Integrating TOE, TAM, and UTAUT to Analyze E-Bidding Effectiveness in Vietnam
This study develops an integrated conceptual framework to assess the effectiveness of electronic construction tendering (ECT) in Vietnam’s public procurement sector. Although ECT is legally mandated, implementation remains uneven, particularly among small and medium-sized enterprises (SMEs). To analyze this complexity, the framework combines three established models - Technology-Organization-Environment (TOE), Technology Acceptance Model (TAM), and Unified Theory of Acceptance and Use of Technology (UTAUT) - capturing key dimensions such as infrastructure readiness, organizational capacity, institutional environment, and user behavior. Notably, the study redefines “attitude toward technology” as an organization’s adaptive capacity, rather than individual intention, to reflect Vietnam’s semi-coercive digital transition. The proposed model lays the groundwork for empirical testing and offers concrete policy directions, including subsidized training and mobile-based access for rural SMEs, integration incentives for larger firms, and legal reforms to stabilize the regulatory environment. These insights aim to inform more effective and inclusive digital transformation strategies in the construction sector
The Domains and Components of Industry 4.0 Talent for TVET Students Through Work-Based Learning
The Fourth Industrial Revolution (IR4.0) era of artificial intelligence, characterised by the digitization of technology, has revolutionised organisations worldwide, including corporate organizations. This shift has resulted in the emergence of a workforce with enhanced skills and competencies. This study aims to pinpoint the essential elements of IR4.0 talent domains that students from top technical and Vocational Education and Training (TVET) providers require for their Work-Based Learning (WBL) programmes. Consistent with the IR4.0 National Policy of Malaysia, this study contributes to the current workforce preparedness that could handle the challenges and opportunities of the revolution, consistent with Malaysia\u27s IR4.0 National Policy. Qualitative data was collected through semi-structured interviews with 6 academic and 5 industry experts. The data were analysed through theme analysis and reliability analysis using Fleiss’s Kappa analysis. The study identified 21 key components across four domains: cognitive skills (6 components), operational work skills (5 components), individual skills (7 components), and professionalism (3 components). All of this simply emphasises the importance of acquiring IR4.0 competencies in TVET programmes, particularly through work-based learning, for TVET graduates to have the competencies needed in practice and the mindset towards success within the current context of industry, as well as to contribute to future talent readiness
Combined Influence of Metakaolin and Palm Oil Fuel Ash on the Heat of Hydration and Permeability of High Performance Concrete
Utilizing metakaolin (MK) and palm oil fuel ash (POFA) mitigates the negative impacts of high content cement in high performance concrete (HPC). This research aims to investigate the heat of hydration (HOH) and water permeability of HPC blended with MK and POFA as cement substitutes. Three concrete mixtures namely a control made with 100% ordinary Portland cement (OPC), optimum MK; and optimum blend of MK and POFA were prepared. Subsequently, the temperature rise due to HOH and water permeability were evaluated. The results demonstrated that using 15% MK with or without 20% POFA reduced the peak temperature and coefficient of water permeability of HPC compared to control concrete. The findings suggest that incorporating MK and POFA in HPC is beneficial for mass concrete to prevent thermal cracking and for water-retaining structures to block permeable pores.
Agricultural and High-Density Polyethylene (HDPE) Waste Recycling to Produce High Voltage Insulator for Covered Conductor (CC) Distribution Systems
Waste manufacturing represents a crucial technological field that finds a great interest all over the world. Therefore, recycling of agricultural and HDPE waste is carried out to produce high voltage insulator suitable for use in CC based electric distribution systems. The insulator manufacturing processes from the adopted waste are presented. To verify the suitability of the manufactured material to be used in producing high voltage insulator, the properties of the manufactured material are measured. These properties are material permittivity, dielectric loss, resistivity, tensile strength and water absorbance. The measured dielectric properties of the manufactured material are used to simulate an insulator with real dimensions to be compared with another traditional porcelain insulator with the same dimensions. The comparison is carried out from the electric field distribution point of view using finite element (FEM) analysis method. Also, the comparison is experimentally carried out using a real porcelain insulator and a manufactured insulator sample having the same creepage length. The experimental comparison is carried out though leakage current measurements considering wet polluted condition. Finally, the obtained results either theoretical or experimental show the validity of the manufactured insulator to be used efficiently in CC based electric distribution systems
Outage Performance of Free-Space OpticalCommunication Systems Over Turbulent Channels with Varying Atmospheric Visibilities
Free space optics is the technology where beams of light provideoptical connection using a line-of-sight path for communication as aform of video, voice, and data information between two points. A fewof the FSO system's limitations include atmospheric attenuationcaused by weather, which is the most difficult issue to solve because itseriously impairs system performance and results in poor signaltransmission. One of the important performance measures foranalyzing and enhancing FSO functionality for various fading statesassociated with different data rates is outage probability. This articleexamines FSO in terms of transmission optical power, feasible bitrates, and outage probability under clear, hazy, and moderate toheavy rainy conditions. The MATLAB simulation is implemented to dothe performance study. However, aperture diameters D = {20, 40, 80,100} mm and link distances L = {2.0, 3.5, 5.0} mm are seen to beessential characteristics for evaluating system performance. For allscenarios, the system's power consumption can be minimized byusing larger aperture diameters at lower bit rates, particularly in clearweather
Optimizing Solar Panel Cleaning with Kalman Filter-Enhanced Mobile Robotics
This study proposes the use of the Kalman filter method to accurately determine the position of the robot so that it can monitor the efficiency of the solar panels. This method is applied to the mobile solar panel cleaning robot, the Kalman filter is used to process data from the Inertial Measurement Unit (IMU) sensor on the robot specifically on the z-axis to accurately determine the position of the robot in the Cartesian coordinate system. The robot\u27s performance tests show that the accuracy of the displacement measurement of the encoder corresponds to the pulse value. The test results showed that the use of the Kalman filter could significantly reduce the total error in the sensor data, namely when before using the Kalman filter, the total error from the reference axis gradient was 47.17 degrees, while by using the Kalman filter, the total error was 0.23 degrees, which means that the effectiveness of dust cleaning by the robot showed that the robot was able to reach the target coordinates with a high level of accuracy. Then, the mobile solar panel cleaning robot is taken simultaneously to monitor and maintain the efficiency of the solar panel in terms of dust and temperature drop. The efficiency of solar panels with a temperature drop of 5-6 degrees Celsius. The result of this study is a solar panel cleaning robot equipped with the Kalman filter algorithm to lower the temperature and clean dust. The total movement error of the robot was 0.73 for the X coordinates and 0.79 for the Y coordinates. The decrease in temperature had a positive effect on the increase in power by 2% from 85% to 87%. The results of this study show that the performance of the system is maintained in optimal conditions even though temperature fluctuations are successfully treated to increase the efficiency of the system, the temperature reduction according to the standard conditions (STC) is still not optimal, so further research and improvement is needed in the temperature reduction to achieve higher efficiency
A Study on The Current Practices of Safety and Health by Contractor in The Construction Industry at Sarawak
The Occupational Safety and Health (Amendment) Act 2022 expanded the scope of Malaysia\u27s Occupational Safety and Health Act 1994 to include all workplaces, emphasizing stricter safety regulations and penalties. Despite this, the construction sector, particularly in rapidly urbanizing Sarawak, remains high-risk, significantly contributing to occupational fatalities. This study aims to assess current safety and health practices among contractors in Sarawak\u27s construction industry and propose improvements. Focusing on Sri Aman, Sibu, and Bintulu, data were collected through questionnaires and observations, analyzing management, social, and risk control aspects. Findings reveal that while safety practices are implemented, further improvements are essential to enhance worker well-being and safety stewardship in the region
Exploring The Impact of Depression Among C&S Engineer at Construction Industry
This study investigates the prevalence, contributing factors, and impact of depression among civil and structural (C&S) engineers within Sarawak’s construction industry. Depression, a critical mental health concern, is closely associated with diminished workplace safety performance, productivity, and overall well-being. Data were collected from 220 respondents through structured surveys, incorporating instruments such as the Cornell Musculoskeletal Discomfort Questionnaire (CMDQ) and Likert-scale assessments. The data were analyzed using descriptive statistics, correlation analysis, and regression techniques. The results indicate that multitasking demands, tight project deadlines, and physical fatigue are major contributors to depression, which was primarily reported at mild to moderate levels. Regression analysis revealed a strong relationship between depression and safety performance, with depression accounting for 95.9% of the observed variability. Additionally, symptoms like mental fatigue and musculoskeletal discomfort compound workplace challenges. These findings underscore the urgent need for targeted mental health support, ergonomic interventions, and policy reforms to enhance both employee well-being and safety outcomes in the construction sector
Isu dan Cabaran yang Dihadapi oleh Kepimpinan Wanita dalam Institusi Pendidikan Latihan Teknikal dan Vokasional (TVET): Issues and Challenges Faced by Women Leaders in Technical and Vocational Education and Training (TVET) Institutions

Kajian literatur sistematik ini mengenal pasti isu dan cabaran yang dihadapi oleh wanita dalam institusi Pendidikan Latihan Teknikal dan Vokasional (TVET). Wanita dalam kedudukan kepimpinan TVET dapat membawa pendekatan yang inklusif dan holistik dalam pengurusan dan perancangan pendidikan vokasional. Dalam kajian tinjauan literatur bersistem ini pengkaji telah menganalisis sebanyak 22 penulisan berilmiah yang merangkumi artikel, jurnal, proceeding dan tesis berdasarkan penyelidikan kualitatif dan kuantitatif daripada platform penyelidikan terkemuka seperti Emerald, ProQuest Dissertations & Theses Global, Scopus dan Google Scholars telah dianalisis menggunakan garis panduan PRISMA. Kajian ini menentukan sebelas (11) domain Isu dan Cabaran yang dihadapi oleh Kepimpinan Wanita dalam Institusi TVET seperti stereotaip jantina, pengurusan wanita yang lemah, diskriminasi organisasi, budaya organisasi, cabaran mempengaruhi pelaksanaan perubahan, halangan struktur dan sikap wanita dalam jawatan kepimpinan dalam organisasi, metafora siling kaca, kekurangan pembangunan professional dan pementoran, organisasi berat sebelah (bias), cabaran komunikasi dan halangan keluarga untuk bekerja. Hasil kajian ini menunjukkan bahawa kajian- kajian terdahulu telah membuktikan bahawa isu dan cabaran yang dihadapi oleh wanita memberi kesan kepada kepimpinan wanita dalam sesebuah institusi. Oleh itu, penyertaan wanita dalam kepimpinan TVET adalah penting untuk mencapai kesaksamaan jantina dan memastikan bidang ini terus berkembang dan relevan dengan keperluan industri. Melalui usaha yang berterusan dan pelaksanaan langkah-langkah yang tepat, dapat mewujudkan persekitaran yang lebih kondusif dan menyokong untuk kepimpinan wanita dalam TVET.

This systematic literature review identifies issues and challenges faced by women in Technical and Vocational Training Education (TVET) institutions. Women in TVET leadership positions can bring an inclusive and holistic approach in the management and planning of vocational education. In this systematic literature review, the researcher has analyzed a total of 22 scholarly writings that include articles, journals, proceedings and theses based on qualitative and quantitative research from leading research platforms such as Emerald, ProQuest Dissertations & Theses Global, Scopus and Google Scholars have been analyzed using PRISMA guidelines. This study determined eleven (11) domains of Issues and Challenges faced by Women\u27s Leadership in TVET Institutions such as gender stereotypes, poor management of women, organizational discrimination, organizational culture, challenges affecting the implementation of change, structural barriers and attitudes of women in leadership positions in organizations, glass ceiling metaphors, lack of professional development and mentoring, biased organizations, communication challenges and family barriers to work. The results of this study show that previous studies have proven that the issues and challenges faced by women have an impact on women\u27s leadership in an institution. Therefore, the participation of women in TVET leadership is essential to achieve gender equality and ensure that the field continues to grow and is relevant to the needs of the industry. Through continuous efforts and the implementation of the right measures, it can create a more conducive and supportive environment for women\u27s leadership in TVET
Evaluating Machine Learning Models for Predicting Structural Subsidence Based on Leveling Data: A Case Study in Vietnam
Monitoring and predicting structural subsidence is crucial for construction project safety and efficiency, particularly in regions like Vietnam where leveling-based monitoring is standard. This study evaluates four machine learning methods, Linear Regression (LR), Support Vector Machine (SVM), Random Forest (RF), and Gradient Boosting (GB) for predicting subsidence using leveling data from a high-rise building in Hanoi. The dataset comprised 11 measurement cycles from three monitoring points between July 2020 and September 2022. Performance metrics revealed RF as the most effective model, consistently yielding superior predictive accuracy. LR also demonstrated steady, practical performance. Conversely, GB and SVM performed poorly, likely constrained by the limited dataset size. Notably, RF showcased the potential to surpass traditional predictive approaches, offering a robust solution even with sparse data, while LR remains a viable option for resource-constrained scenarios. This research introduces a modern ML-based approach to subsidence prediction relevant to the Vietnamese context, highlighting the importance of dataset characteristics and underscoring the need for larger datasets and the inclusion of more influencing factors in future investigations to further refine predictive capabilities
