１．実務的な問題
１－Ａ　後継者に能力がないという問題
近年、事業承継が実務では問題になっている．日本政策金融公庫総合研究所（2020）によれ
ば、調査対象企業約4800社のうち経営者の約半数が廃業を予定していると回答している．また、
事業承継の意向はあるが、後継者が決まっていない企業は 22％あり、そのうち「現在後継者
を探している」（7.6％）が一番多く、「後継者にしたい人はいるが本人が承諾していない」（5.1％）
が二番目に多かった．このように、事業承継において後継者が決まらずに困る企業は多い．
承継の際には、どういった問題が起こりうるのだろうか。日本政策金融公庫総合研究所
（2020）で，まず挙げられたのは、「後継者の経営能力」32.0％である。つぎに「取引先との関
係の維持」22.8％、「技術・ノウハウの承継」21.6％といった問題である。3 年後に再調査した
日本政策金融公庫総合研究所（2023）でも「後継者の経営能力」が 28.0％、「相続税・贈与税
の問題」が 22.9％、「後継者による株式・事業用資産の買い取り」が 22.5％である。2020 年，
2023 年いずれの調査でも「後継者の経営能力」が一番の問題となっている。
そして，矢部・小河（2015，52）によれば「事業承継にあたってより難易度が高く，時間が
かかり，そして何よりも経営者がもっとも頭を痛めている問題は，後継者の育成である」と指
摘されている。
１－Ｂ　後継者に求められる能力
半田（2017，46）によれば「後継者に必要な条件は，経営者としての資質と能力があること，
具体的には，営業力・財務判断力・総合的な決断力と，それによって得られる対外的信用・社
内からの信頼ですね」と指摘されている。
また，矢部・小河（2015， 55-56）によれば「経営者が身につけるべき内容をまとめると，
三階層で表される。一番上層が財務，法務，人事，マーケティングなどの経営知識である。そ
の下の層に経営知識をもとに実践することで得られる実践知である。最も下の層に『創業者の
考え，思想，経営理念』があり，すべての要になるところである」と指摘されている。
２―Ａ　後継者と従業員の関係が不安定という問題
事業承継においては，後継者が特別扱いされること，後継者をまだ経営者として認めていな
いことによって，後継者に対してやっかみを持つ従業員が出てきてしまうなど，経営者交代に
よる反発を持つ事例があることが指摘されている（落合，2016，p.173）。

さらに，矢部・小河（2015，53-54）によれば「筆者らはステークホルダーの中で後継者にもっ
とも厳しいのは社員であると感じている。特に先代が創業者であったり，中興の祖であったり
すると，社員は無意識に先代と後継者を比較してしまう。取引先や金融機関は，後継者で株式
を保有している人材をぞんざいにはしないが，社員は自分の人生を賭けるに値する人物かどう
かを冷静に，厳しく見ている」と指摘されている。
２－Ｂ　後継者と従業員の関係の安定化
まず「後継者はメンバーを説得する実績と，自分が抱えた社員を鼓舞する実行力を見せつけ
ねばならない」（矢部・小河，2015，102）
つぎに，武井（2014，225-226）によれば「私の場合，ビジネススクール卒業後に父の会社
に入り，配送センターやいくつかの販売チャネルの営業担当，経理や情報システムなどを経験
しました。しかし，直属の部下を採用する体験や，売上予算を持った小チームのリーダーの体
験が無く，取締役に就任した後で経験不足が身にしみました。特に仕入れ担当の経験が無かっ
たため，取締役として仕入れを担当したときには，部署のとりまとめに苦労することになりま
した。担当を経験していないという意識が自信のなさにつながり，それがリーダーとしての信
頼を得る妨げになっていたのだと思います」と指摘されている点が重要である。
最後に，武井（2014，226-227）によれば「自己の育成計画のポイントは，現場の担当者を
経験し直属の部下を持つこと，たとえ小さくても部署の損益の責任を持つこと」が指摘されて
いる。これまでの内容を図示すると下記のようになる。

２．事業承継と管理会計の先行研究
管理会計と事業を記した先行研究は下記の通りである。
 
事業承継と管理会計との関係に着目した初期の研究として、Giovannoni et al. (2011) を挙げ
ることができる。Giovannnoni et al. (2011) では、イタリアの同族企業を事例として、事業承継
に管理会計が果たす役割を調査している。Giovannoni らが調査した企業では、事業承継前に
BSC の導入を果たしている。そして、管理会計システムが、創業者の価値観を創業家外部の
マネジャーとコミュニケーションするにあたって重要な役割を果たしたことが示されている。
これに対して、Leotta et al. (2017) も、前経営者の持つ経営の視点を表すのに管理会計が共
通言語として機能したことを明らかにしている。加えて、Leotta et al. (2017) では、後継者が
持つ、前経営者とは異なる新たな視点も管理会計によって表現されたことが示されている。そ
して、前経営者と後継者のそれぞれの視点を統合する役割を管理会計が果たしたことが明らか
にされた。これによって、経営者の交替によって生じる混乱を低減することで、管理会計が円
滑な事業承継に貢献したことが示されている。
また、Bisogno and Vaia (2017) は、管理会計が親族内の社員と非親族の社員との意思疎通を
改善することを通じて、事業承継を円滑化したことが示されている。
海外企業を対象とした先行研究では、管理会計システムが事業承継にいかなる影響を与える
か、言い換えれば、事業承継の円滑化にどのように管理会計が寄与するのかを検討している。
これに対して、中島（2019）や中島 (2020) は、事業承継というイベントの発生が管理会計の
導入や見直しを図る契機となるかどうかを RQ としている。
中島 (2019) は，海外企業における事業承継の事例研究および事業承継モデルに関する研究
を検討し，事業承継にあたって管理会計情報を活用することによって，先代経営者，後継者，
および社内の従業員間のコミュニケーションが高まることで，事業承継プロセスがスムーズに
進捗することを明らかにしている．
そして、中島 (2020) は、信用保証協会と事業承継を経験した企業に対するインタビューを
通じて、事業承継の発生が管理会計の導入・見直しを図る契機となりうることを指摘している。
特に、事業内容の見える化や磨き上げをする段階において果たす役割が大きいことを指摘して
いる。
飛田（2012）は、創業者の経験や勘をいかに承継していくかという課題について、知識の共
有化を図る経営管理システムの構築事例を紹介している。同事例では、経営理念と社是を示し
たハンドブックの活用、経営理念・社是を体現する仕組みとしての業績評価システムと改善活
動、および経営情報システムが経営管理システムとして紹介されている。これらの経営管理シ
ステムが、現経営者の考えを浸透する手段となっていることが示されている。さらに、後継予
定者である副社長が構築した経営情報システムにより、現経営者が構築してきたその他の経営

管理システムが補強されていることが示されている。また、あらゆる情報を経営情報システム
によって見える化することによって、まだ同企業で取り扱っている技術に精通していない副社
長が、経営情報システムの整備を通じて従業員とのコミュニケーションをとるとともに、社内
の課題・問題点を認識する契機を得ていることが示されている。このような見える化の意義に
ついては、海外の事例研究とも一貫する結果が示されていると考えられる。くわえて、事業承
継の構成要素のうち、人（経営）の承継にも関係していると考えられる。知識や経験の不足し
ている後継者の能力を育成するにあたって、経営管理システムが果たした役割が明らかにされ
ている。
吉川（2021）および吉川（2022）では、中小企業において事業承継の中で管理会計の導入が
進展することに着目し、事業承継という課題に直面した企業における管理会計システムの進展
や、経営改善計画、事業承継計画の策定プロセスが示されている。いずれも同じ企業を対象に
しており、同企業では、前経営者が後継者の係数管理能力の不足を認識し、経営上の定性的な
要因と合わせて係数管理ができるよう能力をつけさせたいという意図を持っていた。
これらをまとめると下図のようになる。

Participation in the Royal Geographical Society’s 
2023 International Conference: A Report
The Royal Geographical Society was founded in 1830 with the aim of advancing 
geography and remains at the heart of the discipline today. We achieve this by supporting 
geographical research, teaching, fieldwork, and exploration, as well as advocacy on 
behalf of the discipline, supporting geographers in professional practice and promoting 
geography to a general audience. The society reaches a wide audience, including teachers 
and students in schools, academics and researchers in higher education, professional 
geographers in the workplace, researchers and explorers working in the field, and the 
general public who are curious about our world.
The RGS-IBG Annual International Conference regularly brings together more 
than 2,000 researchers in the humanities and natural sciences from around the world for

My Presentation
Today, I will discuss the displacement of social housing residents in Tokyo due to the 
Olympics, focusing on the role of neighborhood associations known as chokai.
I approached this research with trepidation due to the heart-wrenching stories of 
those who had been displaced. Many of the former residents are elderly, disabled, and 
economically disadvantaged, often perceived as vulnerable by society. However, their 
resilience is evident. Many resisted evictions until the very end, even in the face of 
neighboring demolition work and undrinkable tap water. While they shared numerous 
tragic stories —often anticipated by journalists and researchers—their narratives also 
revealed deeper complexities.
There is a prevailing notion that the Olympics devastated the social housing 
community. However, my analysis posits that, paradoxically, the experience of being 
displaced twice fostered a stronger sense of community. 
Recent urban development associated with mega-sporting events such as the 
Olympics has led to the displacement of residents living in neighborhoods surrounding 
stadiums and competition-related areas. In Tokyo, some social housing residents have been 
displaced twice in their lives: once for the 1964 Olympic Stadium and again for the 2020 
Olympic Stadium. I focus on the neighborhood associations or “chokai” of these residents 
and how they perceived the two displacements.

This study examines
(1)  whether a Shitamachi-like (lower or inner city) community existed in social housing 
after 1964. 
(2) Tokyo’s bid to host the Olympics and trends toward redevelopment.
(3) residents’ change in attitude between the first displacement and second displacement.
(4) how the chokai responded to the displacement. 
(5) whether the Olympics destroyed the community.
I used three research methods. First, historical sources on the formation of 
neighborhood associations. Second, semi-structured interviews with chokai officers. Third, 
documentaries, including videos, films, and newspaper articles. 
During the presentation I showed a slide of a danchi apartment [which is a large 
cluster of social housing units built by the government], including a separate dining room 
and bedroom, for a total size of 12 tatami mats (or 21.89 m2). From 1955 to 1964, the 
population of the Tokyo area increased by more than 5 million. High-density, low-rise, 
disaster-prone structures such as wooden apartment buildings emerged. The social rent 
was calculated at a minimum of one
There are two basic types of neighborhoods in Tokyo: Yamanote and Shitamachi. 
Yamanote refers to the aff luent, middle, and upper-class areas of Tokyo west of the 
Imperial Palace. Shitamachi is a neighborhood of self-employed people and manufacturing 
workers who moved to Tokyo from regional cities to achieve upward social mobility. The 
demolished social housing was located in a neighborhood called Kasumigaoka in the 
Yamanote area.
I then presented a slide which showed the different social backgrounds of the two 
Olympics hosted by Japan. In 1964, immediately before the start of the Tokyo Olympics

on October 10th, the prototype for the current transportation network was completed. The 
new transportation system created many jobs and stimulated the economy. At the time 
of the 1964 Olympics, Tokyo was experiencing economic growth, and the public believed 
that Tokyo would be reborn. 
At the time of the 2020 Olympics, the economy was stagnant. The Fukushima 
earthquake, the subsequent nuclear power plant accident, and the COVID-19 pandemic 
were all negative factors. There was little agreement that the Olympics would be an 
opportunity to rebuild Japan.
In the post-war period, Kasumigaoka was lined with houses and row houses where 
war victims and evacuees lived. Residents recall a Shitamachi atmosphere with many 
neighborly relationships. 
The decision to expand an existing stadium for the 1964 Olympics led to the forced 
displacement of area residents. According to a 1959 newspaper report, 2000 residents 
were displaced, and opposition was substantial. What changed and why did the residents 
agree to the displacement?
Former resident “A,” 88 years old, remarked “Those were the days of recovery from 
the war when Japan was rising from the ashes and moving towards hope. We were happy 
that we could help with the Olympics. And the government people cared about us even 
after we moved out. They treated us with consideration and were not that backward about 
displacement. Of course, I was sad that my original landscape would be lost, but I felt 
more excited by the thought of a new Tokyo. I remember feeling a certain sense of pride 
in some way.”
I then presented a slide which showed the Danchi-type housing estate built for the 
1964 Olympics surrounded by stadiums. In the modern era, the Olympics have had two 
aspects: an opportunity to present the nation to the outside world as a spectacle, and an 
opportunity to strengthen various domestic controls. In preparation for the 2020 Tokyo

Olympics, the danchi built to host the 1964 Olympics were demolished.
In 2012, the Tokyo Metropolitan Government requested Kasumigaoka residents to 
move to different social housing, which surprised the chokai or neighborhood association. 
More than 10 meetings were held over two months. Approximately 30 households were 
“early relocated” to other social housing. The neighborhood association initially refused 
to evict the residents, a decision that was swayed by a campaign group with a mix of 
non-residents.
In 2013, the neighborhood association approved the Tokyo Metropolitan 
Government’s relocation proposal on condition that the residents could move as a unified 
group. However, the chokai did not inform the residents about its discussions with the 
administration. Chokai officers realized that opposition to the displacement would be 
difficult to overcome. They collected residents’ requests for relocation sites and passed 
them on to the administration, reverting the chokai to its prewar and wartime role as an 
administrative end unit rather than a neighborhood representative body.
Out of approximately 160 households, 43 households responded, and 34 households 
said they would like to continue living in the danchi. When asked why they did not want to 
move, they emphasized its convenience, such as easy access to transportation, convenient 
shopping, and a close location to their family hospital.
The Tokyo Metropolitan Government began demolition of the danchi even though 
some residents were still living there. Two households continued to live there after the 
deadline for eviction in 2016 because they were unable to find alternative housing. The 
Tokyo Metropolitan Government stopped maintaining infrastructure, knowing that 
residents still occupied the danchi apartments. The water in the danchi was no longer 
suitable for drinking.
The Tokyo 2020 Olympic and Paralympic Games were postponed for one year 
because of the COVID-19 pandemic. Some people lost the homes where they had lived

for many years as the National Stadium was rebuilt. A young film director, Shinya Aoyama, 
spent three years documenting the daily lives of the people whose danchi social housing 
complexes were about to be demolished, resulting in this documentary.
The Tokyo 2020 Olympic Games opened on July 23, 2021. Two hours before the 
opening ceremony, approximately 700 citizens marched to demand the cancellation of 
the Olympics.
To summarize: The 1964 Olympics leveled out the supposedly diverse attitudes of 
the people and involved them in a nationwide experience. The 2020 Olympics combined 
the domestic significance of reconstruction with the external significance of showing the 
world that Tokyo had recovered from the pandemic and the previous earthquake.
Tentative findings:
1. There were very small neighborhoods, but no organized communities in 1964.
2. At the time of the first displacement, no chokai had been established. 
3.  Many residents were unaware of the displacement scheme set up by the Government 
and the chokai. Ultimately, some residents were left behind.
4.  A third-party campaign group moved politically to force residents to express their 
intention to remain.
5.  As an unanticipated consequence, the Olympics created a sense of community and 
deepened relations among residents who refused to be displaced. The residents who 
remained spoke as if a Shitamachi community had existed. The case of the Kasumigaoka 
social housing project created a collective illusion that the desire for a close-knit 
community had been destroyed by the Olympics.
The two social housing displacements were symbols of the difference between local 
government leaders, who were positive about the Olympics, and the residents, who were

mostly negative about the Olympics.
The slogan for 1964 was “Faster, Higher, Stronger”; the expectations for 2020 were 
not dreams of growth, but a better quality of life, resilience against risks such as climate, 
natural disasters, and viruses, and confidence in sustainability. There is no point in holding 
the Olympics if sports cannot play a major role in sustaining culture and livelihoods 
through the transition from a world of mass production and consumption to a recycling-
oriented society that includes culture and knowledge.
After the Presentation
Several people asked questions and it was a significant presentation. Adriana, the 
chairperson, installed the PowerPoint material on the computer in advance and was

At the RGS conference, I was able to make new friends and develop deeper 
relationships with acquaintances I could not meet during the COVID-19 pandemic.
