Integration, Catching-up and Development Ceilings. The usability and explanatory capability of the semi-periphery term in the analysis of Central and Eastern European countries’ development trajectories
The turning of Central and Eastern European (CEE) economies on the path of building a market economy, their subsequent integration into the European Union’s economic space, and finding their place in it is a geo-economic process of pan-European or even broader significance that takes decades. It has not always been possible to adequately foresee the continuation of this process, the acceleration or slowing of economic growth, faster development of integration or its obstruction. The same goes for the dynamics of more global processes and crises, which all exert their influence on events in our region. Politicians as well as economists have offered unjustifiably optimistic forecasts and sometimes created groundlessly bleak scenarios. Theoretical bases for interpreting, directing and monitoring these ongoing processes have usually been hastily drafted “on the move” and then adjusted to conform to the current reality. As examples we can mention the economic transition theory, the “catching-up” types of approaches, and theoretical positions according to which the economic integration and various types of harmonisation were organised. Of course, there were certain more general theoretical foundations in the fields, such as the theory of economic growth, theories on international trade, developmental economics, etc., but all these were quite general and linking them to particular time periods and the specifics of the region was anything but easy.
The Early Expression of (Un)certainty in Typologically Different Languages: Evidence from Russian, Estonian and Hebrew
The article discusses the early means of expressing the epistemic notions of certainty and uncertainty (epistemic markers) in three typologically-different languages – Russian, Estonian and Hebrew. The results are based on an analysis of naturalistic speech samples of 9 typically-developing monolingual children, recorded from ages 1;3 to 6;2. The emergence of epistemic markers in child speech is compared to child-directed speech. Acquisition of means of expressing epistemic modality starts to develop at the end of the second year of life with the marking of uncertainty. The findings indicate an expansion of epistemic evaluation from objective situations in the physical world to the mental world. A comparison of child speech with the input reveals that both the frequency of a marker in the target system and the degree of epistemic semantics influence its emergence and development. Evaluating Intercultural Awareness Raising in Two Estonian EFL Secondary School Textbooks
Nowadays teachers have rarely an opportunity to work within a monocultural context, and rather than teach English, they have to sensitize students to the cultural component of a multitude of Englishes as well as students’ own cultures. Much of this information is derived from coursebooks. The article tries to fill the gap in the literature in the field of coursebook evaluation in Estonia by analysing intercultural awareness raising in the two local and global EFL coursebooks currently employed in Estonian upper secondary schools. We use a qualitative study with methods of textual analysis to examine how authors introduce interculturality in textbooks. Our findings show that what the coursebooks claim to be providing may not necessarily be what is delivered
Land Reform, Market Adjustment, and Rice Market Growth in Vietnam
Vietnam is in transition in terms of economic development. Its economic sectors have seen incredible growth for decades, including agriculture. Vietnam’s rice sector has increasingly expanded for decades regarding production and exports, while the country has experienced structural adjustment and policy reform, such as land reform. This article examines the production and trade effect of policy reform on the rice sector in Vietnam from 1976 to 2014. Using ordinary least squares model and marginal effects, the study found that policy reform has a positive effect on rice production and exports in Vietnam. Moreover, it was found that the Doi Moi macroeconomic reform has had a strong and positive effect on rice exports. This result shows that policy transition contributes to an increase in rice production and exports

Sada aastat pärast I maailmasõja lõppu pööratakse üha rohkem tähelepanu nii mõnelegi sõja ajal sündinud nähtusele, mille tulevikuperspektiivi siis ei hoomatud. Ühed tähelepanuväärsemad nende seas olid I maailmasõja imperiaalsete armeede koosseisus võidelnud rahvuslikud üksused, mis said suurriikide lagunemisel sündinud uute riikide või taastatud impeeriumi-eelsete riikide sõjavägedeks. Enamik uusi armeesid ei sündinud päris tühjale kohale. Ühed astusid lihtsalt mõne varasema territoriaal-sõjaväelise autonoomia asemele ning võtsid üle selle traditsioonid, relvad, kasarmud ja väljaõppepõhimõttedki. Teised alustasid oma väe ülesehitamist keiserlikus vormis, millel olid küll uued eraldusmärgid, aga tegevusse astuti juba sisseharjunud rivisammul ja kiiruga emakeelde tõlgitud käsklustega.

Ülevaade konverentsiettekande põhjal
Keelemaastik Tallinna vanalinnas aastatel 2013–2017
Artiklis on vaatluse all Tallinna vanalinna keelemaastik diakroonilises perspektiivis, seatud eesmärgid on (1) vaadata, kas ja kuidas on keelemaastik muutunud aastatel 2013–2017; (2) kirjeldada avalike siltide funktsioone ning (3) vaadata siltidel kasutatavate keelte kooskõlastatust 2011. aastal vastu võetud keeleseadusega. Uurimuses on põimunud kvantitatiivne ja kvalitatiivne analüüs.
Uurimusest selgus, et Tallinna vanalinna keelemaastik on mitmekeelne, multimodaalne ning sümboolne ja informatiivne: kasutusel on eri keeled, eri tüüpi sildid, siltidel on mõjutav funktsioon ning need edastavad infot. Eesti keele kõrval on kasutatud kõige rohkem inglise keelt, mille liiga sagedase kasutuse tõttu jääb eesti keel tihti teisele kohale. Seetõttu minnakse vastuollu keeleseadusega
Implementation of Joined-up Governance for Solving Youth Employability Issues in Estonia: Matching EU Pressures and Civil Servants’ Perceptions
This article focuses on the supply side of joined-up governance in youth policy. Theoretically, the article seeks to contribute to a better understanding of how the challenge for more intense cooperation has altered the roles of central government in local policy implementation, and how civil servants adapt to this new situation. Empirically, the analysis represents a case study of the provision of integrated labour market services for youth in Estonia, focusing on one-stop-shop Pathfinder service centres. We analyse the EU’s impact on pushing national governments to apply a joined-up approach in youth policy. We study how joined-up thinking is reflected in national policy strategies and institutional arrangements, and then compare this institutional framework to intersectoral cooperation practices and perceptions of civil servants toward joined-up governance for solving youth issues. The analysis revealed that joined-up governance in Estonia is supported by the relevant domestic and European policy strategies and is accepted by civil servants as a more efficient way to provide youth employability services. Although the readiness of actors for cooperation has been seen as the main premise for joined-up governance, there was also a clear expectation that cross-sectoral joined-up working should be initiated firstly at the ministerial level, as it would then be easily transited to the local level.

Acta Politica Estica 7 (2016) numbris ilmus Janar Mihkelsaare artikkel „Juri Lotmani semiootiline kultuuriteooria või Ernesto Laclau poliitiline ontoloogia“. Tegemist on kindlasti tugeva teoreetilise artikliga, milles kumab läbi autori kursisolek nii Juri Lotmani kui ka Ernesto Laclau töödega. Lisaks sellele haaratakse oma argumentide toestamiseks kaasa mitmete teiste autorite tööd, olgu näidetena mainitud Agambeni tõlgendused Saussure’i keeleteooriast, Monticelli tõlgendused Lotmani kultuurisemiootikast. Seetõttu laiendab käeoleva artikkel oluliselt Lotmani ja Laclau mõistmisvälja
