    Bu tez, kişisel verilerin korunması kanunu kapsamında hazırlanan metinlerin genel işlem şartı perspektifinden değerlendirilmesi üzerine odaklanmıştır. Çalışmamız, kişisel verilerin korunması hukukunun Avrupa Birliği ve Türkiye'deki tarihsel gelişimini, Avrupa Birliği ve Türk hukukundaki güncel düzenlemeleri, başlıca kavramları ve kişisel verilerin korunması hukukuna hâkim olan temel ilkeleri incelemektedir. Çalışmanın nihai amacı doğrultusunda, Türk hukuku kapsamında hazırlanan üç örnek doküman olarak aydınlatma metni, açık rıza metni ve saklama ve imha politikası metinlerinin genel işlem şartları kapsamında değerlendirilip değerlendirilemeyeceği, genel işlem şartlarına ilişin hükümlerden faydalanılarak tartışılmıştır. Nihai olarak, bu metinlerin genel işlem şartları perspektifinden değerlendirip değerlendirilemeyeceğine ilişkin ulaşılan bulgu ve analizler ile bunların Türk hukuku çerçevesinde nasıl bir etki yaratabileceği üzerinde durulmuştur.This thesis focuses on the evaluation of the documents prepared within the scope of the personal data protection law from the perspective of general terms and conditions. Our study examines the historical development of personal data protection law in the European Union and Turkey, current regulations in European Union and Turkish law, main concepts and basic principles that dominate personal data protection law. In line with the ultimate purpose of the study, whether the three sample documents prepared within the scope of Turkish law, namely the information text, explicit consent text and storage and destruction policy, can be evaluated within the scope of general terms and conditions or not is discussed by making use of the provisions regarding general terms and conditions. Finally, the findings and analyzes regarding whether these texts can be evaluated from the perspective of general terms and conditions and what impact they may have within the framework of Turkish law are emphasized

    Search for a scalar or pseudoscalar dilepton resonance produced in association with a massive vector boson or top quark-antiquark pair in multilepton events at √ =13  TeV

    A search for beyond the standard model spin-0 bosons, ϕ, that decay into pairs of electrons, muons, or tau leptons is presented. The search targets the associated production of such bosons with a W or Z gauge boson, or a top quark-antiquark pair, and uses events with three or four charged leptons, including hadronically decaying tau leptons. The proton-proton collision data set used in the analysis was collected at the LHC from 2016 to 2018 at a center-of-mass energy of 13 TeV, and corresponds to an integrated luminosity of 138 fb−1. The observations are consistent with the predictions from standard model processes. Upper limits are placed on the product of cross sections and branching fractions of such new particles over the mass range of 15 to 350 GeV with scalar, pseudoscalar, or Higgs-boson-like couplings, as well as on the product of coupling parameters and branching fractions. Several model-dependent exclusion limits are also presented. For a Higgs-boson-like ϕ model, limits are set on the mixing angle of the Higgs boson with the ϕ boson. For the associated production of a ϕ boson with a top quark-antiquark pair, limits are set on the coupling to top quarks.     The purpose of the current study was to examine the contributions of children's temperament and interparental conflict to children's unhealthy food consumption. This study also investigated the moderating role of interparental conflict in the relationship between children's temperament and their unhealthy food consumption. Participants were the parents of 199 Turkish children (104 boys) aged between 25-103 months (M=59.16, SD= 14.4). Parents reported on their children's temperament (negative affectivity, surgency/extraversion, effortful control), the interparental conflict, and their children's unhealthy food consumption. Bivariate correlations and hierarchical multiple regression analysis were conducted to test the hypotheses. Results demonstrated that surgency/extraversion was positively, and effortful control was negatively related to unhealthy food consumption in children. Interparental conflict was positively associated with the child's unhealthy food consumption. In addition, interparental conflict both moderated the relationship between children's temperament (negative affectivity, effortful control) and unhealthy food consumption. This study contributes to the literature by addressing the contributions of both temperamental characteristics and interparental conflict on the unhealthy food consumption of children.Bu çalışmanın amacı çocuk mizacı ve ebeveynler arası çatışmanın çocukların sağlıksız yiyecek tüketimine olan katkılarını araştırmaktır. Bu çalışma aynı zamanda ebeveynler arası çatışmanın çocuk mizacı ve çocuğun sağlıksız yiyecek tüketimi arasındaki ilişki üzerindeki düzenleyici etkilerini incelemiştir. Çalışmaya Türkiye'den 25-103 aylık arası (Ort.=59.16, SS= 14.4) çocuğu olan (104 erkek çocuk) 199 ebeveyn katılmıştır. Ebeveynler çocuklarının mizaç özelliklerini (olumsuz duygulanım, dışa dönüklük, kendini ketleme), çocuklarının ne sıklıkla ebeveynler arası çatışmaya maruz kaldığını ve çocuklarının sağlıksız yiyecek tüketim sıklığını raporlamıştır. Hipotezleri test etmek için, iki değişkenli korelasyonlar ve hiyerarşik çoklu regresyon analizi uygulanmıştır. Sonuçlar, dışa dönüklüğün pozitif olarak ve kendini ketlemenin negatif olarak çocukların sağlıksız yiyecek tüketimiyle ilişkili olduğunu göstermiştir. Ebeveynler arası çatışma ise çocukların sağlıksız yiyecek tüketimi ile pozitif olarak ilişkili bulunmuştur. Bunlara ek olarak ebeveynler arası çatışma, çocuk mizacı (olumsuz duygulanım, kendini ketleme) ve sağlıksız yiyecek tüketimi arasındaki ilişkide düzenleyici değişken olarak rol almıştır. Bu çalışma hem çocuk mizacı hem de ebeveynler arası çatışmanın sağlıksız yiyecekler üzerindeki etkisini inceleyerek literatüre katkıda bulunmaktadır

    The hünername as a mirror for princes and as an image-making project

    The Hünername can be considered within the context of illustrated official histories that became popular since the establishment of the post of the şehnameci (shahnama writer) in the middle of the sixteenth century. However, it stands apart from those works composed in Persian following the meter of the famed Shahnama of Firdawsi (d. 1020–26). Instead, the Hünername is composed in Turkish and does not follow a strict chronological progression but is organized thematically. The paper argues that the four-volume project had a double function. That is to say, the Hünername functioned both as a “mirror for princes” in the guise of history and as a means of establishing imperial legitimacy through highlighting immediate dynastic lineage, linking the reclusive Murad III (r. 1574–1595) to his immediate forebears, in a period that resonated with millennial anxieties, a sense of disorder, and a perceived need for reform. This article focuses on the second volume in particular but situates it in the larger context of the four-volume project.Bu makele dört cilt olarak tasarlanmış ancak tamamlanmamış olan projeye bütünsel ve bağlamsal olarak bakarak yeni bir perspektif katmayı amaçlar. Hünername, onaltıncı yüzyılın ikinci yarısında şehnameci rolünün tahsis edilmesiyle yaygınlaşan resimli resmi tarih türünün bir örneği sayılabilir. Ancak, şair Firdevsi’nin (ö. 1020–26) meşhur Şehname’sinin veznini takip eden ve Farsça yazılmış, sultanların hayatlarını, savaşlarını tarihsel bir düzlemde anlatan dönemin diğer resmi tarihlerinden farklıdır––tematik bir şekilde organize edilmiştir ve sıkı bir kronolojiyi takip etmez, Türkçe yazılmıştır. Bu bağlamda, onaltıncı yüzyılın ikinci yarısında yazılmış olan resmi tarihler ve diğer metinler arasında Hünername biricik bir örnektir. Dört ciltik bir bütün olarak bakıldığında politik olarak büyük başarıları olmayan, saraydan çok fazla çıkmayan III. Murad’ın (h. 1574–1595) ceddleriyle bağını vurgular ve bu vesileyle hanedanın devamlılığını hatırlatır. Tamamlanmış olan ikinci cilt ise anekdotal ve tematik yapısıyla sultanlara örnek, ideal hükümdar nasıl olunur fikrini gösteren bir nevi nasihatname gibidir.     Populism and policy capacity: Evidence from an opposition municipality in istanbul

    Despite achievements in its conceptual rigor, policy capacity still represents a relatively depoliticized concept that fails to sufficiently consider the ways in which politics plays a role in its creation, mobilization, or decay. This article seeks to contribute to this debate by investigating the impact of populism on policy capacity, the type of policy capacity challenges posed and how they are related to populist policy design. Based on a case study of a municipality in Istanbul the article shows how populist politics and national populist policy design erode long-term municipal policy capacity by enabling the (ab)use of the rule of law, loss of expertise, exhaustion of critical assets such as urban land and financial resources, and erosion of public citizenship due to growing expectations in the form of particularistic benefits. Declining policy capacity in turn leads to a shift in municipal policy priorities.TÜBİTAKPublisher versio

    I-BaR: integrated balance rehabilitation framework

    Neurological diseases are observed in approximately 1 billion people worldwide. A further increase is foreseen at the global level as a result of population growth and aging. Individuals with neurological disorders often experience cognitive, motor, sensory, and lower extremity dysfunctions. Thus, the possibility of falling and balance problems arise due to the postural control deficiencies that occur as a result of the deterioration in the integration of multi-sensory information. We propose a novel rehabilitation framework, Integrated Balance Rehabilitation (I-BaR), to improve the effectiveness of the rehabilitation with objective assessment, individualized therapy, convenience with different disability levels and adoption of assist-as-needed paradigm and, with integrated rehabilitation process as whole, that is, ankle-foot preparation, balance, and stepping phases, respectively. Integrated Balance Rehabilitation allows patients to improve their balance ability by providing multi-modal feedback: visual via utilization of virtual reality; vestibular via anteroposterior and mediolateral perturbations with the robotic platform; proprioceptive via haptic feedback.TÜBİTAKPublisher versio

    Asymmetries in encoding event roles: Evidence from language and cognition

    It has long been hypothesized that the linguistic structure of events, including event participants and their relative prominence, draws on the non-linguistic nature of events and the roles that these events license. However, the precise relation between the prominence of event participants in language and cognition has not been tested experimentally in a systematic way. Here we address this gap. In four experiments, we investigate the relative prominence of (animate) Agents, Patients, Goals and Instruments in the linguistic encoding of complex events and the prominence of these event roles in cognition as measured by visual search and change blindness tasks. The relative prominence of these event roles was largely similar-though not identical-across linguistic and non-linguistic measures. Across linguistic and non-linguistic tasks, Patients were more salient than Goals, which were more salient than Instruments. (Animate) Agents were more salient than Patients in linguistic descriptions and visual search; however, this asymmetrical pattern did not emerge in change detection. Overall, our results reveal homologies between the linguistic and non-linguistic prominence of individual event participants, thereby lending support to the claim that the linguistic structure of events builds on underlying conceptual event representations.     A neural network architecture for learning a feedback controller from demonstration

    Learning from demonstration (LfD) is an effective way of generating robot behaviors by transferring human demonstrated movements to robots. One common method to accomplish LfD is 'Behavior Cloning' (BC) with human-in-the-loop control, where the data obtained by human teleoperation of the robot is used to construct a non-linear controller by learning the state-to-action mapping. In this study, we propose a novel BC system where the learning architecture parallels a feedback controller that is tasked with producing the demonstrated motor output data. The motivation behind this design is that encoding such structure in the learning mechanism is expected to endow our system with prior bias to outperform controller-agnostic BC systems, especially in resource scarce situations. The current report presents the developed novel BC model, and gives its implementation for a two degrees-of-freedom robotic system as a proof of concept. To evaluate the performance of the system, systematic experiments are run in comparison with a controller-agnostic BC system.     Statistically improving k-means clustering performance

    The traditional K-means algorithm is a cornerstone in unsupervised learning, providing a simple yet effective method for data clustering. However, its reliance on random initialization often leads to sub-optimal clustering results. This paper introduces an enhanced version of K-means algorithm, aimed at improving the clustering results. Our proposed methodology depends on identifying clusters that need to be partitioned and clusters that need to be merged through a series of statistical operation and iteratively resolve the problem leading to better clusters. We compare our proposed approach to K-Means and K-means++ algorithms on S-2, California housing prices, and EMNIST datasets showing performance improvements

    As threats in the maritime domain diversify, securing data transmission becomes critical for underwater wireless networks designed for the surveillance of critical infrastructure and maritime border protection. This has sparked interest in underwater Quantum Key Distribution (QKD). In this study, a fully functional BB84 QKD system is developed as a solution to emerging security need of underwater wireless communication systems. The QKD unit is built on a hybrid computation system consisting of an Field Programmable Gate Array (FPGA) and an on-board computer (OBC) interfaced with optical front-ends. A real-time photon counting module is implemented on FPGA. The transmitter and receiver units are powered with external UPS and all system parameters can be monitored from the connected computers. The system is equipped with a visible laser and an alignment indicator to validate successful manual alignment. Secure key distribution at a rate of 100 qubits per second was successfully tested over a link distance of 7 meters.Denizcilik alanındaki tehditler çeşitlenmekte, kritik altyapının gözetimi ve deniz sınırı koruması için tasarlanmış su altı kablosuz ağlar için veri iletiminin güvenliğini sağlamak kritik hale gelmektedir. Bu, su altı Kuantum Anahtar Dağıtımına (QKD) olan ilgiyi günden güne arttırmaktadır. Bu tezde, su altı kablosuz haberleşme sistemlerinin artan güvenlik ihtiyacına bir çözüm olarak tamamen işlevsel bir BB84 QKD sistemi önerilmiştir. QKD birimi, bir FPGA'dan ve optik ön yüzlere arayüzlenmiş yerleşik bir bilgisayardan (OBC) oluşan hibrit bir hesaplama sistemi üzerine kuruludur. FPGA tabanlı gerçek zamanlı bir foton sayma modülü tasarlanmıştır. Verici ve alıcı üniteler harici UPS ile beslenmektedir ve tüm sistem parametreleri bağlı bilgisayarlardan izlenebilmektedir. Sistem, başarılı manuel hizalamayı doğrulamak için görünür bir lazer ve bir hizalama göstergesi ile donatılmıştır. Saniyede 100 kübit hızında güvenli anahtar dağıtımı, 7 metrelik bir bağlantı mesafesinde başarıyla test edilmiştir
