The reviewed book deals with the approaches, methods and computer-aided tools applied for solving the tasks of concept designing of technical innovations and innovative organizations. The importance of the problem within the strategic management issues is explained through the necessity to teach the students and staff of organizations the methods of development and production of competitive industrial goods. The author of the review underlines the theses that the use of system approach is especially important at initial stages of development of technical decision concerning engineering of new technics and technology. No full textAs it is shown by experimental studies, variable vertical loads acting on the pavement of the airdrome are random in nature. In this regard, to assess the reliability of pavements calculation method is necessary, bonding characteristics of the random loading process with the simplest fatigue behavior – Wohler curve. The article proposes methods providing for determining the design life of pavement in planes’ landing area within the parameters of the foundation material and the impact of the loading dynamics of airdrome pavement. This makes it possible to properly assess structural life of the pavement in the design process, and to ensure optimal conditions of its operation by controlling the amount of landing operations of calculated aircrafts from different runway headings.Как показали экспериментальные исследования, переменные вертикальные нагрузки, действующие на покрытие аэродрома, носят случайный характер. В связи с этим для оценки надежности покрытий необходим расчетный метод, связующий характеристики случайного процесса нагружения с простейшей характеристикой выносливости – кривой Веллера. Предложенные в статье решения позволяют определить расчетный срок службы плит покрытия зоны приземления самолетов с учетом параметров грунтового основания и степени воздействия динамики нагружения посадочной полосы. Это дает возможность правильно оценить ресурс конструкции покрытия в процессе проектирования, а также обеспечить оптимальные условия ее эксплуатации путем регулирования в аэропортах посадочных операций расчетных самолетов по рабочим курсам

Get PDFStudents of a transport university should realize that they belong to the socially significant normative reference group. This awareness can be formed with the help of educational professional- personal strategy in the general context of formation of service type of behavior of students. The issues of these strategies are constantly put at the forefront in all documents on work with personnel. The solution of these issues influences not only the vector of business process management, but also the requirements for education in the humanities in a technical higher education institution. Furthermore it leads to the particular choice of the path for humanities students in an educational institution with strong dynastic traditions, where there is a certain corporation focused on a particular mode of transport, a unique brand of the oldest railway university.Обучающийся в транспортном вузе должен осознать свою принадлежность к социально значимой нормативной референтной группе. Этому осознанию помогают образовательные профессионально-личностные стратегии в общем контексте формирования у студенчества сервисного типа поведения. Вопросы таких стратегий постоянно ставятся во главу угла во всех документах по работе с кадрами. От их решения зависит не только вектор управления бизнес-процессами, но и характер требований к гуманитарному образованию в техническом вузе. А отсюда и особенности выбора пути для студента-гуманитария в учебном заведении, где сильны династические традиции, существуют ориентированная на свой вид транспорта корпорация, уникальный бренд старейшего железнодорожного вуза

Get PDFAdopted in the framework of the Customs Union technical regulation system, according to the authors of the article contains a number of provisions, which, together with the existing technical regulations in the field of railway transport complicate the assessment of their compliance with the requirements received from the producers. This also applies to standards, supporting regulations, and certification processes, and preferred ensuring of the security settings of the transport equipment. Conclusions and recommendations of analysts, made in this context, do not claim indisputability and offer discussion.Принятая в рамках Таможенного союза система технического регулирования, по мнению авторов, содержит ряд положений, которые вместе с существующими техническими регламентами в области железнодорожного транспорта затрудняют оценку соответствия их требованиям получаемой от производителей продукции. Это касается и стандартов, поддерживающих регламенты, и сертификационных процессов, и приоритетного обеспечения параметров безопасности транспортной техники. Сделанные в данном контексте выводы и предложения самих аналитиков не претендуют на бесспорность и не исключают возможность дискуссии

Get PDFThe article is devoted to the organization of passenger flows of public transport in Yaroslavl. A new method for the study is proposed, based on the marketing concept. The field portion of the program was accomplished in May 2012. The results of the study on the transport situation allowed offering correction methods that optimize the route network of the city.Despite localization of problems under review, which was determined by the necessity to apply and verify the methods in real situation, the approaches and techniques suggested by the researcher can be generalized and used for other locations.Статья посвящена проблемам организации пассажиропотоков общественного транспорта в Ярославле. Взамен традиционных способов изучения спроса на городские пассажирские перевозки обоснован новый метод исследования, базирующийся на маркетинговой концепции. Полевая часть программы реализована в мае 2012 года. Результаты изучения транспортной ситуации позволили предложить коррекции, оптимизирующие маршрутную сеть города

Get PDFThe author explores production and sociocultural reality of the first post-war years on the Western Railway. Its greatest extent accounted for Smolensk region, subjected to large-scale destruction during World War II. Reconstruction became a key objective for 1946–1950 years. Rail transport embarked on reconstruction of roads, mechanization and automation of heavy works. Implementation of such a labor-intensive program in the personal plan seemed impossible without the full exertion of not only physical but also moral strength. In this connection, attention is focused on social factors, public moods of that period. The study is based on the documents of State Archive of Contemporary History of Smolensk region.Автор исследует производственную и социокультурную реальность первых послевоенных лет на Западной железной дороге. Наибольшая часть этой трассы приходилась на Смоленскую область, подвергшуюся масштабным разрушениям во время Отечественной войны. Восстановление разрушенного стало главной задачей 1946–1950 годов. Железнодорожным транспортом был взят курс на реконструкцию дорог, механизацию и автоматизацию тяжелых работ. Выполнение столь трудоемкой программы в личностном плане казалось невозможным без полного напряжения не только физических, но и моральных сил. В связи с этим акцентируется внимание на социальных факторах, общественных настроениях того периода. Исследование базируется на документах Государственного архива новейшей истории Смоленской области

Get PDFThe article presents the system distribution of operating costs, their structure and grouping according to the nomenclature adopted by the JSC «Russian Railways» for each type of selected activities. Items for aggregate activity types are highlighted. Detailed examples of calculations related to the accounting and expenditure items for freight transportation and the provision of infrastructure services for them, including sectoral units, groups and elements of costs are given. Analysis of the used typical schemes and the results obtained on simulated railways makes it possible to evaluate the potential of existing methods in terms of growing demands for cost management, improvement of regulatory framework of budget sector of the railway holding.В статье представлены системное распределение эксплуатационных расходов, их структура и группировка в соответствии с номенклатурой, принятой в ОАО «РЖД» по видам деятельности. Особо выделены позиции по укрупненным видам работ. Даны развернутые примеры расчетов, связанных с учетом и статьями расходов по грузовым перевозкам и предоставлению для них услуг инфраструктуры, в том числе по отраслевым хозяйствам, группам и элементам затрат. Анализ использованных типовых схем и получаемых при этом результатов по условным дорогам позволяет оценить потенциал действующих методик с точки зрения растущих требований к управлению затратами, совершенствованию нормативной базы бюджетной сферы железнодорожного холдинга

Get PDFDespite the increased financing volume of railway transport investment, the level of deterioration of its rolling stock and infrastructure hardly reduces. One of the reasons hindering the development of railways in Russia is the lack of depreciated assets even for simple reproduction, and therefore an adequate flow of investment is required to solve the problem of replacing the old fixed assets with the new fixed assets. To justify the additional financial resources it is necessary in this case to provide an accurate reassessment of both original and the current market price of fixed assets, which are on the balance sheet. But above all, it is required to find methodological approaches, appropriate to the tasks, to achieve reliable monitoring of threshold quantities, as well as balance of reproduction and renewal of fixed assets, increase in productive possibilities capacity of the sector in general.Несмотря на возросшие объемы финансирования инвестиционной деятельности железнодорожного транспорта, уровень износа его подвижного состава и инфраструктуры почти не снижается. Одной из причин, тормозящих развитие железных дорог России, является нехватка амортизированных средств даже для простого воспроизводства, а соответственно и требуется достаточный поток инвестиций, чтобы решить задачу замены старых основных фондов на новые. Для обоснования дополнительных финансовых ресурсов необходимо при этом провести точную переоценку как первоначальной, так и текущей рыночной цены находящихся на балансе основных средств. Но прежде всего нужно найти подобающие задачам методические подходы, чтобы добиться надежного мониторинга пороговых значений, а также сбалансированности воспроизводства и обновления основных средств, повышения общеотраслевого производственного потенциала
