生活水準の計測とその背後にある構造変化
1990年代半ばより、日本の家計所得や消費が低落してきている。これは失われた30年と形容されることも多いが、より具体的には、経済成長が低迷し、その結果として家計の生活水準も上昇しなくなったという事実を反映している。本稿では、生活水準の概念を再検討し、それを『家計調査』の個票を用いて計測し、そこから、この失われた30年の間に起った家計に関する構造変化を捉え直そうと試みている。我々の定義した生活水準は、家計消費の下落ほどには低下していないが、全体としては逓減している。年齢階層別に見た場合、50歳代をピークに山型の分布をしている。所得階層別に見た場合、高所得者の生活水準は必ずしも高くないという予想外の結果となった。これは、恐らく高所得者になると消費パターンに偏りが出て、バランスの取れた消費パターンをより高く評価する我々の評価基準から外れてくるからであると判断できる。Since the mid-1990s, household income and consumption in Japan have been declining. This is often described as the lost 30 years, but more specifically reflects the fact that economic growth has stagnated and, as a result, households living standards have stopped rising. In this paper, I re-examine the concept of living standards, measure them using microdata from the Household Income and Expenditure Survey, and attempt to recapture the structural changes in households that have occurred during the lost 30 years. The standard of living, as we define it, has not declined as much as the decline in household consumption, but it has declined as a whole. When viewed by age group, the distribution is hump-shaped, peaking in the 50s. Looking at the results by income group, the standard of living of high-income earners is not necessarily high. This is probably because high-income earners become more biased in their consumption patterns, which deviates from our evaluation criteria for valuing balancedconsumption patterns more highly.departmental bulletin pape
