como resultado se presenta un plan de financiamiento sólido y ajustado a la realidad del país anfitrión, optimizado para maximizar los beneficios económicos y sociales, y albergar grandes eventos deportivos

El pensamiento liberal incomprendido
Full text linkThe objective of this work is to carry out a critical analysis of the text by Henry Ramos Allup entitled "reflections on liberalism", in which the essential bases of this current of thought are explained, as well as a series of questions to its principles and fundamental premises are made. From a social democratic vision, Allup tries to mark differences with classical liberalism and also with Soviet Marxism, to claim in this way a third way expressed in social democracy that is still another form of socialism. His thinking reflects the predominant ideas of a good part of the intelligentsia and politicians in Venezuela and Latin America, always contrary to liberalism. The analytical-synthetic method, hermeneutics and heuristics were used for the interpretation of the text. It is concluded that although the book is a systematic work on the fundamental principles of liberalism, the author falls into a series of common places and criticisms that show some misrepresentations about liberal principles based on an interpretation from a socialist position of a social democratic nature.

El objetivo de este trabajo es realizar un análisis crítico del texto de Henry Ramos Allup titulado “reflexiones sobre el liberalismo”, en el cual se explican las bases esenciales de esa corriente de pensamiento, así como se realizan toda una serie de cuestionamientos a sus principios y premisas fundamentales. Desde una visión socialdemócrata, Allup intenta marcar diferencias con el liberalismo clásico y también con el marxismo soviético, para reivindicar de esa forma una tercera vía expresada en la socialdemocracia que no deja de ser otra forma de socialismo. Su pensamiento refleja las ideas predominantes por parte de buena parte de la intelectualidad y de los políticos en Venezuela y Latinoamérica, siempre contrarios al liberalismo. Fue utilizado el método analítico-sintético, la hermenéutica y la heurística para la interpretación del texto. Se concluye que si bien el libro es un trabajo sistemático sobre los principios primordiales del liberalismo, el autor cae en una serie de lugares comunes y críticas que muestran algunas tergiversaciones sobre los principios liberales con base en una interpretación desde una postura socialista de corte socialdemócrata.

Transición Energética, Cambio Climático y Capacitación En América, Una Revisión Sistemática Para La Capacitación.
Full text linkDeveloping countries, especially Latin America and Venezuela, face the challenge of implementing a low-emission development model (United Nations Framework Convention on Climate Change and subsequent multilateral agreements signed: the Kyoto Protocol and the Paris Agreement). In this context, this systematic review was intended to describe the studies that develop training in Energy Transition and Climate Change (TEyCC) in countries of the Americas and the Caribbean, in order to draw conclusions that provide inputs to the professional in this field, as an effort in climate action and sustainable development. The research followed the approach and protocol of Campbell and Cochrane Collaboration for systematic reviews, of descriptive character, assuming own approaches of rapid review. Qualitative studies and quantitative evidence in journals of academic and scientific impact on capacity building were systematically collected and synthesized, and official institutions of relevance in the subject were reviewed to determine official positions in the Americas and the Caribbean between 2015 and 2022, and finally, the subject was investigated in Germany, establishing a comparative reference. The research evidenced the different progress of the countries with respect to training in TEyCC, highlighting achievements in Mexico, Colombia and Argentina, but demonstrating the incipient progress in all the others; such as climate action, supported by education and training.Los países en desarrollo, especialmente América Latina y Venezuela, tienen el reto de implementar un modelo de desarrollo bajo en emisiones (Convención Marco de las Naciones Unidas para el Cambio Climático, y acuerdos multilaterales firmados posteriormente: el Protocolo de Kioto y Acuerdo de París). En este contexto, se plantea esta revisión sistemática, se pretendió describir los estudios que desarrollan la capacitación en Transición Energética y Cambio Climático (TEyCC) en países de América y el Caribe, a fin de extraer conclusiones que aporten insumos al profesional en dicho campo, como esfuerzo en acción climática y desarrollo sostenible. La investigación siguió el enfoque y protocolo de Campbell and Cochrane Collaboration para revisiones sistemáticas, de carácter descriptivo, asumiendo enfoques propios de revisión rápida. Se recogieron y sintetizaron sistemáticamente estudios cualitativos y evidencia cuantitativa en revistas de impacto académico y científico sobre capacitación y se revisaron instituciones oficiales de relevancia en el tema para determinar posiciones oficiales en el continente americano y el Caribe entre 2015 y 2022, por último, se investigó el tema en Alemania, estableciendo un referente comparativo. La investigación evidenció los diferentes progresos de los países con respecto a la capacitación en TEyCC resaltando logros en México, Colombia y Argentina, pero demostrando el incipiente avance en todos los demás; como la acción climática, sustentada en educación ambiental caracteriza la capacitación en el tema en los países seleccionados y el énfasis de la oferta académica investigada en cambio climático, políticas públicas y regulación, tecnologías, transición energética y energías no convencionales
